Tchad: Ordre des Avocats du Tchad – Communique de Presse No. 003 (02.03.2024)

“In these unfortunate and painful moments which are undermining our peace and national cohesion, I would like to bow to all the dead because their blood is the flowing Chadian blood and express my total and unconditional support to the Head of State, our defense and security forces and our republican institutions and invite everyone to draw light from deep within themselves to soothe and illuminate the difficult path we are taking to build a Chad of justice and equality, a reconciled Chad, a Chad for all with all. May God calm hearts and help us to identify together the lights of the future” – Prime Minister Succès Masra (28.02.2024)
The Mouvement Patriotique du Salut (MPS) and the Transitional President Gen. Mahamat Idriss “Kaka” Déby Itno is now using his authorities to silence the ones who are in his way. This is happening months before the May 2024 elections.
We know things are bad when Tchad One Reports this yesterday:
“Information circulating in power circles, which TchadOne was unable to confirm from independent sources, announces the death of Yaya Dillo. In the afternoon, the army invaded the headquarters of his party in the center of Ndjamena and bombarded the building with heavy weapons. Around ten activists were killed and several injured. The situation is currently confused in Ndjamena where lists of former ministers and senior officials to be arrested “dead or alive” are circulating among the ANS commandos. Within the army high command, divisions have already emerged between men loyal to the junta leader and generals shocked by the brutality of the means used to assassinate peaceful political activists. If the leader’s death is officially confirmed, it could have serious consequences” (Tchad One, 28.02.2024).
What is obvious now is that the authorities and the state is going after the Parti Socialiste Sans Frontières (PSF), as the leader was assassinated yesterday. The headquarters of the party was attacked by the government. While also Gen. Saleh Deby’s home was besieged and sealed off yesterday, as he went from MPS to PSF earlier in the year. Which is why his a target now for the state.
There unconfirmed at that other Generals is besieged by the authorities. This has been reported, but not confirmed who and where, as certainly the people of N’Djamena have felt the presence of weapons and guns of late. As the state have gone after enemies of late.
That’s why Yaya Dillo was a main target and a hit. We know the state is trying to control the situation and the information leaking out. As the internet has been blocked and phone lines getting “jammed”.
After yesterday, this Friday there are slow movement in capital, but as normal. The dust is maybe settling, but also the worry. As the state has targeted its enemies and done so with lethal intent. We know that the PSF has been the main target and the objective have been sort of done, as the leader of the party is killed by state operatives. That’s the latest from Tchad and it’s sad that it comes to this.
The Transition Government and Junta surely continues to be violently oppressive. It doesn’t stop its bloodshed… and usage of force to silence critics. The ones calling this a tentative coup d’etat against Gen. Kaka seems strange. As the targets has been hit and no one else. If there was a coup d’etat the situation would be more tense and more worrisome. As the state weapons was in use and they knew where to go.
That’s why they went after the PSF and the leaders of it. That’s why Dillo is dead and Gen. Saleh Deby is under “house arrest” or preventative arrested for the moment. Therefore, this isn’t looking like a coup or a mutiny.
This recent action will cause disruption and cause more pain before the polls. As a man of democratic principals was gunned down. That shows that the regime of Gen. Kaka and MPS haven’t any regard for their opposition. He will get rid of you if you stand in his way. That’s the message his sending for the world to see. Peace.

Yesterday Général Mamady Doumbouya decreed the dissolution of the government and taking away everything from the ones serving in government. The decree is clearly settling the score and taking away everything from freezing bank-accounts, escort-vehicles, travel-documents, stamps and demobilization of bodyguards and aide-de-camp.
Gen. Doumbouya who has been in power since 1st October 2021 are now putting in doubt the Transitional Period. The Interim President and the CNRD is now dissolving the temporary entities. By doing so…
Are Gen. Doumbouya consolidating power by this decree?
Are the General stopping the planned election later in the year after 3 years of transition?
This looks like someone who is stifling his own tracks and consolidating power. He is the midst of trouble and aware that his end could possibly be near. So, in the heat of the moment… he rather strikes against everyone around him and ensure his stay in office.
It doesn’t look like his planning to leave or renegade himself. No, this sort of decree is made to cement his own position and continue reigning as Head of State. That’s the gist I get out of it.
While the former Ministers and allies who are now dusted. They are apparently distrusted and been clipped their wings. That’s done to give the General further mandate and pursuit a prolonged time in office. He will find excuses and reasons for his action. That will come in the coming days, as it is corruption or mischief. We have heard similar tales before, and a man of his stature would use that against them. Therefore, nothing will be shocking here…
A man who takes power… usually tends to stay in power and negate the reasons to step down. The same will happen with the General. Power corrupts and it becomes a mind-state, which controls all parts of life for the man. He gets the lavish lifestyle and abilities that he never had before.
The General have bashed in this glory since October 2021 and most likely don’t want the party to end. He see how beneficial it is to be the Commander-in-Chief and the Head of State. The General don’t want to give that away to a stranger and an unknown. Because if he does… that man might find ways to retaliate and even find his dirty deeds behind closed doors.
When a Head of State dissolve government, cabinet and takes away their privileges. You know there is something shady going on. Either by the man writing the decree or someone scheming to end the interim President’s term. That could easily be assessed. This is another coup d’etat and done so by the pen. Because he takes control and consolidate power by this decree.
When you rule by decree, you take away all accountability and transparency of your office. Your word is your bond and the word is law. That is a dangerous path, and a man cannot sustain his office with this for too long. As the public wants to know and he has to reason himself out. The General are creating more instability and questions about his future plans.
If the plan is to stay longer in office. That is imminent. We can all see that one coming from a mile away. The General does this to silence the civilians and the technocrats from implementing the CNRD transitional plan. He can scratch that and re-start it now.
This tale is far from over, but the General is causing more damage than good by doing this. His legitimacy is already thin, and it doesn’t make it any better by dissolving the government. He now must appoint others and entrust new people to the same offices. Sooner or later, he must make a speech and talk about why he did it.
The CNRD and the General now have to prove and get public support this act. The interim leadership is shaky and weak when it does this to the whole cabinet. It isn’t a power move, but instead a moment of weakness. He needs to prove his weight and does so… by silencing the appointees.
General Doumboya now must answer for this and will be seen as second coup d’etat. Because he takes power yet again.
We can wonder why he did it, but it is a way of stalling the transition to a civilian government. That isn’t a new trick, but a old way of keeping themselves in office. Peace.

“The Army General Staff announces having foiled a coup. In an official press release, the General Staff of the Chadian army announced that it had dismantled a group planning insurrectional operations on Saturday January 13, 2024 around 11 a.m. However, consistent sources relayed by TchadOne indicate that tension persists, highlighting a situation that is still unstable despite this intervention” (Tchad One, 19.01.2024).
“According to the General Directorate of Military Intelligence (DGRM), a group of 80 officers planning a coup against the ongoing transition have been arrested. The DGRM claims that this group was led by Lieutenant Kouroumta Levana Guelemi. The Chief of General Staff of the Armed Forces calls on the population to calm down. It was confirmed by the latter that a group of individuals planning to carry out insurrectionary operations on Saturday January 13, 2024 around 11 a.m. was “dismantled”” (Afrik Scoop, 19.01.2024).
In N’Djamena Gen. Mahamat Idriss Déby Itno aka Kaka is far from safe. That has been proven over time. That’s why he had one “referendum” and appointed Masra as Prime Minister to galvanize his role and continue the succession from his predecessor. That’s all his busy doing and hoping for the blessing of France to prolong his reign. While he has mercenaries from Hungary to salvage his power.
We know Gen. Kaka isn’t feeling safe or secure, as there are tensions internally within the army with a thousand of generals. There are several who are earning profits on the warfare and alliance with the Rapid Support Force (RSF) in Sudan. The balance of sovereignty and territorial integrity isn’t important when it comes to “blood money”. The ones in the circle surrounding of Gen. Kaka is bound by this, but he still needs support or some sort of legitimacy to continue to be the head of state.
It is bad when a Lieutenant tried to overthrow a dynasty. You know there is brewing sentiment and disregard for the reign of Gen. Kaka. That isn’t shocking, as he has to balance the power of the army and keep people “happy”. Even if there is a sentiment of tiredness and lack of popular support in public. That’s why Masra was appointed to patch the hurt of the citizens. Which is a cheap trick, and we don’t know it that is enough to salvage anything.
Gen. Kaka cannot rest or relax, neither the inner circle around him. They all have to answer for themselves and why they are even there. The dynasty isn’t the natural way of governing and this is why he has to shielded and safeguarded. The junta cannot sustain itself without a proper reform and service delivery, which it haven’t cared about. As it is more preoccupied with keeping itself in power than serving the public. That’s why there will be more attempts and people trying to overthrow Gen. Kaka.
The Lieutenant isn’t the only one and there will be others who are plotting. They are waiting for a moment of weakness and lack of total control. That moment will come… and it will be done in the midst of morning without any announcement. This is how these things goes and the tension will be in the capital. As uncertainty and who is in-charge. That’s how these things goes down and most likely will happen in Tchad too.
Gen. Kaka isn’t solidified… or secured yet. No, he is interim and temporary, but has the power all surrounding him. That isn’t a given and can easily be taken away. Peace.

“Dr. Succes Masra, president of the Transformers party, is appointed Prime Minister, head of government” (Ndjamenainfos.com, 01.01.2024).
It is a possibility that the Office of the Prime Minister is the right fit for Succes Masra. The opposition politician who returned after making an agreement in November 2023. Since then he has been campaigning and been vocal about the referendum.
Now as we just have entered 2024 and the referendum is over. The junta government got their massive victory and technically can continue with the transition until elections next year. They have decided that the best shot of legitimacy and relevance was to appoint the biggest challenger as a Prime Minister.
That’s a bold move… it is a risky one and could just be a way of having a fall guy. The army commanders and all the generals of N’Djamena might think they have him in their hands. Masra will now have to follow and be a voice of the government. His not an opponent and his now representing the government itself.
Masra who has a standing in the public and that’s why the General or Head of State appointed him. It gives him a popular figure within his midst. However, President Deby can use him as a scapegoat and blame him if the cabinet isn’t doing his bidding. That’s perfect for Gen. Kaka.
Gen. Kaka has first made an agreement with him in November that served him and a second time his gotten him under his wings. Masra is now a puppet of Kaka and allowed himself to become so. It’s maybe the most prestigious office he could ever be granted. However, this might be his last…
Masra is gambling away his goodwill and his prolific character. His now one of them and an appointed “big-man”. He must make a big difference and show his worth. If he doesn’t and if just another one. Than his political career might be ended before the upcoming polls.
Gen. Kaka has possibly outwitted Masra. That’s what I think at this moment. The opposition leader now is a part of government and will now serve the interests of Gen. Kaka. That’s why Masra have to be compliant and not defiant. That will be challenge for him and he cannot do that, as he will quickly be dismissed or have to resign.
No matter what Masra does now. He has to play along the tunes of the junta and make the people believe it’s genuine cause. This will not be easy… and will be totally different from where he started.
Not long ago… he was in exile and he would never phantom the luck that is bestowed on him. That doesn’t happen without a reason and Masra should reflect on that. Because, he has to be careful before the office swallows him whole. That’s what Gen. Kaka would hope for… as this could destroy the momentum and popularity that Masra ever had. This is what makes this appointment a brilliant move of Kaka and his inner-circle.
For Masra it’s a gamble and I cannot see a way that the house isn’t winning. Peace.
