Aga Khan says: “Africa’s moment has come” (21.02.2016)

Sharm el-Sheikh, Egypt, 21 February 2016 – His Highness the Aga Khan today extolled Africa’s resilience, economic progress and new willingness to accept diversity.

“What I see emerging today is a refreshingly balanced confidence in Africa – a spirit that takes encouragement from past progress, while also seeking new answers to new challenges,” he said.

The Imam (Spiritual Leader) of the Shia Ismaili Muslims made the remarks in a keynote address to the “Africa 2016: Business for Africa, Egypt and the World” conference in Sharm el-Sheikh, Egypt, hosted by Egypt’s president, His Excellency Abdel Fattah el Sisi.

The Aga Khan noted the decidedly upbeat spirit about Africa’s economic future that emanated from the speeches of African leaders taking part in the conference. “My enthusiasm today is especially strong because of the message which is at the heart of this Forum. And that message is, quite simply, that Africa’s Moment has come,” he declared.

While cautioning that Africa still faced formidable challenges, including high unemployment levels among the continent’s young people, he said that the continent had made significant progress in a number of key areas.

“The story of Africa’s progress and potential is also impressive – whether we talk about growing GDP and foreign direct investment, whether we look at economic diversification and national resiliency, whether we chart the rise of a vital middle class – and the expansion of consumer spending – now breaking through the one trillion dollar mark,” he said.

He noted that the experience of the Aga Khan Development Network, which is active in 13 African countries and works in an array of sectors ranging from health to education to culture to economic development, supports the positive picture.

He observed that fragmentation has long been one of the continent’s main weaknesses. “The problem of fragmentation has often afflicted Africa, separating tribe from tribe, country from country, the private sector from the public sector – those who hold political power from those who are in the opposition,” he explained.

And yet the Aga Khan noted that Africa has shown new willingness to embrace diversity and emphasised the importance of civil society in creating an enabling environment for progress.

“In sum I believe that social progress will require quality inputs from all three sectors – public, private and Civil Society. Sustainable progress will build on a three-legged stool,” he said, arguing that “cooperating across traditional lines of division does not mean erasing our proud, independent identities. But it does mean finding additional, enriching identities as members of larger communities – and ultimately, as people who share a common humanity. It means committing ourselves to an Ethic of Pluralism.”

Building on this idea, the Aga Khan emphasised the need for strong Civil Society institutions in Africa’s quest for development, noting that Civil Society has often been underappreciated, marginalised or even dismissed.

“I focus on Civil Society because I think its potential is often under-appreciated as we become absorbed in debates about the most effective programs of governments and others, or the most successful business strategies. But, in fact, it is often the quality of the third sector, Civil Society, that is the “difference-maker”. It not only complements the work of the private and public sectors, it can often help complete that work,” he said.

He lauded the positive role Civil Society played at key junctions in Africa’s recent history. “The influence of Civil Society has also been felt at seminal moments in the continent’s recent history, for example: in shaping the Arusha Accords which recently ended 12 years of civil war in Burundi, in the peaceful resolution of the violent clashes in Kenya following the 2007 elections, in the drafting of a new promising Tunisian Constitution, and in the courageous response to the Ebola crisis” he said.

His Highness the Aga Khan, the founder and chairman of the AKDN, is the 49th hereditary Imam (Spiritual Leader) of the Shia Ismaili Muslims. In Islam’s ethical tradition, religious leaders not only interpret the faith but also have a responsibility to help improve the quality of life in their community and in the societies amongst which they live. My take on the CEON-U January 2016 Report: “There is a need for the state to provide equal facilitation to all parties, to empower them conduct their campaigns on a level ground”.

Topowa Vote

Here is what I found that was important to take from the Citizens Election Observations Network of Uganda (CEON-U) report of pre-election report of January 2016. This here is the second report from Civil Society Organization on the time before the General Election starting 18th February 2016. Most of this I have described piece by piece. I will not take all of the graphics, you should read it yourself as well, but if you don’t have the time. Here is what I see as the important information from the report as the CEON-U has stated. Though it coming in the end of the campaign trail, so the changes they want is most likely not arriving before next election. Right, therefore here is the finding they have found. First: “There is a need for the state to provide equal facilitation to all parties, to empower them conduct their campaigns on a level ground” (P: 4, 2016).

About Dialogue – Inter-Party Liason Committees:
“Majority of LTOs reported that they had not seen or heard of any inter-party liaison committees in their constituencies. At least 89% of LTOs reported that they had no inter-party liaison committees in their constituencies, and at most 97% during this period” (P: 5, 2016).

Voter Information:
“With a few days left to the polls, 23% of constituencies that are observed by CEON-U had not reported any voter information by the Electoral Commission by 18th January 2016. This has been observed across regions where observation is taking place. Up to this day, the majority of voters are not clear about the voter identification process. The issue of National Identity cards vs the voter’s card is yet to be resolved” (P: 8, 2016).

Campaigns:
Defacing Campaign posters:
“For FDC, defaced presidential posters were more prevalent compared to parliamentary posters. The percentage of observers reporting defaced FDC posters ranged from 9% to 21% during this period. For Go Forward the percentage of observers reporting defaced posters ranged from 6% to 26% during this period” (P: 11, 2016). “NRM defaced posters was highest in Bukedi, followed by Buganda, Bunyoro and Kigezi” (P: 12, 2016). While FDC defaced posters were mostly observed in Bukedi, Teso and West Nile” (…)”And Go Forward defaced posters was highest in Kigezi, Teso and West Nile” (P: 13, 2016).

Conducting Campaigns after 6PM:
“Contrary to EC regulations, CEON-U observer reports indicate that presidential candidates from FDC, Go Forward and NRM have in some cases conducted campaigns after 6pm” (P: 13, 2016).

Election Violence and Hate-Speech:
“In week 6, which covered the period 16th to 22nd November 2015, in Nyabushozi County a counselor of Kanyaryeru division in Kiruhura district, on 26th November 2015, used hate speech against presidential candidate Amama Mbabazi when he alleged that he killed Nobel Mayombo and so people should not elect him to presidency because he is a murderer. And because Amama is a murderer he cannot be trusted to be president of Uganda. Still in week 6, while on a rally at Butaleja, Busolwe sub-county in Bunyole west constituency, on 19th November 2015, the voters called Besigye a liar who had no ability to deliver on the promises he was making. They said he was no better than Museveni because he is also corrupt” (P: 14, 2016).

This here puts the things in motion and also how the systematic actions have been during the days of the campaigns. Though compared to the economic campaign report, this here was very simplistic and easy read through; therefore I could compile the information quickly. This here is just a basic information for those who haven’t had an eagle eye on the elections, like the European Union Election Observations Monitoring team and COMESA who arrived in darkness and should see some of the numbers; so they know what they come into. As the sweet-talking IGP Kale Kayihura can really talk the white man into peace and blow smoke up his ass. We all know what the police does towards the Opposition, as seen in recent days.

And with the little voter information at this stage is worrying as we are in final stages of the race and campaign trail. There is something rare about it. CEON-U has done something important explaining the issue of missing voter information. That is something the Electoral Commission should work on of facilitate with the NGO who is behind the #Topowa campaign as they can explain the voters and information with passion, something Dr. Badru Kiggundu in the EC does not have. It is even hard to see him really smile to camera, think it was ages since he enjoyed his work and job. Therefore he should hire Citizens Coalition for Electoral Democracy in Uganda (CCEDU) with their #Topowa to get the message out. Though I don’t think Badru Kiggundu has the balls, stamina or independent mind to evolve and trust in CCEDU, as they are not loyal NRM cronies as themselves. Therefore this will not happen, but if they could travel around in the villages and major towns with their CSO/NGO machinery then they would have dropped the bomb of information on how to “honor your vote” which is basic and should be in the veins of the citizens. Something the NRM doesn’t seem to want to deliver to the public. Because they fear that won’t vote for them, and that is why they don’t educate them to vote, as that will contridict their usual message of fear, as they themselves fear their own citizens and their will.

Convoy of the People’s President and journalist’s harassed by Oulanyah’s men

Today the FDC Presidential Flag-Bearer we’re on his way to rallies in Northern Uganda. We’re they didn’t get peace because of the Deputy Speaker Jacob Oulanyah.

The other issue for the clashes between the candidates was that Oulanyah we’re having a rally when Dr. Kizza Besigye wer’e supposed to have a campaign rally in Alalogi Sub-County. Will elaborate more on that…

While this was happening the NBS TV crew was attacked by the men of Oulanyah. Also the NTV men were busy and the one running was NTV Camera-man Galiwango. This attack on journalists following the FDC Convoy was in Agago. The reports say that some of the attacks on the journalist was not only controlled by the Mr. Oulanyah and goup of locals at Aketket primary school Alalogi sub-county, Amoro-county Gulu district. Journalsts attached are Ronald Galiwango NTV, Anthony Palapande NBS and Francis Tumwekwasize freelance journalist. All camera men the incident happened when journalists were covering the scuffle between FDC supporters Deputy speaker Jacob Olanya. It’s alleged by FDC mobilisers that Jacob Olanya had occupied the same venue FDC had organized to hold the rally. When the woman MP Guru district Betty Acan to find out why they occupied the venue. Olanya ordered his body guard to block her. Acan also claimed Olanyah’s rally was illegal because of the Electoral Commission have suspended the rallies for Members of Parliament. Because she said so, that is why the havoc and madness happened in the area.

At the same time there we’re already before the convoy was coming to Gulu, the Gulu Hospital we’re shut and closed down so they would not a visit from the opposition presidential candidate.

They did also attack the FDC-Supporters. This can’t be justified. Another day in Uganda with election violence; wish it didn’t happen especially not into the Christmas season, but for the political candidates and their henchmen that doesn’t matter.

Press Release: Burundi Shuts Down Civil Society (23.11.2015)

In response to the suspension of 10local human rights organizations on November 23 by the Burundian government, Freedom House issued the following statement:

“It is ludicrous that the government of Burundi would suspend many of the last remaining entities, including APRODH, working to promote peace and protect the fundamental rights of its citizens,” said Vukasin Petrovic, director of Africa programs. “Burundi is at a severe disadvantage without an active civil society, and any remaining legitimacy is slipping away with these oppressive tactics. The government of Burundi should immediately reverse these illegal suspensions and participate in, not just commit to, peace negotiations, which have the great potential to prevent a broader widespread conflict and reverse the country’s downward trajectory.”

Background:

Last week, the government of Burundi froze the bank accounts of some of the most prominent local human rights organizations, including FORSC, FOCODE and APRODH. Since April 2015 – when President Pierre Nkurunziza decided to pursue a third mandate violating the Arusha Accords – most civil society leaders have been forced into exile and all local independent radio stations have been shut down.

Burundi is rated Not Free in Freedom in the World 2015, and is rated Not Free in Freedom of the Press 2015.

Freedom House is an independent watchdog organization that supports democratic change, monitors the status of freedom around the world, and advocates for democracy and human rights.

Press Release No. 15/460: IMF Staff Completes Review Mission to Uganda (5.10.2015)

A team from the International Monetary Fund (IMF) led by Ana Lucía Coronel, IMF Mission Chief and Senior Resident Representative in Uganda, visited Kampala from September 24 to October 5, 2015, to conduct the fifth review of Uganda’s economic program supported by the Policy Support Instrument (PSI).1

At the end of the mission, Ms. Coronel, issued the following statement:

“Despite the global and regional economic challenges and election-related uncertainties, Uganda’s recent economic performance has been mostly favorable. Real economic growth —led by increased public investment—reached 5 percent in FY2014/15, slightly below staff projections, but well above the FY2013/14 level (4.5 percent). Core inflation accelerated to 6.7 percent year on year in September but remains within the Bank of Uganda’s target band. International reserves remain at comfortable levels”. 

“Uganda is not immune to the difficult external environment affecting other countries. Together with domestic nervousness relating to the upcoming elections, external shocks and uncertainty have resulted in a sharp decline in the shilling (27 percent over the past year), creating challenges for policy makers. The exchange rate depreciation raised domestic prices given the high import content of the consumption basket, created uncertainty for consumers and investors, and generated market uneasiness. The mission welcomed the authorities’ proactive and effective response to the challenging situation, notable the timely monetary tightening, which has helped curb further inflationary pressures”,

“Performance under the PSI was satisfactory. The end-June 2015 fiscal, external, and inflation targets were mostly met. There was significant progress on increasing tax revenue, with the strong package introduced in the FY2014/15 budget yielding about 1¼ percent of GDP compared to an original target of ½ percent. However, the high stock of domestic arrears—notably the proliferation of court awards—remains a concern, despite the authorities’ efforts to reduce them”.

“Discussions focused on policies to be conducted over the rest of the fiscal year. The mission welcomed the authorities’ determination to adapt the policy mix to the ongoing challenges, including those related to the political cycle, by closely coordinating fiscal and monetary actions. Supported by an adequate stock of international reserves, monetary policy will remain vigilant of price developments and help moderate inflation expectations now that the shilling has largely stabilized. On the fiscal front, the authorities are encouraged to continue to build on the strong revenue performance of last year by improving tax collections even during the election period. On the expenditure side, the government has appropriately identified a series of spending cuts that should reduce the need for domestic borrowing, creating space for private sector credit and growth recovery”.

“On the structural front, important steps have been taken. The mission welcomes the approval of the Public Financial Management Act and the actions taken to clean the payroll and improve the payments system. Regulating the new law and finalizing the Charter of Fiscal Responsibility are important steps to further help improve the budget process and efficiency of expenditure. In addition to these improvements, the mission has encouraged the authorities to intensify ongoing efforts to fight corruption, which continues to affect the business climate. Improving transparency and accountability remains critical”.

Over the medium term, core inflation is set to decline toward the 5 percent target and growth is expected to gradually return to its potential of about 6–6½ percent. While the authorities will continue their plans to scale up public investment, they intend to re-profile projects to ensure that public debt remains at low risk of distress. The completion of these projects should reduce infrastructure bottlenecks and support growth”.

“The mission met with Mr. Keith Muhakanizi, Permanent Secretary/Secretary of Treasury of the Ministry of Finance, Planning and Economic Development; Dr. Louis Kasekende, Deputy Governor of the Bank of Uganda; and other senior government officials, and representatives from the business, civil society and international communities. The mission thanks all counterparts for their collaboration”.

“IMF Executive Board consideration of the fifth review of the PSI-supported program is expected by end-November 2015.”

It’s been a day with heavy deployment in Burkina Faso. The recent activities are still under way and the reports from the ground and they will continue to come. The Coup d’etat which is happening as we speak is strange especially thinking about the recent process that the nation has been under in recent months. That the military has all of a sudden carried out! The releases that are released are from certain big organization, multilateral organization and bigger nations that have a say in the world.

African Union statement:

“The Chairperson of the Commission of the African Union (AU), Dr. Nkosazana Dlamini-Zuma, continues to follow with deep concern the situation in Burkina Faso following the abduction yesterday, in Ouagadougou, of the President of Faso, Michel Kafando, Prime Minister Yacouba Isaac Zida and some members of his Government, by elements of the

Régiment de sécurité présidentielle (RSP), as well as today’s announcement of the appointment of “new authorities” (…)”She welcomes the unanimous condemnation by the international community of these acts, which constitute a serious threat to peace, stability and security in Burkina Faso, the region and the rest of the continent. She calls on all the AU Member States and the international community as a whole to ensure that this attempt to undermine the Transition is defeated. The AU considers the announcement by the military of the “dismissal” of President Michel Kafando and the attempt of substituting him with “new authorities” as null and void” (…)”The Chairperson of the Commission reiterates the imperative for the defense and security forces to operate under the control of the political authorities. She stresses that the repeated destabilization attempts by elements of the RSP since the beginning of the Transition highlight the need for security sector reform in Burkina Faso, as part of the efforts to deepen democracy and strengthen the rule of law in this country” (African Union, 2015).

Amnesty:

“The situation in Burkina Faso is deeply worrying. The interim president and all those detained must be immediately freed and their physical integrity protected,” said Gaetan Mootoo, Amnesty International’s West Africa Researcher” (…)“The security forces must respect the right of the population to protest peacefully, and take action to avoid any more deaths or injuries,” (…)”The coup d’état comes just two days after the National Reconciliation and Reforms Commission recommended that the RSP be disbanded following accusations that its guards opened fire on unarmed protesters during last year’s anti-government protests” (Amnesty, 2015).

Freedom House:

“The Presidential Guard’s decision to detain key members of the transitional government weeks before the election is a direct threat to Burkina Faso’s transitional process,” said Vukasin Petrovic, director of Africa programs. “It is imperative these officials be released and citizens of Burkina Faso be given the opportunity to peacefully vote for their new government” (Freedom House, 2015).

South Africa;

“South Africa strongly condemns any attempt to seize power through extra-constitutional means or the resolution of political disagreements through the use of force. This incident is a serious violation of Burkina Faso’s Constitution and the country’s Transitional Charter. South Africa calls for the immediate release of Interim President Kafando, Prime Minister Zida and other leaders, and appeals to the people and all political leaders in the country to refrain from any violent activities that may further undermine peace, security and stability in the country. We urge all involved, including Burkina Faso’s security forces, to adhere to non-violence, and to debate issues in a peaceful and inclusive manner” (RSA, 2015).

United Nation:

“The United Nations stands firmly behind the transitional authorities and President Kafando.  The Secretary-General notes the strong support of the people of Burkina Faso for a peaceful transition and urges compliance with the transitional calendar, including the upcoming elections.”(United Nation, 2015).

U.S. Statement:

“The United States strongly condemns any attempt to seize power through extra-constitutional means or resolve internal political disagreements using force” (Kirby, 2015).

On a total different note:

“today confirms that operations at its Mana Mine in Burkina Faso have not been interrupted by the coup d’état that erupted yesterday in the Ouagadougou area” (…)”The Mana Mine is located 270 kilometers southwest and a five-hour road trip from the capital of Ouagadougou. We are closely monitoring the situation with our partners to ensure the continued safety and security of SEMAFO employees” (La Valliere, 2015).

Afterthough:

Hope this was some insights and hope when it has transgressed over the recent day. I have nearly ever read that governments and human rights organizations have been positive to a coup d’etat in any country. So that they are telling and condemning of the actions of the military should been seen as reasonable in any sense. The process of the matter and the reactions is normal. I and other just pray that this lead to security and safety for the public. The Burkinabe should get political and economic freedoms that they deserve, because there to many coup d’etat’s in the country. If they get this by yet another coup d’etat we cannot be sure of. That this will generate wealth or generate any kind of stabile government is not certain. Especially when they jail the ones that we’re leading the transitional government that was in place for the moment and time. And the outcome of this will lead to outrage and issues between the public and the new military government. The issues between the Burkina Faso and the outside world will also be in jeopardy and the legitimacy of the government would be hard task. Reasons for the coup and knowledge will be dropped later and the stories behind will surface. For now we will hope and pray that this will lead to something good. Though it’s hard to know since the ones grabbing guns and taking it by force isn’t often a way to a healthy democracy or peoples republics. The last one who stepped aside and made a difference this way was Ghana’s Jerry Rawlings. But he is a rarity in this world. Peace.

WikiLeaks Series – Pre-2010 General Election in Burundi: Part Three

This here now will be a part of series of WikiLeaks discoveries on Burundi. For people who are not part of the Francophone world a lot of the information here will be new. Therefore I choose to drop it. It will be all pre 2010-Election in Burundi. This series will be directly about the preparation of the 2nd term of President Pierre Nkurunziza and his party the CNDD-FDD. This is part III. Enjoy!

 Peace talks:

“SAG Special Envoy to the Great Lakes, Ambassador Kingsley Mamabolo, to discuss recent developments concerning the possible resumption of peace talks between the CNDD-FDD government and the Palipehutu-FNL after a six month stalemate” (…) “Mamabolo appeared to lay equal blame on both sides for the most recent stalemate. The FNL, Mamabolo believes, was never really ready to compromise. Instead, he suspects the FNL backed out of the last peace deal because they wanted more time to collect weapons and recruit more soldiers in order to ensure themselves higher-ranking positions in the military” (…) “Mamabolo also said Burundian President Pierre Nkurunziza’s refusal to offer cabinet-level positions, Ambassadorships, or Directorships to the FNL contributed to the breakdown of past negotiations” (…) “Mamabolo mentioned several times as an example of a good faith measure that Nkurunziza could “make up a cabinet position like Minister of State,” for FNL leader Agathon Rwasa” (…) “Tanzanian President Kikwete “realizes that Mamabolo is biased and that past negotiations have been unfair.” (…) “Mamabolo described Rwasa as a “figure-head like Mandela is to the ANC; the party needed his buy-in even though he was not always pulling the strings.” Mamabolo believes that FNL Spokesperson Pasteur Habimana is instead pulling the strings” (…) “The SAG was granted on 03 February a twelve-month extension from the African Union to continue peace negotiations between the CNDD-led government and the FNL. Mamabolo said the SAG is looking at integrating all factions of the FNL within the next six months and then assessing when SAG troops can come home” (WikiLeaks, 2008).

Peace Talks Part II:

“Mamabolo said he was “optimistic” about the prospects for peace. For the first time, the South African Facilitation team is meeting with FNL commanders “from the bush,” which Mamabolo takes as a sign of seriousness on the part of the FNL. However, the FNL continues to raise some difficult demands, including the two key issues of (1) integration of senior FNL leaders into GOB political structures, and (2) integration of FNL combatants into the Burundian military, including the military leadership” (…) “Mamabolo noted that it would be difficult for President Nkurunziza to “give” the FNL ministries, since other parties — who already are unhappy with the power-sharing arrangements — would cry foul. Nkurunziza is “hiding behind the Constitution” to avoid these unsavory political choices” (…) “He noted that elections are scheduled for 2010, so this would be merely a transitional arrangement. As an aside, Mamabolo said that he believes the FNL has popular support and might do well in the 2010 elections. On military integration, Nkurunziza said that the CNDD-FDD “left room” for the FNL in the military structures, so that military integration should not be too difficult” (…) “After a rocky patch in late 2007, the South African Facilitation appears to have repaired its relationship with the FNL and is committed to concluding the peace process in 2008, in part because the SAG is tired of paying for the deployment of 750 troops in Burundi” (WikiLeaks, 2008).

UN on Peace Talks:

“The US appreciates the efforts by the UN Integrated Office of Burundi, Executive Representative for Burundi Youssef Mahmoud, and the Peacebuilding Commission to enhance stability and security in Burundi” (…) “First, we are hopeful that negotiations this month between Burundian President Pierre Nkurunziza and rebel group PALIPEHUTU-FNL Chairman Agathon Rwasa will remove stumbling blocks to the stalled peace process” (…) “South Africa,s mandate to conclude the peace process expiring on December 31, 2008, we share South Africans optimism that the peace process will be concluded by that point” (…) “Secondly, the U.S. is pleased to recall Burundi,s generally free and fair 2005 elections. As Burundi prepares for national elections in 2010, we encourage the government and civil society to create the mechanisms necessary to: — establish a transparent, impartial and inclusive Electoral Commission; — educate Burundi,s people concerning their rights and obligations in a democratic society; — promote active debate and dialogue among political parties, constituents and civil society; and — support an independent and unbiased media” (…) “the U.S. commends the efforts of the Government of Burundi, UNHCR and partner agencies to repatriate and reintegrate Burundi refugees. The U.S. will continue to support UNHCR,s Burundi repatriation program as well as the activities of non-governmental organizations providing reintegration assistance to Burundi returnees” (…) “we encourage the technical committee for the National Consultations on Transitional Justice to keep the public informed about its work and to ensure that its membership reflects the diversity of Burundi’s political parties and civil society” (WikiLeaks, 2008).

Wise Man Council:

“In order to successfully negotiate with the FNL, the Bashingatahe representatives recommended that President Nkurunziza become personally involved in negotiations, and that the international community vigorously support such efforts. Further, the representatives stated the Burundian public needs to take ownership of the problem with the FNL and encourage Burundi’s leaders to resolve the current dispute between the government and the rebels” (…) “Bashingatahe representatives counseled that while the 2010 election campaign is already underway, peace with the FNL is essential to assuring that 2010 elections are free and fair. In addition to concluding a peace agreement with the rebels, the GOB must establish a transparent, neutral and independent electoral commission that can responsibly ensure a transparent electoral process. Voter education and preparation is another important requirement for guaranteeing a free and democratic election, as the principles of democracy and political campaigning are new to many Burundian citizens” (WikiLeaks, 2008).

Afterthought:

The way the information about the Peace Talks can only be said as being interesting. The journey of Pierre Nkurunziza, but seeing the loose from the international partners is hurting to see. I think you’ll enjoy the fourth and last of the series! Peace.
