Opinion: Mwiru’s motion to seek an inquiry of the UPDF involvement in civil matters is a righteous one

Hon. Paul Mwiru, the MP whose behind the motion: “MOTION TOR A RESOLUTION OF PARLIAMENT TO INQUIRE INTO THE RECENT REPORTED MISCONDUCT OF THE UGANDA PEOPLE’S DEFENCE FORCES DURING DEPLOYMENT IN CIVIL MATTERS”, which was in the plenary on the 21st November 2019.

This motion is important, also for the matter that its seconded by Christopher Kalemba, Anthony Okello and Noah Wanzala Mutebi. All four of them, these MPs are acting on their right instinct on the matter of the Uganda People’s Defence Force (UPDF), the army. The army isn’t supposed to be involved directly in civil manners, but of late and recent years, the UPDF have done more and more state functions. They are entangled in things where the army got nothing with it. That’s why the Motion moved by Hon. Mwiru is the good one.

Not because the motion is perfect. Not because the motion has the answers nor the results we want to hear. No, it is the right one, because the UPDF and the NRM needs to be challenged on this. The President who likes to be the general and warrior. Got to be questioned for the involvement of the UPDF in other things, than defending the border and securing the territory of the Republic.

The piece that is good from the motion is this:

FURTHER AWARE that in the recent post there hos been increased intervention of UPDF in civil matters notably regulation of the fishing industry and quelling protests by students of Makerere University, NOTING THAT gross violations of human and people rights have reportedly marred the intervention of the UPDF in civil matters, which ordinarily should be a preserve of the Uganda Police Force as commended by Article 212 of the Constitution of the Republic of Uganda” (Motion, 21.11.2019).

The final important piece of the motion is this:

AND FURTHER COGNIZANT of the importance of duly holding public officials and institutions to account for their actions and inactions as on integral canon of good governance and a possible deterrent from repetitive transgressions, Now THEREFORE it be resolved by this August House that; Parliament institutes a Select Committee to inquire. Within 45 days of approval of this Motion, into the reported violations of human and people rights by the UPDF with a view of establishing and apportioning culpability” (Motion, 21.11.2019).

This is why this motion is good. Because, it asks the Select Committee to inquire and directly investigate into the matters. This is to reveal and gain documentation on the matters, where the army has been used in civilian matters, which is wrong. Where the army has intervened and used force against civilians. That’s why this sort of motion will show who did what and who has to answer for what they did. Who did the ordering and who actually was behind the mess of misusing the army to settle civilian problems. Instead of going the proper ways or going the whole due process.

The legality of it, the challenge with the law and the constitution is another matter too. Which makes this even a bigger question, as to where it might be fitting to solve the resolving issues after collecting the report from the authorities, the Ministry of Security, the Ministry of Defence and the other ones. Where they do have the documents and the paper-trail to prove the acts, which has been made. The ones whose secret, the ones whose confidential and the ones the army and neither the “high above” wants the Republic to see.

Therefore, this motion is needed. What it grants is important. It will not reveal everything, but if a select committee gets to work, gets into discovery and get to collect data. They might discover something unseen and show us the whole picture. Instead of the little fragments we have today. Peace.

Opinion: Captain Lubeere is the fall-guy

After two weeks of heavy military presence and raids at the halls and campus of Makerere University. This comes after international community outcry as well, as Mastercard Foundation statement as well. The army reacts and suddenly let one of their men go. This happens as the state has violated the turf of the students, they have raided their homes, hurt people with violent acts, harmed their lives and assaulted them. They have used tear-gas and live-bullets in and around the halls. Clearly doing it while looking for the ones initiating the demonstrations.

Therefore, when the news struck yesterday, that the army is probing one guy. I am just asking myself. Isn’t that a nice goat, to be precise, a fabulous scapegoat.

Look at this:

UPDF army has arrested the officer who commanded military into Makerere University protest over the 15% tuition increment. Army spokesperson, Brig Richard Karemire has ordered for the arrest of Capt Richard Lubeere” (Delta TV Uganda, 01.11.2019).

Well, what can I say, he was not alone doing this. His a captain, he didn’t do this with the chain-in-command, neither without instructions what to do and what to look for. The Captain didn’t walk blindly into Lumumba or Mitchell and considered the implication of life, faith and possible horrific events that would transpire. No, most likely he followed command and ordered it accordingly. Just like all fellow officers of the police, and the soldiers on campus.

All of them was following orders from above. They were all liable for their actions still, but this doesn’t mean that one man is the only culprit. All of the soldiers who violated the students should answer for their deeds. All of the officers/soldiers who has hurt, hospitalized and raped students. Should answer for their crimes, as they targeted innocent civilians, some who just happen to live their and reside on campus. They were not even participating in the demonstrations. Still, they did this.

It is not like the commander is innocent. His not, he should answer for the deeds done at Makerere. But he shouldn’t do it alone. The ones ordering him and directing him should also answer, together with the ones shooting the live-bullet,s the one throwing the tear-gas, the ones beating and arresting students. The ones raping students and so-on. All of them are liable for the crimes committed. The destruction of property, the breach of trust between the security officials and the students. Should all answer for this.

However, the state thinks the public are stupid enough to just let one man take the blame. It’s like they are following this hook from Akon:

I understand that there are some problems

And I’m not too blind to know

All the pain you kept inside you

Even though you might not show

If I can apologize for being wrong

Then it’s just a shame on me

I’ll be the reason for your pain

And you can put the blame on me

You could put the blame on me” (Akon – ‘Sorry, blame it on me’ 2007).

Still, as stated earlier, the captain is a beautiful goat, a fine specimen, his the well-rounded scapegoat. Peace.

Mzee’s answer to everything: Bring out the Guns!

There is something magical, something so magnificent and unique. That every time there is a problem, the BIG GUNS have to show up. The President, the Almighty, His Excellency Yoweri Kaguta Museveni has to address the problem with hiring, appointing or ordering the military to intervene. They even have a commercial arm to assemble cellphones in the near future.

The army is already involved in the NAADS and SACCOs as well as other Operation Wealth Creation (OWC) projects. They have been involved in arresting people and disrupting rallies, not to talk about pure election violence. The army has been involved in invading the Plenary Chambers of the Parliament. There is nowhere the army and these branches of it isn’t touching.

If there is a problem. The President orders the Special Forces Command to monitor riots in Kampala. The President orders to combat army-worms and pipeline problems together with the KCCA. This is just mere simple example of the usage of the army.

The President when the Members of Parliament asked for more security, he ordered sharpshooters and specialized cars for the MPs to security their movements and travels. It was later turned down, but the way of the President to resolve the matter, was by getting the soldiers on stand-by and secure the VIPs.

This is how the President moves, now that Chinese Investors are afraid. The President has ordered soldiers to facilitate and secure the Chinese investments and investors themselves. The answer isn’t looking into the ruthless and insecurity. Instead, put out more guns in the field. Thinking they will solve the issue.

This is the militarism of the President. Where he sends the para-military Police Squads against oppositions. Where he had the Flying Squad, the Special Force Command, Crime Preventers, the Internal Security Organization (ISO) and the Chieftain of Military Intelligence (CMI) or even foot soldiers on the streets. Just to prove to the people, that he is boss!

That is just a sign of the lack of progress, the lack of development. When every crisis, when every need and whim of the President. The ones he is calling is the military and the soldiers, not trying to figure out the needed remedy. That gravy-train has left.

It is time to ask the President is if he has other advice and other solutions, because calling the soldiers to fix defects in society isn’t their role. Their role is to guard the borders and secure the Republic, not being the waiters and dancers at the party. That is how they are playing today. I am just awaiting seeing pictures of soldiers dropping off Waragin and Beer to VIPs. Because that is the only thing they isn’t doing. Since it isn’t long ago, when they even was in charge of a Beauty Pageant. Peace.

#SecurityUG: My take as nearly all Security Organizations are doing Police Work!

In this present state, we can start to question the safety of the public, not only that the Gen. David Muhoozi, the CDF of Uganda People’s Defence Force (UPDF) thinks it is all cool; that the UPDF or the Army are investigating and arresting people. This is happening as the Internal Security Organization are doing the same. While the Flying Squad of the Police Force have sacked their Operatives and the Crime Preventers have become Reserve Army. While Boda Boda 2010 have been disbanded and Kiatta’s fate is all in limbo still.

We can certainly see the fluid situation, as the Flying Squad, the Chieftain of Military Intelligence (CMI), ISO, UPDF and Police Force are all directly trying to address the same problems in society. Even when needed, the President comes to scatter crime scenes and orders the Special Force Command (SFC) to tdo their thing.

Clearly, this is all should send the memo. That there are many cooks, many orders and units, but few who cooks perfectly. Because there are so many chefs, but so little output. Maybe that is the point to, as this is not the whole spectrum, but a big part of the Security Organizations involved.

The National Resistance Movement (NRM) and the President have built this system. We know it is messed up and that is because he has arranged it like this. Made a dozens outfits, possible to combat various intrusions and whatnot’s, but goblins doesn’t just appear from the thin-air. So, they got to do something.

That is why suddenly the UPDF are implicated in Police work, the Crime Preventers was too, but now are in the shadows, the Flying Squad was around flexing muscle, the CMI attacking and detaining people without warrants, but the Police Force was preoccupied following and monitoring opposition politicians. That is just the way things are and is, apparently, not to forget SFC was both doing political ambushes, also following President direct order to assault and detain politicians without any other reason. That they are in the near facility of his highness.

It is sad that all questions revolves around the President, even with the personal changes of new IGP or new CDF. The situation isn’t strengthening or becoming better, it is more of the same. Political prisoners kept long without trial like Dr. Stella Nyanzi. There are other too, but she is the biggest catch of the month. There are nothing happening with Sam Mugumya in the Democratic Republic of Congo. Therefore, the security with murders, assassinations and arrests, without the violence stopping. The salvos of attacks on the streets from CMI, shows the brilliance of the police brutality to whole world. It was broadcast from the street of Kampala.

Therefore, as the Flying Squad is demoted, the Boda Boda 2010 is too, the CMI acting out, the SFC wilding out and the list goes on. We can wonder what will be up, but there is nothing that is promising for a better security situation, as it has deteriorating a bit. Also, the lack of action and promise that is profound. The NRM and the President knows this, but just patching the hurt. They are not healing wounds or even closing the unanswered cases. As with time there are opening new cases and they move on. Even as the victims and their families are left astray, by all the organizations that is supposed to protect them and defend them. Peace.
