Back in the day in the year of 2015 there was this National Resistance Movement Primaries ahead of the General Elections in 2016. However in the constituency of Ruhinda, the NRM Members elected Captain Mugabe Dononzio Kahonda. They elected him over the NRA historical and Museveni loyalist , Major General Kahinda Otafiire.
As the times went on and the loyalist couldn’t stand as a candidate for the ruling party. He decided to run as an Independent Candidate, as he had already lost the primaries. During the Primaries the Captain was behind bars. Which says a lot about how the Ruhinda County looks at Otafiire at that point.
Right before the General Election in early February 2016, Otafiire and his campaign team tried to bribe the Captain to step down from his candidacy. So that he could win a walkover by paying him 500m shillings to back-down. However, the captain and his team didn’t agree to do that and exposed the tape of the call from Otafiire instead.
In the General Election, again the NRM Flag-Bearer was behind bars. Still, the honourable Minister and big-man of the ages Otafiire couldn’t win over Kahonda. That is how much people wants to support someone else.
In 2017 the embattled captain was again arrested with new charges. This time forgery and fraud. However, those cases haven’t been resolved nor followed through. The state just pinned this on the man as his a clear enemy of Otafiire. The man who has run the Ministry of Justice for years during the reign of Museveni.
Now in 2020. The Poster for Kahinda Otafiire the upcoming campaigns and will to stand again as the MP for Ruhinda County. It has been released this week, at least on social media. This shows that the man who couldn’t get the popularity within his own party. The man who couldn’t beat a jailbird and someone who was practically unknown. Still could beat him two times within two years. That he intends to stand again.
Otafiire still have to beat the incumbent MP Captain Kahonda. It is proven that he doesn’t have a popular standing in the county or in his home district. If he did, then he would have beaten him in the General Election too. Not only lost in the inner-party race in the primaries. He lost them both to the same man. That says it all.
Therefore, his blind ambition to try again in 2020 and in 2021 after the utter disgraceful failure of last time is beyond me. As long as the President is in Office he will offer him a noble position and get the envelopes to live the high life. The NRA historical don’t need to work for it and he just get it anyway. The loyalty to the NRM and the President is what feeds him.
This is well known and this man shouldn’t be concerned with campaigning or even trying to get elected. The public has already shunned him. I’m sure there are other big-men like Otafiire who thinks they are entitled to be in Parliament. However, that is not the case. That is why he cannot rig his own county and the will of the public there.
He still have to beat the same captain for the candidacy and for the possibility to be an MP in the 11th Parliament. These stories is the sort you cannot make up, but is sadly true. The indifference and the arrogance is strong with this one.
Otafiire should know better, but who are we kidding, right? Peace.

“Retired Captain Dononzio Kahonda may have been the most disadvantaged candidate in the just concluded race. Locked behind the curtain walls, he however managed to defeat the larger than life Justice minister Maj Gen Kahinda Otafiire. By the time, the returning officer announced he was the victor, Kahonda was 467 km away in Kirinya prison, Jinja being held on what he says were turmped up charges. This is his story” (NTV, 2015).
There are some more initial and special reports even from the trenches and it is in an usual pace. In the one where we speak about vote-rigging and pre-ticket ballots, demonstrations against it or candidates now going independent claiming the election was filled with irregularities. NRM Secretary Justine Kalule Lumumba has been vocal today and with all the big birds shot down she was clear about one certain thing:
“Whoever lost in the NRM Primaries and is planning to run as an independent, will cease to be the member of the party”. So the Ministers and big men who have lost their slot will surely lose their crony status if they go against the NRM-Regime in the General Election.
Deflectors after the elections:
Dr. Fred Ruhakana has today officially announced his defection from the NRM party due to irregularities that was practiced during the elections in Kabale district where he lost the seat for kabale district chairperson.
Deborah Mwesigwa has rejected the result and outcome of the Kabuli County. She has claimed that the election in the county was filled with voter intimidation, that they used government resources to gain the upper hand. So Deborah has said after this that she will goes an independent candidate in the general election.

He thrashed the spokesman NRM parliamentary caucus, Hamson Obua” (…)”Christine Jibu Mambo has taken over the elections for Woman MP, beating Dorcus Acen, Emily Akullu…” (…) ”Meanwhile, asides the reported violence & vote rigging in Moroto county, Minister Rebecca Otengo was declared the winner. The supporters of her rival Sam Okwir, are very bitter about the results, they claim the security agents were so brutal on them. And so they’ve not come to terms with the results, saying the numbers were changed from Abia & Apala sub counties” (94.3 QFM Lira).
The Flag-bearer for the county is Paul Geoffrey Bavuga.
Burashya District – Kabarole MP:
The Police had to intervene in Kabarole, where the one involved into the matter was John Busingye and Maragreth Muhanga, not the candidates themselves, but the supporters of the two was battling each other. The protest became so violent that they actually broke a bridge and that one was the bridge of Katanda!
Peter Ssematimba won the MP seat there.
Where the press release was coming earlier today was because of Police and Special Force Unit (SFU) has been involved in the balloting and changing of the result in this district. At certain stage at some polling stations there was more police officers then voters.
The flag-bearer of the county is now Nsubuga!
There been said that Anite Evelyn was contesting unopposed in the county. Though some says she was contested against a Baba Diri and even the rumors of her losing badly to this person. So did she go as sole candidate in the county or did she not?
Charles Olaboro won the election in Kumi and because of that the one who lost the election in the area Silas Aogon cires foul and has sent an petition to the NRM Electoral Commission on the matter.
The Police has banned unapproved and the unregulated victory parties in the county especially the parties for the NRM candidates.
Where there been madness in the recent days a Police Officer has been taken with pre-ticket ballot-papers and he is being charged with the offence of rigging the vote.

Voters rejected the process since only ballots for MPs were delivered” (…)”Two people have been arrested over vote rigging.The duo identified as Frank Mugisha and Mwebesa were arrested from Nyakayozo with ticked ballot papers of two of the Mbarara mayoral candidates” (91.2 Crooze FM).
Ndorwa County East:
Grace Ankunda Bwesigye won the district and because of this the sour loser Osbert Byamukama quit the party this.
The winner here is Terence Achia Naco.

Captain Mugabe Domonzio Kahonda who won over Gen. Otafiire in the Primaries in the district has finally been released, but, there is a big but! He has to meet before Jinja High Court tomorrow! This starts be more interesting by the minute.
The winner and flag-bearer of the county is now Abas Agabe.

Reports on the elections that lead to the fall of Kahinda Otafiire lost his place as an MP aspirant for the General election in 2016. So he will not be the MP for the Ruhinda South-Mitooma District. He lost to another brother on the ballot who actually is in jail! But first I will address the person and few of his previous actions and issues that he has had in recent years in his position as a government official. So that if the public known all of this it’s a miracle that he is still been staying as a MP and representing this area for that long with all this stories. So hopefully the brother who is jailed and Aspirant for Ruhinda South – Mitooma District has more clean hands then Otafiire! Take a look.
Gen. Otafiire said this this summer:
“I have been with President Museveni for more than 40 years and he has not sent me to my voters. How does he start sending you who have spent the shortest time with him?” (…)”You will be saved by your deeds because at the level of primaries, we are all equal and stopping someone from standing would send a bad signal to the people” (…)”Don’t forget that we have competitors in other political parties who are seeing whatever we are doing. Just identify your weaknesses and plan to be stronger rather than blocking other people who want to stand against you” (Zadock, 2015).
A week later he said:

Kenya Probe 2007:

Kahinda Otafiire to a large consignment of sugar currently impounded in Mombasa over tax evasion, but the Local Government minister has denied involvement in the racket” (…)”The huge consignment, worth about Shs 850 million was impounded at Mombasa seaport several months ago after authorities realised its destination papers had been falsified to avoid paying taxes due” (…)”If the racket succeeded, said Port CID Chief Mr John Nyanzwii, then the owners would have evaded the 100 per cent duty paid for imported sugar and the import duty due to the Uganda Revenue Authority. Kahinda Otafiire, crashed his car on Saturday morning and drew a gun at a journalist who came to the accident scene.The incident took place on Kinawataka Road, off the Old Portbell Road at 2:30 a.m. Daily Monitor photo-journalist Mr Mike Odongkara was put at gunpoint by an angry Otafiire and manhandled by policemen who were called to the scene to rescue the minister” (Odangkara, 2008).
Threating to leave NRM in 2010:
“I might have to join another party. I won the elections but my name is not on the list [of party flag bearers released this week]. They are chasing me away. Shell case of 2012:
“Justice and Constitutional Affairs Minister Kahinda Otafiire yesterday failed to show up in court to explain his side of the story in a case in which petroleum giant Shell (U) Ltd sued him over alleged breach of contract“ (…)”Gen. Otafiire, through Benzina (U) Ltd, allegedly negotiated a land lease deal with Shell (U) but later failed to honour it” (…)”The petroleum company now wants a Shs1.2 billion refund for refusal to deliver land to it, which it says resulted in loss of business.” (Wersaka, 2012).
In 2013 Otafiire had issues in the parliament:
“Minister for Justice and Constitutional Affairs has been thrown out of Parliament for Government’s failure to appoint substantive DPP as Cases pile up and suspects spend longer time on remand without trial” (…)”Appearing before the parliamentary budget committee to present the DPP budgetary estimates for this financial year, MPs today ordered Major Gen Kahinda Otafiire out from Parliament accusing government of delaying the appointment of the substantive Director of Public Prosecutions (DPP)” (Investigator, 2013).
Shopping in 2014:
The Minister of Justice was shopping at the Joy Supermarket in Mbuya who is a city suburb on the outskirts of Kampala. After shopping in his trolley he came to the register where he asked the price for each of the picked items in the trolley. The whole shopping spree cost the minister 160, 000 shillings. He started first buy paying it with 50,000 bills. Before picking coins from another pocket there he started to count and used time to make a jam in the star while getting enough coins to pay the balance missing of 10, 000 in small change (Ugandadrone, 2014).
What happen in today’s NRM Primaries:
Retired Maj. Gen Kahinda Otafiire storms the tally center in company of security personnel for the Ruhiinda county polls and orders everybody out; and says they must leave everything inside in the hands of one of the security boys; Kahinda Otafiire came along while saying his votes have been rigged. The people and the officials are reportedly refusing to leave the centre.
Gen. Kahinda Otafiire is seriously being given a run for his money according to the pre-liminery report. Capt. Mugabe Dononzio Kahonda is leading with the difference of 4773.Mind you Kahonda did not vote because he is in the prison on allegations that he forged academic documents. Otafiire is also reported to fall behind Hosea Muhanguzi.
Kahinda Otafiire lost to Rtd. Cap. Kahoonda in Ruhiinda County while he is still incarcerated in prison.
Reasons for the fall of Otafiire:
“Gen. Kahinda lost because of his rejection for Mitooma not become a district. This resulted into the district chairman Benon Karyaija who is very popular to part ways with him and become arch enemies. The former Mitooma district NRM chairman Tito Nsigireho, district speaker silver Tumukuratire, finance secretary Bamusiime Muhwezi have all been against Otafiire since 2010 when they defeated him and Mitoma was granted district status from Bushenyi district. Still in Mitooma district, Thomas Tayebwa won in Ruhinda North with over 80%. He was contesting against one Musinguzi. Ruhinda North is a new constituency that was curved of Ruhinda this year” (Muhwezi, 2015).
If this wasn’t interesting then I don’t know; we can see that with the fix of somebody else as flag-bearer in the district, especially since the district was split of the districts in the area. Also with losing the loyalty of patrons in the area, that cost him a lot of votes. So I am sure that Mr. Otafiire can become Minister Without Portefolio or something in the 10th Parliament. Now we have seen that the future handpicked loyalist of the Party, not because the locals in Ruhinda want him anymore. Peace.
