




There are rules and regulations as the 10th Parliament are starting the Forum for Democratic Change National Executive Committee had talks and a meeting where the FDC top management was certainly discussing its policies and who to challenge for the shadow government, as much as it is to become the Leader of the Opposition (LOP) in the Parliament.
But with the Intimidation, with the detainees, with the Police Force monitoring the Party and the members lingering in prisons and at police post, all the forged up charges against members and leader of party; while still the defiance campaign have been made illegal, but good news to hear that the Forum for Democratic Change Headquarters are not besieged and a crime scene anymore.

The FDC have to make smart and wise decisions, not the ones of Professor Baryamureeba who recently wanted the FDC to be loyal to the Parliament and change tune to make it possible for NRM and the regime to work without fuzz and create havoc. Well, the FDC should not follow men who are loyal to NRM and Museveni, as they are not supposed to follow that party-line as they have already standing legal issues and other aspects of being intimidated and harassing members, even torture of FDC leaders. That should worry the leadership and not silencing them, because that is all that the NRM Regime has right now.
FDC had the votes and the real crowds during the pre-election period and on Election Day for a change of guard and wishing to usher in Dr. Kizza Besigye. That was there, but the Electoral Commission and other forces have done whatever needed to rig and destroy proof of conspiracy of the electoral rigging and sham election. That even now after the EU and other Western Powers accepts, even if they know this.

That certain hardliners will claim that the ones in Parliament from the FDC that goes into the Shadow Government are traitors are understandable, even if they are not so, as in fact they are just doing a duty that are bound by the rules of Parliament. Still, they should have defied this and stay loyal to the President who are detained instead of thinking of their pockets and honors in the chambers; at the same time we cannot expect all lines of a party be such Nobel as the hardest wishes for change that are in the FDC. I am sure that certain parts of the ANC was not happy that after the releasing of Nelson Mandela from prison back in the day, that he went and still negotiated with the ruling regime and the last part of the minority rule in South Africa. I am certain that some of his close allies hated that he did so, but that mended the fences between the old and new, so South Africa had some sorts of softer landing after the election after years of struggle against the Apartheid regime.

Why I am saying this, is because the same will initially happen with certain members of FDC and certain opposition fractions, not talking about the UPC, most of them have already sold the party to National Resistance Movement, after the agreement between Hon. Akena and Museveni. That certain Democratic Party members are also in tail with the NRM are to be seen and should not flabbergast anybody, that independent candidates and MPs are naturally for MPs after this elections, as the independent are often NRM Primaries losers, who run again on their own ticket and was even facilitated by Museveni and the State House.
The FDC should be wise now and not self-destruct as the intimidation and the aggression have been so high. That certain member’s wants glory in parliament is to be understandable, as some wants to eat and are clinging on the Regime and the rules of Parliament instead of direct hardline loyalty!

There will be the ones who are more ideological for the struggle against the aggressor and the ones who eat of the state and take it for it is own gain, not-so-honorable Museveni and his elite. The Police Force are following the FDC and are looking for the men and woman they also can control, as the NRM wants to own the country and have everybody under line and the vision of Museveni. That is known, so if there moles and un-loyal people in the FDC, that should be expected. But we should not quickly drag the FDC who are fighting for the LOP or Shadow Cabinet position as they want to have a position in Parliament and have name in print. People are vain; politicians are even vainer and have more vanity as they want glory and capital.
The FDC should ask them what they want to be, as if they want to recognize the “Elected” Parliament and the “Elected” President. As the members and loyal supporters should ask if they want accept business as usual as they know with that, that the stakes of fortunes of crude oil and other resources will not benefit the Ugandan State, instead the Museveni Elite.

What would be interesting is how Dr. Kizza Besigye would take the persons and feel about the men and woman who accept a shadow government position since he is risking everything; while certain allies of him is in a way showing credibility like EU delegates after the walkout of the Swearing-In. The non-sense of attacking them directly and self-destruction is not advisory; it is more of the long-term process of knowing who is really wanting the democratic change and who wanted quickly to earn bucks on the Political Capital that a man of the stature of Besigye.
That is an important to ask, as the people who votes for a candidate and the ones that candidate endorse, together with the loyalty of party-line and the initially wish of actually making a difference. That is what the FDC have to ask as they, have been through wind and fire during the recent months and days. The Police Force and Army have attacked together with the Judiciary have used all methods to silence and all kind of types of aggression to bring the FDC to their knees. No questions as even FDC leaders been taken without warrants from their own homes into cars and driven from Kampala to Northern towns of Gulu/Lira and so on, in safe-houses to be tortured.

With that in mind, the FDC have to ask how much and who will stand by and be the ones that want to collaborate with the Regime that does that to fellow brothers and sisters. That the regime has uses tear-gas and guns against citizens, and the ones that arrest demonstrators instead of letting them demonstrate against the regime peacefully, something they should not be allowed to do. Therefore the questions are open and should be asked. What kind of party does FDC want to be? Certainly not sell their soul and party as Hon. Akena did during the Pre-Election Period. Since their “Presidential Candidate” and the ones Sworn-In before the Treason Charge is lingering now in Luzira, while the FDC NEC is playing shadows games that Museveni will enjoy.
The only one winning on the political inner-battle is not Besigye, is not the voters who voted for Besigye and the FDC. The ones that wins on internal battle of the Party is the NRM and their Museveni. Just as he did with UPC between Akena and Otunnu, as he has earned on the weakness of DP and their leaders endorsement of Mbabazi, Hon. Mao. There are too many Opposition parties and leaders who haven’t matched the Machiavellian and Orwellian leader of Museveni. Only one seems to have the stamina and diligence and that is Besigye. He is not totally perfect, he is human and has his weakness, still all his hardliner and ethical standpoints are there and components are there now and he seems to be the only one. As he have fought and fought ever since leaving the NRM.

Now is the time for FDC to decide on ONE primary question; either they are legitimizing the NRM and Museveni with his 10th Parliament with his selected candidates; if not doing so, they should defy the Parliament and the rules; show that they are really the ones who have the legitimacy of the people and does not need the stolen government funds that Museveni will spoil to the ones who are dancing to his tune. Peace.

There are days like these that just dwindle in disappear like the sun falls on sky at night, to a-wait a new day. As the bliss hope when night time comes of a new day, there are still shades of darkness as the unknown will approach. That are in the knowledge of the unknown, we have to captivate the known to adjust the unknown. Let me start with the words of Defiance and liberation from Besigye!
“Even without being convicted obviously, a system like Uganda’s can administer a death sentence on me. Anybody who challenges Museveni must accept the risks associated with it, which includes death. One does not have to suffer death through the judicial process; many suffer death out of the judicial process. I am not afraid of the possibility of death in a struggle. It is part of the hazards of struggling against bad governments.” – Dr. Kizza Besigye

We could all be in despair… in sorrow and in pain as we see, as we hear, as we know of the attack on moral codes, on deeper knowledge of what is expected of a government and their works. As we should be hurt by the darkest knowledge of the sorrow and pain of these men who fights with peace against those who uses the swords against the opposition; these swords are not just words but acts of aggression. These words and acts are decrees of violence against itself and its neighbour. Silence against that is muttering and agreeing with aggression and the known progression of inflicting pain of fellow brothers and sisters.
It should be hard to eat, without questioning the manner and the approach of set government and their agencies, their hired men and their hired soldiers. Their advisories are worse beating then the dogs and in dungeons of dangers; while the kings and his court is eating on the peasant’s yields and donors who feed in his chambers.

The narrow approach of small minded will let this be and let this medieval emperor deal with the manors and castles, creating knights and butchers while the peasants are eating breadcrumbs, while the king and his court are eating pheasants and truffles. While their agents are hunting down the men who speaks against the king and his throne; like warriors they destroy their homes and take down the clans without decrees or honour. As the ruler’s greed takes a piece of everything and everyone. Therefore he has spies into everything. Every word spoken will be followed and all the birds will be taken down if they sing too much. The king means that the people speak to much and doesn’t work hard enough for him.
The clarity and the sense of the matter is this. The Allies and the men who supports the king, does because he is needed right now, but when he is done, he will be in the coffin, like the ones he carried away of his own and other kings in the area, like Mobutu Sese Seko, Juvenal Habyarimana, Idi Amin Dada and Laurent Kabila, have all fallen in his time. Some because of him, other within his making entailed in him, even the South Sudanese legend of John Garang, but the truth of that day will once surface on these events as that one is not for sure.

There are in the midst of all tragedies, all deaths, all thieving and lies, we have to seek the truth, in the midst of the darkness and deceived masses, the counter intelligence and valour of greed. The greed that is now in all parts of state and eats of the destruction of all other beliefs than the king as he tries to salvage his kingdom and realm, but it is late. Suddenly in this darkness and in the light before dawn has to move wisely, as these men who eats of all the plates, never last forever. Because they cannot pay of all the soldiers on borrowed time; they can only pay of a dozen as the newly created fractions have to be paid as well. When the clocks are ticked, the arrows are bowed and the king is silent. The gates of the manor and the castles are unsecured as the men’s loyalty are in vain, as their families are starving; that is the time the king will without his knowledge because of greed, will greet in the new era. Because he does not have the initial power of people will to determine their future and their leaders, as their vision is not to bow down to his grace and his court, but instead to the men who serves them with honour and diligence, with the fear of people’s will and will not spread will to the people through the bows and spears. Peace.

Today is a sad day; because of the National Resistance Movement (NRM) and their Government are using their Police Force to brutally destroy opposition. That Police Force are using all tactics to dismantle the Forum for Democratic Change (FDC), the words of the President Museveni, that he wanted to crash and even crush the Opposition, are now in full effect; without no mercy and the Police Officers are doing their job. The job of crashing the Opposition with all kind of methods and no care for their lives.
It is not easy writing about this, as this could have been me or you. We all who stand against tyranny and fight injustice can get into the hands of Police State and get punished for speaking out our mind. Therefore it is saddening me, to see the pictures and the story that fellow comrade Ingrid Turinawe describes and writes today. As I will show; this is heartbreaking and sad. The brutality and bestiality from the Authorities that not only mentally, but also with chemicals destroys a fellow human beings life, because of her political affiliation, she wasn’t a criminal or a terrorist, she was an active member of the FDC in Uganda. That was it! That should not be a reason to get this treatment, none should get this treatment, she is an innocent citizen who cares about politics and get hurt for life for doing so. The Destruction of this life lays in the tarnished legacy of President Museveni and by orders of IGP Kale Kayihura, hope these people will hunt your sleep and mind. As they are just like you, with a heart and mind; they will be the reminder of how you ate the whole state and now is punishing the ones who is not affiliated with the NRM. That is not “Rule of Law” or Justice for that matter.

Before I get to preachy; let Ingrid Turinawe tell the story:
“Kakayi Zeridah is the FDC vice chair person of the Youth league. Arrested in Kampala on 11th May, driven to unknown places, injected with chemicals that made her unconscious! Today, I visited ZERIDA, her story is so shocking! After a whole week of terrible torture! In an isolated hut, (read safe house in Gulu) she was driven and abandoned for dead on the road side at the bridge – River ASWA boarder of PADER and Gulu. Good Samaritans rescued her, before they called Kampala family who went to pick her. She has an injured back, she cannot walk on her own. She needs prayers. Listening to Zerida z story, you really thank God that she is alive! Unbelievable! Can’t imagine these things can even happen in our motherland!” (Ingrid Turinawe, 21.05.2016).

“Former FDC presidential candidate Dr. Kizza Besigye insists that his life could be in danger in Luzira Maximum Security Prisons. Kampala Lord Mayor Erias Lukwago who visited Besigye alongside FDC president Maj. Gen. Mugisha Muntu and other senior FDC officials told NTV that Besigye is worried about his health due to congestion in the cells at the prisons. He’s also said to be concerned about his security. Spokesman of the Uganda Prisons Service Frank Baine who admitted the space constraints at Luzira but said tghey were doing to ensure that all inmates live well. Luzira was constructed for 2,000 inmates but currently holds to over 6,000” (NTV Uganda, 2016).
“Former FDC presidential candidate Dr. Kiiza Besigye’s wife Winnie Byanyima says his life is in danger. Byanyima confirmed the fears Dr. Besigye expressed earlier before the Nakawa Chief Magistrate James Eremye Mawanda. She spoke to NTV after visiting the former presidential candidate at Luzira prisons where he is on remand for treason charges. As Sudhir Byaruhanga reports, Byanyima’s worry was that wrong elements could infiltrate Luzira and harm Dr. Besigye” (NTV Uganda, 2016).

“The sister of Ugandan former presidential candidate Kizza Besigye spoke briefly to the media outside Nakawa Court in Kampala on May 18 after he was formally charged with treason. Olive Kobusingye said she did not expect to arrive at the courthouse at 8.30am, 30 minutes before the alotted time of Besigye?s appearance, to find the session had already finished. ?By the time I walked to the court gates, it was, I think, quarter to nine, twenty to nine, and the vehicles were speeding out. I gathered that the court proceedings were over,? she said. ?This is not what we expected. Maybe we should be wiser with this government.? Colonel Kizza Besigye was a runner-up in Uganda?s February 2016 presidential election, losing out to Yoweri Museveni, who is currently serving his fifth term as president. February?s elections were overshadowed by accusations of ballot fraud and delayed arrivals of voting cards to multiple polling stations. Presidential hopefuls running against Museveni also experienced tactics of intimidation and violence on election day. A former Uganda Supreme Court justice, George Kanyeihamba, reportedly called for an explanation into Besigye?s most recent arrest and charge of treason” (JeanNewsTV, 2016).

Still days after the Swearing-in of both Presidents of Uganda, the Opposition is still under fire. The fire is burning and the opposition have to fight still for their liberties while the NRM-Regime tries to act as nothing happen. The National Resistance Movement and their Members of Parliament that are sworn-in tries to act normal.
Before the Courts open the Police had made roadblocks around the building and area around the Nakawa Court, so that not even boda-boda’s to pass, bicycles and cars was not allowed to enter the perimeter of the court. They did this to make sure the judgement and verdict of today’s court we’re not on public display!
As the FDC Presidential Candidate and the ones that question the Power of President Musveni, Dr. Kizza Besigye who we’re charged with Treason for his second time by NRM Regime, we’re today set in Court at Nakawa Magistrate Court. He came directly from Luzira Prison and back to Luzira in quick speed.

As FDC explained the Courtship of their leader:
“President Kizza Besigye has been charged with treason at Nakawa Court early this morning and remanded till 1st June. At 08:30 am Dr. Olive Kobusingye was near court but by the time she entered court at 08:40, The President was being taken away after being charged within a few seconds earlier. Media, lawyers, supporters and friends we were locked out” (Forum for Democratic Change, 18.05.2016).

Houses of Michael Kabiziguruka and Ingrid Turinawe have been closed and monitored by the Military Police.

As Ingrid Turinawe states herself:
“Comrades, police has cordoned off my house. Deployment very heavy! They have Taken positions all around the house. I can’t guess what they want to do next, it’s deep in the night. They arrived at exactly 1am. Two police trucks just parked crossing my way outside the gate” (Turinawe, 18.05.2016).
While Lord Mayor Lukwago had to hassle with Police Officers to be allowed to go to Court and defend his case, as he had today been up-to 14 days under house-arrest without a clear charge. The Police Officers accepted it finally. While he had courted a case with a legal team comprised of Hon. Sseggona, Asuman Basalirwa and Isaac Ssemakadde. The ones Judge looking over the case was G1 Magistrate, H. W Semondo of the Makindye Magistrate Court.

The verdict was finally positive as Lord Mayor Lukwago states:
“Isaac Ssemakadde formally moved court to, inter-alia order police vacate my home and forthwith set me free. Before court could give its ruling, which is reserved for 27th May, they hurriedly fled from my home. THANK YOU all for your prayers and support. Aluta continua” (Lukwago, 18.05.2016).
The newly elected Councillor of Makerere Doreen Nyanjura her former rental room have been sieged by a commando of military Police during the night, as the Police Force seemingly doesn’t know the right house.
This here is just a few cases as there is surely more and more coming in the coming days as the NRM regime is in shock mode to silence the Opposition and crush it, like President Museveni spoke about during the campaign and after. He has no quarrels of doing so to consolidate all power, that what this term is all about, therefore seconds after swearing-in Muhoozi Kainerugba was elevated from Brigadier to Major General and also wanted to establish a higher order for the Special Force Command, which initially the son of the President is in charge of.
So the regime is centralizing more and more power as even Gen. Salim Selah have been in charge of the Operation Wealth Creation and henceforth rigged the systems and funds so that the development haven’t really been there, as the Museveni-family could eat some of the funds from there too, do you think a family connected leader inside a project, wouldn’t be there for niceness of the President, no to control it and embezzle from it.
This here is happening while the FDC and FDC members linger in a limbo, while they are detained, house-arrested and intimidated. Not only the leadership and the headquarters, but the homes and others who has been a part of the Defiance campaign!

With that earlier today:
“FDC party members at Makindye court to answer charges of participating in the parties defiance activities. Reports Stephen Otage” (Daily Monitor, 18.05.2016).
There will be more to come and struggle continues as the National Resistance Movement and their head honcho Museveni who will use all the tools he has to silence them as he owns no legitimacy and honest leadership, as he orders inner-party and now pay the MPs to follow instructions, as the rumoured shillings 5m to vote for Hon. Jacob Oualanya for the Deputy Speaker in Parliament. So there are something brewing and the NRM Regime thinks it is back to normal, it isn’t as the FDC are still hunted and questioned at every second; also at all stages of the political spectrum. Peace.

Usually, me a Political living being would be giddy and happy knowing that people who have worked hard and wanting to represent their constituency, finally gained their justice and the opportunity to work as legislators and men and woman working for the common good in the Parliament and in an chamber that, an august hall where the Members of Parliament would create and make policies for a better tomorrow.
So when they are swearing-in Members of Parliament in Uganda, I should be happy, but I am not. I am just, eh! Let’s say I am mediocre, or full of fatigue as the Electoral Malpractices, the sham-election and rigged election of 2016 still lingers on, I don’t believe the results of any of the Members of Parliament, even with the few MPs from the Opposition, but the way the practices and the total pictures is so flawed that even FDC men there; is just to show the Donor Countries that we have Multi-Party Democracy through the ballot, but I don’t believe that is the real picture. Even Norbert Mao couldn’t contest this election in Gulu Municipality.

There are little to celebrate as the elections are so hectic and fraudulent, nothing I see as the pictures of these representatives swearing-in on the Constitution or Bible. The words and the distinct participation, the regress of democratic values, while the Ruling Regime even tried with opening of new districts clear the citizens and the constituencies to secure the new hand-picked men of the Executive. The men and woman who even went uncontested for the position of becoming an MP; that is just questionable, as the NRM Primaries was just full of flaws, no matter how much Dr. Tanga Odoi thinks he is an election king and grand master of controlling elections.
Certainly the whole picture is a smear of sadness and grim anticipations of the 10th Parliament. Usually it would be looking forward with some hope of real progress and sustainability of wise leadership to develop infrastructure, education, health care and all level of bureaucracies of the state; instead it’s with sadness of the strong grip of power by the Executive and his hands into all coffers of the government. There are no strings his fingers is not touching, none orders from above that is not directed from him. His words are now laws while the MPs are paid to secure his views or silenced by the payment structure instead of representing the Constituencies and being Nobel leaders of the land.

The Parliament and their MPs are not a force to be recognized, they are puppets dancing to the tune of the Executive and his war-chest. A war-chest he is using to dissolve and disperse the crowds to silence the opposition with house-arrest, phony charges, spying on political activity and creating special police forces that are monitoring the opposition without any care of laws or freedom of movement. The Executive does what he can to centralize the Power in his hands, while letting the loyalist amongst him being happy on breadcrumbs; while the Executive eats the whole Bakery.
The liability and guilt-ridden authorities that does what it can to be there and keep the other at bay, at any cost and even starting to get rid of the men and woman inside the Police Force who might have allegiance to the Opposition, as they did not accept the way the Former Presidential Candidate Dr. Kizza Besigye we’re able to get out of his home on the 11th May and have a Mock Swearing-In 24 hours before the Executive himself Sworn himself for the 7th term in Office.

The way he was able to Kasangati home:
“Besigye exchanged all the cloths and the helmet with the motor cyclist (Commonly known as Boda Boda) man. Immediately without wasting time, Besigye jumped on the bike and that’s how he managed to escape”.
The initial violence against the Opposition, the detaining, the sieged headquarters of Forum for Democratic Change, the raids against the rehearsal studio of Bobi Wine and the raid of JEEMA Forums headquarters in recent days. So the level of political freedom is dwindling, the FDC house-arrested MPs was only freed so they could be there and be parts of Swearing-in, not being really free.

Therefore today’s action at the Parliament doesn’t really matters to me, because of the state of affairs, the electoral laws and the war-chest of President Museveni. The way the Security Forces are used to silence the Opposition and the citizens are unbearable, the tear-gas and the live bullet towards fellow peers, is not justice as the civil disobedience should alter the actions of the government, not make it detain the ones that opposes it. This is the reasons, why people oppose this government, this Executive and the current Police State.
If the people and the government where in sync then the government would not need to deploy the army for the Swearing-In, would not need to deploy the army around the Election Day and would not need to use French Speaking Soldiers recently, as the Government would have trusted the people and the people would also trust their representatives in Government. This is natural beneficiary stations between the elected people and the people who are elected. But since the representatives are selected by the Executive instead of by the citizens that they are supposed to be; therefore the Executive uses the Army and Police to silence the ones that feels the representatives is not representing them.

Certainly, some of the MPs are proud of the Elections and finally made it after many tries, but the sham elections, would hope that they came into Parliament like FDC’s Francis Mwijuke who finally cracked into the Parliament. I wish people like him came into the Parliament without the questionable elections as then the legitimacy of his Honorable position. I would have congratulated him more for the honor, but he and the ones who have fought for become MPs had deserved to come there through a credible and fair election.
I don’t care what Hon. Jacob Oulanyah hoop’s and lies to get to his position again, as he had controversies into the ballots and other issues with his local Talley Offices and results. Others were in the same way, not everybody who was elected without contest like Hon. Sam Kuteesa. The others have to pay of their constituencies and use the NRM Village Fund and the 250k could not save the votes or the Local Councils who needed the money to clear the local pledges. There certainly too many issues with this election and violence to be happy about the Members of Parliament swearing-in.

It is not enough that Eng. Dr. Badru M. Kiggundu can announce whatever he wants and follow the Master, the Executive who is in control of the Electoral Commission, as he has appointed them and keeps them in order. Therefore the results are cooked in away the Executive wants them, instead of honoring the citizens and their votes. Therefore you saw on the Presidential Election that people showed up, but on the Local Councilors and Lord Mayor elections where the we’re less people showing up to the Polling Stations; shunning the ballots, because of the lack of transparency and value of their vote on the Election Day for the Presidential Election. The Electoral Commission together with the Authorities with their arrogance thought the people or the citizens would not mind the harassment or the violence from the Police towards the Opposition, they we’re wrong.
As we speak Dr. Kizza Besigye is sent from Moroto Government Prison and airlifted to the Luzira Prison. His second time treason charge as President Museveni cannot own up to his thieving and has to stifle the opposition by all means. Therefore he will blame the international community and others then looking into his own created problems. Henceforth he will deplete all outcomes and crash all institution to consolidate more power. That is also why on the same day Members of Parliament where sworn in, the UPDF had official promotions, which happen to be his son Brig. Muhoozi into Major General of Special Force Command of the Army or the Flying Squad. So the Executives works to secure all wings of Government are under the family, we will see Janet as Minister and other close connected NRM elites in the 10th Parliament as the NRM are more unsecure about their security.
The Army and Police will be more draconian towards the Opposition as the people are not behind the NRM or their Executive. Peace.
