Opinion: You don’t lose $42m, you spend it!

Pardon my French, but no sane person or collective, even organizations and governments really lose millions upon millions of dollars. They are spending it and hiding the recites. It is that simple. It isn’t like a pseudo-science or science fiction for that matter. It is just blatant misuse of funds and trying to covering up the tracks that are left behind. Because, suddenly without any effort, the money just vanish.

I understand when people are losing small change, some shillings, some notes of a certain value. Nevertheless, not in the millions. Neither the sudden lack of effort of not explaining how it went. Because this amounts of money doesn’t evaporate or go bad as old food. It is cash money and when it is gone, it is because it is spent on something.

“The Somalia Parliamentary Committee on Finance and Budget has released a new statement alleging mismanagement of funds at the Ministry of Finance. In the report, it was revealed that about $42M is unaccounted for and the Finance Ministry headed by Minister Abdirahman Beilleh, has not been able to provide any reason or explanation on how the funds ‘disappeared’. Of the funds unaccounted for is $20 million which is part of a $50 million budgetary support from Saudi Arabia granted to the Somalia government in the year 2017 According to the report the funds have not been indicated in the 2018 budget” (Hiiraan Online – ‘$42M Missing from Somalia’s Ministry of Finance Accounts’ 22.11.2018).

This stories are getting old on me, the knowledge that the ones on high, the ones above the Ministry of Finance. Most likely knows the deals and arrangements, but they are untouchable, they have traded these funds and siphoned them to their side-projects or even side-dishes for that matter. Who knows, if they have entities abroad outside Mogadishu and Somalia. They might have investments in Kampala, Addis Ababa or even Nairobi.

This money can flied anywhere and to anyone. As the Ministry of Finance has no proof, no bill or no transactions paper to protocol the spending. That is lax financial control and should make both the International Monetary Fund (IMF) and the World Bank (WB), very very proud!

However, this is a proof of how the Villa Somalia is spending money like there is no tomorrow. Surely, the President Farmaajo and Prime Minister Kheire knows where these funds has gone. However, hey will not confess. They will not drop an LP like Usher with their confessions and tell their stories of cheating. Even if it would have been healthy, because their recordings are valued about $42m USD, I am no fat-cat, but that is good money. You can buy a lot of property and own big-businesses with that sort of cash-flow. No doubt. Peace.

UN mission calls for consensus on credible and peaceful presidential election in Somalia’s South West State (07.11.2018)

The events unfolding in the last few days, including the divisions among the stakeholders, ahead of the upcoming presidential election in Somalia’s South West State, have the potential to lead to violence. The United Nations Mission in Somalia (UNSOM) calls on all parties and stakeholders to work together to ensure that this Somali-owned electoral process proceeds in accordance with the established rules and avoids any behaviour which may lead to conflict or undermine the integrity of the electoral process.

“With this election being the first in a series to be held around the country – both at the regional level next year and national level in 2020 – there is a real need to set the precedent for credible and peaceful electoral processes,” said the UN Secretary-General’s Special Representative for Somalia, Nicholas Haysom. “I note that Somalia’s international partners had expressed similar hopes and concerns in November 2016 during the country’s federal parliamentary elections, when it called on all stakeholders to collaborate in ensuring a positive outcome.”

“I am confident that, in keeping with their tradition, Somali leaders will find a solution, through dialogue, to the issues surrounding this electoral process. An electoral process that is transparent, enjoys broad consensus on the rules governing its conduct, and is free from irregularities can only promote widespread acceptance of the results, and avoid violent confrontations at or after polling,” added Mr. Haysom, who also serves as UNSOM’s head.

The regional assembly of South West State is due to hold a presidential election on 17 November. Similar votes will take place in the Federal Member States of Puntland and Jubaland in 2019.

UNSOM Condemns Unprovoked Shooting on UN Convoy in Galmudug State (06.11.2018)

The United Nations Assistance Mission in Somalia (UNSOM) condemns the obstruction and attack on a convoy of UN vehicles that occurred along the road between the cities of Galkayo and Adaado in Galmudug state on Saturday, 3 November.

The convoy was accompanied by a dozen police officers from South Galkayo in the late afternoon of Saturday when it was stopped some five kilometres outside Adaado at a checkpoint manned by eight men claiming to be police officers. None of the individuals wore police uniforms, but they refused to grant passage to the convoy that was carrying a team of UN personnel assigned to make preparations for an upcoming visit to Dhusamarreb by UN officials.

After the UN officials decided to abort the mission and head back to Galkayo, a truck carrying  militiamen drove through the checkpoint and opened fire on the UN convoy. None of the members of the convoy was injured nor were any of the UN vehicles damaged in the shooting incident.

“Last week’s attack on a UN convoy is unacceptable, and we call on the authorities in Galmudug state and the Federal Government to  hold accountable those militiamen who opened fire on our colleagues. Such an attack has not happened to the UN in Somalia for a very long time.” said the UN Secretary-General’s Special Representative for Somalia, Nicholas Haysom. “United Nations personnel must be granted free passage throughout Somalia at all times. They must be able to implement the mandates of UNSOM and UN agencies, funds and programmes without running the risk of being fired upon for no justifiable reason.”

Somalia: Need for peaceful resolution in Tukaraq among topics UN envoy discussed in visit to Puntland and Somaliland (04.11.2018)

The United Nations envoy to Somalia today wrapped up a two-day visit which took him to Puntland and Somaliland, where he met their leaders and discussed a range of issues – including the need for a peaceful resolution of the conflict in the Tukaraq area of the contested Sool region which lies between them.

The UN Secretary-General’s Special Representative for Somalia, Nicholas Haysom, spent Sunday in Somaliland’s capital, Hargeisa, where he met its President Muse Bihi Abdi.

“I had the opportunity to discuss with the president the recent changes in the region, the challenges facing Somaliland and of course, in that regard, we touched on the conflict in Tukaraq,” he said. “In particular, how that conflict can be managed to avoid any conflagration, any irruption of hostilities in the short term, and a long-term solution for that conflict.”

“Here in Somaliland we got a sense of the impact of the changes in the region and what that meant for the challenges facing Somaliland,” Mr. Haysom added. “And, of course, [we got] to discuss the Somaliland-Somalia relations.”

The UN official also met with a group of Somaliland civil society representatives and parliamentarians, who provided him with an overview of challenges and achievements in recent years regarding political, electoral and security issues.

On Saturday, Mr. Haysom had been in Garowe, the capital of neighbouring Puntland, where he met with its President Abdiweli Mohamed Ali ‘Gaas.’

As with Somaliland’s leader, the need for maintaining peace in Tukaraq, where forces from Puntland and Somaliland have clashed in recent months, was a topic of discussion.

They also discussed how to improve relations between the Federal Government of Somalia and the country’s Federal Member States, in light of recent political tensions.

“We looked at the ways in which both levels of government in Somalia can work together to achieve what Somalis want, which is peace and prosperity,” the UN official said, adding that the visit was an “important opportunity to underline that for Somalia to succeed everyone needs to work in the same direction.”

Opinion: President Akufo-Addo message on development is what the world needs!

Yesterday, the Ghanian President Nana Addo Dankwa Akufo-Addo addressed the Press together with the French President Macron. As he did this he asked serious questions about governance and development. Akufo-Addo proved with brilliance what many people are saying about the African continent, but isn’t heard from the people in power. Akufo Addo actually wants like all other sovereign states to be charging his own people for the services they are getting and not handouts from strangers abroad. That isn’t noble, that is Statesmanship and responsibility. As he don’t want aid, but trade. The President wants Ghana to make it on its own and with its own resources, instead of billing the tab from afar.

All nations and all presidents should seek this paradigm. His own words are powerful and it is needed, in times when states are either addicted to aid or borrowing funds at levels that are destroying the economies. These words and shift should be taken by all states who are used to aid. So they can prepare their citizens and their institutions to be built. So that governance and the government can deliver services to their public.

He said, “Our responsibility to charter a path which is about how we can develop our nations ourselves. It is not right for a country like Ghana, 60-years after independence to still have its health and education budget being financed on the basis of the generosity and charity of European taxpayers” (…) “We need to have a mindset that says we can do it… and once we have that mindset we’ll see there’s a liberating factor for ourselves,” he said. Akufo-Addo said the only way Africa can stop its young men and women from migrating to other countries to seek greener pastures is to put in place systems that work. “We want to have those energies working inside our countries and we are going to have those energies if we begin to build systems that tells the young people of our country that their hopes, the opportunities are right here with us,” he stressed” (…) “Our concern should be with what we need to do in this 21st century to move Africa away from being cup-in-hand and begging for aid, for charity and for handouts,” he said” (Ghanaweb, 2017).

I’m European, I don’t care what Macron said or wanted to say after hearing Akufo-Addo speech. It was powerful and needed. The words that is expressed and the needed shift is there. Not that charity or aid should automatically stop. But the world, the leaders and the states themselves. Needs to find their way to sustain and develop mechanism for collecting revenue and also tax properly services. Secondly, needs proper guidelines and institutions to sufficiently create growth and stagger inflation. Combined with investment in not only extraction and producing crops, but also create products with it. So that the state don’t only get the low value export, but get refined and developed products on the world market. That isn’t an easy fix and has been tampered-on ever since independence and the world order hasn’t made it better too.

Initially, the power lays in the hands of the leadership. In the hands of people Akufo-Addo and others. Who can leave behind institutions and markets, that can leave behind educated and industries that brings wealth not only to a chosen few, but to the GDP of their respective nations. While stopping the current fix and re-up of more aid donations and charity from European taxpayers.

I hope that the African leadership are listening to this and actually follows this. To be truly independent. Be developed and generate the wealth the African people deserve and the stability of institutions it also should create to prosper. Maybe, not leadership as western-democracies, but in states and elected leadership that takes responsibility and uses the skills and resources for the benefit of all citizens. Not only for corporate citizens, but all of them. Building states and building democracies where the people and state are working for a common-goal. The betterment and changing today for the future. Not awaiting handouts from Berlin, Paris or London. The Ghanaian republic deserve this, they deserve to handle on their own, all former colonies and former protectorate deserves this. Just like the European republics and kingdoms are responsible for their own finances and economy. They are not awaiting funds from China or US to save them…

The same we should wish to say about African state, who are begging for donors and loans to fill the void of own taxation and revenue. Therefore, the speech from President Akufo-Addo deserves credit, not because he is African and wants to get rid of the hands-out. But because he speaking the truth in general. Every single statesman on planet earth, should work for this goal, no matter which continent and whatever country they are running. It doesn’t matter, all citizens and states should work for this common goal that President Akufo-Addo speaks off. Also, European Nations that are struggling with debt and with deficit like Greece and Italy, should also work for this goal and not be saved by other institutions. This is a world-wide issue, not only on the African continent. Peace.

Tired of President Museveni’s “1986”!

I know I am born in 1985, but I am tired of the year of 1986 and the year National Resistance Army (NRA). The now National Resistance Movement (NRM) and President Yoweri Kaguta Museveni. The liberation movement that has run the republic since 1986. This war lasted from 1981 to 1986, the NRA went out of the Milton Obote II government after the illegitimate election of 1980s. Which from then on has been used as the scapegoat and the ones to put to blame for ever since.

The 1986 is the magical year that Museveni entered into supremacy. The Supreme kingpin and mastermind of all it. Sowing the mustard seed and creating a newer safer Republic. The one time the peasants was supposed to have their say in government and make the republic a democracy. The Republic of Uganda was going from strong-men and big-men to run the Republic. Instead, it has been now three decades with manufactured democracy in-line with the vision of Museveni.

President Museveni have used all techniques to fix election results, paying villagers and making new government forms to fit his paradigm. Instead of releasing his promises he has built elite around him that is loyal to his brown envelopes or public fearing his security organizations. This is a special coming from the man promises all the possible governance and government structures needed, if he got into power. Instead, he has done the opposite.

It was supposed to get into a middle-Income Country instead of the Less Developed Country, which is the state is in now. The LDC that Uganda now is because of the state of government that President Museveni has created around him. That can be seen with amounts of debt, the massive overspending on the State House and the pledges around the President. Government of Uganda, GoU have been built around Museveni, instead of institutions and procedures. Therefore, the state are following the orders of the President and his Presidential Handshakes.

That is why, every-time in a speech at any sort of occasion the President will mention 1986 and how the state used to be. As of today 1 out of 5 in the Republic or 21% are between 15 to 24 year old. And by 2016 there we’re only 2% who are older than 65 years old. Which means that the President are part of a minority age bracket. President Museveni 30 years old rule are older than many of the youths in the Republic. They should also wonder what is so special about the years they never we’re living and about governments they never lived under. There are big proportions of the population who cannot remember or has been apart of the first years of the NRA or the civil-war during the 1980s.

They would be like me, they would feel the same fatigue of the NRA and Museveni rule, the extension of the liberation from Obote and Amin. The ones that Museveni mention whenever he needs someone or somebody to blame. Certainly mention 1986. The 1986 that are the most important year since independence, therefore, the NRM Day, the 26^th January 1986, liberation day. Instead of the Independence Day 9^th October 1962. That one is not so often mentioned by the President, since he didn’t get them out of the British Empire and not be a British Protectorate anymore.

Still, the 9^th October 1962 doesn’t seem to be important for Museveni, the 26^th January 1986 is the most vital one. The one that sets the standard, the day that changed everything and gave him total access. Therefore, the celebration of 1986 is so key and be levied at any occasion, and at any speech. President Museveni praises his overthrow of Amin, Obote, Okello and Biniasa.

They all just had to be overthrown, he had to make coup d’etat and make folklore out of it. So his name can ring out and be praised. Let it be clear, the President sings 1986… 1986… 1986… like a jingle never stopping. Peace.
