

Declaration du parti FNL sur la derive totalitaire du regime CNDD-FDD (05.06.2016)





Addis Ababa, Ethiopia – 31 May 2016: The Chairperson of African Union Commission (AUC), H.E. Dr. Nkosazana Dlamini Zuma, has learnt with great sadness the passing away of the President of the Saharawi Arab Democratic Republic (SADR) and Secretary General of the Polisario Front, H.E. Mohamed Abdelaziz. The Saharawi leadership officially announced the death on 31 May 2016. He was in his sixties.
On behalf of the African Union, the Chairperson expresses deep condolences to the family of the late President Mohamed Abdelaziz, as well as to the entire people and Government of the Saharawi Republic.
The AU Commission Chairperson has ordered the flags of the African Union and that of the Saharawi Arab Democratic Republic at the AU Headquarters and all its Representational Offices to fly at half-mast, for three days, beginning on Wednesday, 1 June 2016.

“Our hearts and prayers are with you as you mourn the death of your leader and beloved President. Your loss is our loss.” Dr. Dlamini Zuma grieved with the people of Saharawi Republic, urging them to let the memories of President Abdelaziz spur them on as they continue the struggle for liberation he has been at the forefront for over 40 years.
The AU Commission Chairperson encourages the Saharawi people, as well as its allies to forge on with the struggle to attain their right to self-determination, until they are liberated and independence is attained to fulfill one of the dearest dreams and goals the late African leader died for.
The African Union, once again, reiterates its continued support and unwavering solidarity with the Government and people of Saharawi Republic.






NEW YORK, United States of America, May 25, 2016 – “Special Adviser Jamal Benomar is traveling to Bujumbura today following the conclusion of talks on Burundi that took place in Arusha, Tanzania.
The Special Adviser hopes that the talks in Arusha were a first step towards genuine and inclusive dialogue. He welcomed the meetings and stressed the undeniable challenge of starting a viable political process. He urged all of those involved to work diligently in order for that to happen as soon as possible.
Mr. Benomar has been consulting with various stakeholders who attended the talks and will continue to reach out to and consult with others who did not attend. During his visit to Arusha, he reiterated to former President Benjamin Mkapa that he and his team are ready to assist and support the facilitator in moving the process forward.”

We live in a Post-Modern world they say, still our leaders acts like medieval times, they are forcing themselves on their nations, on their economies and use their knights to secure their kingdom, their republic and fiefdom. The Opposition who is not accepting the legitimacy of these medieval acts upon their nations are harassed and taken to court, by them who act like they are above the law, as they decree the laws and are the head of state. Therefore this pattern isn’t new; Machiavelli would be proud and wonder if these leaders had read his work “The Prince”.

Just as the wreckage of the local laws and ushering in the third term for CNDD-FDD President Pierre Nkurunziza, who has used the Army and Police to control the country by all means, as the Opposition are dwindling away… like the assassination and killingsof Zedi Feruzi (Union for Peace and Democracy – UPD), Jean Paul Ngendakumana (Front for Democracy in Burundi – Frodebu), Patrice Gahungu (Union for Peace and Democracy – UPD) and Pontien Barutwanayo (National Liberation Forces). Are some men who are gone in the wind by the power-hungry president in Burundi, while Opposition leader who wanted to live like UPD Agathon Rwasa accepted the role as Deputy Speaker in Parliament; so the leadership of CNDD-FDD controls while the real dissidents are either dead or fled as the safety to be opposition in Burundi is not a safe position as the leadership have proven vigilant in getting rid of the ones who stands in the way of Nkurunziza.

While in Rwanda, the neighbor who have had a government under the Rwandan Patriotic Front since 1994, where the current second term President Paul Kagame is consolidating his position while the opposition lingers or have no place in the landscape as the militarized politics there does accept anything else then the will of Paul Kagame. Therefore the leader of the FDU (Forces Democratiques Unifies) Victorie Ingabire Umuhoza is lingering in jail since 2013 and is sentenced to a 15 year jail time. While the fighting Democratic Green Party of Rwanda with their leader Frank Habineza have worked to stifle the abolishment for Presidential term limits, but before that it took the party four years to be verified through the lawful process of the country when it was allowed to exist in 2013. So it is not like the President Kagame is happy about having the DGPR and the FDU in the country. Today the Lawyer (20.05.2016) representing Victorie Ingaire Umuhoza has been expelled from the African Court of Human and People’s Rights, the African Union Courts in Gambia. So the case on human rights must have tanked or been dismissed by the court, but nothing is clarified on the situation on the matter and Victorie Ingabire Umuhoza (FDU) there!

In the Democratic Republic of Congo the leadership around the Second Kabila, or Second term President Joseph Kabila, where there are supposed to be an election later this year and the running up to it. As the MLC have lost their leader at the ICC with Jean-Pierre Bemba charged there recently, as he was part of the “unity” government together with Kabila until the ICC caught up with him. While the Opposition have been under fire as Felix Tshisekendi is even behind the main contender in the DRC. As the Opposition went behind Moïse Katumbi, the ones behind on the 4th May 2016 was the G-7, the Collectif des Nationalistes and also Alliance pour la Republique. So the Football Tycoon and former Governor of Katanga have gotten heavy loads behind him and his candidature, while Kabila have been driving together with the military in Lubumbashi and other places. While that intimidation have not been enough as the supporters of the opposition have felt the tear-gas and Police Force dispersing them. Moïse Katumbi is now charged with hiring mercenaries and threatening National Security, with an arrest warrant on him. Certainly an effective to silence main candidate before the Presidential Election later in the year, since the Kabila government have not lead to progress or any clear-cut development. Just to put some intelligence on it: “The Police has” embarked on the track of an operation called OP Congo whose objectives, human resources , logistics, finance and modus operandi , appear to be known today as ” Cow Boy “, the code name that refers to Moïse Katumbi ” (LE SOFT INTERNATIONAL, 19.05.2016). With this in mind we can see how the Police have planned to take down the candidacy of Hon. Katumbi in favor of Kabila and continue the supremacy of the Kabila Family over the Congolese Republic!

In Uganda after a hectic and shady election, with the Police involved directly in Opposition parties movement and also government control of the Electoral Commission that had to select the men that was decided by the Executive, President Yoweri Kaguta Museveni, the President since 1986 who have total control of National Resistance Movement and tries to crash the opposition. The way he does that is to get rid of strong leaders from Parliament like Dr. Olara Otunnu while paying loyalty to new Party Leader Hon. Jimmy Akena of Uganda People’s Congress (UPC) and also not allowing Norbert Mao from Democratic Party of Uganda, therefore weakening that party to. Finally to by decree of loyal judge Stephen Kavuma who banned the Defiance Campaign for the Forum for Democratic Change (FDC), that has made it “legal” for the authority for the Police to house-arrest, detain and siege the Headquarters, in general making all activities of the Opposition Party illegal. By that extent making the Presidential Candidate of FDC Dr. Kizza Besigye that had the support of the people while the Ruling Party rigged the election with amp-speed had a mock swearing-in the day before the “official” one towards the Seventh Term of Museveni. Since then has been taken airlifted from Kampala to Moroto, and after local unrest in Moroto, taken back to Kampala, and he is now charged with “Treason” as he has questioned the powers to be and the President, as the sham election that we’re held is righteous to ask the legitimacy of it. So now the People’s President Besigye is now behind bars, while Museveni does what he can to again consolidate all power and continue everything as usual, while the FDC is harassed, detained and silenced by the Court Order. Even JEEMA Fourm has had visits of Police Force and even artist of Bobi Wine have been detained because they speak up against the regime. So the Police Force and the Army is the strength behind Museveni, not loyalty or love from the People, that he has lost and dwindled away, therefore he pays MPs to get the votes he need, not because of his vision or wisdom of building the nation. Therefore he prosecutes and takes down the FDC as they are everything he is not…

In Kenya, where there are some kind of calm, though there is not criminalized the Opposition, as the Opposition parties are in a Coalition, the same as the ruling regime under the Jubilee, who will become one-party instead of Coalition into the General Election in 2017. Jubilee Alliance Party will soon be truly founded though existed without legal paperwork. While the Opposition in the Coalition of Democratic and Reform (CORD-Kenya) are demonstrating against a biased Independent Electoral Boundaries Commission (IEBC); something IEBC are under fire by the Opposition coalition CORD-Kenya on three Mondays. The Nairobi Metropolitan Police have gone too far in dispersing the Opposition demonstrators, as the Police Brutality is not only water-cannons and the tear-gas against leaders or the people, together with the violence of fighting and kicking civilians, even shooting at Hon. Raila Odinga car at the last demonstrations. So the violent Police are now showing hatred against the Opposition. The Kenyan Government is not detaining or directly harassing the Opposition, but the tear-gas of demonstrations and not listening to claims, instead counter-claiming they are trying to use the laws and Electoral laws to shun them from power, while even making laws to fix and allow the Jubilee Coalition to become a legitimate party in the state. So the leadership of Jubilee allows them to fix as they need, but not see the questions of opposition and use tear-gas to silence them before the General Election 2017. There are worrying signs of oppressive behavior… and also Jubilee MPs who attacks the legitimate demonstrations and questionable acts from the IEBC in the past and in the coming future election. That shouldn’t be masked to the side as the dialogue and discussion between Jubilee and CORD-Kenya, should settle this early, so they could work initially for peaceful election in unison political climate, instead of creating a valley between the Coalitions. That is not something Kenya needs…

The Oppositions does not have it easy and the levels are proven, the worst are Rwanda and Burundi, even if the DGPR is allowed to exist as long as they don’t really challenge the presidency and their regime, because if they do they will be behind bars for National Security sake like FDU Victorie Ingabire Uhuhoza. While in Burundi the Opposition to the third term president Nkurunziza have been assassinated or killed, this while the government together with stakeholders have had peace-talks with stakeholders and also the remaining Opposition; the Opposition that has not already been killed or assassinated. In Uganda the FDC former Presidential Candidate Dr. Kizza Besigye is charged with “Treason” and still many of the FDC leaders and supporters detained, while the headquarters are sieged by the Police. In Democratic Republic of Congo the Opposition Presidential Candidate Moïse Katumbi is charged for hiring mercenaries and causing problems for National Security, while the incumbent President tries to stifle the best candidate in the up-coming election by doing so, as the Opposition Parties have gone behind candidature of Katumbi. Also in Kenya, the place where it is the best in these countries to be a Opposition, as they are more free, but to an extent, if they question the government or the Electoral Reforms of the IEBC; that is not accepted by the Nairobi Police who brutally disperse the demonstrators of the Opposition and the Opposition leader Hon. Raila Odinga have been tear-gassed and his car been shot at. So there is time to settle down for the government and time for dialogue, so the escalated violence doesn’t continue into the elections, as the citizens of Kenya doesn’t deserve that and neither does the demonstrators who are being violated around the Anniversary Tower.

“Rwanda’s President Paul Kagame says his Sudanese counterpart Omar-el-Bashir is free to attend the Africa Union Summit scheduled for July in the Rwandan capital Kigali. Kagame made the remarks at the World Economic Forum just a day after President Museveni railed against the world court much to the disappointment of foreign diplomats” (NTV Uganda, 2016).

Well, the good news is not that there was a Swearing-In of President Museveni for his Seventh Term, bite me, it is not fifth, it’s Seventh! Got to teach the National Resistance Movement to count, after that the international media some recent history to not shave off the first decade in Power for Mr. Yoweri in Uganda.
The good news was:
“Department spokeswoman Elizabeth Trudeau said U.S. Ambassador to Uganda Deborah Malac and a visiting Washington-based official, along with several European and Canadian diplomats, abruptly left the inauguration after Museveni made negative remarks about the International Criminal Court in his inaugural address. She added that the U.S. also objected to Sudanese President Omar al-Bashir’s participation in the inauguration. Al-Bashir has been charged by the court for atrocities in Sudan’s western Darfur region” (Lee, 2016).

Because this set the perimeter of next inaugurations as Uganda is not the only country where the Opposition is under fire and where the human rights are squabbled for the Ruling Regime to control. But the reaction from the European Union representative and the United States is a bit late now. United States Government have supported them the Ugandan Government for three decades as the Ugandans have fought wars you wouldn’t touch with a your little finger. The European Union have done so in good faith and with the hopes that this will be one of their success stories as the beginning of Museveni terms he was actually sounding like a democratic ruler and had swagger like no-one else and even swallowed the Structural Adjustment Program; more than many other leaders did for long-term loans and direct-budget aid to the Ugandan government.
But that is not why the diplomates left the Inauguration of President Museveni at the Kololo Independence ground. They left the event in midst of the speech and everything because of mentioning of International Criminal Court, the discontent that exist in certain parts of Africa, as the ICC have target many African leaders and Warlords, while nearly none of the allies of European or American Government have been taken. Which make it seem like Post-Colonial tool and certain totalitarian, and Police State leaders feels that especially since they might be the next in line to be charged by the ICC.

Even on the second Live Presidential Candidate or the second #UGDebate President: “A founding signatory of the Rome Statute, on ICC: Yes we should be out of the ICC. ICC is not serious. It is partisan. There are so many people who should have been tried if they were serious. The way to go is to have our own African Criminal Court. Trying to work with ICC was a mistake”.
So if the American or European diplomats were surprised by the words uttered by the President, they should check his track-record, and are you naïve? He is the same brother who toyed with the worlds in the Nairobi talks in 1980s, muffled the involvement in Rwandan Patriotic Front, the direct involvement in wars in Democratic Republic Congo that got rid of both President Mobutu Sese Seko and President Laurent Kabila. His involvement in South Sudan and also the claimed help of President Nkurunziza after the coup d’état in 2015; there are too many instances where he has went to the gun for himself and others. So that he dislikes the ICC should be seen as natural for his Western Allies, that have given military experts and equipment over decades.
He used ties to Libya to get arms to bring down Obote, Obote whom he had a agreement with to get rid of Idi Amin. This man has done whatever to get power and get powers other places. He is ruthless and does not care how far he has to go to have it. He builds people up and burry them if they get ambition. So many men have fallen and so many fallen without the reason or the authorities have cleared the cases of the killings. Many men who have had honorable positions and been high up in the military have been silenced by the NRA/NRM. And this isn’t just rumors, this is known, but not something that is talked about.

So European diplomates and American ones, you have to consider your obligation and role in Uganda, the walkout and the assessment of that, is only a small embarrassment, but to cut donor-aid and military equipment would mean something. To endorse directly Dr. Kizza Besigye would be another force of change. That would be like Alassane Ouattara won over Laurent Gbabgo in Cote d’Ivoire in 2010. Who made his own army and took over power when the International Community recognized Ouattara in 2011 and later detained Ggabo. So there are possible ways of creating the changes, but hopefully without guns though that is the only thing President Museveni believes in.
I know he told at one point he wanted to be a Pastor, but over the time he became a gun-loving, bush-war and embezzlement patriarch who oppose the idea of any other human being having a vision of leadership in the country he is running.
That isn’t a beautiful picture, but there certain questions remain why the American and European were mad about this:
“After introducing ICC indictee Bashir, Museveni said: “We lost interest in the ICC. We thought they were serious.” Museveni said he had supported ICC at the beginning but realised that “ICC is a bunch of useless people” (Trending.co.ug, 2016).
This words uttered from the mouth apparently was too much from the Western Diplomates today. Together with them we’re also the invited and warranted President Bashir; for me some strange reason no problem with the other hectic and problematic despots, dictators, lingering Presidents and so on; that also showed-up for the event. Why no problem with Cameroonian Biya? Why no problem with President Obiang? Why not mad about President Mugabe? And list goes on of people who disrespect democratic values and freedoms in their countries… though not sanctioned by the ICC.
For being diplomates, they should have known at least about the words said by the man on the Presidential Debate in February 2016. The ICC has already issues within the African Nations and the African Union have had talks on removing itself from the International Criminal Courts because of Post-Colonial affairs and targeting African leaders. So with that in mind, this doesn’t help the cause for the Europeans or Americans unless they do something serious, a ruthless man like President Museveni. Needs the guns and equipment, if not he trade with Russians and trains together with North Koreans, he has done it before and will do it again. Even order second level army equipment from China instead of getting training and army deals with Americans. The Western diplomats should not be surprised and should know his history and how reckless he can behave.
Why do you think Hon. Paolo Muwanga even feared and was disgusted with the man? He even understood to what extend the President would go when he got into power. Since he spoke beautiful words as it was needed in the Bush, the people and international community supported him.
Now there a long run since 1986, lots of European and United States Presidents have been in Power and changed leadership, while the Ugandan leader have lingered on and not caught flack before now, really? Late to the Party or is it the later redeemer now?
The issue is that they have known he has these sentiments, as the escalated violence, detaining and use of army against his own citizens. We can see it with the recent Post-Election killings in Kasese, the pro-longed Northern Uganda Conflict that lasted since 1980s into peace agreement in 2006; and the Ugandan-Fueled guerrillas in the DR Congo.
So that he is a little rash and rough with the introduction of President Bashir is the issue all of sudden, is sorry to say a little weak tea as you have given way for him to do all the other activities and not really condemn that. This because President Museveni have been a needed ally in the region after the fall of Mobutu, that American Government had for so long; that is why President Clinton even praised Museveni together with other leaders.

Today should not be surprising, the European and American Diplomates should have known his sentiments on the ICC, and he want to be a great leader, so he would invite anyone who wanted to show-up. This here is just the proof of it, nobody expected President Obama or Chancellor Merkel or even President Hollande to attend: They would rather have a cup of tea then showing-up. The strangest was that the former loyal ally President Kagame was in the wind… but that just so the strained relationship.
Well, this was my two cents. Not beautiful… just the way it is; when you have trusted a man to fight for you and expecting him to be peace loving democratic values full of integrity and standing by for liberty and justice in his Nation, while they have for decades let him get away with murders, destabilizing neighbor countries and done other adventures without giving him much of even a slap on his face. Then you expect him to be the grandest man… you have lost the plot fellow Western Diplomates. Peace.
