Opinion: IGP Kayihura need help and that quickly!

This is not something I wish to say, but somebody has too. The man, the Commander, the loyalist to the NRM-Regime and Mzee, IGP Edward Kale Kayihura needs help. I don’t know what kind of help, but something to make sure his spin-control or Consultant Company to make sure his resume gets respected.

He has always blamed the opposition not to following laws or following the Electoral Roadmap, even when it is the police who are besieging the events. They have been stopping meetings, detaining fellow citizens for walking by opposition meetings. Crashing streets with tear-gas and brutally stop the meeting between the opposition and the people.

Then he claimed back in the day that the media we’re to embedded with opposition figures and their convoys instead of covering politics and policing fairly, but he didn’t question the police when they destroyed cars, detained people without charges or even undressed political activist; that was all okay!

So this one day in July he confessed that he wasn’t ready for the Dr. Kizza Besigye release on bail, as he has been detained and jailed for all kind of reason; he is surely still monitored and followed by his men. They are obsessed with the man and his stature as they had to while he was driving towards FDC headquarters in Najjankumbi, the Police Officers we’re driving behind and caning by-passers on the road cheering Besigye’s arrival.

Still, the Commander so obsessed with following Mzee, is now spinning the issue towards Besigye and saying he is working against him. That is partly true, as he wants to change and wants a democratic Police Force, as well as accountability and transparent government. Instead you are accepting the NRM cronyism, while you are following Mzee obediently. With that in mind even when violence is used against innocent citizens, the problem is Besigye. It is always Besigye, not the system and Police Force working to silence opponents of Mzee. No, that cannot be the case or the matter; especially for a loyal Commander Kayihura.

Kayihura needs help, really needs help; he just doesn’t know that himself yet. Because he is stuck behind a hard place and a rock; neither is going to be peaceful or just. They just are going to be hard and narrow. The Commander does not understand what harm he does to himself and his family, because he is lost in the tangle-web of Mzee and needs his grace.

Therefore the Commander blames everybody else for the issues of his Police Force and misuse the draconian laws, instead of securing the public and citizens. He is instead a force for oppression against the public and silencing them. The worst it seem, the Commander think he have the ability to legitimize his actions towards the. That is why he needs help because brutality isn’t Besigye’s fault; he is passing by and driving!! He is not caning and using tear-gas against civilians. That is the Police Force doing under the Command of Kayihura. That is why he needs help and understand his twisted fortune, twisted fortune that is stuck behind loyalty to oppressive behaviour and self-belief in justifying violence against civilians.

I know it isn’t easy to him understand, but if somebody hurt his family often, detained his cousins without charges and destroyed his office as a crime-scene. Then he might understand the oblivion of unlawfulness he has created per instruction of the NRM-Regime. If he would though, as nobody would like to give him the same treatment in a just society; he would be court-side answering for the all the men and woman without charges lingering in jail and all the safe-houses not answered for. This are your legacy together with oppression of opposition with brutal force; not good policing and detecting conspiracy to solve serious crimes. As a commander Edward Kale Kayihura will always be connected with POMA and the destruction of fair political landscape as the Police Force does more to detain opposition than stopping ordinary criminals. The UPF could be respected, but since the Kifeesi squads and their violence is going against the public on your watch. That is what is done on your duty Commander!

So you need help so-called honourable Commander Kayihura, because your ways are apparently twisted and you’re justifying violence under the banner of defending citizens. So with that Police Brutality against innocent civilians proves that you’re not policing, but instead being a useful tool for oppression under the NRM-Regime. That is your legacy, even if you like it or not. Peace.

“Police has resorted to rounding up and arresting journalists who are covering ‘‘Free My Vote Campaign” where people are chaining themselves on poles in different places in Kampala city centre. Some journalists have been led to Central police station others are right now held at New tax park police both” (Francis Tumwekwasize, 2016). 

The Works of the newly appointed Kampala Metropolitan Police Commander Andrew Felix Kaweesi as he promised to the men and woman who appeared around Dr. Kizza Besigye home would vanish, especially journalists. The same is happening now in the Kampala City Centre, jus as a demonstrator chained himself to lightpole with a sign of freeing Dr. Kizza Besigye. The man who chained himself also got detained by the Police. The Same happen to a Journalist Ronald Muhinda who is now detained at Kampala Central Police Station.

And now also the men reporting it getting detained to not spread the message and show the open and also peaceful demonstration against the Preventative Arrest of Dr. Kizza Besigye. Peace. 

The Police shows their arrogance toward the FDC; the Police said they had the ability to fill in the Petition!

Well I will start with a quote from the Uganda Police Spokesman as it says it all! Read what he is saying: “Confining Dr. Kizza Besigye could not prevent FDC from filling a petition if they wished so” – CP Fred Enaga (Kampala Dispatch, 02.03.2016) to the press on the 2nd March 2016.

The days on end with house-arrest, the days on end with detaining at Naggalama Police Station and Kira Road Police Station for going out his home, and that is not preventing him filling a petition? Mr. Fred Enaga is you listening to your own reasoning?

You guys in the Police have done everything in your power to destroy the ability for the FDC to fill a petition. You have guarded the FDC Headquarter at Najjankumbi, attacked and arrested FDC staff at one point. You have stopped FDC Officials and FDC agents who had the Declaration Results Forms. So you could get the DR forms and save face for the mismanagement of the Electoral Commission during the days after the Election Day and the tallying.

If it is arresting continuously FDC agents and men who have evidence of rigging; if that is not stifling the works on gathering evidence to file a petition, than your stupid or ignorant Mr. Enaga. But you’re just saying the words IGP Kale Kayihura want you to say.  You are just proving that the Police is one of the tools to demolish the opposition; as that is the wish of President Museveni.

If not stopping Journalist around Kasangati to report the movement of your police force is not stifling the world to know your mental violence against Dr. Kizza Besigye. Than I don’t know what freedom is?

A little example to you Mr. Enaga:

Mr. Enaga, I hope you get house-arrest, get your people who work for you perpetrated by men of law, and stifle your every movement. Take your car away from you while you go to church. Get your credited police force to get tear-gas into the offices where you work and get men with riot-gear to detain you. Guard the building you work at and not give your ability to work. I will execute this orders to this to you because I have: “intelligence that you’re terrorizing your own citizens and planning to persecute innocent people and hurting them with mambas in the street and house-arresting people without charges”.

Than you can try to do police work and speak your mind to the public. I am sure you couldn’t even put a parking ticket in Kasangati, which was the official excuse for detaining Ingrid Turinawe of FDC and NBS reporter Remmy Bhati who was on Live-TV yesterday.

I do not really wish you this treatment Mr. Enaga; the treatment your Police Force has been doing to the FDC has gone through. For the simple reason: I don’t wish any men or woman go through the hardships that the FDC are and the life that Dr. Kizza Besigye has right now. Mr. Enaga, you sound like fool and act like a fool. Please look at yourself and your police force, be proud of your nonsense. Peace.

This here is something here everybody need to see. This is from yesterday evening when he was not entering his compound at his gates, as he demonstrated against the detention that has happen over days. As his home has been turned into a prison at night, while in the morning arrested again and taken to Naggalama Police Station. This here is one of the times he has been able to speak to the Press about his situation. Worth listening to!

Ugandan people shun the Local-Government Elections today; While Dr. Kizza Besigye is arrested while trying to go out and vote!

Poll Station 24.02.2016

Today is the Local Government Elections in most places in the country except for the once that gets suspended because of wrong names on the ballots or the persons who are supposed be on the ballots. This time around the ballot-papers we’re delivered on time, everywhere actually and the polling agents was ready. There was also informed to be a public holiday so that there should be possible to show up, but this here is a silent demonstrations and a free-for-all after the sham of an election the 18th February.

Just as the main elections of the Executive and representatives in the Parliament, this here will be marred with malpractice and even rigged. Therefore the people have shunned the event and polls. As they don’t trust the Electoral Commission; I have lots and lots of issues from around the country, this here is not just an reaction to all those people who never got their say on the 18th February, but also all them who never got counted that day. Here are some reports.

Radio One Polling Station 24.02.2016 P1

From Kampala in the morning:

“Although polling materials were dispatched early enough by 6am, the poor turn up of voters has caused delays in starting of the voting exercise. At some polling stations in Nakawa and in Namirembe at Mengo primary polling station, Makarere and Kabale among others voting started after 7:40am with one or two voters occasionally showing up.  The stipulated time to open the polls is 7am and closing time is 4pm. The Electoral Commission has done its part to deliver the materials on time and ensure their electoral agents are already stationed for duty” (Radiocity 97FM, 24.02.2016).

As the Electoral Commission stated on social media:

“Kyankwanzi District that elections for the District Chairperson have been suspended today” (EC, 24.02.2016).

The Observer wrote this:

“Voting material mixup: Wrong ballot papers sent to 6 sub counties in Bundibugyo in  Busaru, Nyahuka, Bubugwanga, Ntoroto, Kasitu & Ntandi” (Observer, 24.02.2016).

In Bushenyi:

The NRM continues to rig elections in the area as the NRM get the FDC Monitors of the elections is arrested, while the NRM starts to bribe the voters to vote for them. And stacks of money are taken to the sub-counties in the area as well. The NRM mobilisers are in the markets and buying the voters. This report from one of polling stations in the district: “Empty Polling Stations in Bushenyi, here at Comboni Hospital; people have refused to go to vote. Atleast 100 people have voted out of over 350 people who voted at this polling station last week”.

In Lungujja:

“Signed blank declaration forms have been discovered in Lungujja by Rubaga MP Elect Moses Kasibante. Chaos has ensues” (93.3. KFM, 24.02.2016).

In Kabale, Moroto and Katakwi:

“In Kabale, voter turn up is low, partly because the district chairperson is unopposed, our correspondent reports” (NBS TV, 24.02.2016). “9:53 LIVE: Our report David Ochieng in Tororo says voter turn out is still low. Voters are complaining about the Biometric Voter Verification” (NBS TV, 24.02.2016). Our reporter Mike Onyang says in Moroto, more locals have been seen at drinking joints than at many polling stations. Onyang says many voters he has spoken to in Moroto say they are fatigued and are still mourning the loss of ‘their’ candidates (NBS TV, 24.02.2016). Very low turn up in LC5 and LC5 councilor’s in Katakwi as the case in the rest of Uganda.

In Jinja:

“Voting for the district chairpersons and councillors is underway, but here in Jinja the voter turnout is significantly low as compared to the just concluded presidential and Members of Parliament election. All this, despite today being a public holiday” (89 Smart FM, 24.02.2016).

In Nebbi:

“Local government elections in most parts of the country have been characterized by low voter turn up compared to Presidential and parliamentary elections. For instance in Nebbi district at boma one polling station by 11:00am only 57 out of 500 voters had voted while boma two out of 142 only 37 had cast their vote” (Radio Paidha Ltd, 24.02.2016).

In Iganga:

There police and military are at the Polling Stations and the roads in the district.

In Kumi:

“Electoral Commission has postponed the polls for the Kumi District LC V chairperson, following the death of Charles Otaok, the Go Forward Candidate. Otaok died in a motor accident along the Mbale-Soroti highway, a fortnight ago. The Kumi District Returning Officer, Monicah Ngobi, said this morning that they received communication from the Electoral Commission headquarters in Kampala, to postpone the elections of the LC V chairperson until further notice” (RadioCity 97FM, 24.02.2016).

There been low voter turn-up in Entebbe, Gulu, Makindye, Lyantonde, Lwengo, Masaka, Sembabule, Mukono, and Kampala. In certain areas there are more Polling Officals then voters. Look forward to see how they will fix the results from this locals elections Seem that the country there is low-turn up as people seem to have lost faith in Eng. Dr. Badru M. Kiggundu and his Electoral Commission. Who decide for them and therefore they boycott this election to prove as a demonstrations against the regime! As with the other election on the 18th February there been people captured with pre-ticket ballots. There been silence and not much action since the announcement of the Presidential and Members of Parliament elections has been rigged and taken the public for granted. Therefore the result is low turn-up and showing the Electoral Commission.   

Reports from Presidential Elections in Karamjoa and explains the 95% for President Museveni:

“In Karamoja the Electoral Commission District Registar has been beaten by the Special Forces command on the 17th February before making off with all the ballot boxes. He is currently paralyzed”.

Kizza Besigye 23.02.2016

Just as the low-voter turn-up the Local-Government does not need Dr. Kizza Besigy’s ballots it seems:

“Col dr Kizza Besigye has been blocked from leaving his Kasangati home. He planned to travel this morning to Rukungiri for local government elections. From the start of the week, Dr Besigye has been kept by police, inside his Kasangati home during the night, and in police cells during the day. Last night at around 10:30pm as he was being returned from police detention back to his home, Dr Besigye said he was tired of this routine, and that he would rather remain in police custody, than being enslaved inside his own house. Besigye on the other hand says he needs to prepare to legally challenge the presidential election results in courts of law, and has now less than 6 days to put together all the necessary evidence” (RadioCity 97FM, 24.02.2016). In the New Vision: “Kizza Besigye of FDC was earlier today denied chance to leave his home to go to Rukungiri to cast his vote in the local council polls by the area DPC, James Kawalya” (New Vision, 24.02.2016).

As the voters shun the election, Dr. Kizza Besigye still not allowed moving freely and under arrest on yet another day! The Electoral Commission will struggle to get more voters than the polling stations as the numbers should be small and the percentage of total voters should be very low. Close to 20% or even less many places, if it is more than it is pre-ticked for NRM candidates as that is the Modus Operandi of the NRM-Regime.

I want to say I understand the people and their demonstrations is vital and viable as the world is following Uganda and the people know about the non-sense re-election of President Museveni. As the opposition continues to be under pressure and harassment as seen by Dr. Kizza Besigye; Seen yesterday in Mbarara and Ibanda; now also in Bushenyi where they arrested FDC mobilisers today. Since it is for the ruling party the access and reason for it is not necessary as the fear and intimidation is what the NRM lives on, and not on vote-ability or accountability for their actions. Dr. Kizza Besiyge out of House-Arrest and again detained by the Police (23.02.2016)

Yesterday: Late in the night the Police drove Dr. Kizza Besigye back from detaining at the Naggalama Police Station in Mukono. He was driven back to Kasangati in Wakiso. In the early morning when the police was seen with less deployment then in a while in the area; as they have had something in mind.

This morning they again took Dr. Kizza Besigye out of his house-arrest as he got sleep in his own home before becoming detained and left the premises in yet another police car, this time it is expected to be detained at the Kiira Road Police Post. The world should know that he has continuously been either in house-arrest or detained since the polls, this here is ridiculous and proves the fear President Museveni has for the man and his party; as the legitimacy dwindles with every moment Dr. Kizza Besigye spends in jail or house-arrest. Peace.

As the home of Dr. Kizza Besigye has been under house-arrest since his arrival from Naggalama Police Stations together with other FDC Officials who was taken home. ONLY Ingrid Turinawe is still behind bars and not let out as the other once has been released.

Still no charge on the FDC Officials in questions as the Police Force are deliberately following orders form up high to take the Democratic Parties as hostage while the tallying of the votes occurred and before Eng. Dr. Badru Kiggundu yesterday officiated and officially verified the tally giving the Presidency AGAIN to Museveni.

Why I am I writing now is because of the wondering how Dr. Kizza Besigye could get the interview that has been showed to the public where he talked passionately about the current situation while being under house-arrest in his own home. His beloved wife has told the world how he managed. His loyal and smart staff told the Police Officers that he had escaped from his home in Kasangati in Wakiso District.

While the Police was searching and in panic of losing their main target that was supposed to be on lock-down as the reports came to his house and then had the interview with him. As been seen from his home; since yesterday both Party Officials from FDC was not allowed in; either was Journalists. So that they got in and Dr. Kizza Besigye got to speak his peace was good as the world wanted to hear his opinion and the view of the progression of the general election; how it has unfolded and the determination of the man that has been more in jail than President Museveni has lied on TV.

Erias Lukwago who we’re arrested and detained for trespassing and trying to get to Dr. Kizza Besigye has been released hours after being arrested without warrant or reason for it.

As we can the reasons for it and the heavy deployment of soldiers and mambas, no crowds celebrating the result yesterday, non-except a few people congratulating themselves yesterday, Justine Kasule Lumumba of the NRM sounding like she was in war after the result was delivered in Namboole Stadium and the Tally Centre there. While the representatives of the ones went away in silence as the result was manufactured to meet the requirement of their master President Museveni. The reason why nobody has really celebrated or the public in the streets of Kampala celebrating the genius victory of President Museveni, a reason why the Daily Monitor wrote the word “AGAIN”.

While this was happening the Dr. Kizza Besigye was under house-arrest and other FDC Officials in Prison, Hon. Amama Mbabazi is still under house-arrest and Abed Bwanika is detained still. The other candidates is no news on. Only that Elton Joseph Mabirizi has congratulated President Museveni and has given in.

Well, this is for now. It is very silent and doubtfully so; as the people seem to be in sorrow over the declarations and the blantant way the Electoral Commission has done this election and declared the result while taken away massive amount of polling stations, the amount of polling stations unaccounted for is 1778. Which should be a enormous amount of votes that was casted for nothing and not registered in the tally center at Namboole. While also over 30 polling stations alone in Wakiso and Kampala that never got even to vote. This here tells the story of the malfunctions and the disregard for the public will of the Electoral Commission. I know that the world don’t care… or doesn’t take that in consideration, but it will always be remembered the display of irregular activities and the disrespect of people’s will during the general election in 2016. As the army and police has had a leeway to do as they please.

As the reports of 1200 army-men around Kasangati recently this here will help to verify it: 

“The report titled “Brotherly respond to H.E. Yoweri” contained a list of ammunitions taken to Uganda by SPLA soldiers and the location of the SPLA bases in Uganda as well as civilian targets in case of any election fall out” (…)“Last week, a Minister in the office of the President was reported to have taken more than $2 million dollars to Uganda to “help Museveni win election” (…)”In Juba, the sending of the 1400 troops as well as money funding to President Yoweri Museveni’s re-election is seen as a special favour by the government in return for his involvement in south sudan internal conflict, where UPDF sided with the regime in Juba” (Bith, 2016).

While still two presidential candidates are under house arrest Dr. Kizza Besigye and Hon. Amama Mbabazi, as the world watch this meager display and for the first time; I have not watched the victory speech of President Museveni; as I don’t care for his lies today… but that is just me! Peace.
