Opinion: President Kiir risks a lot with firing King Malong!

Today, there we’re a shocking news from Juba. As the SPLM/A and the President Salva Kiir Mayardiit who ordered through Presidential decree to sack his Chief of General Staff in the SPLA. That means the Army chief has been sacked in midst of civil-war, as the rising rebellions not only of SPLM/A-IO, but all the other rebels who works to dismantle the government of the President. Therefore this should be not seen as strengthening the Central Government, but more how fragile the powers of the President is at the moment.

President Kiir has fired Lt. General Paul Malong Awan from his position as the Chief of General Staff of the national army SPLA. Through Presidential Decree number 77/2017 he appointed General James Ajongo Mawut as bus replacement. General James Ajongo has been promoted to the rank of 1st Lieutenant General and will assume office tomorrow. He served as the Deputy Chief of Staff in Charge of Administration under 1st Lt Gen. Paul Malong” (The National Courier, 09.05.2017).

Tension is very high here in Juba as soldiers loyal to President are deployed on Juba streets and plainclothes national security agents drive in and around the capital telling people to go inside their houses. The South Sudan News Agency has been told by a senior government official that any politician from Aweil community suspected of being a supporter of the sacked army General has been detained. The official added that nobody knows what will happen as factions of the SPLA loyal to Awan have also blocked roads leading to Awan’s residence, warning, “If he [Awan] refuses to surrender his power peacefully, then Juba could burn.” (SSNA, 09.05.2017).

Truly, the consequences of this move isn’t certain, the motives behind it, if it was giving away guns to Dinka’s, the rumors in late April of a coup against the President. The son of the General who used stashed away government monies in Las Vegas and buying luxurious cars. The reason of fear of rising star and capabilities as General, could also be play the President saw. As he has seen people rise and get ambitions. Therefore, the reason for the sacking isn’t certain, what this can end in, are unsure, but certainly not create more stability. Something the youngest Republic needs. The Sacking will only create more uncertainty as soldiers are loyal to him and maybe not to President Kiir. So who knows what these soldiers might do or whose orders that matters the most? Will they fall in line of Kiir or will they follow Gen. Malong? Will these become rebels or will they still be part of SPLA? 

How this plays out and what is President Kiir’s plan with this actions, that is only in his mind. We can only know that he appointed someone else from the same area. But not the knowledge of what intelligence and reasons for the sudden sacking. If it was for his threats to the Governors of States, who still was stationed in Juba, instead of the State Headquarters. It is not easily to know. What we do know is that this has created tensions in the capitol and the end-game will play out over the next few days. Peace.

Opinion: President Kabila appoints new Cabinet, but he is 141 days on overtime! (Time to leave for Togo?)

On the 19th December 2016 the last term of President Joseph Kabila went out. The Democratic Republic of Congo we’re the opposition negotiation through Conférence Episcopale Nationale du Congo (CENCO) agreement on the 31st December 2016. Still, the President hasn’t left any sign of leaving. As the Army are fighting on different front, are trying to avoid more problems, but having civil war situation in Kasai-Oriental, where the province has rebels killing and the army doing the same.

There are not been any visible signs that he is stepping down or giving way. Neither any clear signs of up-coming elections. Like there are just figment of imagination that his term went out in December 19th 2016. That is 4 months and 20 days that he is on overtime, without any consideration of the violation of the Third Republic. The Democratic Republic of Congo deserves better and should have legitimate President. Also, if you count days he has already spent total 141 days, which he shouldn’t be the Commander-in-Chief and President.

Therefore, 141 days on overtime, the news that he has unleashed a new cabinet and new set of ministers. Proves the violation and the rights of the Republic is being misused and misguided. I don’t care to look into the men and woman appointed, because that isn’t fair to the citizens of the DRC. They deserve a legit President and a regime they have elected. Not someone using the army and the resources as their personal business.

Even if on this date that the President appointed 47 Ministers and 11 Vice-Ministers. They are surely all loyal to Kabila, as they doesn’t care about the constitution, nor the laws that the Third Republic are supposed to have.

The Constitution of 2005 says clearly:

Article 70: The President of the Republic is elected by direct universal suffrage for a term of five years which is renewable only once. At the end of his term, the President stays in office until the President-Elect effectively assumes his functions” (Democratic Republic of Congo – The Constitution of 2005).

So he has had two terms, plus the waiting term after the assassination of his father, who also was President. Therefore, because of that, he has already had three terms in that respect, but only elected in two. Now he is on his fourth without any consent or ballots. That because cannot be elected as long as the Constitution is written like this. The thing that he didn’t do, like many other totalitarian leaders, they change the laws to fit their paradigm and continues “legally”. He is functioning as President while waiting to President-Elect assumes his functions. But with no election and no plan of doing so, there is no evidence of him leaving.

That is even more evident as he changes and appoint a new Cabinet, with lots of ministers loyal to him. It is within the law that he appoint ministers. Still, it is 141 days since he had legitimate powers and was the President. Right now, he shouldn’t be preoccupied with who leads Communications or where Lambert Mende is working. President Kabila, should be come a civilian or join Yayah Jammeh in Equatorial Guinea, even go to Togo like Mobotu!

After a weekend of confusing reports on Mobutu’s whereabouts, CNN confirmed on Monday that he was in Togo, escaping there early Sunday just ahead of rebels advancing on his home in the northern Zairian village of Gbadolite” (…) “Mobutu — who fled Kinshasa on Friday, the day before rebels entered the capital in force — was resting in a residence belonging to his old friend, Togolese dictator Gnassingbe Eyadema, government officials in the West African nation said” (Arnett, 1997).

So if he would do the 3rd Republic a favor, he would leave the Presidency and leave the Nation. It doesn’t seem to be possible at this point. President Kabila has not conceded or tried to give way. Therefore, the trust of him leaving power, seems day-by-day unlikely. President Kabila shows that he uses his power and capacity, as the army are loyal to him. This proves that the elections seems far-fetched, since he has not showed anything feasible or even tried to even get tenders for ballots.

That President Kabila will say elections are expensive, the are to many rebellions, that the M23 are in the Kivu’s, that FDLR are doing their thing, that ADF-NALU still existing, that the Kamunia Nsapu and other groups killing in different provinces. This will all be used as tactics to postpone the elections and make sure there are no official date for elections, nor ordering ballots or securing funds for the Commission Electorale Nationale Indépendante (CENI). They will all be left behind, since there are no plans or wish of the President to get a successor. That means he will leave all his power behind!

This new government is just a disgrace… and not respecting the Constitution of the 3rd Republic. Neither, it is clear disrespect of the people and republic. President Kabila doesn’t own the nation and the public doesn’t owe him anything, they deserves some who legitimate rule them. Time for Kabila to follow the fleeing President and leave for Togo! UNMISS Deploys Peacekeepers to Aburoc to Enable Delivery of Humanitarian Aid (08.05.2017)

Currently up to 50,000 people are sheltering in and around the town of Aburoc on the west bank of the River Nile after a series of clashes between Government and Opposition forces.

JUBA, South Sudan, May 8, 2017 – Peacekeeping troops have been urgently deployed to Aburoc in the Upper Nile region by the United Nations Mission in South Sudan (UNMISS) to help enable the delivery of much needed humanitarian assistance.

“The aim is to provide humanitarian groups with the confidence they need to resume the provision of urgent assistance to tens of thousands of people in Aburoc who are fleeing the ongoing violence,” said the Head of UNMISS, David Shearer.

“This short-term deployment is in response to an immediate need and will provide a light, but robust, temporary peacekeeping footprint in the area.”

Currently up to 50,000 people are sheltering in and around the town of Aburoc on the west bank of the River Nile after a series of clashes between Government and Opposition forces. The most urgent humanitarian need is to provide drinking water.

“Without a secure supply of clean water, there is a risk of an outbreak of diarrhoea or even cholera which has the potential to kill thousands of vulnerable people. It is vital that our humanitarian partners are able to get this water and other aid through to alleviate the suffering,” said David Shearer.

“I also note that the Sudan People’s Liberation Army (SPLA) has acknowledged UNMISS’ intention to help facilitate the provision of humanitarian assistance to the people of the Upper Nile.”

The peacekeeping troops’ immediate task will be to secure the base from where humanitarians are providing water and other assistance. The road between Kodok and Aburoc will be checked for old landmines by the UN Mine Action Service and cleared as necessary. Protection may also be provided for water trucks using the road if that is required to enable people to move freely.

Security Council Condemns Attack Against UNMISS (08.05.2017)

The members of the Security Council further condemned the continued violence committed by all parties in South Sudan.

NEW YORK, United States of America, May 8, 2017 –  The members of the Security Council strongly condemned the attack against the United Nations Mission in the Republic of South Sudan (UNMISS) on 3 May in Leer, South Sudan. The members of the Security Council expressed appreciation for the actions taken by UNMISS peacekeepers to repel the attack.

The members of the Security Council recalled that individuals who, directly or indirectly, engage in attacks against United Nations missions, international security presence, or other peacekeeping operations, or humanitarian personnel, may be designated for targeted sanctions.

The members of the Security Council further condemned the continued violence committed by all parties in South Sudan, including the ongoing military offensives, and called on all parties to immediately adhere to the permanent ceasefire as called for in the Agreement on the Resolution of the Conflict in South Sudan and to remove all obstacles to delivery of lifesaving humanitarian assistance.

UNMISS peacekeepers repel attack on base in famine area (05.05.2017)

Between 11pm and midnight on Wednesday, the Mission’s Temporary Operating Base (TOB) in Leer town in the former Unity State came under small arms attack from the direction of the nearby Government-held town.

JUBA, South Sudan, May 5, 2017 – An attack on a United Nations base has been strongly condemned by the head of the UN Mission in South Sudan (UNMISS), David Shearer, as being carried out with callous disregard for the lives for civilians as well as UN and humanitarian workers.

Between 11pm and midnight on Wednesday, the Mission’s Temporary Operating Base (TOB) in Leer town in the former Unity State came under small arms attack from the direction of the nearby Government-held town.

The Ghanaian company of UNMISS peacekeeping forces based there quickly and robustly returned fire, deterring the attack.

David Shearer praised the response of the Ghanaian forces for successfully repelling the attack and remaining on high alert throughout the night.

“They reacted in the best possible manner, according to the true spirit of peacekeeping. Their quick defensive action secured the safety of all of the internally displaced people who had sought UN protection adjacent to the base,” he said.

“We strongly condemn the attack, and call on all parties to the conflict to respect the sanctity of UN premises.

“We are here to protect and support the people of South Sudan. The base is located at Leer for that reason. The people are hungry and deprived as the result of the famine. However, it is clear the attackers have no consideration for their plight, given those who most desperately need help will suffer more because of a likely resulting delay of humanitarian aid,” said David Shearer.

There were no UNMISS or other casualties within the base from the attack.

Currently, there is no confirmation of which party to the conflict carried out the attack. UNMISS is continuing to investigate the incident and will examine whether the TOB needs to be further strengthened.

Zimbabwe is apparently a high developed country, who knew?

Zimbabwe is one of the most highly developed countries in Africa and after South Africa, I want to know which country has that level of development that we see in Zimbabwe,” (…) “We have resources, perhaps more resources than [any] other country in the world,” he said. “We are not a poor country. We can’t be fragile country. We’ve got these resources.” – President Robert Mugabe appearance at the World Economic Forum (WEF) in South Africa – 4th May 2017 (Mail & Guardian, 2017).

President Robert Mugabe have never been casual and clearly understating his rule. As a ruler he wants to be certain to leave a legacy of prosperous society. Even as the Republic has an economy that been called an albatross by Governor Dr. J.P. Mangudya of the Zimbabwe Reserve Bank. Whose report earlier this year said the country lagged behind with debt repayment, deficits, lacking trust in bond-notes and the unbalanced economy. So when the Governor of the state bank of ZRB are saying this, the President of decades upon decades knows this. If not he is trying to lie. Think the world is blind and stupid on the fragile situation in Zimbabwe.

There has in recent years struggled to have fiscal funds to pay teachers, soldiers and civil servants for months on end. The hospitals have been lacking needed medicine and having equipment. So the developed state is falling. Even if President Mugabe and Gucci Mugabe are buying expensive treatment of health-care abroad and buy luxurious goods there as well.

This together with the patronage and the Zanu-PF elite who are driving expensive SUVs on the streets on Harare, Vice-President Phelezela Mphoko has lived months on end on hotels on the tab of the government. It is not like this ones will criticize the President, as they are living on his will and because they get paid for loyalty. Therefore, the Zanu-PF are trying to defend the long-staying rule and their ruler, who is apparently biblical and supposed to be President even when he is dead. Surely, tomorrow someone in Harare, a Minister or a loyal Zanu-PF spokesman will defend the words of the President.

Since Zimbabwe is so developed, since Pastor Evan Mawarire are in the courts, the flag and camouflage wear is banned. The patriotism and the #ThisFlag are a problem. Well, the movements and public demonstrations are a reaction to the open theft. The thievery done by the state, as they are selling away diamonds and other resources. The problem is also on the possibility of cash and foreign cash reserves. This is together with missing foreign currency and lack of trust in the Bond-Notes. Also with the deficit and the growing debt, are creating possibility of higher inflation. So the value of the currency will go down. If this is all true and the reality is so… than the President Mugabe was deluded in South Africa.

President Mugabe is right, Zimbabwe has resource and could have positive agricultural output, but that was if the Republic was governed properly and did other things than feeding the Zanu-PF elite. Instead of building positive policies and institutions to support and facilitate life for all Zimbabweans. That is something that hasn’t been done by the current leadership that is very close-knit by loyalty towards the President and not laws. The draconian laws and the failing economy will not create a better Zimbabwe. It will not be developed and clearly not the second after South Africa. That is just in the mind of Mugabe, who cannot help himself. Certainly, the Republic of Zimbabwe has a future and could become prosperous, but the Republic need leaders who doesn’t eat, but serve their citizens with services and policies. Peace.

The Calvary’s villain Kayihura gets a renewed contract to harass and intimidate the public until 2020!

Again and again, the cronies and loyal head honcho’s are usually put in order so that the Wonderful Dictator has his check and balances in order. So that the Republic is following his drum and his vision. The man who follows the orders of President Yoweri Kaguta Museveni and his ruling regime. The National Resistance Movement (NRM) have not used the Police Force only to fight crime, but more to intimidate the political opponents and the media.

Therefore that his contract was renewed until 2020 wasn’t unexpected, as Museveni wants a loyal man in charge of the Police, to do his dirty-work and stand on the front-line taking all the heat. That is what the Police Spokesperson does and what the IGP Kayihura does. Even with the backlog of cases going far back into history and pending treason charges on high-profile individuals like Obusingwa bwa Rwenzururu Charles Wesley Mumbere and Dr. Kizza Besigye. He still gets renewed without anything else to show, that he at least kept the Opposition more silent and has in his time killed of demonstrations!

So the IGP Kayihura, the ruthless man who leads the Police Force, who has embezzled funds and is as mafia as it can be, are now in charge for longer. While murders, abductions and threats are getting more common. As con-men and thieves are continuing rooming, as the state fails on its duty. While the Army and President has supreme power over them all. So he can use the relationship and the knowledge of how Kayihura uses the Police Force to misspend monies to gain fortunes. Therefore, because of the knowledge of the ICT scandal and others proves that those allocated maladministration is pay-off for the loyalty between them. A conniving man as the President, needs to hang around similar crowds and people, who also wants to eat of the State Reserves, if there is a self-righteous individual, than he might whistle-blow and show the secrets in public. None of these fellas like that!

A little history to why he became appointed IGP in the first place:

The appointment last month of Maj-Gen Kale Kaihura as IGP has been met with some indignation. A man seen as a military hardliner close to State House, Kaihura has long been a Museveni assistant, either commanding operations in Congo or Sudan, in the Revenue Authority, or acting as Chief Political Commissar for the army. Opposition politicians believe the army is being sent to the police to help the regime rig the 2006 elections. But they say that the government is breaking the law in the creation of shadow forces. Part of the reason for the ongoing expansion of the police force ahead of the 2006 elections are the inadequacies noted in the last presidential and parliamentary elections. At the time, it was reported that the police force was only about 15,000 strong. This number was expected to man 17,000 polling stations at the time. The Parliamentary Report on election violence in the 2001 polls said the disparity was used as an excuse for bringing other armed forces into the elections” (Kaiza, 2005).

I am sure no-one else has gotten the ill-educated police force to detain more Opposition and civil activist than the Police Force under IGP Kayihura. He must have had wet-dreams on the day the Public Order Management Act came into effect, it gave him so much more powers than the colonial laws or even the Penal Code! Man, nobody has interpreted and founds ways of getting people detained for being part of political activity. While he himself has been the shadow and the proud leader at NRM festivities. Like the Police Force are only for them and not for public safety.

The IGP have used force, violence against civilians and hit on public when in need. They have tear-gassed so many and imported anti-riot gear for massive amount funds. While the schools are in a sorry state and the hospitals lack medicines. You know that his department and agency is important in the NRM regime and under President Museveni.

IGP Kayihura is a key figure and the man who has no quarrel to silence the media nor the opposition. He can let killers go loose, let public violators and others roam the streets. This has been proven with the tactical training of thousands of Crime Preventers who has gone far intimidate and harass the public. This together are together with the small-gangs vicious attempt of justice, that turns into public display of injustice.

Like the story of the Investigator Ronald Leonard Egesa:

Yesterday, as I drove along Bombo Rd to go and attend a family engagement, I was kidnapped by overzealous operatives purportedly working on behalf of the Police leadership. They blindfolded me, drove my car away and detained me in a house that I suspect to be in Naguru or Muyenga” (…) “After midnight, a bulky figure only referred to as ‘afande’ appeared to interrogate me. In our exchange, he was pushing me to tell them who is using me and other journalists to fight Gen. Kale Kayihura and the Police. I politely asked him to go through my phone contacts and call log. After this, he simply remarked that it seems things are complicated. He stepped out, worked his phone and came back to ask if I wanted to leave. It was 1 am and I could not trust my captors to safely deliver me to town in the dead of the night. I asked to be released in the morning after 7 am” (…) “’Safe’ houses are back. Panda Gari might slowly be returning. The philosopher said that ‘there is nothing new under the sun’ I know very many comrades, distinguished officers and men who are now ashamed to be serving in the current Uganda Police Force” (The Investigator, 02.05.2017).

So this is the Police Force that has returned under IGP Kayihura and President Museveni. This sort of affairs and brigades that uncontrolled and does their own justice, which in turns edges the tyranny, as the journalists and opposition members are under-fire because of them. The Police are impartial and used as a tool of oppression. Both Museveni and Kayihura knows it. Therefore, Museveni pay back for the loyalty, even as the Public is tired of Kayihura and his own understanding of justice.

The serving and trust to the Police isn’t there, they are coming spawning to eat of the ones they pass by, with orders and bills for the ones who are near. Making minor offenses into murder if they could. The Police Force and Police Command wants to control the public, not keep them safe, but monitor the elements that are issues to the State House. The knowledge of the intelligence gathering and the tapping of the citizens. Together with all sort tricks and illegal activity around Kasangeti and around the other opposition parties. So the Police Force are not there for the people, but for the President, alone!

So was it surprising the man who is doing the dirty work for Museveni and done it for so, long would get to do it longer? Well, I am not surprised about it all. What would be more surprising if the President and hired someone honest and who would secure true safety, but that is Museveni’s goal anyway?

Museveni’s goal is to have power and keep power by every means necessary and at total price, even destroying all civilian life and civil society, as journalism and opposition, also other who questions the powers of the government as NGO’s who has been robbed and destroyed. Without anyone taken to court or charged for the petty theft. That is the Uganda under the National Resistance Movement (NRM)… the steady progress of safe houses, abduction of people who questions the powers to be and the others who are near people of opposition. Might get hit by sticks, live-bullets and tear-gas, because the Police is for the NRM and not for the Public Safety. That is the paradigm under Museveni and Kayihura, as he has extended his contract, don’t expect them to change quick. As the volatile state of affairs isn’t quitting shortly, as the wonderful dictator needs people to respect his authority and not his just hands. Peace.
