Furious Six: 6 Unlawful By-Elections in 2018!

Surely, today the Constitutional Court has annulled the six by-elections held in 2018 in the new constituencies in the Republic. This is mere year in the electoral road map and campaigns. Next Christmas and New Years will all be campaigning. Therefore, a funny timing for a verdict on the petition to annulling them now.

That the case got this and got nullified. Means, that the ones who already represent in the county this municipalities or districts are carved out of. Will serve the remaining the time in the Parliament. This is as were ticking into 2020. These elections where held during the 2018 and isn’t that long ago. That means initially, the MPs in the 10th Parliament for that time. Was representing ghost entities, which isn’t new in the Republic, but shows the shoddy work of the Electoral Commission and the Parliament itself.

There is no greatness to this, just are mere finalization of too much carving up entities in the Republic and these six MPs will carry the cross. Even when its not their blame, but the state itself. Which has initially held these By-Elections and has given them an office. Therefore, they it is rich that they suffer, even if these people most likely will get some kickbacks, until the next window of opportunity arises.

Well, let me take a few phrases and snippets of the judgement to show the questionable acts of government, who in the end is the blame for this madness. Because, this is just significant, since the state should be able to know when something is running and something is not. Like which constituencies are actually existing, and which is non-existent.

It must foremostly be stated that the creation of new constituencies does not lead to any vacancy in representation in Parliament of the newly created constituency when the creation is made after the holding of general elections. This is because, before a constituency is split into two or more constituencies, a member of Parliament is elected for the whole region which is subsequently split into two or more constituencies” (Constitutional Court Case. 20, 2018; 27.12.2019).

The Electoral Commission cannot be generally directed and the petition only discloses a challenge to elections conducted in the municipalities of Apac, Sheema, Ibanda, Nebbi, Bugiri and Kotido. This is because the resolution of Parliament is lawful. As far as the municipalities of Apac, Sheema, Ibanda, Nebbi, Bugiri and Kotido are concerned, section 20 of the Electoral Commission Act is specific that elections can only be conducted in the next elections if no vacancy had been declared by the Speaker. The conduct of elections in such areas would be unlawful before vacancies are declared or fall vacant by virtue of the dissolution next before the election of new members of Parliament in general elections after the expiry of the term of Parliament” (Constitutional Court Case. 20, 2018; 27.12.2019).

It is really rich know now after all the campaigns and how much power was put into play in these elections. That they are now deemed unlawful and nullified. This means the ones representing these municipalities are only pure fiction. Which was playing out in-front of our eyes and all stakeholders put all energy into them. The President, the Police Force and the Army was all involved in them. While, the losers here are the general public and the constituencies itself.

That means for the ones wanting to carve new districts and such, it will only have an affect in the next general election. That meaning in 2021, these municipalities would be first up for elections. The same for the ones coming after 2021, if there are any other municipalities or districts created before 2026. Than, these has to wait too before they get any representation in Parliament.

That’s why its so rich in hindsight. Because the government and the Electoral Commission should have ensured this didn’t happen. However, they were so into their own hype, that they throw everything into it and hoped for magic. But, as we know now it wasn’t real.

What did we learn from all of this? Well, that the ones rigging the game, cannot even do that properly. Peace.

Final Report on the By-Elections: NRM slams Opposition parties, but that was expected!

If you would think that the National Resistance Movement would leave the new Municipalities MPs and other elected officials to the Opposition parties. You know it would be a lie. That the NRM are supposed to celebrate, but as the ruling party, they still lost Apac Municipality to the Uganda People’s Congress and lost Bugiri Municipality to the Justice Forum.

What is striking is that in Apac the NRM lost to someone who has faked his own death, Patrick Ochan, is a unique character, who forged money from Centenary Bank and declared his own death in 2006. Still, that was not enough for Obote’s son or the NRM to beat him in 2018. That says a lot of the state of NRM and also the opposition.

That Asuman Basalirwa won the Bugiri Municipality was a big deal and the NRM used all the big-guns there to sway the public. While Robert Kyagulanyi used his star-power to boost his campaign. The Forum for Democratic Change tried, but didn’t succeed either. However, it ended in the hands of the JEEMA Party and their only MP in the Parliament.

The rest of the districts like Nebbi, Kotido, Sheema, Ibanda and Njeru went all to the NRM. Sheema was also heavily contested and worrying signs yesterday, when the reports of late evening voting past fixed time for it. That means, the NRM could have countered the methods and secured it by late voting, which is fixing the score in their favor. As the trailing FDC in Sheema, was very close and the reality shouldn’t shock you.

This is like giving the opposition some posts, just so they exists, but still making sure the NRM have the majority. Just like they always do. There is always rigging and bribery, even voting tourism, where the NRM are ferrying people to vote in their favor. That could have occurred yesterday, but because of lack of observers and also intimidation from the army and police.

The Opposition should not shake their heads. They are working against the machine, they are not in a level playing field. The President are doing what he can wipe them out of the map. Therefore, only the dreamers would expect the FDC to get big. NRM won most, but is what they have done in most by-elections since 2016. It is only Jinja-East, Rukungiri and Kyadondo-East where the Opposition have won. The rest the NRM have taken. The NRM are usually the winner of By-Elections.

It is forgetfulness that hits you when you remember back to the rest of the By-Elections. Therefore, getting 2 out of 7 is a good score in a way. Also, the President gets what he wants. The majority and security of the NRM Caucus. That is all expected. To think otherwise, is to be naive, that the NRM is going to give the opposition opportunity to overcome them. As long as the President is breathing, he will not accept that and will rig to secure otherwise. The President is not democratic and not planning to become so. Peace.

By-Elections Preliminary Updates: From Bugiri, Sheema, Apac, Kotido and Nebbi!

I have collected various sources the preliminary reports from Bugiri, Sheema, Apac, Kotido and Nebbi. This are not the official results, the are first released, when the Electoral Commission is releasing them Return Form for Transmission of Results, which is verified ballots from each polling station combined in the district. Therefore, until those are released, the numbers are jumping.

Bugiri have most likely gone to JEEMA, Sheema might swing between FDC and NRM, Apac could become a UPC MP, Kotido could go to either FDC or NRM, Nebbi are expected FDC, but might get rigged for NRM. However, this is just the preliminary results and the reality will be different when the EC and the machine have used their time. That is the longer the time for the results, the more worry is the for securing it in hands of the regime and not for opposition candidates.

Bugiri:

Asuman Basalirwa and the Justice Forum won the MP contest for Bugiri Muncipality, that after a knocking campaign together with Robert Kyagulanyi aka Bobi Wine. Therefore, the opposition got this post and carved this newly created municipality out of the map of the President. They should not expect any development there, if the words of the President is sincere. Forum for Democratic Change candidate and the National Resistance Movement (NRM) lost here, they didn’t have the capacity or the ability to gain popularity, like JEEMA and Bobi Wine. No one had that moxy to do so.

Sheema:

There is a tight race between the National Resistance Movement candidate Virgina Plan Mugyenyi and Forum for Democratic Change candidate Dr. Elioda Tumwesigye. All reports through the day have been tight and swinging. But with time the FDC candidate had better numbers, but the final tally will really tell.

Apac:

Patrick Ocan of the Uganda People’s Congress are expected to win the municipality over the National Resistance Candidate Akai Ayumu. The other independent candidates are trailing behind the NRM and UPC. This here seems like the stronghold of UPC get their votes, just like they have done in this area and the NRM are losing here too.

Here in the district, there been dozens of arrests of UPC members, the official number is 18 individuals on election day. Also, there are reports of ferrying voters and also open bribery.

Kotido:

Peter Abrahams Lokii was the National Resistance Movement (NRM) candidate here, while Moses Oryono Okot Mabeno are the Forum for Democratic Change (FDC) candidate. While the preliminary results in the newly created district have put the NRM in front, but only added independent candidates, therefore, you can wonder if the Electoral Commission have dismissed the FDC Candidate in spite before the election. Since, the reports was that FDC was gazetting a candidate.

Nebbi:

Robert Onega are the Forum for Democratic Change candidate, the National Resistance Movement fielded Hashim Sulaima, than you have Patrick Aloysius Okumu Ringa, running as an Independent, but leaning towards NRM. Three more key Independent Candidates are Betty Udongo, Berocan Okurulal and Enrico Opio. However, how all of this will work out.

In this district there been reports of low-voter turn-out. During the evening, local radio station and New Vision said Sulaima have won the district. However, that wouldn’t be surprising, as the election rigging that have been reported was massive, as even open boxed with pre-ticked ballots was coming to the district last night.

We just have to see how this goes. But there is a lot in the air and see how this falls to ground. Let see them forms and get these results verified. Don’t postpone that, but deliver credible results, even as the observers from CCEDU are suspended for these elections too. Which is concerning, because than the CSO of volunteers are not able to report and make sure the rights of the voters are taken care off.

By-Election done in darkness, deliberately done by regime. Remember that, so that they can come with other reports, if that fit their paradigm since the CCEDU and Opposition will just fight with arguments. While CCEDU could have come with issues on the ground and also filed reports for the future. That should worry every citizen, that the NRM does this. Peace.

Greed 101: The 10th Parliament MPs are doubling their own salaries!

“They have plundered the world, stripping naked the land in their hunger… they are driven by greed, if their enemy be rich; by ambition, if poor… They ravage, they slaughter, they seize by false pretenses, and all of this they hail as the construction of empire. And when in their wake nothing remains but a desert, they call that peace.” – Tacitus

These Members of Parliament is are the definition of greed. They already have cars paid by the government, and then not some off-back neck-in-the-woods ones, but something with 4 Wheel Drive and usually a SUV. These same MPs got tax exempt in 2016, that gotten suits, foods and other benefits in their salaries, they are so caked up with funds for themselves, it isn’t funny. And comparing these fellow brothers and sisters to average salary rate in the Republic. Would be an insult to salary rate in the Republic.

They are now in 2018 trying to get their salary doubled from 11 million shillings to 24 shillings. When they are already paid hefty sums for the cars, the monthly gratuity, medical expenses covered through insurance, wardrobe grants, furnished offices, mileage facilitation, constituency facilitations, sitting fees, allowances for plenary sittings and airtime allowances as well. There is nothing that is already covered, expect for the side-dish allowance, so if they have a man or woman on the side, the state will cover that too!

Because this is an insult to the state, the whole republic. They are already the special class who has a salary, which is tax-exempt, that they fixed for themselves in 2016. They have added and added for every Parliament, added more perks and more covering of their expenses, while their own salary has sky-rocketed.

It is a reason why they are unaccountable and not trusted, its because they are eating, while so many and plenty are living hand to mouth. While the state is figuring out more loans and added debt, these people are topping off on the loads of cash borrowed or donated. They are taking the aid and donations, the squeezing of every buck from the Republic as God-given right. They continue to do so.

So these subject isn’t new, at every twist and turn, these MPs are trying to hash out more funds from the public. Because of any reason within here and the moon. Let’s just be clear, this isn’t fair salary, this is a theft of a nation and the MPs are the embodiment of it. If they weren’t thieving like this, they are still getting kickbacks, grabbing land and also getting paid to vote in favour of the Presidents bills. That is known as the handshakes and “suits” has been given in the past for favourable bills.

This is the National Resistance Movement paradigm, we eat and the rest of you starve, because we need everything and deserve everything. We liberated you so we could eat off your plate and everyone else too. Because we deserve that, while the rest of you fork-up the money, so we can represent you. That is what they are saying and continue saying, without showing any signs of accountability or responsibility to their constituents, because they don’t matter anyway.

As long as they are paid, and paid-in-full. Peace.

10th Parliament MPs is extra greedy as they are eating another Shs. 100m. each!

You know there is something special, you know there is something out of bound and something compelling, when the Members of Parliament (MPs) who has no quarrels with eating without taxation, without thinking of their salaries compered to the ones who they represent. The constituency of the MP must feel betrayed as their allowances and their benefits are enormous, to say it at least, they are gigantic! But take a look at the latest big payment for the MPs!

Parliament — MPs are smiling all the way to the bank after the government authorised the release of an extra Shs45b to Parliament, with each of the 449 lawmakers set to get an additional Shs100m, ostensibly to buy cars for constituency travels” (…) “In a June 13 letter titled: ‘Additional cash limit of Shs45.8b for the Parliamentary Commission’, Mr Keith Muhakanizi, the Secretary to the Treasury, authorised Ms Jane Kibirige, the Clerk to Parliament, to spend the cash as part of non-wage recurrent budget in the fourth quarter of the Financial Year 2016/2017. The clearance comes barely two weeks to the end of the Financial Year” (Arinaitwe & Manzil, 2017).

So the Members of Parliament are clearly getting another pay-day without passing to much legislation or any sort of consideration of the proposed budget or pledges they had for the financial year 2017/2018. President Yoweri Kaguta Museveni and the NRM Caucus have clearly made together with the Parliamentary Commission to make a new pay-day for the MPs, yet again!

The National Resistance Movement and their MPs clearly like to get extra brown-envelopes without any considerations of the state of the budget or the way the funds are raised. It is not shocking, it seems like an ordinary event at this point. Not like it is the first time, the MPs uses their Noble place in the august house to enrich themselves and add cost to the state. Therefore, the added debt and interest payments should be feared by the MPs. Instead, they are adding debt and creating more interest without concern of the citizens.

The citizens are going to pay extra for this, they are the ones that are ripped off at broad-daylight. They are eating directly of the state reserve and does it with impunity. Also worth noticing, President Museveni is not sanctioning against it, since he can do as pleases. Since he is eating directly and misuse s it whenever he wants. Peace.
