On the 9th December Court Justice Stephen Kavuma Court Order with Constitutional Application number 07 in the Constitutional Court in Kampala today. What does this order say, that of such importance, this is from the man who during December 2016 was ordering for himself the ability to change his age, so he could work for four more years as Chief Justice. That is length he takes the law into his own and takes decisions.
But earlier in the year during 2016 the Chief Justice Kavuma wrote an Interim Order of 29th April 2016 where he banned the campaign of defiance. So that he is loyalist to the Movement and to the President is clear. There isn’t any indication that is stopping. Because of today the Chief Justice Kavuma ordered this:
“1. An interim order is hereby issued restraining Parliament, any person or authority from investigating, questioning and inquiring into the impugned bonus payments and or staying all proceedings of whatever nature, if any, which may be pending before any forum whatsoever arising from impugned payments, until the main application of No. 06 of 2017 has been determined” (Constitutional Court, 09.01.2017).
We are today seeing a special level of law and understanding of law as the Constitutional Court are banning and ordering the Attorney General John Muwanga who wanted to have an inquiry of the “Presidential Handshake”. The Presidential Handshake that are known in public because of the bonuses and kickbacks given to public servants and others loyal to the Movement. Parts of the ones who we’re parts of the Uganda Revenue Authority and others; which is the URA who won a case against the petroleum drilling companies Tullow Oil and Heritage who has licence to drill in the Lake Albert Basin. Certainly these billions of shillings are questionable as the Court Justice has to do this.
The Constitutional Court is then overriding the Attorney General and the Parliament, the Parliament that has Members of Parliament, who cannot and are not allowed to do their duty to make checks and balances of the use of public funds. This proves that the Government of Uganda doesn’t need accountability or transparency as even the investigations of the Presidential handshake is illegal. But if somebody wants more documents to be leaked; please to do so, we the people and voices for governance can undress these kingpins and the racket called the Movement regime.
The Presidential Handshake is a questionable act that is not following international standards as the URA proclaimed days after. But on the same day as the Court Justice wanted to silence the Republic and be loyal to Mzee, Chris Obore of the Parliament had this to say:
“The Speaker and the Prime Minister discussed parliament business. When the matter of the now controversial oil bonus payments christened “presidential handshake” came up, the Speaker said the motion prepared by some Members of Parliament would be tabled. She advised the Minister concerned to prepare to provide MPs with explanations” (Chris Obore – ‘Press Release” 09.01.2017).
So Speaker Rebecca Kadaga and PM Ruhakana Rugunda will not listen to the courts, they will have the Parliamentary Session on the Motion filed, even as the Court Order has been set. The same acts happen on the same day and proves that there is different understand on the laws and orders. As when Chief Justice Kavuma we’re banning defiance the Interim Order we’re hold and kept. But now with the Presidential Handshake, the Parliament will defy this and resist the court order. This is proving the power of the courts and also the mismanagement of Uganda. When these cannot work together and honour each other it proves the obstacles of procedures and protocols.
This shows how the need for transparency and accountability in the republic when the Parliament are not following and secondly not in the loop of the courts. The Parliament is creating the laws and the Courts are supposed to use them to sanctions and regulate society. This proves how President Museveni and his regime has built a fragile and fragmented organizations that following his orders, therefore the Presidential Handshake is now not only a question of the ones who was pocketed and gotten ill-gains from the Uganda Revenue Authority, but now it is a legal question for the MPs even to have an inquiry on the matter.
This story is not over, it will continue to walk and soon run, when it is closed or when it is all unravelled. The Presidential Handshake is not over, we’re just waiting for Museveni to shake somebody else hands and give a few more heavy envelopes. Peace.

Well, President Museveni is like himself, always. He doesn’t stutter or change codes overnight; he just continues the steady progress towards abomination of civil society and state institution, which seem more like his goal than actually making procedures and clear ways of actions for his civil servants. Why do I make this statement?
Well, Uganda Revenue Authority won a Markie case against the Oil Drilling Company Tullow/Heritage Oil who has rights to drill oil from the Lake Albert Basins and therefore is sanctioned and has to pay tax on their services and salaries to the Republic of Uganda. Something that is straight forward, but isn’t since the licence agreements and the drilling operations are kept in the dark of the society and citizens, cannot double check the agreement between them or the Memorandum of Understanding to comprehend the details that their operations on Ugandan soil entails.
Still, the recent revelations of cash bonanza and personal relief from the Consolidation Fund of the URA staff and former government employees show to the extent a President offering a token of appreciation for their work on winning the case and getting taxes back to the Republic for the foreign drilling company operation. So on the 25th January 2015 the URA wrote specifically to the Office of the President discussing the possibility of a reward. By November 2015, there arrived a letter where their Parliament could Post-Audit the Budgets to add the UGX6bn from the Consolidation Fund, this was a letter received by the Auditor General John Muwanga by the 2nd November 2016. So that today after the released letter of the bonuses we’re released online during the last 48 hours or so. The URA had to explain the matter of confidence between the President Museveni and their civil servants.
The Presidential Handshake that is so powerful to pay former staff and former government employees, even close knitted URA staffers who worked on the case, even Allen Kagina of UNRA got a decent slash fund from the pay-outs.
Prof Joe Oloka Onyango said in October 2016 this about the State House:
“In early 1980s, when this country was under the leadership of Godfrey Binaisa Lukongwa, State House was like a market place. Today, State House has been converted into an ATM” (Wesaka & Adengo, 2016).
Certainly the knowledge of these arrangements from the Revenue Authority wasn’t known, but a broke State House after an elections, says it all; together with the acts like an open-air bazar where all RDC and DPC got new fresh cars. Together with chiefs and others got good gifts. These together with the NRM Village Programme where they poured out dozens of shillings to each district and village as the ballots we’re soon getting dropped. This behind the scenes acts of URA we’re unknown.
So a “Presidential Handshake” that shows how little value accountability and transparency as the taxes that are back-paid are given as rewards, not paying for fixing schools, paying salaries of teachers and lectures, are not used for tarmac or other public needs. The monies are used to buy loyalty and given to silence them from turning against the President.
These acts counter the progression and even fair use of public funds, it’s a theft, a heist of grand proportions, in a way where the liabilities and righteous earned tax-funds can end up in the close knitted elite and staffers of URA instead of being used for the development of the Republic. This is maladministration and mismanagement of the Consolidation Fund and of the earnings made on the payback of the Tax to the Republic.
Certainly a handshake is now enough to get kickbacks from the Mzee, he is certainly an ATM where the stocks of loyalty get rewards and paid. Doesn’t matter how and about accountability, because it is only the citizens who loose, not the President himself! Peace.

“We are struggling, the situation is not as easy, but we are not desperate and the situation is under control. For us [government] we are ready to listen and to learn” (…) “The economy is not receding, the disposable income for drinking may not be there but we are not in recession” (…) “To avoid having arrears, we have to budget appropriately and the money budgeted for has to be absorbed” said Finance Minister Matia Kasajja earlier today (Oketch, 2016).
Nakumatt Holdings is apparently struggling as evident today of their Corporate Statement, that they have to even state it to the Nation, even after the takeover of Shoprite Supermarket Limited; they are still not financial stable. This news is coming days after the Crane Bank got into Administration by the Bank of Uganda (BoU). That after the bank tried to subdue the public together with the BoU in September, telling that the Bank we’re not looking for new owners. This is happening while the troubling times for Cairo International Bank and United Bank of Africa (UBA) Uganda… this is known as the Prof. Emmanuel Tumusiime-Mutebile of BoU said they we’re under notice.
Just as this is known in March 2016 the Exim Bank Uganda, that is a subsidiary of the Exim Bank of Tanzania. That bank took over Imperial Bank of Uganda and also Imperial Bank of Kenya. This is banks licenced by the BoU. So there have already been issues for the banks in Uganda, just more silent movement as the Investors of Exim Bank wanted it to die down.
Cancelled funding from Exim Bank:
“The major funder of Karuma and Isimba dams has withheld money for the country’s two biggest hydro-power projects until the legal disputes in Ugandan courts about the two ventures are resolved. The Export-Import Bank of China has written to Uganda’s Ministry of Finance, asking the Secretary to the Treasury, Mr Keith Muhakanizi, to explain why the ministry submitted to them documents of due diligence on the two dams and confirming the tendering process had been properly concluded yet the power projects are now a subject of litigation in court” (…) “Mr Muhakanizi was in State House yesterday for a meeting with President Museveni, but after consulting him, Ministry of finance spokesperson Jim Mugunga said: “It is true that the Export Import Bank of China like any other responsible party, expressed concern about the court case by a concerned Ugandan citizen which listed the bank among defendants. The Government of Uganda, through the Attorney General, secured a court order dismissing the case against the Exim Bank. The bank, therefore, is no longer party to the suit and the PSST Mr Keith Muhakanizi this week communicated the same to the bank.” (…) “Mr YuMeng expressed concerns that the outcome of the case in question would affect the commercial contracts related to Karuma Hydropower Dam and Associated Transmission Lines Works and Sub Stations Project, the 183MW Isimba Hydropower Project and the Isimba-Bujagali Interconnection project under Preferential Buyer Credit facility” (Mugerwa, 2016).
This is new that the Exim Bank is answering with postponing the building of the dam. Something that is the Markie and big Infrastructure projects that the Movement needs to shine a light into the dim situation of the Government. Certainly this answer from them could not be anticipated by President Museveni and his friend in the State House.
This is not the first blow this year as Uganda National Roads Authority (UNRA) has been under fire all year ever since first response from World Bank on the 8th January 2016:
“Following the cancellation on December 21, 2015 of the World Bank-supported Uganda Transport Sector Development Project, overseen by the Uganda National Roads Authority (UNRA), the World Bank has suspended the disbursement of funds for civil works in two other projects in Uganda. Those projects, overseen by the UNRA, are the North Eastern Road-Corridor Asset Management Project and the Albertine Region Sustainable Development Project which are suspended pending a review and strengthening of the capacity of UNRA to adhere to the required environmental and social standards” (World Bank, 08.01.2016).
If you though it wasn’t demeaning enough the World Bank continued later in the year with this statement: “UGANDA, September 13, 2016 –The World Bank Group took a decision to withhold new lending to Uganda effective August 22, 2016 while reviewing the country’s portfolio in consultation with the Government of Uganda. We continue to actively work with the Ugandan authorities to address the outstanding performance issues in the portfolio, including delays in project effectiveness, weaknesses in safeguards monitoring and enforcement, and low disbursement” (World Bank, 13.09.2016).
This is now evident that they used all the months from December 2015 to September 2016, that means the suspended funds for the projects been delayed for 10 months already, which is a close to year. Certainly that must hurt the UNRA and Government of Uganda really, really hard. The World Bank has because of this made the UNRA change how their work, as the Director and staff has sacked at a point. Now in October the agreement made between UNRA on behalf of GoU has been looked over and seen that some has been fraudulent and not made with due-diligence.
And your know there is issues in the finance market when even the states own National Social Security Fund (NSSF) have to explain where they invests their funds after social media spreads rumours of buying a mall in Nigeria and borrowing heavy funds from the Banking Sector of Uganda. This is happening as there 3 banks under fire and struggling already and if you forgotten they are Crane, Cairo International and United Bank of Africa. So the citizens and costumers of Uganda are already worried, they have been there before with the Greenland Bank and other who has lost confidence and gotten into receivership.
Yesterday even the IMF has answered the financial issues of the republic under the Movement:
“The mission notes the difficult environment for fiscal policy in FY15/16. While revenue collection increased as a share of GDP, it fell short of program expectations, reflecting lower than projected nominal GDP growth. At the same time, current spending was higher than anticipated. Taken together, the overall deficit target was missed by 0.4 percent of GDP, and the government partly relied on BoU advances for its financing needs. The execution of externally financed projects lagged behind target” (…) “the financial sector remains well capitalized, though non-performing loans have edged up. This has prompted a tightening of lending standards and a slowdown in credit to the private sector. The third largest domestic bank had become undercapitalized, and the BoU appropriately took over its management to protect deposits and safeguard financial sector stability. As a next step, the financial position of the bank needs to be established, and BoU will look for a strategic investor” (IMF, 2016).
If you see all of this and wonder how can this be, that one government has all of this just months after a General Election, than you know something isn’t as it supposed to be. The Government of Uganda are not running a steady ship when a bank is trailing, 3rd biggest commercial in the nation by 19th October into Administration, Cairo and UBA under the watch-list of the BoU; World Bank suspending loans for the Infrastructure Projects that is needed. While the BoU are fixing some financial stability it is not helped by the giving ways of the President Museveni and his dropping funds like a Walking ATM.

So for the once that do forget, the ATM Museveni is the cause of the issues that are now; this is his fiscal responsibility and Monetary Policies that made this happen. This is the reactions to the overdue and overspending of the Presidential Campaigns. These reactions should also lead to higher Inflations that it has done before after the elections. Therefore the Finance Minister Kasajja and Executive director Tumusiime-Mutebile have made some progress from previous elections in the Republic. Though the aftermath is now vivid for the citizens who are costumers at Cairo, UBA and Crane… there visible proof and the evidence are in the reaction of the Campaigning as the fraudulent and maladministration of the Banking Sector. This comes into mind as the State House had this message after February:
“As parliament’s budget committee tussled with an avalanche of supplementary budget requests late last week, which totalled Shs 1.04 trillion, some officials confessed that they emptied their initial budget allocations in order to sustain President Museveni’s campaign expenditure. State House comptroller, Lucy Nakyobe, whose office tabled a supplementary budget request of Shs 49.7 billion, told the parliamentary budget committee on April 1 that her coffers were depleted by the so many inland travels of President Museveni, who addressed four campaign rallies daily on average for the campaign period” (Namuloki & Oluka, 2016).
So the debt has to repay and taken from somewhere as the Central-Government, Banks and Multi-National Organizations are stepping off from the Ugandan Government, the Movement are running in circles taking care of their own while the citizens is now trailing and falling off. That is why businesses are giving in.
Just as people might have forgotten the paying of businesses connected to the family and General Salim Selah: “Prominent businesses in the country might soon run out of business if a decision that could see the use of Shs1.3 trillion taxpayers’ money to bailout companies in distress is not taken in their favour” (…) “Talking to Daily Monitor on condition of anonymity, a source privy to the talks revealed that “there is concern that bailing out companies without correcting the economic situation in the country will not resolve the problem.” (…) “The economy is not growing fast enough to generate activity for these companies to perform at full capacity. A bailout will not deal with the core problem. That is the argument being fronted by several government technocrats against the bailout,” the source said” (Muhumuza & Adengo, 2016).
So with this in mind, there are some sound imbalance about the bailouts months before one of the great banks put into Administration, NSSF has to answer for Social Media outbursts, two more Banks on a stroll, State House being broke months ago, UNRA projects suspended by the World Bank, IMF are seeing that infrastructure projects are lagging behind, Exim Bank suspended pay to the two dam projects and the strange bailout. There are too many evidence of lacking financial sound practises… Even Nakumatt the Supermarket are having troubles. There just more pawns on the set ready to move, but how they fall only the kings knows; because the Kings stay King. Peace.

Sometimes I think President Museveni is a bit too smart for himself, that must be it, as he have since start of his reign added and amended more plans than useful laws. That is something the world should know by now. He entered his first term after rebellion with the 10-Point Program that was supposed to reinvent and remake the democratic, accountability and facilitate the development of Uganda. Something that has been stalled for wish to stay in power and also his own nepotism, corruption and cronyism in government and state functions in general; together with no-need to leave the militaristic maneuvers of government.
“The NRM under the leadership of President Y. K. Museveni came up with the ten point programe of action. In 1987, Basing on the ten point program, President Museveni launched a Minimum Economic Recovery Programme followed by a series of reforms aimed at restoring macro-economic stability to provide a favourable environment for economic growth and private sector development. The key reforms were, liberalization, privatization, currency reform, changes in tax and fiscal policy plus restraining expansion in government expenditure while maintaining focus on economic recovery and growth” (Uganda 25 Years of Nation Building and Progress, Jan 1986 – Jan 2011, Printed: May 2011).
That is why that when I read that President Museveni had the genius idea of a 20-Point Program, I was latterly laughing and crying in sadness of this so-called leader. Who supposed to lead and make change; after thirty years in power with a 81 Cabinet and created astonishing amounts of districts and sub-counties, that every town and nearly all villages have either one or two central LCV and other councilors to be bribed by the central-government. And in his genius attempt to spoilt the trade, he comes with another plan to cover over the atrocities and pledges that we’re recycled under campaigning in 2015 and 2016.
This comes from the leader who of late has already these wonderful plans to hold onto and supposed to finish in his lifetime, as he wants to promise the Ugandans the middle-Income position and also economic progress in the levels of South Korea and Singapore. Though, the corrupt and donor-friendly behavior is still necessary since the Petroleum money, is still not certain as it is still needed more development and investment before the profits from the black-oil drilled in the Lake Albert basin and Albertine region.
The first plan that was supposed to take over the failed 10-Point Program from the Economic and Development of the Republic, where the magical and all-covering; the Second plan the famous ‘Vision2040’, where all pieces of government and private sector we’re interconnected as the NRM-Regime had plans to reconfigure and also establish what they had did between 1986 and 2013. The plan that we’re released in 2013 said this: “a transformed Ugandan society from a peasant to a modern and prosperous country within 30 years”; I do not feel the need to say how much further they have come in the last three years.
The third plan that comes to mind was the National Development Plan II (NDPII) who we’re drafted and surely released during the 2015, and we’re written March 3, 2015. This was a plan for the infrastructure projects and the defining projects that we’re interconnected with railroads and also the major road projects of the UNRA, which is certain a magnifying economic prospect as the investments in infrastructure as the unfolding economic problems, that recently was reported from UNRA. So the President has issues with this alone, before releasing the 20-Points Program of 2016.
So with the hearing of a new plan from the grand National Resistance Movement and the Presidency of 30 years, if he had finished or wished to finish the first plan, the 10-Point Program. But, that wouldn’t make the political battlefield and the regression of progress so obvious; if anybody believes he will ever finish a program or even sufficiently have due-diligence behind a new program, you should dream on or reconsider you thought pattern.
With the newly released 20-Program Plan of 2016, is a rehash of old-ideas into a new format with the mix of the Vision2040, 10-Point Program and the National Development Plan II. That is a combined of these visions, as the 10-Point program is totally out of whack, the 2040 is in the midst of it and been in the works for three years without any real progress on the matter. The NDPII is a framework for basic transport and infrastructure that are parts of all the three other plans. So, this is far from finish and with the UNRA troubles, the World Bank suspension and the others issues with financing the grand infrastructure projects of late, while the Standard Gauge Railway and the Northern Corridor Integration Projects (NCIP), which is a collective planning of infrastructure between the East African nations we’re it need cooperative effort from the countries.
So with all of this in mind, when reading the progressive, the revolutionary, the rebels new plan like the monstrosity levels of belief that he can sell yet another amazing plan to the public and donors. The reassessment the donors should do is that this in the mass of affairs and tricks the NRM-Regime have come with for three decades and was supposed to be new-found governance; instead it has been more of the same, just in another name, another package and another head-honcho who been able to smile with Bill Clinton, Gadaffi and all the dignitaries that wanted spend money on his government and newly created institutions under his leadership. This has all happen, while the Western countries have accepted the atrocities and brutality against civilians for the peace and assurance of progression of democratic values that over time have been proven as fool’s gold.
The reality of this new Plan is to repackage the same of promises and the so-called progression of the government institutions and the civil service delivery as hospitals, schools and roads. Through the neo-liberal structural adjustment plan that we’re accepted to get more World Bank loans in the 1980s, while now because of less donor-funding adding more loans into the bloated government budgets together with bigger government spending on growing parliament, growing districts and sub-counties, while the added expenditure on the projects as the rising prices on roads with little due-diligence, higher interests on the fallen loans and the expenses on military equipment. This all with the steady level of inflation and proved little will to change the service delivery from the NRM-Regime, as the international community have let most of it go without any impunity or real care.
As even the European Union proudly did this recently after the fraudulent election they discredit in their own report, still they we’re so giddy to do this:
“Goverment of Uganda to hold political dialogue with European Union as mandated in Art 8 of Cotonou Agreement” (Emma Were Tinka, 28.06.2016). So the true ethics of the European Union and democratic values can be traded of with a decent agreement and when the NRM-Regime can even be validated by EU, this talk and consider, even sign the agreement, but they might not implement it; as the due-diligence have never been a thing for Museveni, so after all this year? Why should it all of a sudden matter?
This new plan is another one of his schemes and plot to get donor-aid and get funding for his nepotism, his cars and airplanes as the direct budget and the over-priced infrastructure projects have silenced his critics as that have been used on tear-gas, Russian fighter-jets and other needed procurement, not on fixing schools and buying school-books for the students. That is no-need and not proved added value. This 20-Program plan is just non-sense and the ones that buys into it, are long lost causes like Ofwono Opondo and Andrew Mwenda. Peace.
There are troubles ahead for the Presidency, the Executive as the hardball acts and the premise for today is after the General Election, the truth of the situation have now showed up. As in April 2016 the State House need 70bn shillings as the campaigning had taken the toll on the expenses and also they need fiscal support to comply with running expenses.
This in mind with the Uganda National Roads Authority that last year (2015) we’re suspended by a dozen of road projects from funding from the World Bank. There we’re talks in May 2016 to resume talks to hash out problems of funding, as the roads scandals and the transparency of the industry have been questioned, as of all the sackings in the Government Organization of late. In April the Organizations all of a sudden offered 1000 jobs, as they needed staff to future be able to find tenders and organize infrastructure projects. Proves there are more than just moist soil that are trouble for the tarmac, but also the heritage of alleged corrupt behaviour of both politicians, contractors and servicemen accepting the bribes before the cars can ride on the roads. As the UNRA Executive Director Allen Kagina said: “But while the government road development programme has been growing, medium term expenditure framework ceiling for Unra has been the same,” she said, adding that “this has resulted in the ongoing and planned programme having a deficit of Shs1.7 trillion.”(Musisi, 2016).
As the Executive have promised for long is to have a Crude Oil Refinery in Uganda, with that in mind even the Kenyans before they we’re toiled away they promised funds into the development project as a part of Crude Oil line towards Lamu Port and LAPSSET, a plan that Mzee scattered. Instead he picked the Tanga Port of Tanzania, for reasons he knows, but we knows it is not terrorism and fears of Kenyan borders. It is the money and deal that have been made between Ugandan Government and Tanzanian. As the Crude Oil pipeline is important for the Uganda oil industry, so is also the Refinery; that has new reports about today. As the Oil development issues and the infrastructure in general, as the fallen MPs that are demoted after the fraudulent election losing seats in the 10th Parliament as the NRM MPs are up to 10 or even more who has lost their seats and cannot be in Parliament this term. As Dr. Tanga Odoi claims the paperwork and academic procedure is not at fault in the inner-party, but from the Academic institutions and their verifications, while also threating to insubordinate Tamale Mirundi and take him to court for attacks on his character and acts as the NRM EC. This shows that it is a grand slam of disapproval and proof of ‘orders from above’ to handpicked members that will only follow and not act on their own. Why all the blame on Odoi, there the NRM CEC and the EC who let it all go?

The continued madness of the 10th Parliament is continuing, as the 9th Parliament ended with a wish for Tax-Free salaries from the Parliament duties, the campaign and money issues remains, as the MPs have after elections asked for newer SUVs and more expensive cars, now they claim not be paid over the recent year and need refunded funds, to fix their salaries; this happens and some said this to the press today:
“MPs vented their anger more recently at their orientation workshop at parliament. Bugabula South MP Henry Maurice Kibalya asked Patrick Kunobwa, the chief finance officer of parliament, why MPs haven’t got their new cars yet” (…)”Our voters keep asking us why we are not driving the vehicles which parliament gave us. They know that we have been given money to buy new vehicles but they see us driving the same old vehicles and they are asking us why. We don’t have any explanation to give since we haven’t got any communication concerning that; what should we tell them?” (…) ”When I was RDC [resident district commissioner] for Serere, I was given some money as a settling-in-job allowance. Unfortunately, it does not work like that in parliament. I thought we would be given something like an allowance in order for us to settle into our jobs. We expected that parliament…would enable us to find decent places [houses] to stay, vehicles but all we have had to go through is waiting for the first salary,” Kitagwenda MP Abbas Agaba said” (…) “Sylvia Rwabwogo, the Kabarole Woman MP, said: “People thought we got Shs 50m, which is not true. We got only Shs 5m from the president at the time of swearing in [in May] and it was not enough for one to be with his/her family and voters. And remember we have not been working for one-and-a-half years because of campaigns; so, how do you handle such a situation?” (Namuloki, 2016).
So there isn’t enough issues for Mzee, as the giant money funding Oil Development are stalled, as the Russians have not complied, the UNRA are having a deficit and only can build when foreign donors pay for the projects, this in the land of Mzee who doesn’t want international community to be involved as they don’t understand Uganda. While the MPs who understand Uganda, are either in trouble with academic papers and losing their seats, if not their economic situation is dire, just like the State House where right after Election. As there been so many scary fallouts through the decades; just waiting for the next man to be swallowed by the reignited leader who wish to control every piece of legislation, corporation and business in the nation. That is why the Russians we’re left out and he got new promises and deals through the recent visit from South Korea. The unravelling mission, the possession of all power and extending it by hurryingly addressing the dignitaries and fresh relationship; while toiling away the ones that is not a payable; like the recent South Korea also makes the long-term relationship with North Korea touched, as the Police and Army Training through the DPRK are now suspended from 1. January 2017. So the clarity of the donor-funding from South Korea is vastly needed by the Government, though he wants it without strings. So he can use it on the ranch and cars for himself, or loyal elitist to be able to fly to India or South Africa for treatment for a health condition; as Mulago and other Health Care facilities are in disarray, but not a question for the state to really fix or amend, as they want NGOs from Foreign Countries to supply it for free. That is the governance of NRM Regime for the moment and the EU Diplomates and US Diplomates play along as Mzee sends needed forces to AMISOM and Central African Republic. The truth will spill out and the issues of silencing and oppression of the opposition cannot be everlasting as the state cannot afford it or have the resources to play that for long, then they have to sell of more land to Aga Khan or other foreign connected businessmen for hunting-grounds in Amuru or other useful areas that are not so needed for loyalty for the President for Life Museveni, he might even trade-off parts of Kaabong just to make sure the loans for the Crude Oil pipeline get built in this term. Don’t be surprised as long as the Ankoli, Brahima and the other who are in the NRM Elite is paid off, the Soldiers who in AMISOM might not get steady pay, but Special Forces Command and the other closest will always be taken care off. He needs the Security Agencies ready to act upon his words, as the people and the others can only cry out for a ‘balance’. But the riches are deemed for him. Peace.

How are you the victim when you earn so much more monies then the average Ugandan, easily a 500m shilling in 90 days, and President Museveni has hold over 200 campaign rallies, so his sum could be even double, nearly tripled in that sense. But with the average one, he has earned a fortune on the campaign trail. That is why I can afford lots of new fancy house and shoes.
