Opinion: Matembe wants to be the anointed one

I don’t know, if it was the holy spirit or God that made it happen, but it was surely the curse of common greed. That was the reason for the motion and amendment before the General Election of 2021. Which gave way for 5 Elderly MPs in the 11th Parliament.

Trust me, God does not favour greed as a virtue. Prof. Ephraim Kamuntu press statement and motion to add these Members of Parliament wasn’t so godly. It wasn’t a divine intervention or belief that made this happen. No, this was about inclusiveness. It was no mention of any deity or the holy sphere among men. No, it was just a way to argue for more MPs into Parliament.

That is why Matembe is out on a limb. Maybe, her pay in the CCEDU isn’t that good? Maybe she doesn’t feel as relevant or have the space to participate in society there?

Who knows, but its wasn’t God who created abundant of new MPs in the 11th Parliament. No, that was done by greedy gerrymandering MPs and their associates. They all saw it fit to alter the counties, districts and cities ahead of an election. Also, to add 5 Elderly MPs to sufficiently secure the mix.

Because, the likes of Kamutu felt that the elderly was marginalized, even if plenty of MPs are in the age bracket of the elderly MPs. They are all older persons and some advanced age. They could all be on NSSF pensions and be secured for life. Instead, they decide to continue to serve and collect funds.

So, in my mind this is not because of a deity or a divine intervention. That the common greed and the personification came from the professor and not from God. Yes, Miria wants to be anointed and have a new entry to Parliament. However, that is more of the same and not because of her holiness either.

The salaries and the pay-off to be in Parliament is to great to leave behind. Especially for someone who has been there and who knows how much more they are getting in allowances, salaries, cars and whatnot. These people are eating good on the public’s plate. They are getting obese and fat, while the others are starving. So, its not so much, practice what you preach; but don’t do what I do, but what I say.

She should call upon Mr. Kamuntu and thank him. Give him a blessing, a prayer and maybe even a holy communion. To give the credit to God is to make good greedy and his lessons in the Bible is against that. Therefore, the usage is beneath the transcendent and all powering God.

I doubt God in his mercy looked upon a few and wanted to make them millionaires, while the rest must live in a gig economy. In that name we pray, amen. Peace.

Opinion: 536 MPs in the 11th Parliament [means an additional 217 MPs since 2006]

In the 10th Parliament there is 459 MPs, out of them 77 MPs are above 60 years older. Today, these people added 5 MPs for elderly, so there are for the UPDF, People with Disabilities (PWDs) and Youth. The elderly is for the ones who are above 60 years old. That is 17% of the Parliament.

Maybe it could be less in the 11th Parliament, but the growth of the Parliament is now going up to 536 MPs after the recent calculation by Parliament Watch. That is an addition of 77 MPs between one term to another. From 2016 to 2021. The 2021 will be a free for all. This because of the 46 new counties, 5 cities and newly created districts in the Republic.

In 8th Parliament there was 319 MPs (2006-2011) to 11th Parliament with 536 MPs (2021-2026), which is 217 MPs added since 2006. That is an addition of 21 MPs on average, each year since 2006. This is an astonishing feat by the MPs to make this many seats within the reach of time.

We cannot make this up, the amount of carved out districts and counties. The makings of counties into districts and sub-counties into counties. Which in the end makes the representation for smaller groups of population and gives areas so many MPs. While they are not delivering more services or more needed local government.

This has been shown that some districts has more MPs than doctors and specialized treatments for its citizens. That is just proving a point of how the state is using funds on salaries, emoluments, allowances and other perks they have.

Now, there will be 5 MPs for elderly there, as there isn’t enough with VP, Prime Minister and President of advanced age. All people who could easily gotten pensions from NSSF. The same MPs abolished the age limit, so that the President can be from the stone age and been a buddy with Fred Flintstones.

This is why the recent addition is foolish, as there are plenty of people who are old enough to represent this group. Soon there need to be MPs for newborns and albino. Just to ensure everyone is included and every seat is filled on Nile Avenue. This is just bamboozling the Republic.

The citizens deserves representation, but this is just additional costs without consideration of the revenue. This is just using their role as representatives for selfish reasons and securing another term. All of these additions this term is just to finalize an opportunity to control the next parliament.

To make the 11th Parliament so big that the National Resistance Movement (NRM) can have overreaching manpower and gerrymander it to make it easy to rig another election. That is why the districts and counties are squeezed to pieces just months ahead of elections, while parties are working to find flag-bearers for everywhere. You just got scrap together candidates in the last minute before the campaigning starts, as there are new places to campaign with no second to prepare.

This is all game for the NRM to prepare. They are not minding the bill, they hope some foreign backer or multi-national will foot that. These people are hoping a loan will pay their salaries in the next term.

2021 cannot come quickly enough. The amount of MPs are growing every week and we are at 537 MPs. Could it become about 550 by next week? Why not? Maybe some snoozefest people in Kabalagala is forgotten and doesn’t have a proper MP. Peace.

A Country for Old Men: Kamuntu MP Motion for Older Person MPs

Funny how a President whose 75 years old with a cabinet on the average is of 65 years old. In 2013 the median age of an MP would be 43 years old. So, its not like the Parliament is filled with youngsters or adolescents. It is more of advanced age and beyond early youth. The MPs and Cabinet members are not youngsters straight out of college, but people who walked on the green earth for while.

With this knowledge that the ageing of the cabinet and the current day MPs. The Republic doesn’t need more representation of elders in Parliament. However, there is one MP and his co-sponsor that differs on that. The Old People, the Advanced Aged and Elders needs more Representation. It isn’t enough to be majority in Parliament and in the Cabinet. Not like youth or the ones before mid-life crisis hits has the ownership of the August House. No, its already the ones who is pass maturity and can drink hard-liquor without showing ID.

This is in a Republic where most of the population is below the age of 30. In that Nation, the bright minds of Professor Ephraim Kamuntu and Jackson Kafuuzi Karubaga. To add this into the legislation as separate special elections from every region:

five representatives for older persons, at least one of whom shall be a woman” (MOTION FOR A RESOLUTION UNDER SECTION 8(3) OF THE PARLIAMENTARY ELECTIONS ACT, 2OO5 FOR REVIEW OF THE REPRESENTATION UNDER ARTICLE 78(1Xb) AND (c) of THE CONSTITUTION).

And what is unique in their reasoning:

AND WHEREAS, in the past, women, youth, workers, persons with disabilities and older persons were denied participation in the governance of Uganda through customs and practices that marginalized their status in society and could not participate on an equal footing with others and yet they have special interests that need articulation and representation” (MOTION FOR A RESOLUTION UNDER SECTION 8(3) OF THE PARLIAMENTARY ELECTIONS ACT, 2OO5 FOR REVIEW OF THE REPRESENTATION UNDER ARTICLE 78(1Xb) AND (c) of THE CONSTITUTION).

What is really striking calling the elders, the older persons marginalized, when they are in majority in cabinet and has plenty of MPs within the Parliament. Maybe not as a separate entity or representation directly. However, they are there and have the power over the younger people. It is the youngins that should feel left behind. They neither have a proper voice or a enough representative in consideration with their majority standing within the population. The average citizen isn’t advanced age, but under 30 years old.

That’s why its an odd concept to have specialized elections for elderly people. They are already getting the positions, the seats and the glory. These groups of people is already represented and they have a President of its age too. That is why the same MPs who might enact this, also ensured the President could die in Power too. Just like old people do of old age.

This is really bonkers, but don’t expect it to go away. There will be a pull for this and a lot of support. It is a simple cause. To support elderly to have a voice and be represented. However, they are already from the top. They got the Presidency, the Cabinet and massive amount of MPs who fits the bill and who will do so in 2021 too. There enough old stalwart NRM’s to the bidding and hope to return. They are certainly not in the early 20s ditching studies and work to become MPs. No, they are elderly and getting close to be pensioners. The ones who could become Older Persons MP. Peace.

Opinion: The 10th Parliament should be consistent on advanced age

The parliament’s appointments committee has rejected the re-appointment of Dr Johnson Byabashaija as the commissioner-general of the Uganda Prisons Service on the basis of old age. The same committee also rejected the appointment of James Mwanje as his deputy on the same grounds. Both Byabashaija and Mwanje appeared before the committee chaired by the speaker of parliament Rebecca Kadaga today for vetting. But sources from the closed-door meeting rejected their appointment on grounds that the two, have already clocked 60, the mandatory retirement age of public servants” (URN – ‘Parliament rejects Byabashaija reappointment as prisons boss’ 06.04.2020).

It is not long ago, when the 10th Parliament pushed the agenda of not having age as an issue for the Presidency. The Abolishment of Age Limit within the 1995 Constitution. Therefore, opening for the current President to run in the 2021 General Election. This is well known and isn’t just mere fiction.

So, the 10th Parliament, the Members of Parliament, the Speaker of the Parliament Rebecca Kadaga who worked directly with the President, State House and the National Resistance Movement Caucus. Knows this, so this petty politics of blocking Byabashaijja is foolish now.

Not because it isn’t healthy to change leadership, to let people retire of old age. However, the Cabinet of the President is filled with people in the age of pensioners in the Civil Service. The President has associates and Senior Presidential Advisors whose as old as Johnson and even older.

Therefore, the consistency isn’t real. The old age isn’t a problem for the PRESIDENT. Than, another leader of an institution should also be able to die in office. It shouldn’t just be for one brother, but all brothers. One for all, all for one. That is how it should be.

You can act a fool, try to act sincere and righteous here. It might be true that Johnson isn’t fit because of his age. However, the same questions should be asked about the Presidency too. Because, if your age is a problem to run prisons, what about the whole Republic?

Your counterpoint the agenda of the abolishment of the Article 102(b) which the 10th Parliament worked to so hard to dismiss. The whole NRM and the President should see this. This is really stupid and foolish. This is dumber and dumber. Stupid is what stupid does. Peace.
