Sudan: The Unified Office of Sudanese Doctors – Statement (31.12.2021)

On the day of 30/12/21, Sudan’s Military Junta Forces committed serious acts of unwarranted violence against peaceful civilians.

The Military Junta imposed a communications blackout, restricting access to the internet, telecommunications and main roads. This enabled security forces to act with violence, unimpeded, and commit atrocities against unarmed civilians. The recorded use of live ammunition, direct shots of tear gas and other weapons to inflict blunt force trauma have been observed. At the time of writing, 6 civilians have been killed, and over 150 injured on this day alone.

It has been reported that General Abdul Fattah Al-Burhan issued an emergency decree granting security forces full immunity and the power to indiscriminately arrest and detain. As a result of this decree, major incidents have been observed violating Article 8(e)(i) of the Geneva Convention of 1948. (Intentionally directing attacks against the civilian population as such or against individual civilians not taking direct part in hostilities). The incidents in question will be designated I, II, III and IV and elaborated upon below.

Incident I involved security forces intercepting an ambulance carrying a protester wounded by live ammunition from Al-Arbaeen hospital to Omdurman Hospital. Witnesses report that armed forces hijacked the ambulance and arrested those inside, including the ambulance staff and wounded man.

Incident II involved forced entry into Accident and Emergency departments of two separate hospitals, and the use of tear gas to disperse civilians and hospital staff inside. Reports show that 4 protesters were arrested this way in the East Nile Region.

Incident III involved the use of violence at the Al-Arabiya news outlet offices, in which sound bombs were launched inside, targeting working journalists. During this incident, one member of the crew was injured in the stomach by a close-range explosive.

Incident IV occurred when a funeral procession was disrupted in Omdurman by security forces using tear gas to disperse and incapacitate mourners. This attack interrupted the bereaved for no clear aim, violating the deceased’s dignity after death.

We call for the immediate cessation of violence and hostility towards civilians. Moreover, every action possible must be taken to bring those responsible to justice.

Sudan: Food looted in Darfur, 730,000 people left without (30.12.2021)

A World Food Programme (WFP) warehouse located in the Borsa area of El Fasher town, the capital of North Darfur State, came under attack from unknown armed groups.

NEW YORK, United States of America, December 30, 2021 – The UN chief condemned on Wednesday the looting and attacks against United Nations facilities, equipment and supplies gifted to the Sudanese authorities for civilian in El Fasher, Darfur. 

Last Tuesday evening, a World Food Programme (WFPwarehouse located in the Borsa area of El Fasher town, the capital of North Darfur State, came under attack from unknown armed groups.

Over 1,900 metric tons of food commodities that were meant to feed 730,000 vulnerable people for a month were stolen.

The incident followed the looting and reported violence last week at the former UN-African Union Hybrid Operation (UNAMID) base in El Fasher.

Restore order 

In his statementSecretary-General António Guterres called upon the Government of Sudan to restore order.

He stressed that the authorities must ensure that former UNAMID property and assets are strictly used for civilians – in conformity with the Framework Agreement the Government signed in March.

The UN chief also asked the Sudanese authorities to facilitate the safe working environment and passage for remaining UN operations in the region.

He concluded by thanking the UN civilian and uniformed personnel who remain on the ground under “challenging” circumstances.

Humanitarian crisis 

The Humanitarian Coordinator in Sudan, Khardiata Lo N’diaye, also condemned the looting.

“This was food assistance meant for Sudan’s most vulnerable people. Humanitarian assistance should never be a target”, she underscored.

Currently, one in three people in Sudan needs humanitarian assistance – equivalent to an estimated 14.3 million individuals.

According to the 2022 Humanitarian Response Plan, 25 per cent of those people require food security and livelihoods support.

An attack like this, the coordinator explained, severely impedes the ability to deliver to the people who need it the most.

“We urgently ask all parties to adhere to humanitarian principles and allow the safe delivery of life-saving assistance”, Ms. N’diaye stated.

WFP currently faces “unprecedented” funding shortfalls, estimated at $358 million.

Violence 

Earlier in the month, thousands of people took to the streets to mark the third anniversary of the uprising that led to the April 2019 overthrow of President Omar al-Bashir, who had ruled for three decades.

Demonstrators who made for the presidential palace were also protesting October’s military coup and the political agreement signed later on 21 November.

UN officials and agencies expressed deep concern at the time over credible reports of serious human rights violations, including the use of rape and gang rape of women and girls, employed to disperse protesters.

As of 29 December, the security situation had been restored, according to State authorities.

Ms. N’diaye thanked the local authorities for preventing the situation from worsening but called upon the Government to step up efforts to protect and safeguard humanitarian premises and assets.

Our people escalate their resistance to defeat the coup.

In the processions of today, corresponding to the thirtieth of December, the coup authorities fired live bullets at the peaceful processions of the daughters and sons of our people in Omdurman, Bant district, which led to the killing and martyrdom of a number of peaceful revolutionaries with premeditation, and the injury of more than twenty of them until the moment this statement was issued.

The coup authorities have also cut off roads, bridges, communication networks, and the Internet, confronted peaceful processions, used excessive repression, inflicted direct casualties on the peaceful revolutionaries, and made arrests among the resistance committees in the capital and the provinces.

It attacked defenseless citizens and the sanctity of their homes in the neighborhoods, and it still continues its violations of the freedom of the press and media, assaulting reporters and media outlets, obstructing their work and storming their offices, as happened to Al Sharq News, Al Arabiya & Al Hadath.

Today’s processions, which included the capital and the various regions of Sudan, were characterized by determination, persistence, and broad cross-ethnic participation, geography, cultural and social diversity and gender, which constitutes a solid framework for the future of Sudan.

The return of the coup plotters to the use of live bullets will not dissuade the daughters and sons of our people, just as the silence of the executive body on all these violations and crimes is unjustified and encourages the coup authorities.

How influential it was today, and reflects the awareness and sacrifice of young people, when a group of revolutionaries, in the midst of the density of tear gas, bullets and sound bombs, extinguished the fires that broke out in some houses in the central Khartoum area. Peaceful revolutionaries build, not destroy.

We, with our people, will continue the struggle until the coup is defeated, and we call on the regional and international communities and all human rights organizations Human Rights Watch to condemn the coup plotters and their violations and take actual steps to support the struggle of our people and punish the leaders of the coup.

We also call on the resident representative of the Secretary-General of the United Nations Volker Perthes to demand the Security Council to form an independent international committee to investigate the killing of more than fifty peaceful revolutionaries by live bullets to the coup plotters and to work to protect civilians in the middle of, the widespread violations witnessed in the regions of Darfur and South Kordofan / Nuba Mountains. 

Final:

The dawn of salvation is looming, and we call on all the forces of revolution and change quickly to organize in a broad front to defeat the coup and to emphasize the continuity of resistance and the diversity of its tools and forms until the demands of our people are achieved, and the will of the people is not overpowered.

The occupying forces and militias affiliated with the Military Council and its civilian cover are committing a new massacre in Omdurman, in which the most horrific means are used, including live bullets, sound bombs and tear gas, in a massive confrontation with the peaceful and defenseless revolutionaries. As a result of these crimes and widespread violations, four martyrs have risen, we pray for their pure souls, and large numbers of severe and dangerous injuries have occurred among the revolutionaries.

These hired militias obstruct the movement of medical teams and ambulances and prevent them from reaching the wounded and injured.

In fact, ambulances including the injured and paramedics are kidnapped. They also raided hospitals in Omdurman and kidnapped injured people and medical teams, in a heinous crime that violates Sudanese and international laws, morals, and covenants.

We call on the masses of our people in all neighborhoods, al-Furqan and al-Halal in the cities and villages of Sudan, especially in the areas of the national capital, to go out to the streets, occupy them and close them with barricades, to relieve pressure and break the siege of the militias of murder, oppression and criminality against the revolutionaries and revolutionaries in the city of Omdurman.

We also appeal to the peace-loving and democracy-loving peoples and their organizations to condemn these crimes and stand in solidarity with the rebellious people of Sudan in order to wrest their rights from the clutches of the fascist junta of generals, warlords and destruction.

We wish to convey that the Coup Authorities in Sudan have cut off both internal and external communications in the country, including the internet services.

These measures have been timed with the start of the peaceful protests marches scheduled for today, the 30th of December.

This in fact is part of the authorities repeated practice of human rights violations aimed at suppressing the freedom of expression, and also covering up the fierce measures and the use of excessive force directed towards the protesters.

Sudan: Humanitarian Coordinator condemns looting of WFP food supplies in north Darfur (29.12.2021)

This was food assistance meant for Sudan’s most vulnerable people.

KHARTOUM, Somalia, December 29, 2021 – The Humanitarian Coordinator in Sudan, Mrs. Khardiata Lo NDIAYE, condemns the looting of food supplies from a World Food Programme (WFP) warehouse in El Fasher, North Darfur.

On the evening of 28 December, the premises came under attack from unknown armed groups. This incident follows the looting and reported violence around the former UNAMID base in El Fasher last week.

“The United Nations and humanitarian partners are extremely concerned about the reports from North Darfur that humanitarian assets came under attack. This was food assistance meant for Sudan’s most vulnerable people. Humanitarian assistance should never be a target,” said Khardiata Lo N’diaye, Deputy Special Representative of the Secretary-General, Resident and Humanitarian Coordinator for Sudan. “One in three people in Sudan needs of humanitarian assistance. Such an attack severely impedes our ability to deliver to the people who need it the most. We urgently ask all parties to adhere to humanitarian principles and allow the safe delivery of life-saving assistance,” she stated.

According to initial reports, the WFP warehouse located in the Borsa area of El Fasher town, the capital of North Darfur State, contained up to 1,900 metric tonnes of food, meant for hundreds of thousands of food-insecure people in that area. This comes amid unprecedented funding shortfalls for WFP, estimated at US$358 million. As of 29 December, the security situation had been restored, according to state authorities.

“We are grateful to the local authorities for intervening and preventing the situation from worsening. However, we call upon the Government of Sudan to step up efforts to protect and safeguard humanitarian premises and assets throughout Sudan” she concluded.

An estimated 14.3 million people in Sudan are need humanitarian assistance according to the 2022 Humanitarian Response Plan, of which 25 per cent require food security and livelihoods support.

The Central Command Council of the Forces of Freedom and Change condemns the systematic targeting of the resistance committees and actors of the revolution’s youth by the coup authorities, and the cases of entering and searching homes for the purpose of arrest under emergency orders aimed at paralyzing the broad popular movement against the coup.

The Central Command Council of the Forces of Freedom and Change condemns the decision of the Coup Council to restore the repressive authorities to the security apparatus, and to grant immunity to the forces and militias that carry out the massacres of the coup in the face of the peaceful revolution of the people.

These repressive developments came in the wake of the November 21 agreement, and we affirm once again that the decision of the coup leader is a repeated recitation of the Book of Salvation in his last days, and that our revolution is on its way to crushing this regime, no matter how oppressive and violent it is.

The Central Leadership Council renews its adherence to the slogan of the revolutionary wave, and categorically denies any contact with the coup regime, and clearly makes it clear that the Council did not listen to any offers from the coup leader nor his prime minister regarding a return to what was before October 25, in this regard, he reiterates that the transitional partnership has ended in the coup and that our main concern is to work with our people to bring down this coup and hold its leaders accountable, not the participation of its president in his corrupt authority.

The coup authority continued its tireless endeavors to prevent our people from exercising their right to peaceful expression and resisting the coup, the repressive mentality of the leaders of the coup tended to close the bridges leading to the palace with containers, after they collapsed by military barricades in front of the rebellious crowds, and they also deployed huge numbers of soldiers armed with sticks and batons and tons of tear gas canisters, and despite the arsenal of oppression, the will of truth overcame the machine of oppression, and the expression of our people’s position on the authority of the coup was clear, in a commando familiar to the revolutionaries and free revolutionaries, worthy of pride and pride.
