This here is something here everybody need to see. This is from yesterday evening when he was not entering his compound at his gates, as he demonstrated against the detention that has happen over days. As his home has been turned into a prison at night, while in the morning arrested again and taken to Naggalama Police Station. This here is one of the times he has been able to speak to the Press about his situation. Worth listening to!

Ugandan people shun the Local-Government Elections today; While Dr. Kizza Besigye is arrested while trying to go out and vote!

Poll Station 24.02.2016

Today is the Local Government Elections in most places in the country except for the once that gets suspended because of wrong names on the ballots or the persons who are supposed be on the ballots. This time around the ballot-papers we’re delivered on time, everywhere actually and the polling agents was ready. There was also informed to be a public holiday so that there should be possible to show up, but this here is a silent demonstrations and a free-for-all after the sham of an election the 18th February.

Just as the main elections of the Executive and representatives in the Parliament, this here will be marred with malpractice and even rigged. Therefore the people have shunned the event and polls. As they don’t trust the Electoral Commission; I have lots and lots of issues from around the country, this here is not just an reaction to all those people who never got their say on the 18th February, but also all them who never got counted that day. Here are some reports.

From Kampala in the morning:

“Although polling materials were dispatched early enough by 6am, the poor turn up of voters has caused delays in starting of the voting exercise. At some polling stations in Nakawa and in Namirembe at Mengo primary polling station, Makarere and Kabale among others voting started after 7:40am with one or two voters occasionally showing up.  The stipulated time to open the polls is 7am and closing time is 4pm. The Electoral Commission has done its part to deliver the materials on time and ensure their electoral agents are already stationed for duty” (Radiocity 97FM, 24.02.2016).

“Kyankwanzi District that elections for the District Chairperson have been suspended today” (EC, 24.02.2016).

The Observer wrote this:

“Voting material mixup: Wrong ballot papers sent to 6 sub counties in Bundibugyo in  Busaru, Nyahuka, Bubugwanga, Ntoroto, Kasitu & Ntandi” (Observer, 24.02.2016).

In Bushenyi:

The NRM continues to rig elections in the area as the NRM get the FDC Monitors of the elections is arrested, while the NRM starts to bribe the voters to vote for them. And stacks of money are taken to the sub-counties in the area as well. The NRM mobilisers are in the markets and buying the voters. This report from one of polling stations in the district: “Empty Polling Stations in Bushenyi, here at Comboni Hospital; people have refused to go to vote. Atleast 100 people have voted out of over 350 people who voted at this polling station last week”.

In Lungujja:

“Signed blank declaration forms have been discovered in Lungujja by Rubaga MP Elect Moses Kasibante. Chaos has ensues” (93.3. KFM, 24.02.2016).

In Kabale, Moroto and Katakwi:

“In Kabale, voter turn up is low, partly because the district chairperson is unopposed, our correspondent reports” (NBS TV, 24.02.2016). “9:53 LIVE: Our report David Ochieng in Tororo says voter turn out is still low. Voters are complaining about the Biometric Voter Verification” (NBS TV, 24.02.2016). Our reporter Mike Onyang says in Moroto, more locals have been seen at drinking joints than at many polling stations. Onyang says many voters he has spoken to in Moroto say they are fatigued and are still mourning the loss of ‘their’ candidates (NBS TV, 24.02.2016). Very low turn up in LC5 and LC5 councilor’s in Katakwi as the case in the rest of Uganda.

In Jinja:

“Voting for the district chairpersons and councillors is underway, but here in Jinja the voter turnout is significantly low as compared to the just concluded presidential and Members of Parliament election. All this, despite today being a public holiday” (89 Smart FM, 24.02.2016).

In Nebbi:

“Local government elections in most parts of the country have been characterized by low voter turn up compared to Presidential and parliamentary elections. For instance in Nebbi district at boma one polling station by 11:00am only 57 out of 500 voters had voted while boma two out of 142 only 37 had cast their vote” (Radio Paidha Ltd, 24.02.2016).

In Iganga:

There police and military are at the Polling Stations and the roads in the district.

In Kumi:

“Electoral Commission has postponed the polls for the Kumi District LC V chairperson, following the death of Charles Otaok, the Go Forward Candidate. Otaok died in a motor accident along the Mbale-Soroti highway, a fortnight ago. The Kumi District Returning Officer, Monicah Ngobi, said this morning that they received communication from the Electoral Commission headquarters in Kampala, to postpone the elections of the LC V chairperson until further notice” (RadioCity 97FM, 24.02.2016).

There been low voter turn-up in Entebbe, Gulu, Makindye, Lyantonde, Lwengo, Masaka, Sembabule, Mukono, and Kampala. In certain areas there are more Polling Officals then voters. Look forward to see how they will fix the results from this locals elections Seem that the country there is low-turn up as people seem to have lost faith in Eng. Dr. Badru M. Kiggundu and his Electoral Commission. Who decide for them and therefore they boycott this election to prove as a demonstrations against the regime! As with the other election on the 18th February there been people captured with pre-ticket ballots. There been silence and not much action since the announcement of the Presidential and Members of Parliament elections has been rigged and taken the public for granted. Therefore the result is low turn-up and showing the Electoral Commission.   

Reports from Presidential Elections in Karamjoa and explains the 95% for President Museveni:

“In Karamoja the Electoral Commission District Registar has been beaten by the Special Forces command on the 17th February before making off with all the ballot boxes. He is currently paralyzed”.

Just as the low-voter turn-up the Local-Government does not need Dr. Kizza Besigy’s ballots it seems:

“Col dr Kizza Besigye has been blocked from leaving his Kasangati home. He planned to travel this morning to Rukungiri for local government elections. From the start of the week, Dr Besigye has been kept by police, inside his Kasangati home during the night, and in police cells during the day. Last night at around 10:30pm as he was being returned from police detention back to his home, Dr Besigye said he was tired of this routine, and that he would rather remain in police custody, than being enslaved inside his own house. Besigye on the other hand says he needs to prepare to legally challenge the presidential election results in courts of law, and has now less than 6 days to put together all the necessary evidence” (RadioCity 97FM, 24.02.2016). In the New Vision: “Kizza Besigye of FDC was earlier today denied chance to leave his home to go to Rukungiri to cast his vote in the local council polls by the area DPC, James Kawalya” (New Vision, 24.02.2016).

As the voters shun the election, Dr. Kizza Besigye still not allowed moving freely and under arrest on yet another day! The Electoral Commission will struggle to get more voters than the polling stations as the numbers should be small and the percentage of total voters should be very low. Close to 20% or even less many places, if it is more than it is pre-ticked for NRM candidates as that is the Modus Operandi of the NRM-Regime.

I want to say I understand the people and their demonstrations is vital and viable as the world is following Uganda and the people know about the non-sense re-election of President Museveni. As the opposition continues to be under pressure and harassment as seen by Dr. Kizza Besigye; Seen yesterday in Mbarara and Ibanda; now also in Bushenyi where they arrested FDC mobilisers today. Since it is for the ruling party the access and reason for it is not necessary as the fear and intimidation is what the NRM lives on, and not on vote-ability or accountability for their actions. The message was communicated by General Sejusa on Tuesday 23 February 2016, when Museveni’s Kangaroo court, the so-called General Court Martial denied him bail on wholly illogical and politically defined grounds that his sureties must be army generals at his rank, something that is impossible given the fact that the only Generals at Sejusa’s rank are the same ones who have conspired with Gen Museveni to place Sejusa in custody and are now at the heart of the politically motivated plot to keep Gen Sejusa out of circulation.

Besigye Vs Police standoff continues (Youtube-Clip)

“In ten days, Dr. Kizza Besigye has been arrested five times. He was picked up today as he attempted to leave his home. Police say, Besigye’s arrest today is a preventive measure to safeguard the citizens. Suhail Mugabi was camped out at Dr. Besigye’s home and filed this report” (NTV Uganda, 2016).

Dr. Kizza Besigye Demonstrates by the gates to his home in Kasangati as he wants to be “charged” by the Police and is not making his home a Jail; As he has gone back and fourth to Naggalama Police Station in the recent days!

Here is the story as the few hours have unfolded. It turns out to be a big story on its own. Had to separate this one; as the details continue and the demonstration makes the Police unsure of what to do. As he even pushes for going to town, but that is not allowed by the Police apparently.

“Dr. Besigye protests the kind of arrests by police. He was forcefully driven from Nagalama at 10pm back to his gate. He had preferred to stay in cells arguing home is not prison. He has not charged with any offence or given bond for all the times he has been arrested. He now get out of van enters his car (outside the gate) he wants to move out now! Police blocking him. He vows if they can’t open for him he will walk. THERE IS A STAND OFF HERE…He just wants police to charge him and take him to court- if at all he has a case to answer. Stand off still in progresses!!! Here at gate. He wants to walk. No press at all. It’s a worrying situation”.

This has occured after he demonstrated to his night-time house-arrest after being detained earlier today at Naggalama Police station. Best evidence! Dr. Kizza Besigye with his two advocates at his home in Kasangati in the middle of the night, right by his gate!

“Happening now: Dr. Besigye tells policemen at his gate that the wants to move out and do whatever he wants in town. The police commander is telling him that although he is out of Nagalama police station, he is not free to leave his House”.

My quick take on it:

He has been on outside his gates since 10 PM and now it is midnight and the Police does not do anything or react to the protest! This have no been days on end without a charge from the Police.  The issue is that he today  the whole day detained without charge and been hours on the outside gate. As he was taken in the morning and back at gates on the evening at 10.Am. Which tells a story on it’s own.

This will unfold and the story will not stop! An the Police of Uganda seem not to stop detaining and arresting Dr. Kizza Besigye as his movement and actions are the greatest danger to the Militarization and Police-State under the NRM-Regime under President Museveni, as he is the total opposite of him. As we have seen the promise of public holiday as the people can go to the polls tomorrow and vote for their local government leaders, though Kampala and other has to wait to 26th of February as they always deliver the voting material in the central region late in this election, it is much easier to get the polls in Abletong, Amuru and Gulu then in the central region. So it must be a reason why the elections of Lord Mayor and Local Government in Kampala will happen a day after. Certainly no public holiday as off now on that date as the NRM-Regime is fearing the opposition strongholds, as the Electoral Commission didn’t count or care about 1700 poll stations in the MPs and Presidential Election, Chairman Badru Kiggundu didn’t care about answering that or the Amuru declaration form that has come online, still he delivered numbers saying that his master President Museveni won the District. Surely, you can tell the Daily Monitor to Stand-down on the press conference since you have the police and army behind you.

“Uganda security service squires new machine to counter the political unrests within the country. The brand new armoured vehicles are believed to have entered the country from China and the Uganda police force conforms this and says they are to be used with immediate effect” (TheDailycom, 23.02.2016).

Badru Kiggundu said this today at the press conference after telling the verified results and addressing; also telling the Ugandan people that the EC is ready for Local Council or Local Government Council elections tomorrow:

“Besigye is the only presidential candidate out there in the media trying to come out to refute the results” (…)”“he should not bother coming to the EC” (New Vision, 23.02.2016). Well, seem like first Mr. Kiggundu is deflecting the TDA/Go-Forward telling the world that the elections has been marred with wrongs and not a level playing-field, but hey, Badru only listen to Museveni cronies… that he tells that Dr. Kizza Besigye and the FDC should not go to the Electoral Commission and bother to do that. First Mr. Kiggundu he should first be allowed to walk out his house, before we talk about going to your office! But that is just me.

We have made several trips to the EC District offices to no avail .Every time we have been told lies. The latest lie is that the computer crashed and the data got lost! Even the presidential results for the district are lost”.

The Electoral Commission visited the FDC Headquarter today – Eyewitness said this:

“They came with Electoral Commission staff and the claim is that they are bringing the results from Electoral Commission. Our response is that these are not working hours and that they don’t need that heavy force to deliver the fraudulent KIGGUNDU results”.  This has been verified that Harold Kajja who recently was detained by being in the offices during the raid has said “no” to accept the Tally-Results from the Electoral Commission.

He has to know, he has been in detained for days and secondly I don’t believe that has not heard any media, radio or tv-station where it has been mentioned in recent days. Sorry brother, that is white-lie and we know you knew, you just wanted to save face and go by the sieged offices of the FDC instead of meeting the detained and house-arrested Dr. Kizza Besigye! That is okay, but please say it… And be a man as your a hired man by the authorities who holds FDC Officials, FDC Members and FDC supporters in detained and jail around the country. Show some pride instead of lying on TV and to the FDC officials at the FDC Headquarter.

Special Eyewitness report on the 2011 Election in Uganda from Gitobu Imanyana;

“During the last general election in Uganda I was the head of the African Union election observer mission to Uganda. In an unprecedented holding we came to the conclusion that those elections were neither free nor fair and made recommendations for creating a level playing field for next elections. Our recommendations were trashed and I was involuntarily taken out of the hotel shortly after reading our mission statement and driven to Entebbe Airport where I was given “VIP protection” by security officers in the VIP Lounge until 4 pm when the Kenya Airways plane arrived and I was the first to board for the return journey to Nairobi. I am appalled that this election’s AU observer mission made no reference to our recommendations when they declared a fraudulent election “free and fair” (Imanyana, 22.02.2016).

23.02. NRM Celebrates Kampala

This election is marred with foolish yellow fever actions from the NRM-regime as the quagmire of actions is mirrored into the waters of the tears of the Ugandan people like now. That there supposed to polls for Local Government Elections and Polls around the country, though not in Kampala and Wakiso it seems, as that is the area where the Government has the most hassle of holding elections, as seen during the Presidential Elections and Member of Parliaments, while also the suspended elections during the first polls will happen in March this year to settle the last positions in the 10th Parliament.

23.02. NRM Celebrates Kampala P2

The most stupid is the way the Electoral Commission tried to deliver the papers of the result today to Forum for Democratic Change and Dr. Kizza Besigye. I believe he was sent home because the Police was informed of the actions from the EC and had to have him under house-arrest as it would be strange to deliver the papers to Naggalama Police Station or Kiira Road Police Post; what matters is that he is still under house-arrest and the police are besieged by them. As I have written before he is the epitome of what President Museveni isn’t; a legitimized leader who is the torn by him as he has the people behind him; while the President pays for loyalty as the celebration in Kampala shows, as the celebration was so made-up and with new mass-produced stuff and not look like credible collective mass of people. This here is just a sad view and should make the President think. That is because I don’t write about the President alone, I write about him as backhand flattery, as this is a story about the oppression of the FDC and Dr. Kizza Besigye, as he is the oppressor who doesn’t deserve any more credit than he has already taken himself with using the government tools to steal an elections and taken the country hostage while oppressing the opposition with using the security forces and the police, not only Besigye, but also other party members and FDC officials. Uganda Diaspora, friends and Development partners join to strongly condemn the cowardly acts of arresting opposition party leaders, intimidation of the opposition voters, use of force and violence against innocent civilians.

For the last 5 days in a row, the morning of 22nd February 2016, we witnessed the arbitrary arrest of the opposition leader Dr. Kiiza Besigye, Secretary for mobilization of FDC party Ingrid Turinawe and a host of staffs at the FDC party headquarters.

The Uganda Diaspora P10 an international communication arm of the FDC Party is deeply concerned by the continued persecution, arbitrary arrest and detention without trial of opposition leaders and our supporters by the dictatorial regime in Uganda. This raises serious concerns about restrictions on the freedom of expression and assembly in Uganda.

We condemn in the strongest terms possible state inspired violence and the show of force on February 22, 2016 in arresting opposition leaders, DC members of staffs and hundreds of our party supporters.

Opposition parties that peacefully voice criticism of the government play a vital role in inclusive, pluralistic societies.

We are engaging all forms of justice from, local, regional and international courts to ensure that the elements of the Uganda police, military and government involved in the abuse of the fundamental rights and freedoms are brought to justice.

DEMANDS

1. We demand Government of Uganda to protect the universal rights of freedom of expression and assembly.

2. We demand the immediate release without and delay or conditions of all persons arrested without due process.

3. We demand the immediate cessation of state violence against the people of Uganda.

4. We demand that the government elements desist from any intimidation, fear mongering and arbitrary actions against the people of Uganda.

5. We are collecting and analyzing all evidence of these violations which we shall present it the appropriate fora at the appropriate time.

We shall not relent in our fight for a free and fair election in Uganda. We will seek justice in all forms at all levels collectively and as individuals against institutions, individuals and the state for violation of fundament rights and freedoms of the people of Uganda.

Botswana’s Position on the General Election in Uganda (22.02.2016)

The Government of the Republic of Botswana has taken note of the reports of international observer groups on the recent General Election held in the Republic of Uganda. The Government of Botswana has observed that based on the findings of some international observers, the elections were characterised by, amongst others; lack of transparency, reported incidents of intimidation and harassment, social media restrictions, as well as continuous arrests and detention of a prominent leader of the opposition.

In view of this, the Government of Botswana remains deeply concerned that such conduct during an election would have deeply undermined the norms of best practice governing democratic elections, as well as, the continent’s efforts towards consolidation of democracy. Going forward, the Government of Botswana therefore encourages all concerned Parties to address the election disputes for the peace and stability of their nation.
