Ladies and Gentlemen.

Madam Speaker,
In fulfillment of the Constitutional requirement stipulated in article 101 (1) of the Constitution of Uganda, I stand here to deliver the State of the Nation Address, 2014. This is not a mere constitutional ritual as some people may want to perceive it but accountability on particular Government commitments since the last State of the Nation Address.
Madam Speaker, on 12th June 2014 the Minister of Finance, Planning and Economic development will present to this August House and the entire Nation the Budget FY 2014/2015. She will also detail what has been achieved and what we intend to achieve in the coming Financial Year.

The State of the Nation Address I am delivering today, therefore, gives a broader picture concentrating on the basic priority sectors which are: agriculture, industry, services and ICT.

The Ugandan economy continues to be vibrant amidst economic challenges and reforms on the local, regional and International scene.
I keep telling the audiences I address that there are the four sectors for wealth creation and access to employment. Anybody wishing to generate wealth, create self employment, employ others or access employment has no alternative but choose one of these four. The four sectors are: Agriculture, Industry, Services and ICT. 
How are the four sectors performing? Agriculture is in two parts. There is the commercial and plantation farming. The commercial farming still has got challenges such as the high costs of inputs, the under-development of water for agriculture, the low use of fertilizers and poor management skills by the farmers themselves. What is decisive for any enterprise to prosper, apart from the entrepreneur, is the market ─ the buyer. If enough people do not buy from you, you cannot continue to produce. That is why I am always careful to recommend to the farmers only crops and livestock products that have got a big internal, regional and international markets.

The global demand for coffee is 149.1 million bags at the value of US$ 13.6 billion unprocessed and 32 billion processed; the value of tea is US$ 11.4 billion with a total demand of 4 million tonnes; the total value of milk and milk products is US$ 32.8 billion with the total quantities of 730 million tonnes; etc. These are values of these products as materials, not as finished products. The values of finished products of the items above, are as follows: If something has got a low global demand, we should know the consequences of encouraging the farmers to flock into it. Therefore, the leaders and the farmers should know that these products of our agriculture must compete regionally and globally because that is where the big market is. In order to compete, our prices and quality must be competitive. Having looked at the global prices, we should, then, work backwards and see how we can reduce our costs and improve our yields in order to improve our profit margins within the market determined international prices. As a farmer, it is good enough for me that somebody is buying my milk and my beef. At one time, we had nobody buying our milk because the milk being consumed in the towns was coming from outside. We are now dominating the milk sales in Uganda and also exporting to the entire East African region, Nigeria, Mauritius, the Middle East and, also, India and the United States, etc. What I have said is true of bananas, etc. The relevant Government departments must, accordingly, firmly regulate these products. Otherwise, if our quality is compromised, we shall be ruined. We cannot afford a bad reputation within Uganda and outside of poor quality products on account of poor regulation.
As you can see, infrastructure in many parts of the country is improving, such as: the tarmac roads, the electricity, the telephones, etc. I am negotiating with Japan International Co-operation Agency (JICA) to buy Japanese earth-moving equipment for both roads and water excavation on a big scale. Once this deal goes through, it will help us with the roads, water excavation for earth dams and even bush clearing. The Japanese equipment is very good. I have seen its capacity on my own farms. Within our means, we are continuing to roll out the irrigation schemes. Doho Irrigation Rice Scheme has been repaired at the cost of Shs 19.7 billion. Mobuku has also been repaired at the cost of Shs. 19 billion. The Agoro Irrigation Scheme has been completed at the cost of Shs. 27 billion. The rehabilitation of the Olweny Irrigation Scheme will commence in 2014/15 and is estimated to cost a total of 42 billion shillings. The Ministry of Agriculture, working with our brothers and sisters in Kenya, should avail affordable mini-irrigation equipment. Working with Makerere, we are also trying to develop a solar-powered irrigation pump.

The agricultural sector grew by 1.5% per annum this financial year in spite of these challenges. As I keep telling you, the agriculture of Uganda is still handicapped by the 68% of the households that were still in subsistence farming according to the census of 2002. If all these homesteads were converted to commercial farming, the size of agriculture would be much bigger. In the Manifesto of 1996, the NRM put forward a four acres plan for these homesteads that have got that size of land. Using the yardstick of the financial returns per acre per annum and of sufficiently large global demand mentioned above, we recommended the following enterprises: clonal coffee ─ one acre; fruits (oranges, mangoes and pineapples) ─ one acre; bananas or any other food crop (cassava, Irish potatoes or upland rice) ─ one acre; and elephant grass for zero-grazing Friesian cattle ─ one acre. On these, you should add poultry for layers of eggs and pigs as backyard activities. These do not require much land. Those near the swamps should engage in fish farming. Many can participate in apiary for honey. In some areas, they grow tea. With 3 acres of tea, one can get about Ug. Shs 13.5million per annum. In the case of those with less land than the four acres, there is the option of mushroom growing as well as vegetable growing in addition to poultry and piggeries. In the case of the latter two (poultry and piggery), you would use animal food bought from the others. With one room-full of mushrooms, using shelves one on top of the other, you would earn Ug. Shs. 20 million per annum. One acre of onions would give you Shs. 24.8 million per annum; an acre of tomatoes would give you Shs. 14 million per acre per annum; an acre of cabbages would give you Shs. 20 million per acre per annum. The global demand of mushrooms is 3.5 million tonnes, valued at US$10 billion.

The political class, the religious leaders, the cultural leaders and even the peasants themselves have been slow in grasping this issue of enterprise selection for the peasants with small pieces of land and for the need to convert from subsistence farming to commercial farming. The peasants that have woken up to this need, have had the problem of planting materials and breeding materials. NAADS that has been given huge resources to do this, spends most of the Shs. 203 billion we give them each year on salaries and seminars. They only spend Shs. 57 billion on buying materials for plantation and breeding. The rest is spent on salaries and seminars. We are determined to totally restructure NAADS in the coming financial year. Many farmers have woken up. When they get planting and breeding materials, they look after them well, for the majority of cases.

In this financial year, although starting late, I experimented with the deployment of UPDF officers in our former war zones. There are 25 former war-zones. These are: Bumbo; Mayuge; Awere: Atiak; Birembo; Mukono ─ Namugongo; Black bomber (Matugga-Migadde); Mondlane (Kalasa-Makulubita); Lutta (Semuto area); Kabalega (Kapeeka ─Kasiiso area); Nkrumah (Bukomero); Nkrumah (Lwamata); Nkrumah (Kiboga); Nkrumah (Kyenkwanzi); Nkrumah (Kyamusisi); Lutta (Sekanyonyi); Ngoma; Mwanga (Bamunanika); Rwenzori (Kasese); Rwenzori (Kabarole); Rwenzori (Bundibugyo); etc. etc. Using only a total of 9 billion shillings in the two rainy seasons of the last 9 months, the commanders deployed in these areas, have distributed: 11 million seedlings of coffee; 2 million seedlings of tea; 464,137 seedlings of oranges and mangoes and 1,412 tonnes of maize and beans, etc. If the soldiers can do this using so little money, why should NAADS and all those associated with it fail with these hundreds of billions? It is really embarrassing for all those involved. The good news is that the money is there and has been there. It is just a question of getting the right channels for this money to reach the peasant farmers. Above, I have just talked about NAADS money. There is also the money of micro-finance. Every year, we provide Ug. Shs. 16 billion for this. There is also the money of the youth. Every year we provide Shs.32 billion for this. There is money for NUSAF. Every year we provide Shs.53 billions for this. There is PRDP. Every year we provide Ug. Shs. 73.9 billion for this. There is the restocking money. Every year we provide money for this. The problem is not shortage of money. It is the shortage of reliable agents for conveying this money to the people. To show you the scale of this money, if we used only Shs. 100 billion of this money in one year, at a cost of Shs. 310 per coffee seedling including transport, we would plant 322 million new coffee trees of the clonal type ─ far in excess of the 220 million old coffee trees. By just planting new coffee trees, even without expanding the acreage, using the 100 billion shillings which is less than 50% of what we give NAADS each year, with good crop husbandry, our annul coffee production would go from the present 4 million bags of 60 kgs each to, at least, more than 10 million bags. That would make Uganda second only to Brazil in the global coffee production.

I have dwelt on agriculture because it is the sector that is most easily accessible to the majority of Ugandans. Even the ones without land can borrow or rent from the others. It takes a few months form planting to harvesting (18 months for coffee, two months for tomatoes, etc). God has really favoured Africa and, especially, Uganda. However, many Africans are never keen to accept God’s blessings. Within 2 months, 3 months, 4 months, 6 months, 18 months, depending on the crops, a farmer can go from planting to harvesting. Yet, there are challenges such as drought, pests, fungi, etc. However, there is a solution for any of those challenges. We only have to do a bit of sweating. In the Book of Genesis: Chapter 3 verse 19, it says: “By the sweat of your brow, you shall eat bread, till you return to the ground, for out of it you were taken; for you are dust and to dust you will return”.

Having said all that, however, it is necessary to remind ourselves that a modern economy cannot depend on agriculture alone. Gone are the days of the physiocrats in France who believed that all value came from agriculture. Hence, we must go the second sector ─ industries ─ manufacturing ─ big factories and small ones. Industry now employs 841,704 persons. The annual rate of growth of the industrial sector has been 5.6%. With the commissioning of Bujagaali, there has been alleviation of power shortage although the price of electricity is still high. We are determined to provide electricity for manufacturing at 4 US cents per unit whatever the challenges. This is what I agreed with the coffee processor and the new textile manufacturers that are beginning to flock in the country as the factories migrate from China on account of the rising labour costs there. Those who, out of context, agitate for higher salaries should bear this in mind. Uganda cannot miss this round of industrialization for any reason. Apart from industries coming from outside, I want to inform the country that our young scientists, graduating from universities, are happily entering the manufacturing fields. As you could see from the shows in Kumi ─ 8th of March – Women’s Day; ─ Rubaare, Ntungamo ─ 1st of May, Labour Day; and only the other day at Namulanda for the youth, the Ugandan scientists have the knowledge to produce anything from food processing, ceramics, herbal medicine, machine parts, light engineering, wood products, etc. etc. Our scientists at Makerere have already produced electric automobiles and I tasked them to work on solar water pumps. My office has collected all the names of the people involved. We shall fund them using these huge sums of money that go to waste in the hands of all sorts of actors. It is so pleasing to see that Ugandan scientists can manufacture almost anything provided they are funded. With the emphasis we have put on electricity, the roads and the railway, we shall be able to lower the costs of doing business in this economy and, therefore, make our products more competitive.
The third sector ─ services (hotels, transport, banks, professional services, etc) this year grew by 5.6%. With peace, this sector has become very useful in our economy. It employs 2,684,290 persons and accounts for 45.4% of our GDP. Given the uniquely good climate of Uganda, very few countries in the world can compete with us in this area. We only need to control the problems of: corruption, pollution and deforestation. It is only these three that can undermine our unrivalled advantage for services, especially tourism. In the year 2012, Uganda was declared the best tourism destination in the whole world. Between 11th and 16th November, 2014, we are going to host the Conference of the World Association of Tourist Operators. However, when I see, through the window of the plane, the green algae in the water around Entebbe, I do not feel happy. The Minister of the Environment must strive to find ways to stop the following:
(i) The pollutants that go into the lake;
(ii) Cutting forests up to the edge of all lakes;
(iii) Digging on the banks of the River Nile;

It is high time that Ugandans remember and appreciate these precious gifts from God. If they don’t get the care they need and deserve, they can all disappear. We should remember what Jesus said in Mathew 7:6, “don’t give what is holy to the dogs, nor cast your pearls before swine, lest they trample them under their feet, and turn and tear you in pieces.” When we destroy our God given environment, we will be like those pigs.

I must salute the Director of the National Forestry Authority (NFA). It seems he has somewhat woken up. In the recent past, I have flown over Mabira forest, Budongo forest, the forest around Butiiti in Kabarole and Semliki forest. It seems the encroachment has declined. I flew for dozens of minutes over this large area of thick forest. How beautiful it is. Let the Minister of the Environment similarly wake up in respect of the shores of Lake Victoria and the banks of river Nile. Our uniqueness, in the service sector can only be enhanced by protecting these treasures ─ the lakes, the rivers, the mountains, the wetlands and the National Parks.

The ICT sector is growing at 15% annually for last 2 years. It has got capacity to employ many people. The ICT is crucial for communication among people, for data processing and for automation. It is crucial, therefore, for industrial production and communication. It, therefore, will create a lot of jobs. Already about over 1 million persons are employed in the ICT sector both direct and indirect.

In the area of Business Processing Outsourcing (BPOs), we already have 54 companies operating in Uganda and they are employing 4,250 persons. Given that our youth speak English well, a lot more youths can get employed in this sector. This is where an accountant can work for a company in North America and convey the results of his/her work over the internet and be paid. Recently, while in Europe, I discussed with some entrepreneurs that can help us expand this business. It is an area of great potential.

While talking about the industrial sector, I did not talk about minerals. You are aware of the petroleum and gas that we shall be able to start extracting from the ground by 2017. As you may be aware, we have already found 3.5 billion barrels of petroleum in 40% of the potential area. Exploration in the rest of the area is continuing. Our negotiations with the oil companies had delayed because there were contentious clauses, happily, we have agreed with the oil companies on the MOU. We can, therefore, proceed to negotiate on the details. Our crude oil will be used in the refinery to produce final products, part of it will be exported as crude and part of it will be used for electricity generation. The gas will be used for electricity generation and for assisting in extracting the crude. If we have enough quantities of gas, it will be used in steel manufacture, using our huge iron-ore deposits in the Kabale-Kanungu areas and in the Sukuru hills near Tororo. Apart from oil and gas, the government conducted exploration in many part of the country and discovered the following minerals in the following quantities:
(i) Iron-ore – more than 200 million metric tonnes
of proven ore in Kabale and Kanungu areas;

(ii) Phosphates – 230 million metric tonnes of proven
Ore in Sigulu hills, Tororo;

(iii) Cement – more than 300 million tonnes of
Limestone in Karamoja areas in addition to the one in Hima;

(iv) Aluminium clays – more than 3 billion tonnes of
ore in Makuru areas in Bugweri;

(v) Copper – more than 9 million tonnes in
Kilembe areas;

(vi) Cobalt – more than 5.5 million tonnes in
Kisoro areas;

(vii) Wolfram – more than 800,000 tonnes, in some
parts of Kabale;

(viii) Tin – more than 1 million tonnes in
Ruhaama Ntungamo areas;

(ix) Gold – more than 8.2 million ounces in
different parts of the country

(x) Vermiculite – more than 54.9 million tonnes in
some parts of the country;

(xi) Columbite-tantalite (Coltan) 133 million tonnes

(xiv) Rock salt and brine – 22 million tonnes in Katwe and
some parts of the country

(xv) Uranium – in some parts of the country
Pressure is already on for exporting these minerals in unprocessed form. I will never accept these pressures. This is because even the traditional peasants in Uganda have enough economics in their heads to know that when you produce the mbiire (embidde – the bananas for brewing beer), you brew the beer yourself (tonto – Lwaagwa). You do not produce embiire, sell them to your neighbor, who, then, brews the beer and sells it to you. Most of these minerals will be processed here and will also be mixed with other minerals so as to produce intermediate products, such as alloyed steel and, where the economics allows, final products. Uranium, in the medium and long-term, could rescue us in the field of energy. We have a lot of it and nobody is touching it now on my orders. Meanwhile, like we did for petroleum, we have sent out our scientists for more advance training in nuclear physics. They will form a nuclear energy unit in the Ministry of Energy. Uganda does not have a lot of hydro-power even if you add all the sites that are not yet exploited: Kalagala, Isimba, Karuma, Ayago, Murchison falls, Kiba, Korianga, Agago, Muzizi; and over 40 small hydro-power sites. We shall have some more energy from the geo-thermal (may be 1,000 megawatts or there about). Yet a developed Uganda needs a lot energy ─ 50,000 megawatts or more. Where shall we get this level of energy from? If the cost per unit for solar energy goes down, then the solar energy will be the solution. Meanwhile, I prepare the country for the option of the nuclear energy.

Economic Growth Performance:
The composite growth for the whole economy has improved even before the bottlenecks have been removed.
The size of the Ugandan economy is expected to increase to Uganda Shillings 63.329 Trillion, equivalent to US Dollars 25.3 billion. The size of the economy has increased by 5.7% in the current financial year. This Economic Growth rate is comparable to the 5.8% growth achieved in FY2012/13, despite constraints outside Government’s control.
These constraints included unfavorable weather conditions in many parts of the country in the second half of 2013, which negatively impacted agricultural production. In addition, the ongoing instability in South Sudan, which had become one of Uganda’s export destinations, is also a factor impeding faster growth of the economy. Despite these constraints, output growth during FY 2013/14 still represents a strong performance. Growth was largely driven by strong performances in mining and quarrying, cash-crop production, informal manufacturing, wholesale and retail trade. Price Inflation has also remained under control during most of the year and is expected to be 7.9% percent at end of June 2014.

Economic Growth and Welfare:
The economic performance reveals the resilience of the Uganda economy that has resulted from the consistently correct policies of the NRM Government over the last twenty eight years. Consequently, the proportion of people living below the poverty line has further declined from above 56% in 1992 to 24.5% percent in 2009/10; and now to 19.7% in 2012/13. Uganda has, therefore, already surpassed the first MDG target of halving the proportion of the population living in extreme poverty by 2015. Some parts of the country have got even better performance figures. When the other areas catch up, Uganda will enter the Middle Income status.

The share of population with access to electricity, for instance, has risen from under 3% in 1986 to 10% in 2009 to 14% in 2013. In rural areas, the share has risen from 0% to 7% over the same period. The NRM Government has set a target of 40% for electricity access by 2022. Over the next ten years, Government plans to increase access to Electricity in Rural areas to 26% of the total rural households. Similar examples abound in areas such as access to water, Primary, Secondary and Tertiary education; These indicators are therefore not mere talk, but actual reality on the ground.
The above sectors of the economy cannot grow if we do not address the issue of infrastructure ─ the roads, electricity, the railway, the ICT backbone, etc. I am very happy with NRM Members of Parliament (MPs). They have rallied around my long held view that infra-structure development and security are primary. That is why in the budget of 2013/014, Roads and Energy account for Shs.4,186.4 billions and Defence and Security account for Shs 1,048.5 billions. That will remain the orientation of our future plans. We are adding the development of the standard gauge railway from Mombasa-Kampala-Kigali-Juba, working with Kenyan brothers, brothers from South Sudan and from Rwanda as well as our Chinese friends. Low costs of production will attract more manufacturers and service companies. You have already the seen results of this type of prioritization in budgeting. New areas that had no electricity do so now ─ Moroto, Nakapiripirit, Amudat, Otukei, Moyo, Bibia, Bundibugyo, etc. The same has happened with roads.

There is nothing that pleases me more than seeing new tarmac roads ─ especially those done with the Uganda Government money such the nearly finished Kampala –Masaka road, Mbarara-Kikagati, etc.
The other area of emphasis is skills for the youth. Since some time ago, we have been emphasizing that science knowledge and technical skills are crucial. That is why, since August, 2006, we had decided that 70% of Government scholarships for universities will go to science students, however, Cabinet approved 53%. I have been interacting with the youth ─ especially the university graduates. A new awakening is apparent. Three trends are noticeable. Trend one is that science graduates are going into starting manufacturing enterprises in association with others or singly. Trend two is that those who did general arts degrees are going into farming and other enterprises. Trend three is that some of the scientists are being absorbed into the new companies that are opening up. I was most pleased to see the young graduates of electrical engineering running the machines at the new Bujagaali power station.

One of the greatest stimuli for our economy to continue growing the global economic problems notwithstanding, is the regional market. It says in the Book of Galatians chapter 6, verse 7, it says that “whatever a man sows, that is what he will reap”. When a nation has no vision, it perishes, it says in another portion of the Bible. Our emphasis, with our brothers and sisters in the region, on regional integration has paid the Ugandans most handsomely. Uganda exports to the region goods and services to the tune of US$1.36 billions. We also buy from the region goods and services to the tune of US$ 671millions.

Finally, all this would not happen if Uganda was not peaceful. I salute the UPDF, the Uganda Police, the Intelligence services and the vigilance of the population of Uganda for the peace that is prevailing in every corner of Uganda ─ Karamoja included. Everything else depends on this.

Fulham’s Brede Hangeland terminated from contract by E-Mail- and I am appalled!

Brede Hangeland was reported earlier today that his future at Fulham was over today. The defender is now 32 years old and the club ended on the 19th place in the Premier League. The player has been in the club in 6, 5 years (Sandberg, 2014). Who got signed from FC Copenhagen and also being an important part of the team – Fulham. At Fulham, he was the captain for a long time.

This is ordinary in this day and age. That when a team goes down a division they get rid of certain older players and try to get younger ones they can build a good squad. So that in the end, they can go up and not buy too much players when their getting back into the Premier League. So that Brede Hangeland lost his contract and got terminated isn’t like shooting stars. But the way they did it, isn’t the proper way.

The report from his adviser Jon Mørland is this: “Today I got the news that Fulham has decided to terminate my contract with the club immediately effect. I got their decision by e-mail, without any meeting with the club or discussion about my contract or my future in the club” (Sandberg, 2014).

If this news is true, then as football fan, I am appalled and disgusted. Even though the Club announce it like usual business. I am still wondering and thinking that they are not true. Here is how they describe it:

“Fulham Football Club has announced that it has released Brede Hangeland. The 32-year-old joined the Whites in January 2008 as Roy Hodgson’s first signing and made an instant impact, helping the Club achieve Premier League survival in the season which became known as ‘The Great Escape’. Hangeland went on to make 272 appearances for Fulham, including turning out 16 times on our memorable run to the 2010 UEFA Europa League Final. The Club would like to thank Brede for his six-and-a-half years of committed service and wishes him the very best in all of his future endeavours” (FulhamFC, 2014).

That sounds alright right? But for a club who has had three managers in the recent season and went down with the worst shopping of players. This just shows how crazy the decision was made, especially when this comes from the same club 4 hours later the club.

So when they come with this report 4 hours after the first one and also the loyal player who lost his post send messages through his adviser… Then you know that there fishes to fry.

Craven Cottage Newsrooms writes it correctly:  “This one’s a real shame. Hangeland wasn’t like most footballers and it’s no surprise to me that he’s off.  He liked Fulham and all it stood for, until such a point as he didn’t like Fulham and all it stood for, and now he’s gone” (Wormbridge, 2014).

Let me just address this correctly if he was sacked through e-mail! Then the whole system of the business of Fulham FC isn’t cracking or working anymore. Their action isn’t sparkling of security and also the right approach to deal with their employees. Let me be clear, if this is true. Fulham FC has broken codes and also the respect of their employees. Hangeland has deserved better, anyone in alleys of Craven Cottage deserve better, even the one cutting the grass on the field shouldn’t gotten sacked by e-mail. Peace.

FIFA and the ‘Qatar World Cup of 2022’ reissue of power play.

Sepp Blatter, the head honcho of FIFA recently told the press, that it was a mistake to award and give the World Cup of Football to Qatar in 2022(Gibson, 2014). The saga continues to spark unwanted events.

A few days before there were reports of deaths of workers, usually foreign construction workers who work on the new stadiums in the heat of Qatar. The report from Bloomberg, said that 8 workers had lost their lives during the last 30 days. This is alarming and worrying (Boundway, 2014). If this was sad enough news E: 60 reports that 184 Nepali workers have lost their lives in the past year. In 2013 India reported that of their emigrants had the striking numbers of 450 during that year, alone (Boundway, 2014). This extremely high numbers and should be a concern for FIFA and the government of Qatar.

2 days ago new fresh reports and allegations. This is on the important matter on: “how the deal was struck”  and then they got the World Cup in 2022. Not that’s this is the first time corruption into assigning and voting for the venues place has come to light. Therefore when BBC’s David Bond told: “of £3m payments to various football officials” all over the African continent for the bid (Bond, 2014). It wasn’t like snowing in the summer, more like rain in the fall. We expected it to be told and now it’s found!

With these allegation it’s was about time that the FIFA executive Issa Hayatou called them “ridiculous” and “fanciful”. The African federation answered that Hayatou never gotten gifts or trips for the vote. Another African football leader also accused and later disbanded from charge the Nigerian Amos Amadou after corruption scandals (Imray, 2014). The Qatar Organizing Committee says to this: “always upheld the highest standards of ethics and integrity in its successful bid”(…)“The right to host the tournament was won because it was the best bid and because it is time for the Middle East to host its first FIFA World Cup”(Kagel, 2014).

So with these new allegations and bad press. We can wonder how much more of this must happen before its weight is too heavy to carry for the governing body of Football. The FIFA has already enough issues with the current World Cup in Brazil. Which the own population has strike against on several occasions, even in the country where all the favelas has kids who has a fun time playing the magical game. Not so much power play of joy anymore! The momentum of the occasion might change the feeling, but for now – it’s not like it should be.. We all know what I mean!

Wonder if we will have fun seeing the game played in the heat of dessert land of Qatar. Qatar games are surely bloody red and also by everybodies reckoning it’s a bit tainted by the paying of votes. There has been issues before inside FIFA which has led to Jack Warner’s downfall from the throne of Caribbean football and leave the role of being the Trinidad and Tobago’s FIFA executive. So I wonder, what happens next in the governing body of FIFA? But I doubt much. Well since the a lot of monies is at stake! It all looks better if it stays the same! There I said it: For FIFA if it all stay the same, the money keep pumping in and the executive get their cut. Then we’re just supposed to show a blind eye and then smile while watching the matches on TV. Will you do that or would you speak your mind to?

Yet again! More missing salaries for civil service in Uganda

We’ll after report of not paying Arua districts civil-servants on 28th of May in the Daily Monitor. This is a thousand teachers without pay! They will get a new form to get their pay, but why? Shouldn’t it have come as naturally to them? (Aluma 2014) Then on NTV Uganda on 31th May Keith Muhakanzi – Permanent Secretary Finance Ministery said this: «If by the 18th the finance in case of local government, finance local government they have not responded, we shall pay, but the accounting officer will take responsibility for that payroll”. The report then went onto describing how the police force used payment of salaries for other activities! See the thing here:

Just to continue here with some older cases on the fun with pay in Uganda. I am sure that the civil servants and their families are not enjoying the play of the higher officers and how things are disappearing into thin air!

It keeps happening again and again, it must be more than just the accounting officer who has the issue. Then it must be the system or those fuelling the system? I have already in recent months reported on 15th May on ghost civil servants, then issues with the pay of June 2013 payments(Minbane, 15.05.2014). Wonder if Keith Muhkanzi: will hang the accounting officer this time? And what will he do next?

Even earlier on 12th May I reported yet again on the ghost money. So it must be pattern. Or am I wrong? (Minbane, 12.05.2014)

Well, recently reports from Ernest & Young has been hired to check the authenticity of 6000 workers and see who is getting reinstated salaries or government payroll of April(AllAfrica.com, 2014). This is supposed to kill of “ghosts”. Let see if those that! But, I am sure that it going to be more issues and stories of both “ghosts” and “lost” pay. Especially because of “new” “systems” and “malfunctions”, so congrats people and wish your local civil servants a good day! Because that is necessary – do them that favor! Peace.

Scary NRM-Youth action for 350k UGX.

History repeat itself

 

NRM-Youth did a silly thing today and it’s scary. The NRM-Youth bowed down for a price of 350,000 UGX and also selling their soul at the same time. Just like the leaders and MPs of the time of Idi Amin did. Therefore the picture above to show how it resembles of a former time. Therefore I will not spend much time, but it is a frightening picture. How he is paying for loyalty.

Three days ago the NRM-Youth leader of Kampala Mr. Adam Luzindana got ousted for supporting Amama Mbabazi for the presidency in 2016. A new interm leader of the chapter became Mr Mark Mugwanya (Ndhaye, 2014).

So that they are kneeling for the boss is scary. Really scary, so we can see the reach of the president of Uganda. He is the sole ruler of the party! An its proving what throwing some money can do to the youth and where the money has come from, we can only guess. Sure it’s one of the reason why the civil service isn’t paid on time, to keep the different parts of the party loyal to the leader Yoweri Museveni. Peace.

Got to be kidding me – ‘Get the slave look’!

Sainsbury’s in the UK say they “offer a huge choice of groceries and products for your home to suit all budgets as well as a great selection of tasty recipes”. But this is so distasteful and flabbergasting. People should seriously boycott the shop for this alone. That the idea of dressing up as the slaves in ‘12 year as a slave’. So here are we in the 21th century where Chiwetel Ejiofor played Solomon Northup who got sold as a slave. I am sure that Steve McQueen the director would be pissed, if he’s not already sold the rights for a clothing-line and earning a slice of it, but even then he should be a bit angry. This is not cool! I can understand if it was a Halloween costume party, but seriously this is the fit as a slave for an ordinary day! Let’s all go Amistad or if we’re really going insane let’s get the style of Schindlers List. We’re all known that the last one is bad taste, extremely bad taste so bad taste that Peter Jackson vomit. I am just mentioning it, because well for me the slave trade and does not see anything romantic in slavery. The use of people and exploiting them for added currency is not hot – it’s on the other side of where it all is disgusting and disrespectful!

So dear people out there, dear Sainsbury’s in the UK. Get sense, please some common sense! This is insane and just terribly wrong. Who had the idea of get the ‘Slave look’ first should seriously get a spanking or at least get their mind correct? Salute to the hustle for trying to squeeze another buck out the movie. But we all know it’s wrong! The good thing is that the store put the display down. That they put it up in the first place is totally wrong! Hope this is the last time somebody does this kind of stunt, a Sainsbury’s spokesman: “We can only apologise.  It’s been taken down from the Heyford Hill store and clearly should never have gone up in the first place”(Hooton, 2014).

Gen. Kale Kayihura – Press release: Centenary celebrations for the Uganda Police Force

I am pleased to announce on behalf of the leadership of the Uganda Police that we intend to celebrate our centenary anniversary (i.e 100 years in existence) this year. The celebrations will involve commemorative events covering a period of 6 months beginning on 25th May 2014 with the finale, which will mark the highlights on 3rd October 2014 during the Independence anniversary celebrations week.

In fact, we should have celebrated this major historical milestone in 2006 since Uganda Police Force was born on the 25th May 1906 as a constabulary. However, because of understandable reasons, especially the national elections, then later, preparations for CHOGM, and the public order challenges, and then 2011 elections and associated challenges that engaged us. More important, we were still nomadic with no permanent place of abode. Now that we are settled, with a permanent address, the Police Council in its last sitting during the retreat, late last year, decided that we cannot let such an important milestone in the history of the Uganda Police pass unnoticed. Note that the Golden Jubilee of the Uganda Police was celebrated in 1956.

We have reason to hold these celebrations. First of all, that we have traveled this long journey of now 100 years or so, with all the trials and tribulations, and survived is not a small achievement. In fact, in a way it is a celebration of the journey Uganda as a modern state has traveled since the Police is a critical pillar of any state. We have seen a number of states in Africa and in other parts of the world crumble. That we have gone this far is a cause for celebration. Moreover, we have not only survived but, in spite of the challenges we have faced as a country, especially since 1962, we have developed, and there are visible achievements, and more, recently transformation of the Police institution, and policing as a system, away from the repressive type of police introduced by the colonial regime to a pro-people, accountable, disciplined institution, with modern capabilities to deal with modern day crime and security threats.

Secondly, it is to take stock of our achievements as well as our failures, learning lessons from the long and rich experiences of policing in Uganda, especially since 1962, and launching a Rectification campaign aimed at building on our strengths, and eliminating our weaknesses and shortcomings in providing police services to the country.

Thirdly, the celebration will, also, offer an opportunity to reinvigorate the community policing system of policing which is a proactive approach to policing through promotion of partnerships, popular vigilance and problem solving through community policing. 

Fourthly, given the continued negative perceptions about the Uganda Police, many times exaggerated or misplaced, we intend to use the celebrations to improve the police image.

Fifthly, we intend to use the celebrations, to rehabilitate the history of the Uganda Police. In particular, we intend to pay tribute, especially to the leaders, and the heroes of the Uganda Police (especially those who lost their lives in the line of duty) and rehabilitate and recognize their contributions, as well as those who along this long journey have contributed significantly to its survival, development and transformation.
Last but not least, we intend to use the celebrations to reunite the Police family: retired and serving officers and personnel, families of fallen and other deceased comrades.

We plan to have commemorative activities throughout the 6 months’ period beginning on the 25th May 2014, when we shall have two activities: a marathon in memory of our national hero, John Akii Bua, and to raise funds to assist Acid Victims; and then the formal launch by the Minster of Internal Affairs of the celebrations at the Serena Inter National conference centre.

We have put in place an organizing committee composed of serving and retired officers. It is chaired by IGP Emeritus Cossy Odomel. He will introduce to you the members of his committee. We plan that the celebrations involve all Police Officers, serving and retired and our families, crime preventers, students, the media and the general public and will take place all over the country. It should be a moment of pride for our country. I, therefore, call upon everybody to embrace the events with enthusiasm.

My comment, I’ll be short: 

This is just madness and wonders how its worthy of celebrating. Its not like the Police does it duty. They usually take bribes quicker then ever. An with the reason events of little pay to civil servants in Republic of Uganda. We should be suprised that they have the money for this celebration. But that is maybe just my opinion. So that the Ugandan Police Force Kale Kayihura if he can’t see this view and then we’ll see black mambas rolling down the street. Not to talk about the way they treat Opposition party leaders and also the gentle moves on Lord Mayor of Kampala. So they have all the reasons to celebrate their well behaved state policing that NRM love so much. Peace!

Premier League 2013/2014: My review!

There many out there, but this is mine. How I have seen this season and my thoughts on the madness called Barclay’s Premier League with all its magic and thunder! I will do every team with max 5 sentences which entails the thoughts I have about it and after how it ended first to last.

 

Premier

 

Number one: Manchester City

With Pellegrini in charge, the one manager who hasn’t won a title in Europe wasn’t supposed to surpass the former manager Mancini. The team won the League Cup over Sunderland in 2nd of March. They were having fewer matches and never really on the top, Pellegrini also had a tough spell on the away matches in the start of the season. Nevertheless, with a world-class squad which got better with the players as Negredo, Fernandinho, Jovetic and Demichelis. With a 102 scored goals, controlled play where they achieved victory even with a mismatch’s in the start of the season, then also the important loss at 13. April 2014 this ended 3-2 to Liverpool.

Number two: Liverpool

Brendan Rodgers team which seemed weak compared to other title runner in the Premiership. Getting Sterling, Sturridge and Suarez playing world-class attacking football and at the same time having Henderson to be engine together with the general Gerrard in the midfield of the team. The weakness of the defense with the players who wasn’t up to par with the rest of the Premiership: Kolo Toure, Skretel and Cissokho they got a second place, but also let in 50 goals and scored the magnificent 101! On the 8th February 20 minutes of top class destruction of Arsenal 4-0 and the match ended 5-1, also with the highest class of attacking football of the league this campaign.

Number three: Chelsea

Jose Mourinho in charge of the greatness and succession, Jose became the happy one this time around. A team who is so great that they has no need for the player of the year for two seasons Juan Mata and got Hazard/Willian/Shurrle to play awesome. Mourinho called Wenger a manager of failure, karma hit him and he got not a cup title, league nor further then semi-final in the Champions League. Wonder if Eto’o, Ba and Torres is sure not happy about the happy one, not even Lukaku will return to Stamford Bridge, sure some of the other will leave as well in the next transfer window. I am sure Chelsea will go after Diego Costa and others to secure a title next year.

Number four: Arsenal

Wenger has gotten the team to Champions League yet again. Today they secured the FA Cup with a 3-2 victory over Hull City. The thing missing was a new striker to be a favored guy besides Giroud – Bendtner is the cloth for the Premiership. ὂzil came from Spanish football and his vision made a difference together with fast moving mid-field and the rise of Ramsey made matches like 19th October 2013 Arsenal – Norwich showed class an won 4-1. Looking like contenders before the injuries of Walcott and Ramsey hurt the campaign. Congrats Wenger!

Number five: Everton

Roberto Martinez took over the team after a David Moyes who run the club for 10 years. The team loaned Garth Barry (Manchester City) and Roman Lukaku (Chelsea) they both played important roles for the successful campaign, also Stones and Barkley made great progress an did well considering it all. Everton played better then under Moyes and he made his promise making Everton end over Manchester United, though the well-structured defense with Baines, Jagielka and Distin is maybe the best in the league. Martinez did a fantastic job, enough said!!! The losses in the end of season were the reason why the team didn’t beat Arsenal for the last spot to Champions League.

Number sixth: Tottenham

Andre Villas-Boas (AVB) started as manager after the sale of Gareth Bale to Real Madrid during the summer bought a new squad for 100 million £. The team played so insane at times, the defense was so unorganized that it could have been a team who deserved to be in the drop zone. The chairman cut the cord and hired Tim Sherwood, the lead to Adebayor to settle again in grace and leaving the new guy Soldado to the bricks. The match losses to Liverpool (0-6, 0-5), Manchester City (1-5, 0-6) and Chelsea (0-4), the surprise in this campaign was win over Manchester United at Old Traffod 2-1. Daniel Levy is now shopping his tenth manager for the mighty Spurs, the question is who is next to be axed by Levy?

Number seven: Manchester United

Old Trafford wasn’t the same, the team wasn’t the same, the transfer windows wasn’t the same, nothing was the same Alex Ferguson retired, but David Moyes was the chosen one! Fellaini and Mata was the signings, one magnificent the other one tragic! Old Trafford became a place not to fear anymore; even Swansea beat them there in the FA Cup! Manchester United played with possession for no reason no tiki-taka Barcelona, but the play from 16th meter yard back to the goalie is a total waste of time and talent! The sacking of Moyes had to come, the one who takes over has to buy a new defense and get them to play attacking football again!

Number eight: Southampton

Pochettino the Argentinian who took the team to new heights with using youth players regularly like Shaw, Clyne, Ward-Prowse, Cork, Chambers and Gallagher! The rise of Lallana and Rodriguez is also astonishing, so well playing is the team that players is now in the zone being sold for a tiny fortune. Pochettino is also on the way to Spurs if he doesn’t get assurance of the mission of a building an amazing squad. Southampton has had an amazing season and can be proud!

Number nine: Stoke

Mark Hughes has taken over after Tony Pulis, because the club wanted to play in more attractive way then long-passes to Kenwyne Jones which got exchange for Odiemwingie and also Assidi (On loan from Liverpool). Adam a former Liverpool player either tackled the opponents, If not he played diligently and proved his place in the team. Stoke did not score a lot of goals, but they did get points and play more possession based as wished by both the fans and board. Stoke made a top ten position something Tony Pulis never achieved, big props to Hughes and his ways with nearly the same players change it and made a great difference.

Number ten: Newcastle

The team under Pardew before Christmas was a team looking like a stellar top six. After Christmas without Cabaye they lost nearly everything except the Cardiff match on 3rd of May where they won 3-0 and even when Pardew Glasgow-kissed Hull City player Meyler they won 4-1 at KC Stadium and got a 7 games ban. The also fallout of Ben Arfa who would have been the best player since the sale of Cabaye, but didn’t play squat in the end of the season! NeuCastle didn’t become the stellar candidate and gotten all the way Europe, they got the top ten, but not in a way that made the fans see with pride. So even if they get some new singings and end the loans of Loic Remy (QPR) and Luuk De Jong (Boruissa Møchengladback), need a new striker and a creative midfielder. The defense needs also new energy since Taylor and Coluccini is rumored to be out and has also been out of form.

Number eleven: Crystal Palace

Getting up from Championship and started badly in the premiership with Ian Holloway in charge. They lost 7 matches and won 1 in mid-October was at 19th place. The board didn’t see any structure in the play and hired Tony Pulis, he cleared the squad which was added with 16 new players before the campaign. Pulis in his window got Ledley (Celtic), Dann (Blackburn) and loaned Tom Ince (Blackpool), they all played to part except for Ince. The Palace team got to be a well-structured defense and a team who not only won matches, but surprised Chelsea (1-0) and Liverpool (3-3) which made a difference for the title race, congrats Pulis!

Number twelve: Swansea

A team which played in Euro-League with a limited squad wasn’t up to part in the league at the same time. Michu injured much of the time, but the signing of Wilfried Bony was a great striker who had class both with speed and cold finisher in the box. Michael Laudrup got fired for having too lenient with the squad and except for beating Manchester United at Old Trafford in the League Cup, he didn’t play up to level of last year. Therefore Swansea hired the player Gary Monk to be the intermit manager for the rest of the season and salvage it. The swans picked up the pace and played more than just possession based tiki-taka play, but also win matches.

Number thirteen: West Ham

Sam Allardyce has secured the London team without any issues kept them out the relegation zone. The team didn’t play a fantastic way, Rat was a mistake, Ravel Morrison never got into the team and headed back to QPR. The need for Andy Carroll, Kevin Nolan, Mark Nobel and Downing was showed this year! Hammers didn’t have a real hammer time, but made it well enough and beat Tottenham 3 times this year! The fans are just worried for the slow pace and play of the team when they need more speed and technic to fill the new Olympic stadium in a few year.

Number fourth-teen: Sunderland

A team that was seen as a dead fish in the water with Di Canio in charge and all the new singnings who didn’t show up at any level in the start of the campaign. It got so bad that they hired Gus Poyet to achieve a miracle ending and he did deliver, he got the team to League Cup final where they lost and saved the team from relegation. They had amazing results over 2-1 over Chelsea in April, victory at Old Trafford 1-0 over Manchester United and 2-0 over WBA. Victories that saved the team and the Black Cats, also the run of Wickham in the end of the season was figure that scored the important goals. Poyet made a miracle happen!

Number fifth-teen: Aston Villa

Ricky Lambert former Norwich manager was supposed to make a difference in the team with the new low budgets. Last year the team got saved by Benteke, this year Delp and whatshisname. Back home they played like it was dangerous and havoc place where they would be lost sheep. Whatshisname is Agboniahor and Westwood made sometimes the games interesting, rest of the time played very badly and a reason why they lost 20 matches. If Lambert keeps the job, he has to create magic next year!

Number sixth-teen: Hull City

The team that got promoted last year with Steve Bruce was doomed from the get go. Defense and attacking was made in a way to fit his opponents, either 5 in defense or 3 depending on how it would affect his play. Also the play with two strikers Sagbo and Boyd, the midfielders of Livermore (on-loan from Tottenham) and buying of Huddlestone (Tottenham) made the difference, in the January transfer-window getting Jelavic (Everton) and Long (WBA). Even with the late defeat in the FA Cup against Arsenal, Steve Bruce has achieved something great with this campaign! Salute to Brucey!

Number seventh-teen: West Bromwich Albion

The Birmingham club has delivered reasonable results during recent years, this year it fall a bit apart with the losing strikers like Odiemwingie, Lukuku and Long. Steven Clark got new players but none of them could match the former strikers this was Berahino and Anichebe couldn’t deliver the same kind of force. So Clark had to go and they hired Pepe Mel! The Spaniard didn’t change much and they just made enough ruckus and points to secure the positions and some strange pre-match interviews… Under Clark they one on Old Trafford though 2-1.

Number eight-teen: Norwich

The big buying hoopla with getting Ricky Van Wolfesvinkel and Gary Hooper, Hooper got injured and didn’t fit for the season; Van Wolfesvinkel was the greatest flop of this season. The amazing and great Chris Hughton got fired right before the end of the season when there was no return, and the team didn’t change anything. They had a terrifying end of it all with high end stakes matches and also losing with those close on the table. Neil Adams didn’t make a difference. Alexander Tettey had the goal of the year for this team, but it didn’t save them from the awful relegation and championship to come!

Number nine-teen: Fulham

This year Mohamed Al Fayed got sold to Shahid Khan, first manager of the year was Martin Jol who didn’t make a cut this start of the season, second manager Rene Meulensteen got 75 days, then then the unlucky funny looking German manager Felix Magath got hired to save the team from relegation. Lewis Holtby (on loan from Tottenham), the defender Johnny Heitinga(who wasn’t a worth the free transfer), Kvist, Dempsey(on loan from Seattle Sounders) and the striker Kostantinos Mitroglou (Olympiacos Piraeus) who didn’t even play and he was supposed to be the one take the spot after Berbatov(went to Monaco). Losing 6-0 at KC Stadium with Hull City in 28th December 2013, then also losing 5-0 against Manchester City at Ethiad Stadium in 22th March 2014 and was March the only points winning over Newcastle 1-0. So there was no question if they we’re going down, there was never plan in the play and without Hangeland in the middle of defense and also weakness in the midfield play were horrible even with some greatness of Sidwell and Dejagah. So bye bye and good luck in the championship!

Number twenty: Cardiff City

The welsh team that went up from the championship with Matt Malkay who tried to defensive and secure the tenure in the premiership they we’re on safe ground the owner Tan couldn’t handle his ways! So he fired Malkay who got Caulker, Bellemy, Mutch, Noone and sure got Marshall there! Ole Gunnar Solskjær got hired and didn’t make a change. First playing aggressive and possession based while just being over the relegation zone. The players bought in January weren’t making much except for Dæhli the talent who nobody expected. The loaned players like Zaha and so on didn’t make a change and Kenwyn Jones(Stoke) didn’t do anything, so Cardiff deserved to go down, good luck in the championship in the red color whose supposed blue!
