Opinion: Rukutana inserts God instead of Guns…

I want to confirm to you that NRM is still very strong, our chairman is very strong. At age 75 what he does me Rukutana at 60 can’t do; even my friends can’t do them. Pushups he does, the walking, his brain, his thinking, his speaking. He gives a speech even if he has not written; I have moved with him many times and in many places, this man, he was given to us by God, he is a ruler of leaders”Mwesigwa Rukutana, State Minister for Labor and Industrial Relations spoke on Radio Ankole on the 3rd January 2020 (Perez Rumanzi – ‘Museveni is a super human given to us by God- Rukutana’ 05.01.2020).

It is so weird how liberation movements have to make their self-styled Presidents for Life. Give them the power of deities and the power of the Gods. That the men in and around the President have to say his supernatural, that he has forever force. Like his Darth Vader or anyone else who can feel the force. The eternal mastermind has given the President wisdom of the forefathers and so-on. There is nothing he still cannot do, even as his ageing and becoming weaker. Though his closest associates will say he can run marathon and still impregnate virgins.

That is just what it sounds to me. This is coming from a loyalist. Someone who has been close to the President over all these years. He got make President Museveni look like greatest ever setting his feet on the soil of planet earth. With the words of Rukutana, it seems like God had intervened and gave his eternal wisdom directly into the ears of Museveni. As he can naturally speak in tongue, he can reign unbound, because the deity let him.

While his saying this, President Museveni is trekking across the Luweero Triangle, where the National Resistance Army wasn’t an holy movement, neither a Godly organization, but a rebellious armed group trying to topple the government. So, that they could rule and after years in the bush with help of Libyans and others. They got the ability to topple the Military Council and let the previous masters loose power. Therefore, not so much prayers or God given mercy to give Museveni way.

Neither, has it been Godly or merciful, the years in power of this President. It has used the military and the army to control the public. He has helped invasions of Republic that shares borders with his dominion. President Museveni is a War-Lord, by his actions and his usage of supporting militias outside of his dominion. To ensure other people’s death, because you want to loot somewhere else. That isn’t so God fearing of him, neither is it respecting the ten commandments. But, we should know that about the man already.

With all of this, I feel it is Cult like saying this about a Head of State. That his God given power to rule over leaders. Museveni is closer to God and has the abilities he has, because of transcending powers given to him.

Rukutana might not see it this way, but his appointed by the man and is a cadre of Museveni. So, he says this as a sign of loyalty and as a token to his master. Everyone should challenge this sort of rhetoric. Since it only shows how they are trying to use spirituality over actual facts. While many will not question this, because they don’t won’t to offend the Gods. However, I feel this is belittling the Gods, as he has given us a mind and we should use that.

Let me end with a passage from the New International Version:

If any of you think you are wise by the standards of this age, you should become “fools” so that you may become wise. 19 For the wisdom of this world is foolishness in God’s sight. As it is written: “He catches the wise in their craftiness”[a]; 20 and again, “The Lord knows that the thoughts of the wise are futile.”[b] 21 So then, no more boasting about human leaders! All things are yours, 22 whether Paul or Apollos or Cephas[c] or the world or life or death or the present or the future—all are yours, 23 and you are of Christ, and Christ is of God” (1 Corinthians 3, NIV).

Opinion: Rukutana MP as an Minister is another scandal in the making…

Mwesigwa Rukutana, the Rushenyi County MP since 2001, who now has gone from being the Deputy Attorney General to be appointed yesterday as the Minister of State for Labour, Employment and Industrial Relations. His been within the upper-echelon since the 1980s, as he was a Minister of Lands between 1986-88. Therefore, his a man whose served in various position during the era of National Resistance Movement (NRM). So, that his returning from the Office of the Attorney General isn’t shocking.

Rukutana was implicated in the CHOGM Money Scandal, Land Commission Scandal, Commissioning the “Presidential Handshake Report”, Green-lightening the “Coffee-Scandal” of Salim Selah and so-on.

Rukutana is one of the most corrupt gentlemen in the Cabinet now. He would be close to Amama Mbabazi of historically corrupt gentlemen. Surely, Jim Muhwezi, Sam Kuteesa and Salim Selah would be part of the top 10. But, Mwesigwa Rukutuna would join them. His now in-charge of labour and surely will find some ways to find kick-backs to pocket. If he doesn’t he isn’t real to himself nor his mission in life, which is to eat.

Now, even just months ago since he was kicked of a land probe after “misconduct”. And you know something is up with the guy too, when he advices the state not to Audit the Uganda Telecommunication Company (UTL).

Therefore, his something else, his an corrupt soul, who know has more power. Since, his gone from being the Deputy Attorney General to become a minister again. Surely, there will land scandals in the foreseeing future. As his been entangled in plenty and there are more to come.

We would be shocked if he wasn’t rocked by more scandals in the future, especially now that he hold yet another office in the Republic. Peace.

Opinion: Mzee suspends the use of Penal Code Section 167, but his not repealing it or amending the law!

President Yoweri Kaguta Museveni have ordered the Police Force to stop arresting people for being “idle and disorderly” and also release them. Especially, the ones taken in by the Kampala Capital City Authority (KCCA) enforcement. The President want their prosecution discontinued and also stop arresting illegal traders there.

This is clearly a mission from the President who orders this, but if the Republic is supposed to be a land of law and order. Than, the President should get some of his minions to repeal one of his colonial laws, which he has kept and used when in need. Now, his saying the Police Force should stop using it. I will first show, the Penal Code part, which is used and a little history behind why its there today.

The Penal Code Section 167. says:

Idle and disorderly persons.

Any person who—

(a) being a prostitute, behaves in a disorderly or indecent manner in any public place;

(b) wanders or places himself or herself in any public place to beg or gather alms, or causes or procures or encourages any child to do so;

(c) plays at any game of chance for money or money’s worth in any public place;

(d) publicly conducts himself or herself in a manner likely to cause a breach of the peace;

(e) without lawful excuse, publicly does any indecent act;

(f) in any public place solicits or loiters for immoral purposes;

(g) wanders about and endeavours by the exposure of wounds or deformation to obtain or gather alms” (Penal Code Act of 1950).

Short history of the Penal Code:

As such the Africa Order in Council, 1889 was applied to it. Under this Order in Council, statutes of general application in Britain at the time applied to Uganda. One of these was the ‘Idle and disorderly’ Act, 1824. In 1902, the Uganda Order in Council gave powers to the Governor to make laws that apply to the protectorate. The governor passed the Applied Indian Acts Ordinance in 1907, which made the law applicable to India at the time applicable to Uganda. Thus Uganda started using the Indian Penal Code, 1860 until 1930 when the Uganda Penal Code Ordinance was introduced. The Indian Penal Code did not criminalise idle and disorderly conduct or being rogue and vagabond. Similarly, the 1930 Penal Code Ordinance did not criminalise being ‘idle and disorderly’. The criminalisation of both ‘idle and disorderly’ and ‘rogue and vagabond’ was introduced under the 1950 Penal Code, which is still the Penal Code Act in force today, now designated as the Penal Code Act, Chapter 120 of the Laws of Uganda, 2000” (HRAF – ‘ THE IMPLICATIONS OF THE ENFORCEMENT OF‘IDLE AND DISORDERLY’ LAWS ON THE HUMAN RIGHTS OF MARGINALISED GROUPS IN UGANDAP: 23, 2016).

So, now, the President is now suspending the arrests of the idle traders and other people taken by the section of society, which the KCCA and Police Force deems them as “idle and disorderly”. This is part of the Penal Code, which has been historically used by the state to restrictive laws of society control. However, the state has kept it, because its a useful tool by the state.

Now, the President suspend it and stops the Police from using it. However, the law is still enforced, unless the National Resistance Movement or some MPs are amending it or repealing this law. Therefore, the act of the President today with ordering the UPF to suspend doing it. Can only be seen as a temporary suspension or even a PR stunt. Because, the law is still enforced. The law is still active.

This means, the state can still use the law, even if the President has sent a circular and order from above. The law is still there and looking at the public. The Colonial heritage is still there and the usage of it is still common practice. Just wait to the campaign season and general election in 2021, the state will use the Penal Codes like no tomorrow. Hoima By-Elections: Into the darkside.

Just as the reports of a shift of results going from the joint opposition candidate running on Forum for Democratic Change (FDC) versus National Resistance Movement (NRM) for Woman MP in Hoima District.

However, as the counting is going-on in darkness and the uncertainty follows. Nyakato Asinansi (FDC) was looking well earlier in the day. However now hours later, the NRM Businge Harriet. There is report of children been voting at the polls, pre-ticked ballots and several of opposition activists and coordinators arrested today. The biggest one today was FDC Deputy Secretary Harold Kaija.

We cannot know the result before the declaration form from the Electoral Commission, but how we can verify that, as the EC and the officials are doing it in darkness. They are doing it, as the opposition are behind bars. There even been speculations of the arrest of Woman MP candidate for the FDC. There is no verification of Nyakato being arrested, but there others.

We know the state has used their resources on this and doesn’t want to loose. As they have spent the Special Force Command, the Military Police and the Police Force in favour of the NRM. The same with the DPC and RDC working in favour of the state. The same usage of government officials cars to spend money on voters and buying voters.

It is like all the tricks are out. They are only missing the Kiggundu math. We can anticipate by tomorrow morning and altered result in favour of the NRM will happen. The stakes been so high and the reason why the opposition cannot follow-up on it, because their high ranking officials are arrested. This is something that never happens to the NRM, because they are the state who arrests the opposition. Did you see, that yes you did.

This is not a free and fair election. Not that its been from the get-go. There been tear-gas, been blocking opposition on the radio channels and journalists arrested for monitoring the elections. It is a merciful thing, that the CCEDU have been allowed to monitor it this time.

When, the counting is continuing like this, it is hard to trust it. As well, as the state are not giving way to the opposition. They cannot make a fair fight, not in the polls and not during campaigns. Especially not behind bars. If the NRM believed they would win this fairly, they wouldn’t have done this. But, alas they got to be deceiving…and rigging like their is no tomorrow. Museveni of 1980 must be so proud of himself.

The is the prequel to the shady 2021 election. Which is coming and with a bang. Peace.
