The members of the troika (Norway, the United Kingdom and the United States) have made a new statement on the South Sudan peace process.

The members of the Troika (Norway, the United Kingdom, and the United States) express their appreciation of IGAD’s role in advancing the South Sudan peace process. The September 2018 Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS), represents an opportunity to build peace and stability in South Sudan.
The R-ARCSS is at a critical juncture, with the scheduled date for the formation of the transitional government days away. The parties to the conflict and in the region need to redouble their efforts to move the peace process forward. To demonstrate political will, we urge the parties to work together in a spirit of compromise to build trust among South Sudanese leaders and the South Sudanese people.
The agreement has brought a welcome reduction in violence in most parts of the country; but civilians are bearing the brunt of continued fighting, and a troubling pattern of sexual violence persists.
The implementation of the R-ARCSS is behind schedule and key benchmarks have been missed. We urge the parties to agree on priorities and implement their commitments. Any decision on forming the transitional government as scheduled or delaying to a later date should be made through consensus of the parties. If the parties come to a consensus that a delay is required, they should develop an achievable plan to resolve outstanding issues and move forward in a defined timeframe. An open-ended delay could slow momentum and put the peace process at risk. Regardless of a delay in the formation of the transitional government, elections should be held by March 13, 2022, as originally scheduled under the R-ARCSS.
We support IGAD’s Special Envoy Ismail Wais in his efforts to engage non-signatories of R-ARCSS. It is crucial that all South Sudanese support this opportunity for peace and make the process inclusive. IGAD will also have a key role in overseeing discussions about the formation of the transitional government, including at the forthcoming summit in Addis Ababa. We appeal to IGAD to appoint a permanent chair to the Revitalized-Joint Monitoring and Evaluation Committee, which monitors the agreement’s implementation.
The Troika reiterates its commitment to the people of South Sudan and urges the parties and the region to seize this opportunity for Peace.

In July 2018, the news of a new rebel group against Paul Kagame surfaced with rebels from all sorts of fractions combined their forces and made the Mouvement Rwandais pour le Changement Democratique (M.R.C.D) or Rwandan Movement For Democratic Change. This has at later date proclaimed that they have taken over land in Rwanda, which has never been verified. However, the same state has no trouble announcing the arrest of one of the key players in the movement. Today its now know, that Sankara is in custody of the authorities after rebelling against the Kigali based Government.
Sankara joined the MRCD as the one behind the Rwandese Revolutionary Movement (RRM), alas the strength of his work is surely not as powerful as his statements. Since, he is today on of the latest catches of the state. They are clearly celebrating the loss of one of the cadres, which will now suffer in custody of the state, as his proven enemy of the state and the President.
“Rwandan dissident Callixte Nsabimana, aka Sankara, has been confirmed to be in Rwanda Investigation Bureau (RIB) custody, pending his criminal trial. Nsabimana has been wanted over several offenses committed on Rwandan territory, including the formation of an irregular armed group, complicity in committing terrorist acts, conspiracy, and incitement to commit terrorist acts, abduction, murder, and looting. RIB announces that Nsabimana’s case file will be submitted to the National Public Prosecution Authority in accordance with Rwandan criminal procedure law” (The New Times, Rwanda; 30.04.2019).
We have to see if the same state is able to catch the other people behind the group, which is former ex-FDLR Generals, the Conseil National pour le Renouveau et la Democratie (CNRD)-Ubwiyunge, Laurent Ndagijimana aka Wilson Irategeka. Whose location and existence is unknown. Since, these sort of operations are appearing the shadow-world and not the ones that is done in broad-daylight. Therefore, who knows how they captured Sankara.
However, they have done some co-operations or the rebel thought the could get away with it. Because of his stance against the President. This is not the ending, but the rebels are feeling the wrath of the state. The ones captured and taken in the Democratic Republic of Congo during the last few months. An now the infamous Sankara is in custody too. Peace.


Unfortunate day it has been.
Yesterday, H.E Bobi Wine phoned me and Hon Asuman Basalirwa, requested that we do give him company to the Police CIID headquarters-Kibuli on Monday 29/04/2019.
We had agreed to report at 11:00am but before we had reached our destination, we were intercepted and arrested by Police at Kalerwe while en route to Kibuli CIID headquarters.
We were whisked away to Nagalama Police station in the famous but unpopular Police van.
While at the Police, Hon. Robert Kyagulanyi was charged with unlwaful assembly that is alleged to have been committed while demonstrating against OTT last year.
Bobi Wine has been produced before the chief magistrate at Buganda road Court, he was denied bail and remanded to Luzira Prison until Thursday where he will be produced before the same Court at 10:00am.
They also charged me with unlawful assembly while at Busabala which allegedly happened a few days ago but granted police bond until 10/05/2019.
Same People, arrested on the same day, in the same place while traveling in the same vehicle, charged with the same offence allegedly committed at different times, one given Police bond while another produced before court and denied bail.
That is how unprofessional Uganda Police Force can be!
We shall hold on until this government falls.





Today is a very common day in the Republic of Uganda. Yet another day, where the opposition of the President Yoweri Kaguta Museveni and his National Resistance Movement (NRM) are using all law officers and use of the law to purge the opposition.
As this was an insignificant day, the Forum for Democratic Change and their Year of Action Campaign 2019 was hit again. Early in the morning the leadership who was sleeping at the Bethel Hotel was raided by the Police Force. The others who came into town was asked for documentation by the Police Force to enter and to hold meetings. The Police Force had already disowned and blocked their planned rally at Nyakasanga Grounds at 2 PM. As the Inspector General of Police J.M: Okoth-Ochola hadn’t cleared the event, this is the information given by the authorities in Kasese. There was already a few hundred people who had gathered at the stadium, the way the state got them away was with sending an Armoured Personal Carrier (APC), live-bullets and tear-gas to get them away, which they did to disperse them.
While, this is very common. The asking of documentation of entering a town from the central leadership of the opposition and raiding the hotel they were staying at. Shows their intent from the get-go. During the day, the Police also showed up with tear-gas and violence against the public. Since, the FDC was passing through the town.
Even as the authorities claim about the public rally, the FDC leadership of Patrick Amuriat Oboi and Dr. Kizza Besigye was able to enter town and also hold a leadership conference at the Rwenzori International Hotel. Where they held a successful meeting there. But we now know, that the FDC needs visa or permits to travel around. They need documentation to enter somewhere and show reasons for their trips around the Republic. This is what the Police expects of the FDC.
“Kasese: The guns did not stop our supporters from expressing their inherent rights and freedoms even when the coercive instruments of state that should guarantee their enjoyment of these freedoms and rights were busy blocking them! We shall win by DEFIANCE!” (Forum for Democratic Change, 29.04.2019).
We are now seeing, this as yet another purge on the Opposition. They have to meet with live-bullets, military and police force, as they are trying to gather the public. Alas, the FDC is not allowed or cleared to do so. This is just the continuation of the oppression against them. Yet another violent day, as the FDC just tried to continue their internal-party work and also spread their message. Which again has been attacked by the authorities, because they are active and showing resilience. Even, when the state is giving no way and just trying to spread fear. Peace.
