Opinion: Mzee don’t want to bother foreign investors with taxes, just give him a Presidential Handshakes!

Well, I am biased, as the President are visiting Dubai for 4th Global Business Forum on Africa on the 2nd November 2017. President Yoweri Kaguta Museveni is trying to cater to foreign investors. People who he usually cater to at the State House, so he can get favors and Presidential Handshakes. That is why he isn’t bothered with taxes, because the tax-holidays and possible offerings will be huge for the investors who comes in. That is what the National Resistance Movement (NRM) are doing, especially if it is for instance a nations offering the state loan, than the same state can come with state-companies to build infrastructure like Chinese companies coming in after offering loans to the same NRM government. Therefore, just look at what he was saying yesterday, which is weird, but fit a pattern.

Since you are business people, we must be talking about profits. When you talk of Uganda and Africa, you are talking about peace as an enabling environment; which we have. We have raw materials, and have a population of 40 million people that’s’ a market. And if we talk of integration we have a four tear market” (…) “In Africa, the demand is there and growing because we have been under-consuming while the rest of the world the demand is falling because they have been over consuming” (…) “There are plenty of raw materials, minerals, tourism and so on so when you invest there you have access to all these” (…) “I don’t have to bother investors with taxes, what I want is for them to invest, use our raw materials, create jobs, add value and promote exports” (State House Uganda, 2017).

Well, so the President trying to say to foreign investors, you don’t need to pay taxes for your output, just cater to me. The state you don’t have to bother about, just bother about catering to the State House and me. We will add value and promote exports, we will agreements and make sure you get the value on our resources and low-payed workers.

We know who is the biggest taxpayers in the republic, because of Uganda Revenue Authority own statement in the media on the 31st October 2017, which stated names like Mr. Alnasir Virani Gulam Hussein Habib, Dr. Sudhir Ruparelia, Mohammed Hussain, Nakayima Janat, Karia Minex, Karia Kunnal, Alykhan Hudani and Dayalijil Karan. Who are sounding like foreign investors and they are on the top 25 biggest taxpayers in Uganda. So the state has already connected families from abroad to invest there in various businesses. This shows there are already people who is not worried about taxes, but about the output of their companies.

Some of these investors has made big names, while others have worked more in silence. Still, this shows that the top earners even promoted by URA and Doris Akol. Proves how they are working, as there wasn’t that many own citizens on the list. That shows that the foreign investors must get a special advantage and special agreements at the state house for their dealings. Especially, considering how it has been done, just for tearing down markets in Kampala for own investors and financial agreements. This has been done and arranged from the State House without consultation with locals, neither KCCA or the renters of these markets. That is how the NRM and Museveni do deals in favor of him and if he get ill-gained funds, he will support the “development”. It is in similar fashion he exposes his intent in Dubai.

That the State doesn’t need taxes or need structures to facilitate for foreign investors, they just needs agreements with State House and then it is all fair-game. It is insane, but fits the Modus Operandi of the Musevenism and NRM regime. Give him a Presidential Handshake and you can operate as you want in the Republic. Peace.

Age Limit: What if I told the Life Presidency Consultations cost only about the same as one Aston Martin!

We know now the value of the trade-off between having limits to age of the President and lifting Presidential Age Limits. The ones who wants to lift it and consult their constituencies will be wired 29 millions, that to members who already get between 30 million to 40 million a month. So that is close to a monthly bonus pay. That for trading their souls and republic to one man, they are able to sign of 29 million each and the total cost is 13 billion shillings.

Members of Parliament will each receive Shs 29 million each to be used as facilitation for consultations on the ‘age limit’ amendment bill. In total, Shs 13 billion will be diverted from the MPs’ emoluments (allowances) to facilitate the age limit consultations according to Parliament’s director of Communications and Public Affairs, Chris Obore” (… )”Obore says if Finance doesn’t reimburse the money by December, the MPs may have to go another month without their allowances. “The clerk to parliament has provided Shs 13 billion from the members’ emoluments. Emoluments are allowances they pay, fuel, transport – all those things. So we have picked Shs 13 billion to pay them to go out, because this thing has a time frame. Each MP is going to receive Shs 29 million to go to their constituency to consult”, he said” (Kaaya, 2017).

To put the 29 million in perspective is about $ 8000 United States Dollars or £ 6000 Great British Pounds. So it is not a big fortune, but still is money in country of unemployed youth. That they are already well earning in the republic as they earn the same each month. Proves the difference between MPs and ordinary Ugandans. The whole cost of the bill in $ 3,553.660 or or about 3,5 million United States Dollar. That is the cost of the MPs and the payment they are totally getting for making it possible for President Yoweri Kaguta Museveni to rule for life.

Life Presidency at this point is either worth 13 billion Uganda Shillings or about 3,5 million US Dollars. That is big amount of money, but also show the little value of the shilling at this state. Still, that the President and the state can afford this, while medicines is lacking in hospitals and other facilities. That even civil servants are lacking salaries and pay increases. There are lack of good governance, when the state can afford this, but not the other.

National Resistance Movement are really showing what is their key priority and what is vital for their existence, for the moment, that is Museveni and nothing else. That is why they are doing this and are working to so hard to seal the deal and secure his life project. So that the President can die in the chair and leave a legacy of looting, inflation and oppression. President Museveni are now becoming everything he fought against or said he fought against. There is not left of his old self, than relics and quotes in books. He is a damaged self-controlled dictator, who wants to stay like that for life. Nothing left to chance. That is what the republic has sunk too, because of him.

So the cost of the life presidency is now set and it’s cheap. It is costly, but to be able to drain the state reserves for life and be able to loot the resources for life. It should cost more and should been more expensive if it would make sense. Is President Museveni that cheap or worth so little after 30 years in power? He should be worth more and not cost so little.

Life Presidency cost about the same as an Aston Martin DB10 or a Luxury Estate in Miami. So its not like it is expensive enough. He should at least cost more than Gareth Bale to Real Madrid or Neymar Junior to PSG. I know this isn’t international football trading, but a life President who has all powers of a republic for life should cost more than them. It is meager and cheap if he only costs 3,5 million USD. President Museveni should be more costly if he trades the rest of his life in the supposed service for the state, it shouldn’t be this cheap.

He cost the same as a luxurious Aston Martin, nothing more really… Its disappointing, by all means it is bad that the MPs are getting this cash and it is wrong. But if they are doing this for the wrong reasons, then they deserve more. Are their ideals, their legacy and their destruction of the constitution have the same value as an Aston Martin! Is that all it takes to kill a constitution and build laws for only person? The value of destruction is the same value as the life presidency….

Just think about that for moment. And then react and you should because your constitutional amendment is should for cheap. Peace.

Age Limit: NRM crackdown on 28 NGO’s, just because [they can]!

This is happening after the Action Aid accounts have been frozen. The Same has happen to Great Lakes institute for Strategic Studies (Gliss) as well. Action Aid has ironically been called to contribute to Katakwi celebrations days after. So the need for civil society and support is there, just in balance with the controlling needs and their affect on society. Something the National Resistance Movement (NRM) and the President Museveni cannot live with. President Yoweri Kaguta Museveni wants now to not have inference by the NGOs, even if his state needs the aid and needs loans to pay their bills. The goodwill of foreign donors, usually comes with some checks- and balances by NGOs and Multi-National Organization. In the midst of trying to forge himself a life presidency. This is not acceptable.

Therefore, 28 NGOs has gotten feedback that they have to do this:

First they have to deliver Audited Accounts from 2014-2016. Also, the half year financial report of 2017. These reports has to be delivered to the state. The other papers the state suddenly needs is reports of their activity from 2014-2016, they need a half year report of 2017 of their activity in 2017. Continuing the need for information is that they have to deliver certified bank statements from 2014 to September 2017. A copy of the incorporation certificate, certificate of registration and the NGO Permit. Also, the work plans, budget and strategic plan from 2014-2016. All governing documents of the NGO. Than, a list of directors and the boards of the NGO. Finally the list of bank accounts.

This proves how much information and why they want to total insight into the operations of these NGOs. That the state now needs excessive information and control. They do it as they are gearing up the life presidency. So the state will have control of the 28 NGOs and nothing will done in secret or be in a way that questions their power. If they do or even are involved anything electoral or questions about the campaigns that the NRM do. They will not be questioned and their powers.

That is why these organizations are questioned: Action Aid, African Field Epidemiology Network (AFENET), Agency for Technical Cooperation and Development (ACTED), Association of Human Rights Organization in Uganda, Be Forward Uganda, Citizens Coalition for Electoral Democracy of Uganda (CCEDU), Civil Society Budget Advocacy Group (CSBAG), Development Network for Indigenous Voluntary Associations (DENIVA), Educate Uganda, Feed the Children Uganda, Finnish Refugee Council, Ford Foundation, Foundation for Human Rights Initiative (FHRI), Forum for Woman in Democracy (FOWODE), Global Refugee International Uganda, Great Lakes Institute for Strategic Studies (GLISS), Good Neighbours, Human Rights Centre Uganda (HRCU), Human Rights Network (HURINET), Mercy Corps, MIFUMI, National Endowment for Democracy (NED), Solidarity Uganda, Synagogue Church of all Nations, Teso Anti-Corruption Coalition, Uganda National NGO Forum (UNNGOF), Uganda Youth Network (UYONET) and Uhuru Institute for Social Development.

They are really going all out there, all sort of civil society organizations like CCEDU, who has been vocal in educating the people of the value of the vote and electoral practice. Something, the state haven’t bothered to do. They are now seeking documents from FHRI, who has spoken for individual rights for woman and their role in society. This is going against the NGOs who studies the society and political landscape like Uhuru Institute for Social Development, HURINET and HRCU. Certainly, these are handpicked by the state for that manner. CSBAG has been critical about the budgets and reasons for the use of taxpayers monies, as well as explaining the values of taxes. Clearly, this has moved them into a questionable path.

But, what is striking is the Ford Foundation, Feed the Children, DENIVA and Mercy Corps. We can wonder their issues with the state and why they we’re picked in the bunch. Are they spending to much in development in certain areas. Ford Foundation main offices in East Africa is Nairobi. Director Maurice Makoloo must really question why his NGO is under siege, like the rest of them. Feed the Children have been working in Northern Uganda since 2012 with Nutrition Programs, Health & Water, Pre School Education and their Livelihood. Mercy Corps been working in Uganda since 2006, they are training farmers with business skills, providing jobs for building roads, promoting maternal-child health and nutrition programs and emergency response to the South Sudanese refugees. I wonder also, what did the Finnish Refugee Council do to get on the list, because they support this in Uganda: “Our work in Uganda improves refugees’ changes to raise their living standards. We provide refugees skills and abilities which can immediately help them increase their income levels”. All of this seems like reasonable causes to work for, therefore you know there is else behind it.

We all know the Age Limit is the cause, the Age Limit problems causes issues for the NGOs and the NRM wants to show power. We can just humiliate the government, because we know the reason. They are afraid to be undressed, but they are already naked. They just don’t know themselves, the President is soon vivid on the pages of The Onion, Red Pepper, Daily Monitor, New Vision and the newspapers around. Where his weakness will be delivered on the front-page.

Certainly, the attacks on the NGOs will also be looked ill on the possible donors that the President has left, after the troubles he has created during the recent decade. There will be more trouble if he continues to hammer on the aid organizations and the NGOs who are supported by either individuals abroad, but also multi-national organizations and state funding from donors. All of this is vindictive of the state, since they are doing this to silence possible questions of their behavior. Peace.

Age Limit: Government crackdown is now nationwide!

Police has banned joint age limit consultative meetings organized by the opposition MPS. Police says the meetings are no longer consultative meetings but avenues used by the opposition to incite the new directives, an MP is not allowed to move from his constituency and attend a rally of another MP” (Kampala Metropolitan Police Commander Frank Mwesigwa on NTV Uganda, 19.10.2017).

This news reel is a lot of smaller stories that gives you an added picture into the day of oppression and police crackdown on free speech, opposition gatherings and in general contempt of justice. This by the state and the by Police, who at free will are causing havoc, shooting live bullets and arresting, whenever and wherever. There are nothing that is not going to far!

Dr. Kizza Besigye and Patrick Amuriat Oboi have both been arrested on their way to Kisoro-Kabale, as they convoy of cars was blocked by the Police Force. The block of cars happen and both of the Opposition Leaders are arrested and taken to an unknown location, even not sure where they are detained and for what reason. Unless, they are using the order of earlier this month to stop all consultations outside of their constituency.

While a 77 year old man who was collecting signatures to recall Igara West MP Raphael Magyezi. Has spent days in prison for doing so. He was released on 17th October 2017, but that is on bond while awaiting trial that will be on 20th October 2017. This proves how foolish the state is when coming to the Age Limit. Even a peaceful old-man has served days in Bushenyi Police Station and now awaiting new trial for the acts collecting signatures. The offense being possible violence and creating riot. Like the ink on the paper will make the Igara West go into fire. Seriously?

In Kampala, Lubaga South as MP Kato Lubwama’s Consultation Rally was about to appear and other MPs we’re blocked from entering. Gunshots we’re heard and Police blocked the venue. This was at the Lorry Park of Natete. So at the Consultation Rally as the MPs was not allowed to attend. The Public who gathered in the Lorry Park we’re consulted by their local councilors. Clearly, the state is suffering from the Presidents tolerance and democratic worldview, that he delivered on Independence Day this year. These we’re blocked: “MPs Ibrahim Kasozi Makindye East and Muwanga Kivumbi MP blocked from accessing Natete Lorry Park where Kato Lubwama is consulting” (Uganda Radio Network, 19.10.2017).

While Robert Kyagulyani aka Bobi Wine met in Court as he is banned from performing and being the MP who is also a musician. He has sued the state for 300 million shillings in hurt for loss of revenue from the blocked performances.

Meanwhile Democratic Party President Norbert Mao has written to the National Resistance Movement Caucus, asked for a minute or two consult with the NRM Caucus over the lifting of the age limit. The bold move is clearly trying to come with dialogue. While the NRM Party is split on the matter, there been a Anti Age-Limit Party for the suspended NRM MPs and the ones who stand against it. Also, the National Resistance Movement Youth League have written to the NRM Deputy Secretary General and explained at their extra-ordinary Conference, that they will discuss the Constitutional Amendment, even if the NRM Secretariat is against it. The NRMYL will not be intimidated by the Central Leadership.

Richard Todwong spoke to NTV:

NRM secretariat denies being sidelined in Age limit debate. Todwong also noted that it is worrying for MP’s to seek money for consultations yet they are paid enough money” (NTV Uganda, 19.10.2017).

While the opposition of the lifting the Age-Limit are wearing red, red-ribbons and red hats. The NRM are planning and releasing pictures of yellow ribbons to counter this. They are trying to counter-attack the people’s reactions and use of red-ribbons to show their dismay with the possible life presidency of Museveni. That is natural, 31 years and counting.

Soon, the Police will arrest anyone on any charge. As long as there are dissidents and people standing up to it. They will be taken by the authorities. This will not stop, as the NRM are trying to put forward their positive campaign for the life presidency, as they want to silence the opposition and the ones against the change in the Constitution.

This here will continue until the Constitutional Amendment are put for vote in Parliament and that the Legal and Constitutional Committee have sent the law back to the Plenary Session for vote. Clearly, this will take time as the state are looking for the money and the pay-offs of the cronyism.

Clearly, the President are awaiting results and surely will use all means to get this through the Parliament. Even blocking all of town and dispatching the army to make sure the vote goes in his favor. This here will not be left to chance, this isn’t some spoiled shillings on a road development, this is the future of his presidency, that is the most important of all.

We can just wait and see, we will know there will be more developments, more arrests, more deaths and more intimidation, more harassment. No stone is left unturned. Peace.

Presidential Pledge Bonanza: The High Court has ordered the “Delivery.Go.Ke” as unlawful!

The pledges and promises site of the supposed achievements of the Jubilee Administration, which is the works and policies done by Government of Kenya (GoK). The National Government that has done this has broken codes of conduct and the laws, as the violations of the Election Offences Act of 2016. The same state has also broken the codes of law, when using the state resources to support and make the web-site. The order today from the High Court ordered that if any person, proxy or any other acting person to not under direction of the order to stop making state advertisement, to restraining the web-site and the public banners or other equipment to advertise the advertisement page of the GoK.

That the President Uhuru Kenyatta and his ruling party has impressively broken codes and laws he has sanction in his own time. The President has used state resources and advertised in a way that is not legal. The Delivery.Go.Ke is unlawful. Its impressive the arrogance and the possible acts of the ruling regime. That they have no trouble putting it up and trying to make themselves look successful, but has to do it in unlawful way.

The High Court used this part of Election Offences Act article 14:

(2) No government shall publish any advertisements of achievements of the respective government either in the print media, electronic media, or by way of banners or hoardings in public places during the election period” (Election Offences Act, 2016).

The issue is clear and the law is not hard to understand. Even layman can understand the issue and grasp the intent. That the respective government, in this case the Jubilee Party and the Jubilee Administration, the State House who supported and build the web-page clearly broke this law. They used this and made this page with intent of the election period. This sort of digital portal of achievement, wasn’t to show transparency or their efforts of holding up to standard of the pledges of previous election. Instead, an advertisement of Kenyatta and his closest associates.

That the page is made by the President’s Delivery Unit (PDU) and a team led by Andrew Wakahiu. The others are: Lee Kyonze, Eliud Lelerai, Nyamu Githaka & Cindy Kuria. The PDU is: “Established in 2015, The President’s Delivery Unit is a centre of government function based in the Office The President. Its primary remit is to improve the coordination of National Government flagship programs, monitor, evaluate and report on and the timely fulfillment of H.E. President Uhuru Kenyatta’s key development priorities” (Delivery.co.ke – About PDU). The whole web-page is mixed together with the Office of the President and Government of Kenya. Clearly, it is like a phenomenon of adverts.

Therefore, the judgment of High Court seems fair, thinking of the use of applied law and the structure of the page. It would be different if the President had this as a single rich Milk-Magnate and supported it with Brookside side-cash, but this is facilitated with government resources and built out of the State House and the Office of the President. This is all part of the government structure and high-level bureaucrats who is hired to promote their President. That is why this page becomes illegal and misuse of the adverts in electronic media. Opinion: [Mission Impossible] Museveni says he needs more time accomplish his mission, what? 31 years is not enough!

President Yoweri Kaguta Museveni who started his walk as a President in 1986. The mantra of the revolutionary war for justice, freedom and liberation from the old dark past. Has now gone back in time and full circle, as the man who supposedly liberate the Republic, needs more time to linger in power. This from the man who confessed early in his reign that African leaders has a hard time to step down and apparently, he is one of them. If this was a comedy skit, it would have been hilarious, sincerely it is not and it has become the bleak reality. So without further ado, let the mastermind who needs more time express his opinion.

“President Museveni has reportedly said he has a “mission to accomplish” and this is why he wants parliament to scrap age limits in the constitution for elderly presidential candidates like him” (…) “He told us that his revolutionary struggle is not a mere struggle but a mission that has to be accomplished and therefore cannot be locked out by mere technicalities,” an MP who attended one of the State House meetings told The Observer on Friday” (Kaaya, 2017).

I know I called him the Grand Wizard of Uganda last week; I have nicknamed him Don Museveni for his godfather like persona and use of security forces to enforce his rule. Therefore, the President is now trying to go Ethan Hunt on Uganda. He is trying to go Mission Impossible; he has had now over 30 years to accomplish his mission.

If the liberation war of 1980s was supposed to be successful, it should be so by now. He has had decades upon decades to finish whatever he started. At this point, he cannot blame anyone, but his own lazy ass for the state of affairs. It is his system; the relics of the past have been amended and regulated in his system, by either his effort or his policies is the reason for the state it is in. To say anything is to be blind and unforgivingly stupid. If not righteously ignorant like Mwenda and Opondo. They are all praising the man, while schools are rotting and opportunities for work for the growing numbers of youth is at a record breaking low.

I don’t know if it is propaganda blindness or useful tools of oppression that keeps the National Resistance Movement pumping, if not the levels of cronyism and depleted government structures is enough. That is why they are all waiting on orders from above or waiting for a handshake to do business. It is all in the mercy of the State House, not through procedures or protocol. The lacking nostalgia and resemblance of how it could is evident. As the misuse of statistics and history by the NRM are clearly tearing down the reality of the system. Since they are trying to forge growth and wealth structures, but the people day-to-day is not seeing or feeling that.

I am having a hard time understanding his vision or even his mission now. Since, the 10 Point Program is a long forgotten project, the Uganda National Development Plan II is a giant plan, but more a prospect of getting donors to sponsor development projects, than actually trying to build a stronger and resilient state. The functions and misuse of the state are beyond me, and the ones who believes in proper governance and tools of safety use of state reserves. Nevertheless, the reality is that revolution of 1986 is dead and it died long time ago. It is so dead that the skulls of Luweero triangle are soon as cinematic as the skeletons in the Pirates of the Caribbean. They are soon marching as ghost warriors towards the barracks of Kampala, the Makindye Military Court and all of the Security forces bases in and around Kampala to avenge their misery. Since all of them lost their lives for nothing, but for man’s lies and deception.

Time is not something that Museveni has; Time is not something that should not be given to Museveni. He has already taken his time and misused it. Like he has a mission to accomplish. What mission? To end civilization as we know it. What else is there for him to accomplish? Unless, it is to rape the Constitution a bit more, make more draconian laws and empty the treasure chest a bit more and hope for Gods mercy for his endless theft. Not only stealing today, but also taking away the future of the youth of the Republic. Just because, and that just because. Because he can and he will. There is not anything poetic about it. It is just because. It is because it is Museveni. Nothing else. None.

It is time to call out the ghostbusters, the Ethan Hunt and all the mysterious heroes, build a splendid force and reveal all the nasty of the NRM.

Need time to finish his mission, that is Mission Impossible, he will never finish. If so, he would have finished long time ago. Peace.
