Toddler picked up steel pipe to defend his grandma from China’s urban management force:
A video went viral on Chinese social media from Thursday shows a toddler picking up a steel pipe trying to defend his grandma from a group of Chengguan, the urban management force installed in Chinese cities whose job ranges from clamping down on illegal street vendors to enforcing rules on city sanitation, landscaping and parking. The toddler was captured shouting “don’t touch my grandma! Go away, don’t touch my grandma!” repeatedly while he held a steel pipe measured some twice his height, trying to push the Chengguan away. Well, there been rumored that orders from up-high that Standard Group Limited David Odongo got arrested and detained at Nyayo Embaksi Police Station in Nairobi over a story published in the Nairobian. He is now detained, but the orders from above is not yet approved or claimed by anybody, but if; I see it like this: The IGP Joseph Boinett must have gotten the ‘orders’ and used the local police chief to detain him; Sure that is the Nairobi Police Commander Japhet Koome have to follow the orders of Boinett, as Boinett followed orders from above.

My theory as the reason is that Interior Cabinet Secretary Hon. Joseph Nkaissery, who we’re in charge of detaining John Ngirachu of the Daily Nation, James Mbaka of the Daily Star and Alphonce Skiundu of the Standard Group Limited. That he got detained and questioned for writing about questionable use of government funds in December 2015. Certainly I believe he was in-charge and he is the one from ABOVE. I would not be surprised or shocked. But he has already a track-record for this kind of rash actions; so why not now?

Not that it is shocking that the David Ondongo the writer and Journalist who wrote this piece recently in the Nairobian: “Meet Kimani Rugendo, the billionaire businessman” that got published on the 9th April 2016. That was a puff piece on a business-man who has made business with bottle-water, drinks and some army contracts. So if that is worrying for the nation of Kenya, then what is?

He wrote this on his own facebook yesterday where he was critical about the Kenyan Government Spokesperson writing a Statement that was criticizing PBS for their “Kenya Corruption Documentary Series”. Where he was writing: “Eric Kiraithe, being a spokesman doesn’t mean you have to speak even when you have nothing to say. Are you mad? Do you live in Kenya? Get off your ivory tower and come back to reality. If I posted your number here so that Kenyans can call you every time a cop demands a bribe from them, you will run mad. Your phone won’t stop ringing. Do you know how much Kenyans are suffering? So now, Mr Kiraithe you want to blame the civil society for the mess, you and your fellow cops put us into? Stop taking Kenyans for fools. You must have worked hard to be in the position you are right now, stop cheapening yourself by making statements, that you, deep in your heart know isn’t true. Can you look at your children, straight in their eyes, and tell them the video by PBS is fiction? I also don’t like my country being portrayed negatively by foreign media, but the truth can’t be hidden. You have some good officers in the force, but majority are rotten to the core. ‪#‎EndOfRant” (Odongo, 14.04.2016).

So do I believe that he was detained for a puff piece in the Nairobian on the 8th of April? No not really, because his own will and his own words on Social Media as a writer and journalist will be recognized just as the words of Charles Onyango-Obbo (COO) quotes on Twitter will create views and questions on Policy. The same reach does not David Ondongo have, but he still have his space and his followers. So I believe that, that statement on Social Media is more worthy of creating some fuzz, then the piece on the business-man who trades bottled water and also investing in Sterling Craft Kenya Limited that they are starting to make ‘Water Tanks’ not tanks for the Kenya Defense Force (KDF). So the puff-piece must be used for deflection for the statement on the Facebook yesterday. As the Government got the whiff of his ideas and attack on the Kenyan government, that should be the case; not the puff-piece. Peace.

Kenya: the rain-drops from the Corrupt Officials turns into a River of Corruption Cases; showing some recent cases of 2016!

“Corruption cannot be tackled from the top, it has to be confronted from the grassroots” – John Githongo.

Kenyan Government might not like it or trying to deflect it, but here certainly a sorry state when it comes to corruption, graft and embezzlement. If it is either getting a better business deal, paying local council-men for having a shop or being a hawker, paying police officers while passing through a district, getting help by government officials and other buying services from officials like judges and Land-Commissions to get ahead of competitions.

This here is a national problem, but many of the Government Officials and Ministers are involved so the Jubliee Government do not want to be too strong against it; if it is then one of their own have to jump on the sword and lose their job. I think they have learned from Mwai Kibaki’s government and how the Corruption made them eat and let the ethical procedures fly out the window.

I will here show the cases that have come since Januar 2016. And this is not all I presume, this is reports and probes of corruption and grafts in Kenya. There are lots of them and the amount of people says how big the picture is and how big the scope of corruption is; there have to be a general cleaning, but then the Government Officials and the codes of conduct have to be taken from streets to the Parliament. But when Kanjo Kingdom documentaries shows how the certain county cars drives around and pocket money from traders an hawkers in Nairobi as they have target funds to get each week. This proves the levels and stages of corruption. There are viable and visible, and as long as county officials in the capital can get away with having open corruption and trading tax that is not deducted through their financial statement. Then it proves that the re-vamp have to happen from the Grassroot as Hon. Githongo says and I abide by, but the precedence have to be set by the Deputy President Ruto and the President Kenyatta!

“The first lady who was to be accompanied with the DP’s wife Rachel Ruto traveled alone due to her (Rachel) being denied a Visa by the USA embassy” (…)”According to reliable source, Rachel was denied Visa following allegations that her banking initiative had extorted donor funds” (…)”Recently, it was revealed that Deputy President was banned from traveling to the United States, however,  it looks like his whole family was too after his wife Rachel became the first to be denied a Visa” (…)”Ruto’s involvement in almost all corruption cases might also be the reason why Rachel was denied a US Visa” (Bironga, 2016).

Supreme Court Judge Phllip Tunoi sought to discredit his accuser in the Sh 200 million bribery saga as he fought off allegations that could bring down his career and those of several colleagues.  Appearing before a committee probing the allegations Tunoi said an affidavit implicating him was possibly drawn by judiciary staff in an elaborate plot to end his career. As Francis Gachuri now reports Tunoi’s accuser Geoffrey Kiplagat also appeared before the committee that has until Wednesday to submit its findings” (Kenya Citizen TV, 2016).

Nike Probe:

“Under its terms, the athletics company would pay the Kenyan athletics federation $100,000 in honorariums each year and a one-time payment of $500,000, which was referred to as a “commitment bonus.” The New York Times reports that the bonus was immediately withdrawn by Kenyan officials and kept off the books” (…)”Nike conducts its business with integrity and expects that our partners do the same,” Nike told Fortune in a statement (Addady, 2016).

Bank’s Probe:

“Several banks are under investigations after a major tax evasion ring was busted at a border entry point. The racket, said to cost the government over Sh120 million in unpaid import duties at Namanga border post, comes barely a month after a similar incident was discovered at the Port of Mombasa” (…)”Two Equity Bank staff members and an unnamed number of the Kenya Revenue Authority (KRA) personnel allegedly aided traders at the Namanga border post to import goods without paying duty, depriving the country revenue of more than Sh100 million” (…)”Nairobi-based financial analyst Aly Khan Satchu said the recent edict from the Central Bank where customers will need to clearly explain cash deposits and withdrawals of at least Sh1 million is welcomed. He said if the rules are enforced to the letter, corruption cartels would be dealt a blow” (…)“It’s clear that banks have a duty of care in this regard. If this new regulation is implemented without fear or favour then I am sure the deluge of ill-gotten proceeds going through the system will come to an abrupt stop. It seems to me it is no longer a question of rules and regulations, it is now a question of enforcement, pure and simple,” said Mr Satchu” (Ngungi, 2016).

“A former Nairobi County chief finance officer amassed Sh800 million in cash, motor vehicles, buildings and land, which the government is now seeking to recover” (…)”Mr Jimmy Mutuku Kiamba’s wealth is half of the Sh1.6 billion that President Uhuru Kenyatta announced in his State of the Nation address that the government intends to seize” (Mwakilishi, 2016).

State of Jersey Confiscate Money:

“On 24 February 2016, Windward Trading Limited, a Jersey registered company, pleaded guilty to four counts of money laundering before the Royal Court of Jersey.  The Royal Court imposed a confiscation order of £3,281,897.40 and US$540,330.69, thereby stripping the company of all its assets” (…)”Windward admitted to laundering the proceeds of corruption between 29 July 1999 and 19 October 2001. The corrupt activities took place in Kenya where Windward’s beneficial owner, Samuel Gichuru, is resident. During the period on the indictment, Mr Gichuru was also the Chief Executive of Kenya Power and Lighting Company [KPLC], the Kenyan government’s electricity utility company. KPLC awarded valuable contracts to a number of engineering and energy companies worldwide who all made corrupt payments to Windward. The confiscation order provides an indication as to the scale of the criminal conduct that took place” (State of Jersey, 2016).

Afterthought:

This here shows the scope and reach of it. I don’t need to spell it out. It is clear as water. The rain-drops is becoming so much that they are creating a river in the valley; the same is happening with the corruption. There little rain-drops, but they all create a river and the water touches all parts of society. My two cents: 

This can only happen, because she has showed loyalty to Dr. Kizza Besigye and been open on Social Media for his Presidential Candidature. She as a Doctor would have had the Posistion; if she was a Yellow NRM Party Member and also Stayed silent if she was a Opposition Member. So this here is a Political Move to prove that the Makerere University and the MISR. This can’t be because of lack of work or ethical modus operandi at the University. So this is just a pointless sacking with Political Substance.

The Racketeering has now wings into all organizations, all businesses, all poltical activity get chain-reactions and the ones that tries to defy Don Museveni. Apparently deserves a sacking. This also ends with an eviction from her home with her family. So the Dr. Stella Nyanzi lost her job and home because of her affiliation to FDC instead of NRM. Letters on Karuma and Isma Dam and they “Quality of Work” from the Construction Company there.. Not looking good!

Karuma dam is going to produce electricity that is four times that of Jinja. These are things the media should focus on and not trivia” – President Museveni. 

There is movement on the Karuma and Isma Dam. Now are the two letters that are clarifying the situation and the works of the dam. I have said one or two words about it before. But I prefer that the letters says it all and express what is needed. This here is yet again a public fueled funding into a massive construction and energy project to prove the ability of the NRM to do something for the state.

Energy Infratech, the company said to be responsible for supervising works at the plants says that they have written over 1000 letters about shoddy work being done and the ministry officials seem to be giving a deaf ear, according to Mr.Velusamy Vasu, the Chief Executive officer.

ISO chief, Mr.Balya managed to commission a team to follow up the non compliance and they gave the report to President M7 who reffered the matter back to the Ministry. According to sources from ISO, they found out that the consultant kept raising the red flag to the contractor but Ministry officials kept covering up Sinohydro, and they suspect that they are shy bse there must have been money which crossed hands.

IMPLICATIONS

Should the work go on, we are likely to see a scenario wen Gilgel Gibe 111 dam high roller compacted concrete dam in Ethiopia and critical water passage tunnel collapsed. Should the works stop,there might be high litigation costs and tax payers money will be wasted. Ugandans will also suffer with low capacity of power since our target was 600MW frm Karuma and 183MW frm of Isimba.

We shall also experience constant repairs and faults in the plants. As youth leaders of this country for example Youth League, National Youth Council, what is you input? What is your role? This is a youth project of which you should be fighting for. Why wait for the old generation to plan for your future?

Press Statement – Burundi : Repression of a genocidal character, the UN’s response must be strong (15.04.2016)

PARIS, France, April 15, 2016 Back from a fact-finding mission in Burundi, conducted in March 2016, FIDH and ITEKA condemn serious human rights violations in Burundi, mainly perpetrated by defence and security forces, against a background of ethnic and genocidal ideology. The ongoing crimes could already be qualified as crimes against humanity and there are now signs that the crisis could lead to acts of genocide. This crisis demands a strong response from the UN, notably through the deployment of a UN police and an international commission of inquiry to prevent mass atrocities.

Since April 2015, 700 people have allegedly been killed, 4,300 have been arbitrarily detained, and several hundred people (800 according to some sources) have been forcily disappeared.  Hundreds of other people have been tortured and dozens of women have been sexually assaulted. As a result of the conflict in Burundi, more than 250,000 Burundians have already fled the country. While the United Nations (UN) Secretary-General Ban Ki Moon is set to submit options for the deployment of UN elements by 15 April, FIDH and ITEKA, call upon the international community, including the UN Security Council, to deploy an international police task force of at least 500 police officers with the objective of protecting civilians, stopping ongoing lethal violence, and preventing further armed clashes. FIDH and Iteka believe that if these trends continue, the  African Union or the United Nations  must send a peacekeeping force  to end the violence and the repression of an increasingly genocidal nature.
During its mission, and in a forthcoming report, the FIDH delegation has documented and established the continuation of targeted and extra-judicial killings; of daily arbitrary arrests and detention; of the intensification of enforced disappearances and illegal detention facilities as well as torture. FIDH also witnessed the high level of surveillance and control on Burundian society by security forces, including by the National Intelligence Service (NIS) and by the ruling party’s youth militias, the Imbunerakure.

“The situation is particularly worrying with the NIS – the main actor of the repression – that has infiltrated every layer of society and systematically tortures detainees. Parallel chains of command have been established within the security forces to orchestrate the repression. Part of the Imbunerakure1 militia is trained, armed, and deployed throughout the country and acts as the defacto security forces. Tensions within the army are extremely vivid. The international community must do everything in its power to protect civilians and prevent the situation from getting out of control,” said Karim Lahidji, FIDH President. “The nature of the crimes witnessed by the FIDH delegation could very well fall under the jurisdiction of the International Criminal Court (ICC). The Prosecutor, Ms Fatou Bensouda, should immediately open a preliminary examination of the situation in Burundi, which is state party to the ICC” he added.

The evidence gathered by FIDH and ITEKA establishes that the Tustis are particularly targeted by the violence and due to  their ethnicity. They are more targeted during arrests, are subject to ethnic insults from security forces and systematically tortured during detention. The public and private messages of members of the ruling party CNDD-FDD or regime supporters are referring to Tutsis more and more openly as “enemies, “terrorists” and “genocidal insurrection”.2 Since the assassination on 22 March 2016, of Lieutenant-colonel Darius Ikurakure3, pillar of Burundi’s repressive system, targeted killings of soldiers belonging to the former Burundian Armed Forces – FAB (mainly composed of Tutsis) – have also increased.

According to information gathered by FIDH and ITEKA, more than 10 former Burundian army soldiers have been killed by unidentified men since the beginning of March. These elements are part of a larger context marked by an increasingly ethnic discourse by Burundian authorities and their supporters. The day before the funeral of the Lieutenant-Colonel Darius Ikurakure, messages were circulated on social media, including the following: “Dear HUTUS, wake up! Tomorrow we will bury another hero of the anti-Tutsi struggle, his excellency Lieutenant General Darius Ikurakure. Hutu officers and civilians will attend to thank him for his work. Come in number, and be careful and remember that he hero must not die alone, za mujeri sindumja muzincunge bibaye ngombwa mukore. Delende is Mike [watch those emaciated dogs, I am not a slave, if you must: work]. A word to the wise is enough! KORA [work]” circulated on social media. The term to “work” ,was used in Rwanda by the Hutu genocidal government to call upon the elimination of Tutsis. It was also used on 1 November 2015, by Burundian Senate President, Révérien Ndikuriyo, in front of his supporters and several Imbunerakure: “if you hear the signal with an order that it must end, emotions and tears will have no place !” and added “you must spray, you must exterminate those people (…) Wait for the day when we will say “work.”, you will see the difference!”. The conversation was not supposed to be recorded.

Burundian security forces involved in the repression are themselves made up of men who know how to execute orders and can “get things done,”  according to a source close to the security services. “They are over 95% Hutus” adds the source. About ten units, among which the NIS, the Riot Squad (BAE), the Special Battalion for Institution Protection (BSPI), the Institution Protection Agency (API), the Combat Engineering Battalion (BGC), the Mobile Group for Rapid Intervention (GMIR) and Special Research Police(PSR), are led by those loyal to the regime directly linked through parallel command chains, to the presidency, including the civilian cabinet. Those persons, responsible for the repression, could be incriminated for the crimes perpetrated directly by them or under their authority and should be subjected to criminal prosecution and individual sanctions by international institutions and influential diplomatic bodies.

“FIDH and ITEKA are very concerned about the ethnic nature of the repression in recent months, the authoritarian rhetoric and the use of preventive violence by authorities and their supporters. This reminds of the anti-Hutu genocidal massacres of the last  40 years. The authorities consider that they are the only representatives of the people and refer any kind of political, ethnic and social pluralism to a “them” against “us”, deadly for the country. We solemnly call upon Burundian authorities to uphold the Arusha Agreement by ending the repression, freeing the thousands of political detainees, and take part in an honest dialogue with the opposition and the independent civil society,” urged Anschaire Nikoyagiza, ITEKA President.

In response to the abuses of the regime, many men are joining the ranks of rebel armed groups (Red Tabara and FOREBU). These groups have carried out targeted attacks and killings against representatives of CNDD-FDD, members of law enforcement and Imbonerakure in Bujumbura and in the provinces, which have resulted in civilian casualties.. Indiscriminate attacks against civilians may amount to war crimes and   perpetrators must face justice.

Moreover, the documentation of these violations has become extremely dangerous. Human rights defenders, opponents and independent journalists still in Burundi are living mostly underground. They are followed and receive death threats. Almost every civil society leader, journalists and opposition member have   been forced to flee the country and those who remain, leaders or activists, continue to be subjected to threats or even attacks by men suspected of acting on the behalf of the regime, especially the Imbonerakure.

The disappearance of Marie-Claudette Kwizera, ITEKA treasurer, since her arrest by NIS elements on 10 December 2015 illustrates a worrying phenomenon that would concern hundreds of cases. Some sources report at least 800 people have been foricbly disappeared. The documentation of these disappearances is more and more difficult because of the increase of illegal detention facilities. The Burundian authorities and the Independent National Commission on Human Rights (CNIDH), seized by FIDH on the case of Marie-Claudette Kwizera and other cases of enforced disappearances, were unable to provide explanations or information on the fate of these people who are neither refugees nor officially detained.

“Given the risk of a new civil war and the perpetration of mass crimes, our organisations urge the international community to deploy an international police force in the country (of at least 500 officers) to ensure the protection of civilians and facilitate the holding of an inclusive political dialogue as soon as possible. Furthermore, we call on the Security Council to mandate an independent international commission to investigate the crimes perpetrated since April 2015, ” said Dismas Kitenge, FIDH Vice President.

On 1 April 2016, the UN Security Council adopted Resolution 2279 urging all parties to the crisis to agree on a timetable for negotiations. It also calls on the UN Secretary-General, to present by 15 April  to the Security Council “options” for the deployment of an international police force. In view of the security and human rights situation prevailing in the country, FIDH and ITEKA urge the UN to ensure that this task force has the mandate and the means to play a stabilizing, deterrent and monitoring role and to intervene in the event of the commission serious human rights violations.

That was talking about the certainty about the Army involvement in Rwenzori and Rwenzori Sub-Region. They continue to prosecute the people there. With this is the continuation of the Post-Election Violence where UPDF have gone in with full-force. Now it has been reported that Rwenzururu Kingdom Royal Guards are no disarmed and the Army is planning to be there for 1, 5 month more under their Operation Dissolution. As they continue to arrest locals and some of them might be killers from the clashes. There was regional killings in Bundibugyo and house-burning, so there certainly are violators, but also video footage are proving that State Agencies and Security Forces as Uganda Defense People’s Force (UPFD) and Uganda Police Force. So the killings and crush them down is believable, as the footage of killings of Rwenzururu Royal Guards both at the Palace and the Villages have clearly been targeted.

The last attack on Rwenzururu Kingdom came after Omusinga bwa Rwenzururu Charles Wesley Mumbere that asked for while negotiations with NRM man Captain Mike Mukula. So there are certainly UPDF plans behind this, as their deployment have become stronger after the attack on the Palace. It seems like it and the violence is endless and has lasted since the end of February. The government forces and Police have claimed about this “Kirumamutima” and “Yiira Republic” something that President Museveni has used again and again! And the reason why that is strange is that the reasoning; because it seems like a fiction and tale to clean the hands of the governmental forces. These Government Forces are spreading fear and even left many people living in IDP Camps and also villages left behind. So the stress and agony that has happens after in the area and the certainty of voting for FDC and not NRM.  Therefore the NRM Generals and NRM President, as I call the Don Museveni is using gangster tactics and killing Royal Guards demoting the kingdom and striving for being respected in the Rwenzori while also using the ethnical and tribes against each other to gain more power. Even it cost lives, because the Museveni want total control at any price. That is why he comes with treats again. So now he wants to crush them. Peace.
