Brexit: Time to reshape and quit the mourning

There are these days when the ripple effect of one single vote, of one single event and change that makes such a big difference, not only locally but also internationally. There are these days that have come and gone. One of those days we’re the majority of the United Kingdom citizens vote to ‘Leave’ the EU on the 23rd June 2016. It could been anticipated as the fear of immigrations, the years of fear-mongering and hatred for the control of legal and regulatory affairs happening in chambers of Commission and Bureaucracies in Brussels. While the Conservative Party and Liberal-Democratic Party, together with the Opposition party Labour was all for the ‘Remain’, the government went on all cylinders with arrogance expecting that the numbers and the humanity, solidarity and the European idea would be already installed in the British population.

The reactions on the remain side have been blasting as well, as the Shadow Cabinet of Jeremy Corbyn and his Labour Party, have either been sacked by Corbyn or they have resigned. Right before that, the Prime Minister David Cameron has resigned as Executive and also as the Party Leader of the Conservative Party.  Also the Scottish have reacted as they in the late Independence Vote, voted to remain in the UK as they knew they would have a secure in the European Union. So that the Scottish National Party (SNP) Nicola Sturgeon. She have reassured the Scottish public that because of this they will see into a new Independence Vote for Scotland, as they want to be directly part of the EU and be a Member State.

While the United Kingdom Independence Party (UKIP) leader Nigel Farage have had his best days in his life, he has the smug face when he was saying the day after that the numbers of people voted to get control and the money back from the EU; while he now moments after regress those statements as he knows that the millions of quid’s will not be reversed directly back to access the austerity.

He said it in this brutal way:

“No, I can’t and I would never have made that claim – it was one of the mistakes that the Leave campaign made” (…)”It wasn’t one of my adverts. I think they made a mistake. They made a mistake in doing that” (…) “We have a £10 billion a year, £34 million day featherbed – that is going to be free money we can spend on the NHS, or schools, or whatever it is.” (Dunne, John & Micklethwaithe, 24.06.2016). So the buses with ‘£350 million a week back to the NHS if they left the EU’… so quickly the words of right-wing politicians change their tune. It’s like their promises and words vanish into thin air.

While Boris Johnson the other leader who wants to coup d’état the Conservative Party and become the coming PM, he trying to change his rhetoric and sound more sane and act as a politician and not a megaphone for the fears of immigrations and job-losses for British citizens as he have proclaimed for months.

Therefore Boris Johnson all of sudden wrote this: “It is said that those who voted Leave were mainly driven by anxieties about immigration. I do not believe that is so. After meeting thousands of people in the course of the campaign, I can tell you that the number one issue was control – a sense that British democracy was being undermined by the EU system, and that we should restore to the people that vital power: to kick out their rulers at elections, and to choose new ones” (…) “We should be incredibly proud and positive about the UK, and what it can now achieve. And we will achieve those things together, with all four nations united. We had one Scotland referendum in 2014, and I do not detect any real appetite to have another one soon; and it goes without saying that we are much better together in forging a new and better relationship with the EU – based on free trade and partnership, rather than a federal system” (…) “There is every cause for optimism; a Britain rebooted, reset, renewed and able to engage with the whole world. This was a seismic campaign whose lessons must be learnt by politicians at home and abroad” (Johnson, Boris, 26.06.2016 – ‘I cannot stress too much that Britain is part of Europe – and always will be’ – Daily Telegraph).

So while Boris Johnson thinks he can be giant brute of English man and toy around with the Scots as they have done for 300 years, the reality of the Scottish wish to remain comes to surface as the Scottish voted over 60 % to remain and their leader have also spoken her peace to the world, which does counter Johnson and her words.

So already now can see the stalemate between Holyrood and the Whitehall of London, as Boris Johnson is not in sync with the feeling across the border where the Scottish is unsure of their place little more isolated from the European Union. Though Nigel Farage haven’t commented directly because he just wanted the islands independent, but not knowing to what extent; while the ‘Leave’ campaign doesn’t seem to clearly know the terms and the negotiations, as they have not even cleared the message of the axing the Union.

So here is some brief words on the Article 50 of the Lisbon Treaty of 2007 and got ratified in 2009. Says this:

A Member State which decides to withdraw shall notify the European Council of its intention. In the light of the guidelines provided by the European Council, the Union shall negotiate and conclude an agreement with that State, setting out the arrangements for its withdrawal, taking account of the framework for its future relationship with the Union. That agreement shall be negotiated in accordance with Article 218(3) of the Treaty on the Functioning of the European Union. It shall be concluded on behalf of the Union by the Council, acting by a qualified majority, after obtaining the consent of the European Parliament” (…) “he Treaties shall cease to apply to the State in question from the date of entry into force of the withdrawal agreement or, failing that, two years after the notification referred to in paragraph 2, unless the European Council, in agreement with the Member State concerned, unanimously decides to extend this period” (Lisbon-Treaty.org).

Without with that in mind, with the crisis in the Labour Party and the Opposition that haven’t been in while, also the Conservative Party where the ‘Brexit regime’ or Brexit Government would be put in place. As they will recharge for a new government who will work on the Brexit and clear the negotiations with the EU, while Jean-Claude Juncker wanted it happen swiftly and also other wanted to make sure it happens quickly, while certain pundits think that the EU Commission and EU Parliament would give them the Greece Treatment where the punishment and economic transgression could be harsh for the British Islands and United Kingdom, as the EU want to set an example, to make sure the other countries does not leave Union.

With that in mind the Londoners have also reacted to, as the financial center of United Kingdom and the capital, who overwhelmingly voted to remain, are strictly economically connected with EU and Brussels, as they have the same feeling as the Scottish and even Northern Island, that are trading and exporting to the EU. Just as the Stock Exchange also still reeling: “The FTSE 100 index UKX, -1.24%  dropped 0.6% to 6,105.76, building on 3.2% slide from Friday.” (Sjolin, Sara, 27.06.2016 ‘FTSE 100 slides as Brexit continues to spook traders’ – Market Watch).

Certainly the numbers are going up and down, over time they will be clearly when there is leadership certainty on the islands, when the Government, the Shadow Cabinet and the Scottish and Northern Ireland have made their mind up. This together with the possibility of two year long negotiations with the Union to clear the regulations, the status of affairs and the trade-agreement with the European Continent.

While the EU programs in Wales are in jeopardy after the Brexit vote, the nation in the UK who together with England voted majority for the ‘Leave. They have put themselves into a pickle, even if the MPs from Wales haven’t gone out as the Scottish or Northern Ireland to reassess the situation. The EU Programs in question is the Erasmus Program, Horizon 2020, CAP to Farmers and Structural Funds under 2014-2020, all of these programs are giving substantial funds to Welsh public and Welsh government institutions. This is only in Wales; we can be assured that there are programs supported through the EU in England, Northern Ireland and Scotland as well. That no coffers in the British Virgin Island (BVI) can save in a heartbeat.

That both campaigns seemed to be wrong in the attitude, xenophobia or the scaremongering of defaulting economic prospects as they would leave the Union. That is now proof that there are many questions and many things to clear, as the table are now turning, the cards are played and the people have to react to the result of the vote. Brexit have created a leadership questioning both in government and opposition, as the Labour Party are in shambles as the negative result is used to topple Jeremy Corbyn, while the Conservative Party trying to find their way as the result hit the face of Cameron with an iron fist. The reality is that the mourning of the ‘Remain’ side, just have to stop and the ‘Leave’ side have to be humble, as they have address the new reality and fix the stalemate between the EU and United Kingdom.

Because this will be a saga continuing for two years or longer depending on when they hit the button and start the transition, actually apply for the Article 50 of the Lisbon Treaty. Those who thinks this is just nationalism and xenophobia, this is so much more as the ones who have waited for the crippling EU to run, will see their status unsecured. While the ability to agree on the free-trade and the common-market opportunity and still being on the outside of the Union.

The UK, will be turmoil as the strength of the leadership and the fallouts will come forward, the plans to topple the leadership positions and also reaffirming old squabbles just with fresh blood as the Scottish, Northern-Ireland and London even questioning their place as an outsider to Brussels, while the England and Wales voted gladly for the Union. The Remain voters have to live side by side the ones who votes for Leave. The question is how the psychology of the economic market and the acts of European Union Commission. If they will make an example of them or be gentlemen from Central Europe, as Jean-Claude Juncker have not acted gentleman or talked in a fashion of aggression, as he was himself slapped in the face; the Brexit is a bullet to the European Union that he leads, the Luxembourgian who’s pride have to fall and give way to the will of the British people. If the European Union is a peace project and not just a powerful bureaucracy than they have to be gentle and act accordingly, but if they want to fragment Europe more and play hardball with UK Gov. than they certainly will give more way to the Right-Wing nationalistic forces in Europe, instead of finding ways to bring unity of the continent. European Union with this in mind with the current rising of the nationalistic movements and xenophobic fear for the immigrants and the current economic austerity that are hitting the continent and can be either a gift or curse.

So with all of this in mind, the European Union, the Government of United Kingdom and the British MPs and British bureaucracy have to take steps in negotiations and agreements with the EU, while becoming an outsider to the Brussels, the EU should show character if they are really an organization for European peace and unity, not just their own agenda to control the Continent or be a statutory organization that the people might respect. There are reasons others then border-control, immigrations and economy for why the English and Welsh in majority voted to ‘Leave’, for the simple reason of getting the decisions made from Whitehall instead of Brussels. That is something the EU have to think about because the same feeling might be in Madrid, Lisbon, Rome or anywhere else where the nationalistic and right-wing politicians will use the poor display of EU towards the Brexit, will fuel the fire for yet another separation. Dear His Excellency Yoweri Kaguta Museveni!

I write to you again as the Uganda Police Force is busy with rounding up and detaining all of these men and woman who are either parts of the leadership in the Forum for Democratic Change (FDC) or members of this Opposition Party. I am sure you heard words on the men and women who are detained on your word, after a loyal judge Stephen Kavuma written-up an interim order of the ban of Defiance in the land.

I know you are preoccupied with making the best and controlled Swearing-In ceremony as possible, while your henchmen and made-men are making their effort to silence all other opposition that can make you look foolish through international press. There are rumours of shutting down social media and banning Facebook and Twitter totally on 12th May 2016. Just as you did in on the Election Day in February in 2016; so you can have the control and send the message that you want the world and your citizens to hear, not some words like mine.

I know I have written hard about you and your regime, and it is been justified. The Justification is now clear as the Opposition are being detained in their homes and even charged with terrorism and getting objectionable charges to spread fear and control the rest of the population; as nobody want to be taken away without their family members knowledge or being detained without warrants or reasons for their custody in the hands of the men of the law.

There are reasons for those actions, you are worried Mzee, you are worried for how these opposition members and leaders can spread the news and views on how society should be. I am talking about this, Mee, a Ugandan society where you doesn’t detail control or usher in the leadership as you do now. Just as you did with the Swearing-In of High Court judges on the Entebbe State House steps earlier today and later in the day had meeting with Kampala NRM Councillors who we’re asking for guidance and their roles under you.

As you are the president, the people are yours and they are supposed to follow you blindly. You are the men with vision and they don’t have the vision as you. At that point your right Mzee, they don’t have the vision as you anymore. You have deflected and neglected them and forgotten what the State does and what a Statesmen are supposed to do. A leader is supposed to groom succession and people who are taking over and have the ability to make better result than him. That is succession you have forgotten as the power have totally eaten your soul up and your family up.

The legacy you leaves is not that you ushered Uganda out of dictatorship, you will be remembered for trying to liberate the Ugandans and ending up being the same as before, only difference you got 30 years of rule, while they got one or lucky two terms in power. Dr. Milton Obote and you is much of the same. Idi Amin Dada and you are much of the same as you use Spies and Safe-houses to keep the opposition silent. You use the army to hold the people intimidated and you have rigged the elections. You’re much of the same of the men you took down. Now you are the same as the man you got rid of together with President Nyerere and Obote to Coup D’état the Amin regime. You are now the same as him and Obote, you may not have the absolute killings of Amin, but you have and left many men in shadow and gotten rid of your enemies. Mzee you have done silently and over time, as they had shorter time and fewer morals. Because you started doing it in bush as guerrilla and being a liberation movement gives you an edge; a momentum to give you space to do as you like.

Your Army leaders and your Inspector General of Police follows you decrees and orders to word and execute them with brutal perfection as the Courts are diving into the lawful behaviour you have built up. As the economic malpractices you accept as you can skim the top and make giant funds for the generations of Museveni’s to come. Instead of these funds used to build government institutions as you we’re supposed to do. A forgotten practise and forgotten procedure from your chambers as the embezzlement and the cleaning the coffers so that the men and woman working closest to you can get “free Toyata LandCruiser Prado” to they want to follow your orders. That is why the Regional District Commanders gotten new cars days before the Election and the same with other men who you wanted to silence.

But the money for the Cars and other gifts to get loyalty have to come somewhere… they happen to come from the government funds that was supposed to keep the upkeep of schools and hospitals, but they doesn’t give you loyalty as much as the Police Commanders and Army Leaders who sufficiently keeps the civilians and citizens under tight control. Therefore they have to be paid first and the other can scatter. Mzee, the gig is up and your mind should have been preoccupied by baby-sitting grand-children and not detaining Forum for Democratic Change leadership and activist around the country for phony charges. You should be busy serving matooki to fellow family members not finding new ways of thieving money from the budget of 2016/2017 fiscal year.

Mzee, there is time to step back and give way to new leadership. I know it is not easy as you are making ready to swear yourself in to 7th Term, to run the country in the 30 years to the 35 years in Power and Control the State, the Republic and the Kingdoms of Uganda. You have had your hour.

You have had the ability to sell the vision of liberation, but now you’re following the steps of leaders you left behind and beaten with either force or tricks. And you know this as Dr. Paul Ssemongerere could have told the effects of your leadership and what it did to his opportunities to topple you in a peaceful manner… But that train has gone as so many former leaders and men fallen in your time, therefore the President that was new breed with you are either gone or become totalitarian as you. You know Mzee and feel the sting as you are not as respected and honoured as you we’re. That is your own making Mzee and the actions of latest years proves the control and the state of affairs you delivered. Not the ones promised, but the ones you found feasible as it gives you Power and let you keep that.

You can imagine the tales and stories you could have told if you had already left office to somebody else and left in peace. Instead you’re clinging onto Power without question and without impunity. Leaving scourged earth and detained citizens for their political affiliation and not for killings or thieving as the normal prison population have. Mzee the tales are told and your name is now synonymous with dictatorship, dictator, totalitarian, Police State and Oppression of Opposition. Your name does not cling anymore more with liberation, freedom, liberty, freedom of speech, democratic values, progress or industrialization. That must be downer, I know your YES-MEN and LOYAL Cronies would say this to you, but I will, because I don’t fear being thrown into jail or being beaten by your Police Force while trying to get a pass from the Police Officer to be allowed to walk to work. Mzee, His Excellency Yoweri Kaguta Museveni, I know you would never read this, but hope some of your Citizens does and that it makes them think a second. As the FDC Leader/Activists/Members are detained because of the word “Defiance” and their campaign as a viable Political Party in the country, Mzee, that was not expected of you and your regime.

That your battle against Defiance comes from the man who have proclaimed Resistance, is just mind boggling and feels like mockery of a dictionary. And you know that Mr. President as you are former student at a Tanzanian University in the 1970s. That is why you went from Patriotic Movement to Resistance Movement over time. You did it with a reason back-in-day. You Mr. President have might forget this and the value of the state of affairs you’re in charge of. So the end-game is now that you are in charge of a state apparatus that have a ‘Modus Operandi’ to detain fellow citizens with impunity and take them from their homes in the name of “Defiance” and shut down a Political Party as the Swearing-In day is coming up the 12th May 2016. I never though a man would sink this low to stay in Power… but you have and scores of detained are over 200 men and woman, and that is the few I can calculate, and not the current I haven’t heard of yet. The liability and the feasibility of these actions cannot be strengthening the Nation or your Rule. You are the Commander-In-Chief and the Executive, Mr President and you are without questions arresting fellow citizens for their political place and not on direct crimes.

Because you knew the pain and the suffering under the men and woman before you; an you knew the heart-breaking defeat and discouraging election rigging, still your machinery does now the same to fellow citizens of the country. So President Yoweri Kaguta Museveni, the tale and the mercy of the land, the oppression and the dictations of orders from you to uphold the rule and control of the land have in the eaten all of the things that could have made you great. Instead you’re the cancer and the one that kills the institution and opportunity to rebuild and create a better future for the Ugandan nation. You embezzle and oppress people, get state to silence the media and stops the truth from being free, as the truth is hidden the lies that comes from the State House and is the official communique the State gives out. The ironies of Socialism versus Neo-Liberalism; why I believe in a Keynesian approach instead of the Socialism or the Neo-Liberalism

Well, it is about that time, I make mockery of two statues of civilization and ideas that rules the world while not hoping the blindly followers of either comes to attack my person, my thoughts or my widely allegation on the parts. Both of the political views and framework have made a difference and is the reason why we have societies like we have today.

The main parts of socialism is that there is policies and regulations that fit for social and bigger government who cares for the citizens, like subsidized health-care, schools, university, transport and local government. Through taxes and higher fees on produce as the socialism need funding for the ability to make the government organizations and government programs. The Government need more taxes to able to serve the public with what they expect through the socialistic view, while the taxes are set-up in a way that the ones with more income is generating more revenue is supposed to pay more tax; than the ones that are paid less.

So with the big-government and grander government policies comes the address of the public will and citizens loses power, but that for the price of cheaper health-care, schooling and other government institutions. That stops the higher prices and free-market pricing of health care that lets major parts of the society might even be able to pay for the needed operations. So the reasoning and hateful measurement against big-government is wrong in some parts as the people are stronger when we work together and divide the expenditure on the whole society; instead of billing the whole ordeals on the single individual.

Neo-Liberalism is not as straight forward as this is supposed to be measurement to weaken the state, make it liberal and little. Give more power to person instead of the government and give more choices to the citizens of the given country. The issue is that Neo-Liberalism has come with certain ideas and prospects. For instance the New Public Management (NPM) is a Neo-Liberalistic idea. NPM have given the societies and the government who added these policies more watchmen and ombudsmen then before. They have given the power away from the departments and created institutions under the departments with specialist and experts that sets the standard and gives advice to the department. While the departments still need manpower, so need also the lower-expert-institutions. So you have two fronts with specialist working the same field and advising each other. So before NPM most of the experts and brains where at the Department and Local Government that worked with a given subject or the project that needed a specialist; thanks to NPM they have become self-serving and not cut down the amount of bureaucracies have become fluent. As much as the wish for the NPM as parts of the Neo-Liberalism idea, it hasn’t created less government, but more and longer away from the decision making.

The Neo-Liberalism of free-market and starch corporate control have not given added freedom to the consumer. As the markets are controlled by less and less owners and stakeholders; the corporate power have become stronger, but more centralized in conglomerates that issues the policies and secure the profits. The riches of the corporations and the borderlines agreements are built for the corporations not for the welfare for the citizens. The original businesses we’re built for single projects or for fixed procurement that the state and citizens needed like building roads and bridges. Not gaining profits that sky-rocket and then moves away the tax-money into tax-havens. That is the Neo-liberalism ways of economies. In a way the movement of money should happen without government interference or taxation.

The Neo-Liberalism brought also an idea that was worse than the NPM. That was the Structural Adjustment Program (SAP) under the World Bank and International Monetary Fund (IMF). SAP was made in the 1980s to liberate the subsidized agriculture, health-care and other public institutions as government got great loans through the funding of IMF and WB. So they released the governments and free-market ideas that killed the Co-Op’s in the countries that was already lots of them. They had commissions and centralized crop sales through Co-Ops that served the farmers, either they produces cocoa, coffee or tea. This was a standard of fixing training, production and prices to influx together a stronger unity. The ironies of this is that the IMF and WB gave this order through SAP to Low-Developed Countries while the countries that funded this had Co-Ops in agriculture themselves and still have to this day. So with the SAP they made the inside trading before the export more intricate and gave “supposed” more power to the farmer. Instead they became more reluctant and needed more to be careful to whom they offered their crops to. As the traders from capital who went up-country could fix prices and lie about the values to earn more on the trade to export. So the farmer would not get a given price on the world-market because there we’re less voices giving the farmer a hand in the trade of their cash-crops and their goods that they we’re not consuming themselves. So the SAP agreement stalled the government institutions and weakens them together with the trading experience on the ground. The structures we’re given big loans for building up trade-networks and export facilities while dismantling the structures that secured and fueled the industry and agriculture. As the Agriculture and Industry should not get subsidized, but get funding through free-market ideal and that killed the initial funding as the cheaper production came from abroad instead of making it locally. Therefore it is more normal to Chinese, Egypt and Brazilian products than own local products in the supermarkets of Uganda, for instance. Another important factor of the Neo-Liberalism idea is the abolishing ideas of Workers Unions and trying to ban them. As the Free-Market should fix the pay for the worker and the business it should fix it. That is why there been less strikes and less new Unions in our day. The reason why Unions in our time is important and the socialist idea of them is that the riches of the corporations; does not seem to trickle down to the citizens; it only left back to the stakeholders and owner, not to society or the workers that works for the rich corporations. Settling this is not easy. During the Reagan and Thatcher era tried to kill of the unions for their meddling and dissolve them so to actually centralize power. Instead this killing of mining-unions and other unions in the United Kingdom have weaken the industry and the ability of workers to fix pay while the corporations come with contracts that are good for business, but not good for steady income for proper work. The recent years of cover-ups in Sports Direct that is owned by Newcastle United Mike Ashley that offers their workforce lots of “Zero-Hour Contract”. Zero Hours Contracts work in the way that the employer has more people under their wings without paying extra for them. The Contract gives not benefits or sick-leave. As the Employee is paid by the hours and amount of time they work for the employer and nothing else. So all the benefits is added to the business and none for the worker, who has to fight and bend-over to add hours as the pool of willing workers are there. Even if the Zero-Contracts are bad, the non-Union and not-allowed to unionize work-force cannot go together and fight for their benefits and rights. As the Employer can continue to use and get new workers without having to stand-by them. Sports Direct is just an example of it, there are more business who uses this model and creates massive profits as they don’t have to offer needed benefits or health-care programs to the employees. As Wall-Mart have had low-hourly pay and no health-care benefit while letting their employees sign-up to government funded programs for health-care so that the Wall-Mart employees get little paid and at the same time uses food-stamps and Medicaid instead of Wall-Mart having health-Care benefits. So the business saves the money for salaries and also save the benefits of their employees; this is something you can thank the beautiful neo-liberal ideas.

The difference with the neo-liberalistic ideal of work is that the employee would give sufficient pay and have a contract that benefits the company and the workers. As they would have social responsibility for their workers as they have health benefits through the standard with standard payments of salaries together with state fueled community health care. The Neo-Liberal is that personal pay of the health-care instead of tax-payers money. So the health-care will be opened to the once who can have insurance or ability to pay for it. Instead of funded through the tax-payers pockets as solidarity between all citizens as in the socialist idea. That cannot be seen as a problem for a liberal person, to bring solidarity and also a structured health-care that everybody pays their fees into and when needed pay a small personal fee to get access, instead of footing the whole bill on their own.

While deteriorating the labors ability and therefore opening for the “Zero-Hour” Contracts that gives all the advantages to the corporations and none to the employee who only get security for the hourly work and nothing else for the employee. That would not happen with stronger unions and government who could enforce the rules for corporations.

All of these is ideals against each other I myself is not a clear socialist, even if I am raised on socialist country in a social-economic balance system. I myself is a clear Keyenist in the way that I believe in free-market and free-society to an extent. That extent is that the governments automatically bails out the necessary institutions and have a hand into the banks and other needed businesses of a society. That the workers are secured and fixed through strong barriers so that the market is made sure that the governments, and also facilitate the marker for the corporations. So that the market will have input from the government as the eruptions is inevitable and needs a structure to control it.

That gives a steady economy and also a greater stability in the values of inflation and stronger value of the person instead of being a commodity as resources in the free-market thinking of the neo-liberalism that have deteriorated the markets and only winner is the corporations; not the fellow human beings. Let me ask the international community to react to violent behavior and the aggression this President shows his own county.

The racketeering of the NRM and their Executive has to stop at one point. That can happen when the funds dry up and the ammunition does come with the next boat. The American should stop with their alliance and their UPDF trainings. The Americans should do as they did with the MCC in Tanzania; suspend the projects and direct-donor aid to budget funding of the Ugandan Government.

The French should stop supporting the Government projects in Northern Uganda and cut their loans as they have promised to effect directly the RDC and the other loyal cronies of Northern Uganda. This does so the Capos of the Don get their monies and keeps eating. While the Japanese should stop supporting infrastructure projects together with the Chinese Foreign Ministry, while the CNOOC should terminate their contract with the Uganda Government. Total Oil firm of the French should suspend their operation until the government accept their blood-money. The Same with Heritage Oil for Britain so the UK Gov. should disband their direct government support and take away the incentive from UK to Uganda. The Norwegian Government should suspend the Oil for Development Program that have been a steady program since 2006. Because if you hurt it where it could become most important, then the Don Museveni might listen.

The European Union should to hurt the Foreign Exchange rate suspend the import of Robusta Coffee beans from Uganda, as the export of this is a major factor in the economic trade in the land-lock country. “A total of 271,941 bags of coffee valued at US$ 25.12 million were exported in February 2016 -Source UCDA report”. If you want to hit where it hurts, then you take away the foreign exchange and the foreign exports. This here could really hurt the government that does not want to have any interference or questions about their rule.

If the Donors and giving aid, would suspend or cut the services for the Peacekeepers, the same reaction that the Dutch did with the Burundian Peacekeepers in the AMISOM in Somalia. The same could be done by the American Government and EU as they are the major benefactors for the economic spending ground and facilitators for it.

It is not like I am for neo-colonialism, but when a totalitarian and gangster like Don Museveni complains about the US Mission questioning his oppressive behavior and European Union saying their opinion on the display of character showed during the Election and announcement of the results. Then it seems like he does not need any-more international legitimacy for his rule. Only their money and aid when it comes in handy too fuel money to a private plane, refurnishing the State Houses, buying new cars and more estates. Especially considering in FY 2013/2014 the donor assistance of the total budget was 21 % of it. Therefore the USAID, World Bank, IMF, DFID, European Commission, Irish Aid, NORAD and the other contributors should suspend that for the coming financial year of FY 2016/2017. To not hurt the citizens do this instead!

They should support the IDP camps and refugee camps in the Ugandan country through United Nations programs and organizations, build stronger relationship with NGOs in Uganda and forge good governance programs instead of supporting a government who is carrying out rigged election and embezzlement of government funds and international aid. Therefore progressive use of the tax-payers money from the Western Hemisphere, and if that is not working then, use it instead on local infrastructure projects to their own tax-payers.

This here proves the values of the Donor-Funding and the Budget Support from the International community to the Ugandan Government and the NRM-Regime. The NRM mafia under Don Museveni who says that the Ugandan authority do not want to have internal interference and foreign people questioning his playground. Therefore the authority and the Don want to rest things into peace he lets the people end up resting in peace. As he takes the Army and Police to detain the ones it needs and use draconian laws to oppress his own people.

Therefore I ask the governments to question if they want to deliver more money the NRM Mafia who uses monies to the army and police, squander away State House money on funding his campaign and also rumors of AMISOM contingent. There are certain numbers on his spending on military is staggering over the years. In between 2011 and end of term 2016 the taxpayers and donor-funding the total Shs. 6.617 trillion to the Army, Police and Intelligence Agencies. Of this in MPS in February 2015 into the portfolio of sophisticated military equipment there was the extended use of Shs. 470 billion, alone that year.

Malac recently; and also when the European Union does state the fact that the election was not free and fair. Because they needed him to do their dirty-laundry and also have a steady ally in the East Africa; as the US have a relationship with Ethiopia and also Kenya, but have a longer engagement with the Ugandan Government, and now accepting the harassment of opposition as a price for some form of stability.

While the other donor-funding is not questioning other than expressing some have cut funding over the $12 Million that was going to Northern Uganda Development Fund (NUDF) in the 2012, that went lost to through the Prime Minister Amama Mbabazi. Also the Anti-Gay Bill had their reactions from UK, Norway and Dutch who cut parts of their aid. So now it is the time again, as the oppression, election fraud and the man who want to be the Don and acts like the Don of Uganda. The Godfather of Uganda has spoken. He does not want to be inference. So since he does not wish to have interference the international donors and bilateral organizations should offer him a hand with that.

The International donors and bilateral organizations should certainly suspend their direct budget support to the Ugandan Government. As they don’t wish to have any interference and can handle it all on their own. The money should instead spend on the Multi-National Organizations working in Uganda, as the OCHA, UNICEF and WFP as they will submit and carry out quick resolved matters in Internal Displaced Camps and around the borders through their projects. Since that will not have any other government questioning their actions, then the other governments should not help to fund their actions. Simple rhetorical assessment that banish the 20 % power of the funds that Don Museveni has at his disposal and use; when outsiders are such a pain, then the pain should leave Don Museveni alone and not support him.

So the Donors and Bilateral organizations should cut their aid and give less power to Don Museveni and his NRM Mafia who spends and eats alone; while his government does not have money to build health care, roads, schools or the other necessities in the Ugandan Society. But not with Foreign tax-payers money, when they get used on the expensive cars, lavish lifestyle, foreign health care and private planes for the Godfather. There is time to take action as the gangster will act as Don and not as a Statesman. Henceforth, when a player does not want question, but accept your money and not accountable for them; and when the player squander the money and expect to get away with it. Then the Player should lose the ability to get the money from you. The Don Museveni have already had long enough time to deliver and used enough of donor-funds without showing progress. Time to cross out the donor-funding to direct budget support; then Don Museveni does not need to be questioned. As the international community will not have put a stake and being stakeholders for certain parts of the budget. But when they step away, then Don Museveni can be the kingpin and the gangster he want to be in military fatigue and do as he want in his playground, without opposition who should just stay home; and also without foreigners questioning him. Then he can rule alone with the capos, underbosses and then be grand Don Museveni. Peace.  

Press Release: IMF Staff Completes Review Mission to Rwanda (05.04.2016)

WASHINGTON D.C., United States of America, April 5, 2016 –  An International Monetary Fund (IMF) team, led by Laure Redifer, visited Kigali from March 22–April 5, 2016 to carry out discussions with the Rwandan authorities on the fifth review of their economic and financial program supported by the IMF’s Policy Support Instrument (PSI)[1], and to reach understandings on economic policies that could be supported under the IMF’s Stand-by Credit Facility (SCF).[2]
Ms. Redifer issued the following statement at the end of the visit:

“The IMF team reached staff-level agreement with the authorities, subject to approval by IMF Management and the Executive Board, on policies that could support completion of the fifth review of Rwanda’s PSI-supported program, as well as a new agreement on an 18-month arrangement under the Fund’s SCF. The Executive Board meeting is tentatively scheduled for May 2016.

Rwanda’s economic performance in 2015 remained robust, with GDP growth of 6.9 percent. Growth in 2015 was buoyed by strong construction and services activity, with agriculture and manufacturing also performing well. Consumer price inflation remained contained, averaging 2.5 percent for the year, though it increased in the second half of 2015 due to higher food prices and administrative price increases. In February 2016, prices were 4.4 percent higher than a year before.

“However, new challenges emerged over the course of 2015 as a result of global developments. Lower prices and demand for Rwanda’s minerals almost halved the country’s mineral exports, leading to a significant loss of export revenue. This was exacerbated by lower-than-projected inflows of private capital and remittances, which together led to downward pressure on the Rwandan franc and foreign exchange reserves.
“Despite these developments, macroeconomic policy performance through end-December 2015 remained in line with program objectives. Most quantitative targets were met, and were supported by structural reforms, notably changes to boost domestic revenue collection, reduce liquidity overhangs, strengthen financial market supervision and functioning, and improve domestic revenue collection. Planned measures to revise the law for property taxes and improve the timeliness of public reporting on budget execution are taking somewhat longer than originally anticipated.  

“Over the medium term, growth prospects remain in line with Rwanda’s high potential, and the mission welcomes ongoing initiatives to promote export diversification and encourage local production of what Rwanda currently imports, in order to improve Rwanda’s resilience to external shocks. These policies will, however, take time.  In the near term, more immediate measures are needed to deflate external pressures and stem the drop in foreign exchange reserves. The mission welcomes, therefore, the authorities’ commitment to implement more cautious monetary policy and postpone some non-priority public spending to help dampen still-strong demand for imports. Allowing the exchange rate to continue to adjust as necessary will be critical in this regard. The mission expects that successful implementation of these policies will maintain economic growth at around 6 percent, while keeping inflation below 5 percent.

“The mission commends the authorities for decisive economic policies aimed at safeguarding external sustainability and reinforcing Rwanda’s long-term development potential. The mission also welcomes the authorities’ ambitious program of supporting forward-looking policy reforms aimed at strengthening the efficiency of public spending; and improving tax compliance.

“The mission met with Minister of Finance and Economic Planning Honorable Ambassador Claver Gatete, Governor of the National Bank of Rwanda Honorable John Rwangombwa, Minister of Trade and Industry Honorable François Kanimba, and other senior government officials, private sector representatives, and development partners. The mission thanks the authorities and other interlocutors for the open, fruitful and collaborative discussions.”
