
“(3) A Member shall not impute improper motive to the President or use the name of the President to influence debate.’
“(4) It is out of order to make reference to the conduct of the President, Speaker, Members, the Chief Justice and Judges of the Courts of Judicature in ang amendment, question to a Member or remarks in a debate on a Motion debating with any other subject.”

The 11th Parliament is really a sorry state, and the government business is a sad one. They are more into the minor things and not the real problems of the constituents of the members. No, the Parliament are busy praising the President and his every whim. That’s what they are doing and what they are busy deciding.
You would think the August House had some more distressing or concerning things to discuss. The Members of Parliament aren’t allowed to discuss, talk about or participate in debates where they are debating things in a Plenary Sessions.
This is stifling the talk and debate of the MPs. They are now “out of order” if they actively or directly use the Presidents name or his Office. The President is now shielded from accountability and transparency, as the rules of procedures are set in this way. The Parliament are now silencing the critic of the President.
General Museveni and his junta have decided that his name is holy. He is a deity and the most high. That Museveni is the King of Kings, the almighty and the saviour of the Republic. This is what we are seeing here.
Yoweri Tibuhurwa Kaguta Museveni is now someone who you cannot talk about or even mention in the Parliament. If you think that is saving his grace or even salvaging him in public. No, it is only showing what lingering in office does to you and what he directs people to do. He wants peace and doesn’t want scrutiny.
This rule is only cementing … what we already knew and show who they are. President Museveni should understand the sentiment and why his discussed. That’s because his directing and ordering people around. They are all his minions who follows his codes and his whims. That’s why they are there… and this is what the President is and we know.
President Museveni isn’t out of the woods. He is just showing why he isn’t fit for office. He wants to get away with everything and thinks everyone should accept whatever he does. That is who he is and what he does.
Museveni should be debated in the Parliament. As long as his the Commander-in-Chief and His Excellency. As long as his in power. There is a need for checks-and-balances. Museveni needs to be addressed and debated over. As he uses power and sways the instruments of the state whenever he deems fit. Therefore, the Parliament needs to address him and not be blocked from doing so.
This rule is foolish and only fools would bow down to this. It is only bootlickers and people who are in it for a envelope will dance to this tune. The rest should continue to move and know this is where his heart is at. This is who the President is, and he got this amended for a purpose. Because, Museveni wants silence and people nodding to whatever he does. He doesn’t want the opposition to mention his name. Peace.
