






The rebel without an cause, has an issue with comrades or the fellow Yellow MPs in Parliament, who suddenly rebel against him. That is so endearing. It is so sweet, that he struggles and beats on the NRM Rebel MPs. It is like a beautiful fan-fiction. That he even remind that the Constitutional Court got the case changed by the Supreme Court on the interpreted article of 83 out of the Constitution.
The President is really rich in this manner. Museveni thinks his smart, but he isn’t that clever. Since, there are no place where the law says a NRM MP has to vote with the party. Only a certain quorum and rules for how the MPs can vote. If it is by voice or secret voting. There are stipulations for that, but not statutes nor articles, saying that you have to follow party line and be loyal to whatever cause or law the NRM see fit. That is not put in any law nor code, as such is foolish at best.
That is why yesterdays defence for getting people registered to vote is a weird text at best. I am only discussing the NRM rebellion and why he has a hissy-fit. Because, the President is only fool and nothing else in this matter.
President statement yesterday:
“In our own Parliament we have had that problem of the “Rebel MPs”, elected as NRM but conduct themselves like they are not NRM. The Constitutional Court made a mistake because when we asked them to interprete Article 83 that we deliberately put in the Constitution to solve the problem of the 1960s, they interpreted it in such a manner that the MP can do what they want. That the MPs do not have to get permission from those who elected them to do what they are supposed to do. It is a very dangerous disconnection, that of non-accountability” (Yoweri Kaguta Museveni – ‘PRESIDENT URGES UGANDANS TO REGISTER FOR 2020/21 GENERAL ELECTIONS’ 19.12.2019).
Article 83 of the 1995 Constitution:
“83. Tenure of office of members of Parliament.
(1) A member of Parliament shall vacate his or her seat in Parliament—
(g) if that person leaves the political party for which he or she stood as a candidate for election to Parliament to join another party or to remain in Parliament as an independent member;
(Constitution, 1995).
Supreme Court judgement of 2015:
“The continued stay in Parliament of the 2nd, 3rd, 4th, and 5th respondents as Members of Parliament after their expulsion from the NRM Party on whose ticket they were elected is contrary to and inconsistent with Articles 1(1), 2(1), 2(4), 29(1)(e), 69(1), 72(4), 78(1)(a), and 79(3) of the Constitution” (…) “To conclude on this ground, we are of the view that the majority of Justices in the Constitutional Court erred when they interpreted Article 83(1)(g) to mean that members of Parliament who are expelled from their political parties have to vacate their seats in Parliament by virtue of that Article. It was, therefore, wrong for the Constitutional Court to order the 1st, 2nd, 3rd, and 4th appellants to vacate their seats in Parliament on that ground. Accordingly ground 4 must succeed” (Supreme Court – Constitutional Appeal No. 01 of 2015, October 2015).
So we have seen the train of thought. That the President has set and fixed a narrative. He has to speak in third person, even as they are supposed to follow him and he uses the NRM as a prefix for that. That is why if a NRM MP vote with the opposition, they are wrong, even if it might be in the interest of the constituents.
He has a problem, that the Constitutional Court interpreted the article wrong. That he cannot expel an MP and get a by-election. This would be a proper tool to ensure the right loyal cadres would be harness and he wouldn’t have to pay them to vote his way. That is why his mad at the Courts, though if he remembered correctly, the Constitutional Court was in-favour of the President, but the Supreme Court validated the rebels.
The expelled MPs didn’t leave, but was forced to go by no action of their own. Except doing something to get expelled. If that was acting like a punk at Kyankwanzi or voting against the interest of the State House. The President wants the magical wand to either have pro-NRM, super-loyalists, who follow him blindly and who doesn’t think.
The rebels are maybe wrong in the eyes of the President. But they are allowed and free to vote, write statements or acting accordingly to their own conscience. They are not children, who need parental advice and guidance to act rightfully within the August House. That is why Museveni has a problem, as the paternal godfather of the Republic.
This is really endearing of the President. As he thinks this is wise to say, as he cannot even pick the right court to blast. The Constitutional Court did a wrong, but rebels are not aliens, which the Court Judgement of the Supreme Court states.
If Museveni really believes his still a freedom fighter, how come he has an issue, that his own MPs has the liberty to accordingly to their own conscience?

I don’t know if it is the scarf, his yes-men or the cronies around President Mnangagwa that makes this seemingly so. It seems like his echoing the dreams of a narrative, which apparently isn’t true. There is no indication that the financial system is balancing, that the inflation is dipping or stagnating and that the civil servants are paid properly to actually be their livelihood.
Apparently, that is a lost art of the Zimbabwe African National Union – Patriotic Front (ZANU-PF) and the President. Together with his Ministers comes with statements and predictions, which isn’t panning out. There is different about having personal dreams and the promises of changes as the Head of State.
As long as the doctors, teachers and other civil servants lacks funds because of lack salaries. As long as the lack of foreign currency or even of the local currency itself. That is why with the rising prices and lack of wages, is hard to tell the public that the government has made progress and over the hurdle.
Especially, since the state has stopped dropping inflation numbers. The state have more big-scandals and misuse of government funds, than actually governing. That ZANU-PF is more preoccupied with hunting its enemies, than actually finding ways to solve the crisis. This is a self-made crisis, a crisis made out of misuse of bad policies and greed. They blame the sanctions, but Command Agriculture wasn’t banned by US, neither was the EU stopping the President from spending like a drunk sailor abroad on expensive private jets.
The President can promise a better 2020 and rightfully so. Nevertheless, it doesn’t make it true. When the state isn’t delivering and seems not interested in doing so. They rather battle for the power and eat, than actually doing what is needed. They are just going from one scheme to the next. Hoping someone will bail them out.
The echo is hitting back at the President. He hears it and yawns, but he is not commenting on it. Because, its just his own voice and his not crazy, but the stories that is put on repeat doesn’t make it true. Neither does it amplify the message, it is just saying it over and over. However, that doesn’t make it true, but it just make it sound like either a terrible hook or bad ad-libbing. Peace.




This Building Bridges Initiative (BBI) is now the vehicle to keep the relevance of the Orange Democratic Movement (ODM) and the Jubilee government afloat. As they have a joint project, which has no proper mandate, but buys the President and his cronies time to loot. The BBI is a smokescreen and the project is not only flawed, but built on the wrong premises.
That Odinga is doing is, seems so that he has a purpose. Because without the BBI he would be a lost fellow, who claimed to be President, but gave it away with the handshake. That is how it seems. The Report showed this, like a hallow manifesto with grandeur and big-man words, but not the initial wording to make it a legal text.
That is why December, two weeks or so after the release of the report. The State and ODM still pushes the need for the Taskforce and the BBI. This means its a tool for legitimacy and buying time. Since, there is nothing substantial being done, neither motions nor bills being made with the recommendations from the report. Which is showing the real intent.
Just look at the statements made during the previous week on the matter, first the State House and than Odinga.
State House statement:
“The President and the Rt. Hon. Raila Odinga thanked the team for putting together a report that captures the aspirations of Kenyans and requested the Taskforce to continue leading the BBI process. The Taskforce will therefore steer the next phase of the process which will largely involve expanding and guiding public participation, and structuring recommendations by Kenyans into implementable action plans” (State House – ‘President Kenyatta Extends Term Of BBI Taskforce’ 12.12.2019).
Odinga statement on 17th December:
“ As a party, it is in our DNA to take a stand on critical issues of the day. ODM never stands or sits on the fence. We never sway with the wind from this side to that when the interests of the nation are at stake. That is what we have done with the Handshake and the BBI. We have taken a stand based on very clear understanding of what is to be achieved. We have been able to merge our interests as a party with the broader interests of the nation and supported the BBI. We are in this to redesign the architecture of our nation” (…) “ The BBI enabled Kenyans to voice these concerns that clearly threaten our nation. The same BBI gives us a chance to address these concerns. From here one, what we should be debating is what to adopt, what to amend and what to discard out of the BBI proposals” (ODM Reloaded – ‘REMARKS OF H.E RAILA ODINGA, EGH, ODM PARTY LEADER AT THE JOINT ODM PG/NEC ON THE BBI REPORT; DECEMBER 17, 2019’).
Clearly, they intend to do something, but seems like a fancy way of promising change, while conducting more consultations and more rallies for the same. They are supposed to gather more evidence and more public involvement into it. As they are supposed to find the consensus within the public and design the Republic thereafter.
However, that means the BBI will use more government funds for a supposed progression reports and whatnot. Not just the first findings. The BBI halfway project are getting a second mandate. To build on the foundation and supposed do something. Even if there are no real clear mandate, neither here nor there. Neither is the task nor the committee anywhere to be seen.
The BBI seems more and more like a side-show. A play for the guards. To keep preoccupied, instead of actually governing. Because, why do you need to govern, when you got someone in the future giving you guidance, while they are not in office. Why do the work? When someone else will tell you to do something else.
The BBI in this way, seems to be the meal-ticket, the safe-guard and the method to buy relevance of the ODM and Odinga. While Kenyatta get friendly faces from his arch-nemesis and his associates. In this way, get legitimacy and power. In a way, where he doesn’t even have to work. He can just read the delivered paperwork and call it a day.
That is how it seems now. The BBI as a project is just for show and PR. It is not for betterment nor for progress. This is a game for paid state officials jobs and keeping the status quo as it is. The BBI is just letting all the talk go, while the lack of governing is forgotten in the drama of the BBI. Peace.

“This one is a mistake where the voters are also involved. You are given some little personal money and then you vote for the one who gave you that little money. Then you forget that the task of the MP is to “okusakila” (to get services and development for your area); to struggle for the roads, the water, schools, wealth creation (OWC), to bring those government programmes to you” (…) “That is why you elect an MP. And the one who can do it better is the one you should elect. Now if you abandon that and instead vote for the one who gave you Shs500 or Shs1, 000, that means you are like Esau in the Bible who sold his birthright to Jacob” (…) “They place voters where they should not be. They ballot stuff. Sometimes they even alter results after they have been announced. All that is aimed at rendering the voters meaningless because if I can be elected by cheating, then I do not have to “okweguya” the voters. I don’t have to go back and provide services to them or go back and make sure what is supposed to be done is done because I will be elected anyway by cheating. So why should “okweguya” [to feel indebted or obliged or fear my electorate]. The cheating interferes with “okweguya” – Yoweri Kaguta Museveni in a statement today (Daily Monitor – ‘Leaders elected through cheating don’t feel indebted to voters, says Museveni’ 19.12.2019).
There are some things you cannot make up. That someone whose been ruling since 1986, who is known for voter tourism, big-spending and rigging elections like President Yoweri Kaguta Museveni was saying these sort things. If there was anyone throwing stones in a glass-house, Museveni would be the first culprit of doing so.
The hypocrisy and the mind of Yoweri is really outrages. This is a bit funny, but also sad. Because, what Museveni says is true. It is true, that he doesn’t need the voters and neither are there any values in their ballots. That’s because his the chief cheater and the ones who has a full machinery to secure himself. This being the Supreme Court, the Constitutional Court and Parliament are all in order, and finally the Electoral Commission is working for him too.
President Museveni have rigged elections since 1996 and continued to do so. He has used the funds of the State House and of the state to pay the electorate and local leaders. There been gifts of food, soap, t-shirts and direct bribes to participate in rallies. That is common knowledge. That is why its rich of him of lecturing people on the subject. Like people don’t know. Do he think people are so blind and foolish, that they believe this man.
However, he reveal one thing, that his actions are giving him incentive to operate with taxation without representation. That is because he do cheat and he do pay the electorate. That is why he doesn’t need to deliver service, since the public are selling their birthright to him. I am saying that, because he said it himself.
If he was a man who was clean and who hadn’t used these tactics, it would have made sense. However, he has used all the outlets to do this. That’s why its really very very special of him to say it.
We can see by his statement, that he thinks the voters are useless, meaningless and pointless. Since he can bribe them and cheat them. He don’t need to fear them or respect them. The President pays them a few shillings and then he expects they are giving him the vote. That is what Museveni said and it says it all.
The public should be aware of this thought, as he disregard them and doesn’t value them. If he did, he wouldn’t cheat and bribe them. Since, he does it on the regular at any election and at every by-election. Peace.
