
Cameroon: The CRM Political Party Condems recent Massacres in the Ndonga-Mantung and the Bui Subdivisions of the Northwest Region (16.02.2020)






Presidential Handshake: “A letter from the President that designate unsolicited funds to civil servants as a “reward” or as a “handshake”, which by some is deemed as an “error of judgement”, but not defined as a bribe. Even if it looks like a bribe and smells like a bribe” (Minbane – ‘Presidential Handshake’ Definition, 2020).
I don’t know what goes through some people’s mind, I don’t if Kampala High Court Justice Andrew Bashaija is trying to be the devils advocate or something. But the news in the Independent Magazine on the Saturday 15th February 2020 titled: “Court clears ‘presidential handshake’ beneficiaries”. Where the article states this about the judgement made on the Friday 14th February 2020: “Justice Andrew Basahaija ruled on Friday that the recommendations of the committee were illegal and said the orders of the committee “be removed from public orders and should not be implemented.” He said he didn’t find anything wrong with the officials who received the money” (Independent Magazine, 16.02.2020).
We can really see that a Justice, a man who judges on the basis of the law are able to make it legal to steal, thieving and directly eat out of the state coffers without any consequence. Instead throwing the book at the ones doing oversight of the state, the MPs and the COSASE Committee who worked on the case and looked into the shady 6 billion shillings “Presidential Handshake”. Clearly, the state has its benefactors, maybe even the Justice is awaiting his handshake in the future. Because something is up, when your making these sort of deals legal.
It’s like this part of the COSASE report was dismissed without merit:
“As a follow up to the H.E. the President’s letter of 16th November, 2015, the Commissioner General of URA wrote to the Permanent Secretary/Secretary to Treasury (PS/TS) in a letter dated 11th December, 2015 (App. B6) requesting him to formally designate her as accounting Officer through whom the reward would be paid and to formally requisition for the UGX 6,000,000,000 (Uganda Shillings Six Billions Only)” (…) “The Commissioner General, as advised and in a letter dated 5th May 2016 (App. B8) sought authority from the Hon. Ministry of Finance, Planning and Economic Development to reallocate UGX. 6 Billion (Uganda Shillings Six Billion Only) from URA Tax Refund Account to URA Expenditure Account so that the 42 Public Officers could be paid and suggested that a supplementary to URA for that amount to be considered and handled by the Hon. Minister of Finance, Planning and Economic Development. The Hon. Minister of Finance, Planning and Economic Development did not grant this authority. However, by letter dated 19th October, 2016 (App. B10) he requested the Auditor General to issue an audit warrant for UGX 6 Billion” (COSASE, P: 10-11, 2017).
It’s like the whole deal is left in the wind by the Justice himself. That this sought of transaction is okay, as long as the President write letters directing it. Even if it was never budgeted from, never was part of state functions and this was an direct pay-off, as the Public Officers was a part of tax battle with Tullow Oil. This case amounted in a tax victory for the state, but not for the civil servants. That’s why this “Presidential Handshake” is a bribe and envelopes given without protocol.
Like the Justice is saying COSASE report and recommendations should be implemented. With saying that it wasn’t legal what the culprits at Uganda Revenue Authority was doing, neither the President, but instead putting the blame on the people writing the report. Which is again fun-fan fiction of political science and governance. As you are again targeting the messengers and not the ones actually talking. Your aiming your guns at the ones reporting the ordeal, not the ones actually doing it. That is what the Justice is in this point is doing.
So, the state can live in denial, because the old man with the hat is directing it. That doesn’t make it illegal. But surely, if a small local councillor did this to his fellow employees. He would be meeting the State House – Anti Corruption Unit in a hot minute. But he didn’t have the blessing of the “high above” from the same State House. That is the pin-point, that makes a difference between what is legal and what is illegal.
If the King did the decree or not. If he hasn’t signed off on it, its illegal and if he does sign-off on it; then it’s legal. That is the golden rule in the Republic or the legal term of a “Presidential Handshake”.
When the state can make internal thieving legal, what else could they do with their power? I don’t want to know, but I am sure its more sinister than a 6bn shillings handshake. Peace.

It sounds like fiction that Democratic Party President Norbert Mao, which is in an internal fracas. A man whose excluded part of his party and is entangled in an internal battle over whose being the Presidential Flag-bearer of the party.
This was the report by NBS Television yesterday:
“The antagonistic group against Norbert Mao’s decision to dismiss Sulaiman Kidandala as the National Organizing Secretary, has revealed that the party’s National Council resolved to support Kyagulanyi, a decision that has been rejected by Mao” (NBS Television, 15.02.2020).
Now, today the man writes this on Facebook:
“The only way to be happy is to be happy. That is a state of mind within your control whatever you are doing. It doesn’t require a new Ferrari or an extension to your dangly bits. Happiness is not a pursuing, it is a being. The harder you chase it, the further you push it away. It can be likened to chasing a butterfly. The more desperately you charge at it, the more it will elude you. But if you stop trying so hard, lay down on the grass and relax, there is a chance it will just come and land on your shoulder” (Norbert Mao – ‘On Happiness’ 16.02.2020).
It is like the intellectual Mao doesn’t understand the predicament his in. Like he doesn’t get the hardships of what his doing. Instead of acting sincere, his trying to rebuild the party around himself. As he anticipate to be Party President for another term.
Mao shouldn’t act this way within the Internal Party wrangle. Last round he lost hard and went after the butterfly called Amama Mbabazi and the Democratic Alliance (TDA). Before that he ran on his own ticket and didn’t actually succeed on that one either. However, that was first round and total failure in the second. Then thinking he will be a booming star in the third is a bit far-fetched isn’t it?
Mao should wonder why his where his at and why the party is so split. Not only has he let this happen with fractions working directly with the National Resistance Movement (NRM) and even becoming cabinet members. While some DP has become part of the People’s Government and working directly with dr. Kizza Besigye. Thirdly, some has associated them with Robert Kyagulanyi aka Bobi Wine and the People Power Movement. Which is now splitting the party.
We can really imagine that Mao could be happy about being second fiddle to Bobi Wine. That someone like him took his way. Even if by the Lords of Mercy would even grant Mao an MP slot in Gulu. He should praise the Gods for that alone. However, his always aimed at the stars and the moons, even if he never had space shuttle to get there.
Now, we are seeing the sounds of happiness from him. Even if we know it is a nightmare. Because, it shows his double standard. Mbabazi was fine and dandy, but Bobi Wine is not. Maybe because he was barred from entering in 2016 and can now in 2021. Nevertheless, it seems strange, as it was not like Mao did magic in 2011. This from the man complaining that Besigye is a serial loser and Mao haven’t even won pop-tarts in his hey-day.
Mao become the DP President and he had been the Guild President at Makerere University, but that doesn’t deem him fit for the Presidency. Neither does he have the popularity to even get there. The party haven’t been built better under him, neither proved it value in the opposition. Unless, you count the amount of times Mao has been sitting on NBS Frontline. Than, you can say his winning. Also, the amount of times the papers publishes his writings.
With all of this in mind. Should Mao be happy? No. He should work like crazy, salvage whatever he can. Because its not like he got the golden goose. Not like he got the loyal standing or stature. Mao might have a few cronies around him and some central leadership backing him blindly. However, this will not save him. As the waves are turning and his importance isn’t all that.
Besigye and Bobi Wine has more going for them. Mao might not like that, but if his running against them. He will look like the knock-off Coca-Cola, looking like coke, but tasting like watered down coca-cola candy with fizz. He might like that, but the public prefer the real deal over the knock-off.
Mao will not be happy about that, but that is the reality. Maybe, he can quote someone else philosophical book and call it a night. Peace.


There are no words to express this, that would be sincere or honest. I struggle even to type it. As the innocent civilians was slaughtered on the 14th February in Ngarbuh village, Donga Mantung Divison in the North-West region of Cameroon.
The reports are that there was made two mass graves containing 32 citizens from all walks of life. From toddlers to elders. The houses was burned and the remains left in these graves. The pictures and video clips of the events are horrific enough. Just the idea that soldiers are doing this its own is horrifying. They also destroyed the properties of the people there and killed their livestock. That is surely a mass killing and a genocidal affair, when the state forces does this to its own.
The worst thing about this is the silence. The lack of support. This is the dead where it doesn’t count. The French, the British and who else who are supporting the regime is glancing over this fact. Shunning the ideals and these atrocities against man-kind. Done on the orders from high-above. The President and his men. This is all their making.
Their deaths are the blood on their hands, the violence and mass killings, which transpired on Valentine. Is another St. Valentine’s Massacre, this time it wasn’t Al Capone in Chicago, but Paul Biya in Cameroon. Ordering the death of civilians in the North-West Region of his republic.
There is no words to describe this sort of affair properly, only that its sinister and evil. This is act of despicable men, who lack heart and soul. Who will carry these souls with them and have to answer for it, in their after-life. Because, these lives will be answered by the Gods, if they are not answered by the men whose alive.
It was a bloody Valentine and it shall be remembered. The massacre of Ngarbuh village on the 14th February 2020. When Biya’s government forces killed, buried and burned the village. Peace.
