Press Release: NRM moves party elections to Monday (05.09.2015)
The ruling party NRM elections body has postponed internal elections for LCI and other party structures to next week.
According to NRM EC boss Tanga Odoi, the rains disrupted the schedules but everything is in place to hold elections starting from September 7.
Odoi also said in Karamoja, northern, eastern and western regions, elections will be held on Monday starting at 8am to 1pm while structure elections will start from 1pm to 5pm.
On Wednesday elections will extend to Kampala and central Uganda.
Earlier, the Secretary General, Kasule Lumumba, dismissed reports of missing funds as misleading, adding that: “The money was released to the EC’s accountant.”
Meanwhile ballot boxes have already been delivered to polling centres while ballot papers are alredy on their way.
Odoi said NRM will present their list of candidates to the National Electoral Commission on September 10
Press Statement: Professor Gilbert Bukenya returns Nomination Forms (04.09.2015)
I came here sometime ago and picked TDA Nomination papers for aspirants to the position of TDA presidential flag bearer.
I also picked forms for members of Parliaments that believe in our vision; today we bring back our completed nomination forms. We believe in unity and TDA is the answer. That is why we are here to demonstrate our full support to TDA.
All the problems of Uganda will not be solved at once, even democracy will grow and no country in the world are at the same level of democracy. we therefor strongly believe that when we are in the next government we shall bring about many meaningful changes.
1. Electoral Reforms
2. Constitutional amendments
3. Reducing public expenditure (number of MPs, number of districts and presidential advisors etc…)
4. Increase productive expenditure
5. Fight corruption.
The current government will never tackle these changes if they are still in power, this they have demonstrated a number of times.
Therefore i am not a believer in “no reforms, no participation in elections” this is giving a silver plate to the current dictatorship to retain power. I will participate in the coming general elections to defeat this regime. Thereafter embark on genuine reforms. We shall then prove ourselves to be different and committed to our country THE TIME FOR CHANGE IS NOW.
Do not take us for granted we mean what we say. I thank all those Ugandans who are deeply supporting our cause. I have so far gathered the required electoral Commission signature for my presidential nomination bid in 82 districts of Uganda in less than 2 weeks. but i will stand with the TDA procedures for concluding on a single presidential flag bearer and i will support whoever is concluded on.
TDA must not delay and if it delays it will be its fault.
Tackling poverty is my priority number one. Poverty for today, tomorrow and future generations. We have the plan that will be wholly and fully implementable. The poor have been so abused and so exploited beyond reason by the government of today.
They are handed money in bags instead of teaching them to look for their own money. These sharks don’t want to teach the poor “to fish”but want to give them fish making them beggars. This must change.
Bukenya will teach you how to fish and eat fish whenever you want.

The numbers game on the actual fallen soldiers after the Al-Shabab attack on the AMISOM military base of Janaale in Somalia on the 1. September 2015
There been righteous ways of seeing this and also the flabbergasting way as well. The sadness of it all it’s a lot of lives been lost for the security of Somalia and the central area around Mogadishu which the AMISOM and the African Union Mission in Somalia is keeping. They have gotten setbacks before while being on the mission and it peaceful efforts in the country. It’s not the mandate I will discuss in this piece. This piece will show the numbers are of the fallen are not structured. There are reasons to believe that Al-Shabab want as great numbers as possible to prove it was worth for their cause. Secondly it’s natural that AMISOM and the UPDF want as little loss of lives as possible and also keep mouth shut about the actual number since that might have a backlash in Uganda. That’s the reason why I question it today. What I will comment on is the different numbers of fallen soldiers. We can also question the accuracy since even the reports they have named the military base of Janaale/Janale which is it? Another thing is the kilometer length from Mogadishu to the base is from 45 kilometers to 100 kilometers depending on which report. I will not mention who says what, but it seems strange that the place will be that far apart in distance from Mogadishu in one report and 50 kilometers less in another one. But the real issue is how many soldiers did fall in the mercy of the Al-Shabab in the military base. Here is the different reports form the 1st September to the 3rd September, both in media and of official sources:
But this story is about the attack that AU Chairman condemns on 1. September 2015 that was in Janaale which is 65 kilometers from Mogadishu. “Gunmen attacked the base at Janaale in the Lower Shabelle region with a car bomb at about 4:30 a.m. local time Tuesday. Al-Shabab gunmen then entered the camp, triggering a gunfight with AU soldiers”. They reported in VOA on the 1. September said that there were 19 killed in the attack (Joseph & Hannas, 2015).
In the Kenyan Newspaper Daily Nation their reports was this: “”It is assessed that at least 50 Amison troops died,” said a briefing note sent to diplomats by Western military officials” (…) “”They were collecting dead bodies, I saw nearly 30 soldiers killed during the fighting,” said local resident Hussein Idris” (Daily Nation, 2015).
Haberler.com had on the 2nd September unconfirmed reports they said from anonymous source to the Anadolu Agency the source said that “18 bodies have been recovered from the Janaale military base” (Haberler.com, 2015).
On the 2nd September Henry Obbo of the UPDF tweeted: “Alshabaab has not overrun AMISOM base in Janaale nor has AMISOM lost such huge numbers of soldiers. That is mere propaganda”.
On the 3rd September Mr. Paddy Akunda said:
“The names of the dead will be published now that the next of kin have been notified as per our policy”(…)” The 10 peacekeepers , whose bodies were returned today are:Leutenant David Etua Ondoma, Sergeant Charles Outa, Sergeant Charles Ojange, Sergeant Eddy Kakaire, Sergeant Abubaker Mugumya, Sergeant Emmanuel Wanyama, Lance Corporal Andrew Engema, Lance Corporal Phinius Ochowun, Private Isaac Okidi Lotyang and Private Geoffrey Kintu” (…)”This attack is a game changer, Al-shabaab can only expect an appropriate response from UPDF.We will not relent in our efforts to help in the pacification of Somalia despite the attack” . The total number that the spokesman says was deceased in the attack was 12 men from the UPDF” (Anyoli, 2015).
CNN reports this numbers on the 3 September:
“At least 37 African Union soldiers were killed in an attack by Al-Shabaab militants in southern Somalia on Tuesday, according to military sources in Uganda and Somalia” (Kriel & Duggan, 2015).
Witnesses and Al-Shabab claim on the 3rd September:
“No official death toll has been given but Somalia’s extremist insurgents al-Shabab claimed that 50 soldiers were killed” (SomaliAgenda, 2015). Amhed Yasin eyewitness said this: ““After almost one hour the gunfire stopped and al-Shabab fighters started transporting armaments and troops’ belongings into awaiting cars” (…)”Al-Shabab later abandoned the base after emptying it of all belongings. I could see men in soldiers’ dress being forced into vehicles who might have been soldiers taken captive”. Another man who also is a witness to the attack said this: “blood and soldiers’ uniforms everywhere” he was Hashi Sheikh Elmi. Maalin Muhummed Nur said this:“One commander said, ‘You have to know that we are always around and will get any apostates among you … working with the enemy.’”(SomaliAgenda, 2015).
Gen Odong Jeje statement in Parliament on the 3rd September:
“On the morning of 1st Sept 2015 at 5:30 am, Alshabab attacked a UPDF unit at Janale approximately 90 km South East of Mogadishu. Janale is in the Shabele province. The result of this attack so far are as follows:
Own side: 10 dead
Enemy side: 46 dead, 2 captured alive.
I am giving you these figures so that you are informed and not swayed by the outrageous stories in the media” (Gen Odong Jeje, 2015).
CDF Gen Katumba Wamala statement on the 3rd September:
He said: ““My visit was prompted by what happened here in Janaale, where we are now, where our base was attacked by the Al Shabaab using a vehicle bomb IED to breach the defense and where we incurred some casualties; some of our friends lost their lives. I came one, to assess how the situation was and to get a clear picture; how the whole thing happened, and also establish whether they were any flaws in terms of the response. I am convinced that the boys put up a good fight” (…)”I just want to give assurance to our partners and also the other soldiers that all is under control and definitively nothing much to worry about. Our hearts go out to the galant soldiers who lost their lives as they were executing this noble task of defending and protecting the civilians in this country against the bad fellows Al Shabab” (AMISOM, 2015).
Afterthought:
This here is massive and no matter how you look on it’s a sad event. Too many people lost their lives on this base. The issue is that the report from all the sources and witnesses doesn’t add up. I could have looked into what the military explained about the explosion and the eyewitness accounts on the actual attack. This has also a detail that doesn’t add up. There are so many numbers, accounts and sources that make the facts on the ground a worrying account. Especially to all those families who has soldiers in the AMISOM brigades of UPDF that are stationed in the area. There been released ten names. There been numbers up to 50 dead UPDF soldiers. Other official sources say Gen Odong Jeje said 10 soldiers; Lt. Col. Paddy Akunda the military official said 12 peacekeepers. The other once goes from 18 soldiers to the Anadolu Agency, VOA reported that it was 19 Soldiers, local resident and eyewitness Hussain Idris said 30 soldiers, CNN reported said 37 soldiers.
No matter if it is 10, 12 or 37 Soldiers in the UPDF that has fallen in the battle of military base. It should be sure every single one of them is one to many. That I think we all are on accord with. The loss of these men is a sad thing for the AMISOM, the UPDF and the Republic of Uganda. For the loss of their men in Somalia in the African Union mission. I personally wished that the actual number would appear and that the difference between the CNN and the military sources wasn’t that big as it is. There is all the reasons in the world to believe that the Al-Shabab would juice their numbers up to prove that their attack had effect. So it’s the difference between the military, other sources and the media that are staggering and makes people like me wonder and question it all. That the attack appeared and that are people who has lost their lives is something we can be sure about. Since the pictures of the fallen and caskets with the Ugandan flags has been released as they have been flown home. The thing we have to question, which sources are true here? Who tells the actual facts on the ground? What is reality and what is spiked up? Feel me?
In the end I will do the same as Gen. Odong Jeje did in parliament today: “May I request we rise in a minute of silence in honor of our dead comrades”. Peace.

He is forced out of his home, because of the Police take him to custody without any court order. The price of that is that he loses his home and has to relocate because being followed by the Police and Security Agencies of the State of Uganda. Because he writes and is activists for the ones who doesn’t have work in the country! How is that possible? Well, could he sue the government for loss of housing and livelihood? That would be fair in the situation though I guess that will not happen and it would not served. I am sure he would again be taken to be Police Officers to an unknown location and beaten again! Instead of serving in court for his stance. Peace.
Mugesha’s words against Besigye’s candidacy in the FDC and the result from the Flag-bearer voting at the FDC Conference in Nambole today (2.9.2015)
It isn’t everyday another deflector from NRM who has been a vital part of FDC goes in on Dr. Kizza Besigye. As he has done with Museveni when he lingered in power he switched party to be a part of FDC as well. The words and letter he wrote to the Dr. Kizza Besigye is powerful words from a man who support the party that he deflected to. Both men left the NRM for some of the same reasons. They are both educated and has been on a long road to where they are today. So I respect the views from Mugesha. Therefore I see them as valued debate about how the opposition should show leadership skills and also get new blood in. I am a big-fan of Dr. Kizza Besigye candidacy, but I still see the issue! It isn’t just NRM who should have renewed leadership; its steady ships everywhere that need shifts. If not the staleness and roughness get inside the organizations and parties that doesn’t evolve, but makes certain systems around them. This is the big issue with the NRM. But the People President deserves another chance to win in an election and run as a president. Though with the rigging and running of the Electoral Commission the race isn’t in there in other lanes then theoretical, in reality it’s something else.
Who is Nuwe Amanya Mugesha?
“Nuwe Amanya Mushega is a law graduate of the University of Dar es Salaam, from where he left for Makerere University, becoming an Assistant Lecturer at the Faculty of Law. In 1974 he obtained a Masters and became a Lecturer in the Faculty of Law at the University of Zambia in Lusaka. He returned to Makerere University in 1979 as a Lecturer and continued in that capacity until 1981” (…)”In the same year Mushega joined the National Resistance Movement/Army (NRM/A) of Yoweri Museveni where he rose to the post of National Political Commissar. He also served in various ministerial roles in the ministries of defence, local government, education, and public service. During that time, he also served as the Member of Parliament representing Igara East in Bushenyi District” (…)”In 2001, he was appointed by the EAC heads of state to serve a five-year term as Secretary General of the East African Community (EAC).He later disagreed with President Museveni over his continued stay in power and subsequently joined the Forum for Democratic Change(FDC). He was promoted to the rank of Colonel, and retired from the UPDF” (Mandu, 2015).
History lesson from TVO:

Nuwe Amanya Mugesha has said about Dr. Kizza Besigye:

When people believe that you are the answer God has given, [because] I have heard people say it’s only Besigye who can manage the FDC… “ (…)”But [Julius] Nyerere [Tanzania] gave up the leadership of CMM which he led and eventually the country, but he went on to support those who came after him in the party and the country to make Tanzania a better place. He even advised them not to do some of the things he had done and apologised to his people” (…)”[Nelson] Mandela in South Africa gave up the leadership of ANC and the country he even criticized them sometimes. He never went behind the scenes to create parallel structures to create civil society and other things…” (…)”So, let us learn from others. The moment you think you are indispensable, you begin to be a problem whether you see it or not, you will be and you are undermining the institution. It will be good if a leader steps down and then works hand in hand with those after him, and advise them if they see that they need you back, they should be the ones to genuinely say so. But when people praise you that without you there will not be a party, then you are not everlasting. We will all come to end but what will you leave behind” (…)”The crucial issue is not washing linen in public; it’s washing linen wherever you can wash it because if you don’t wash it and keep it in the closet, it will eventually stink and cause more problems. Don’t you see people washing clothes and plates and put them on wires when you move in Kampala? What are you hiding if the linen is dirty? Wash it” (…)”You are taking me back to my first answer. I don’t believe in saviors, I have seen it…there are things you will do by leading others…by advising your successors than leaving the grave to advise them…it’s not a question of defeating Museveni, it’s about if you are to be in power, what organisation is likely to lift Ugandans out of this situation. Is the priority strong leaders or strong institutions? But I have told you that the graves are full of indispensable leader” (Walusimbi, 2015).
Ingrid Turinawe answers to Mugesha on 12th of August:
“Hon Mugesha (with due respect) observer newspaper interview and attacks on KB remind me of the time when KB was in luzira prison before the 2006 election” (…)”we were organizing to nominate him in absentia, FDC members from all over the country had fully signed and submitted required signatures from nomination” (…)”I am trying to write all this history in a book that I will release soon” (TheInsider.co.ug, 2015).
She continued: “They were fronting Gen Muntu, a matter that would have left Dr Besigye to rot in prison. Don’t joke with FDC members; people refused to sign, and in most districts, these forms were torn into pieces while others were burnt” (Sadab, 2015).
On the 24th of August journalist Komakech wrote this about it: “Recently, Amanya Mushega, a former Museveni Minister, and now Opposition FDC elder, revealed that the sole candidacy idea was first mooted in 2001 when Besigye emerged to challenge the status quo. Subsequently stunts by MP Okot Felix Ogong and others who tried to challenge Museveni, made ring-fencing of the Party’s Chairmanship inevitable” (Komakech, 2015).
Again on the 31st August:
“You stated that in 1999, you approached some of us to leave the Movement and when we failed; you decided to start the work of ‘heavy lifting’ to remove the dictatorship and that you left the Movement for that purpose” (…)”For how long will this ‘heavy lifting be a personal obligation and mission? The fact is that you did not leave the Movement; you just run for the office of the President under the Movement system. There were some members who moved a motion that Mr President be declared a sole candidate in 2000. Some of those movers are now victims of that thinking, some of us openly opposed this move and argued that you were free to stand. We even advised against the efforts to have you arrested and victimised. Your ‘entasiima’” (…)”By the way, to refresh your memory, just 10 years earlier in 1989, you led a team to draft a resolution for a constitutional amendment to extend NRM rule and hence the leadership of President Museveni for an extra five years which was passed” (…)”We may recall that when the Constitution was being amended to remove term limits, there were many clear voices in and outside Parliament who opposed it and some paid and are still paying a price. Not everyone succumbed to money offers. This was before FDC was formed” (…)”Later on at the first NEC meeting at party headquarters, a meeting you chaired, it was raised that actually there were other people who had been nominated but papers not presented. To cut the long story short, Wandera was dropped and replaced by another person. The real reason, he had supported Muntu. Wandera is alive” (…)”When you stepped down, I told some leaders at that time that you had stepped down tacticfully in order to come back with a bang as flag bearer. So your coming back was not a surprise to me, what surprised was the spurious reasons you advanced” (Mushega, 2015).
Afterthought:
The opinions of Mr. Mugesha are important. He has history in both parties. Both in the NRM and also the FDC, he has been an important man for Museveni. He was even trusted with a position in the EAC. That was before he had fallout with him and went then to the FDC. And he will not be alone with these thoughts about Dr. Kizza Besigye. Especially since he now made a decision to stand again as a flag-bearer in the party.
By all means he is dramatic in words and tone. That is expected. If he is supporter for Gen. Mugisha Muntu then all of that is understandable. Mugesha has the right to ask and its healthy to be questioned the rights of Dr. Kizza Besigye to run again. The issue that can be clear is to have a viable candidate against M7 or Yoweri Kaguta Museveni, the long-serving president in Uganda. And he would not fear Gen. Mugisha Muntu, but he will fear Dr. Kizza Besigye! That is something we will already know and is powerful in its self, especially when this continues to on the election trail to the February 2016. It is true that all the elections before Dr. Kizza Besigye has lost, but Mugesha nows, the whole FDC nows that the EC has been rigged by the NRM.
The history both this fellows has with Museveni is special because the way they we’re trusted men in the movement before their fallouts of his ranks. So that there will stories from 1986 and actions that is lacking of the ethics that are today can be understandable. Their words today will be different then back then. The way they act is different and being in opposition has changed them both. They also have stories from the NRM that hasn’t surfaced yet and the years they both have had there. The stories of how they lived in the FDC will also come to light there more things happen. For both Dr. Kizza Besigye and Mugisha Muntu their ways will be in the spotlight until the flag-bearer for 2016 is picked and is valid by the party. The NRM shouldn’t really matter and the Yoweri Kaguta Museveni ghost shouldn’t hunt the FDC party, but it does. Therefore when your hunted you have to use strategies to withhold the pressure and make sure you’re ready for wild goose hunt and hope you get the prey.
Reports as I write are that in the voting from the delegates at the Conference of the FDC for flagbearer. The report is actually from Francis Mwijukye and says the result is:
Dr. Kizza Besigye got 718.
Gen. Mugisha Muntu 289.
So the party has made a good decision, but the issues and questioning from peers in the party is healthy for a democratic and influential party. Even though we can question the motives and time for doing so. Then again, what do you think?

Three members of the Team Amama Mbabazi is arrested in Mbarara today

Comrades, it is with sadness that we inform you of yet another unfortunate incident that occurred in Mbarara just a few minutes ago where they rounded up people wearing T-Shirts with the face of Amama Mbabazi and took them to the police station. This must stop. We believe in equality in spite of political differences. The Uganda Police force must explain to us why they are continually arresting us and not members of any other political party. We find this unfair and unconstitutional.
The Police are saying this about the arrests:
“I don’t really know whether when you want to become a leader means that you first demonstrate or stage a procession that is when you get votes. I think it really wrong and Ugandans need to understand that when you really have a heart for Uganda you can’t do what these people. We are going to treat them as the law says. it is not a procession, it is something staged. I think they either wanted to rob a bank or to steal. All those people who have alleged that they have lost things, they will have to compensate them” says Jaffar Magyezi the District Police Commander. The Police have apprehended them and have the suspects in the Mbarara Central Police Station. They claim that the men were plotting to steal monies from the Centenary Bank in Mbarara (Observer.co.ug, 2015).
Jaffar Magyezi continues: “The arrest of Mbabazi supporters followed their refusal to follow laws in this country as they went ahead to stage demonstrations without alerting police, something that puts security at stake in Mbarara town” (…)”They staged the demonstration near Centenary Bank, Mbarara branch where one of the customer’s huge sums of money went missing. It is suspected the group was involved in the theft” (…)”This group will be presented before court to defend itself against accusation of the theft” (Chimp Reports, 2015).
This does not fit the press release from Team Amama Mbabazi 2016-2021!
One of the once arrested Mr. Joesph Kiiza has said this: “We shall do everything in our means to cause a transitional government. You can see how the police are holding us as if we are useless citizens of this country; we are tear-gassed day and night but we believe change must take place” (…)”But we will continue supporting Mbabazi till he is sworn in as the president of this country” (Chimp Reports, 2015).
