The Reconstituted Joint Monitoring and Evaluation Commission (R-JMEC) released yesterday their Quarterly Report on the progress and implementation of the R-ARCSS in South Sudan. This is how the Government of South Sudan and the stakeholders are ensuring the implementation of the peace agreement. That has already been stalled, delayed and moving super slow, which has resorted in several push-backs and new deadlines.
Now in July 2023, as the Revitalized Transitional Government of National Unity (R-TGoNU) and their signatories are preparing for elections. There are several of bottlenecks and key issues left unresolved. Matters which should have been not only addressed, but agreed upon. To force an election without this is only meriting an illegitimate exercise made for incumbents. That’s how you can interpret things, as there are no codes, laws or boundaries of mandates, which cannot be broken by the appointed high ranking officials of the Republic.
Just read these two paragraphs from the R-JMEC Report of yesterday!
“According to the Roadmap schedule, the reconstitution of the NCRC should have been completed by 30 August 2022; the establishment of the Constitutional Drafting Committee (CDC), by 30 October 2022; the conduct by NCRC of its first phase of civic education and collection of data on public views on the constitution-making process by 30 January 2023; the preparation of the first report by NCRC of the civic education and public consultation data for validation by the Public by March 2023; recruitment of members to form the National Constitutional Conference (NCC) by 30 December 2022; and the establishment of the Preparatory Sub-Committee (PSC) by 30 January 2023. Almost six months later, none of these tasks have been completed” (R-JMEC – ‘ON THE STATUS OF IMPLEMENTATION OF THE REVITALISED AGREEMENT ON THE RESOLUTION OF THE CONFLICT IN THE REPUBLIC OF SOUTH SUDAN, 22.07.2023).
“In terms of the preparation for elections as per the Roadmap, no progress has been made in the reconstitution of the Political Parties Council despite the law having been enacted over one year ago. The reconstitution of the Council is critical to paving the way for the registration of political parties. Also, the enactment of the National Elections (Amendment) Bill, which is before the TNL, and its operationalization is way behind schedule. As a result of these delays, all the elections-related tasks including the establishment and functioning of institutions that drive the elections process, are behind schedule” (R-JMEC – ‘ON THE STATUS OF IMPLEMENTATION OF THE REVITALISED AGREEMENT ON THE RESOLUTION OF THE CONFLICT IN THE REPUBLIC OF SOUTH SUDAN, 22.07.2023).
This just shows how deliberate the government, the SPLM-IG and others are acting indifference. It is inaction and lack of concern with the implications of not implementing or coding vital matters. Because, if the stakeholders did so. They had to comply and follow the law. That’s why we know why this hasn’t happened.
President Salva Kiir Mayardit prefers the decrees and that his word is final. He don’t want to altar that now after all these years in office. No, he wants prolong his time in office and has no plans of retiring. That’s why a Constitution and a proper election frightens him. He would have to be statesman and a seasoned politician fighting for the crowds. It is easier when he owns the system, is the personification of the state and can rule supreme. That’s what he wants and he cannot jeopardize that by coding needed laws and making them active. Because, if he does that… it means he has to comply and looses his control of the Republic.
The R-JMEC report is a depressing read. Just by these few words. The R-JMEC is just observing and describing the current affairs. However, it just shows how the R-TGoNU and the ones in office doesn’t mind the lack of institutionalism. They rather prefer the decrees of the President. Peace.

“I wanna call Zimbabwe one of my homes and I wanna give back to the people in Zimbabwe; that’s what we (with President Mnangagwa) have been talking about today, you know just helping the country of Zimbabwe. The President is unbelievable. He is for the people and I told him he has my support 100 percent, so we need him brought back here, one is for a great cause, one is for the people” – Floyd Mayweather (13.07.2023)
“President Emmerson Dambudzo Mnangagwa met with retired American boxer Floyd Mayweather at the Zimbabwean State House in Harare. The retired boxer arrived in Harare, Zimbabwe, on 13 July 2023” (MDN News, 14.07.2023).
That Floyd Mayweather took a flight and posed as a former boxer in Harare is just fine. It is something could have done on his own accord and organized through “The Money Team” (TMT). Alas, that wasn’t the case.
The ZANU-PF and their handlers spent a massive fortune and expenses to host the former boxer. They used his profile and influence to aspire young voters. While Mayweather himself has been in a lot of controversy and court cases of late. So, the ZANU-PF really knows how to pick-em.
Mayweather has been shilling crypto-currencies, NFTs and selling questionable products to his fans. While doing all sorts of questionable activities at best. It is just like ZANU-PF knows how to pick a fellow brother from another mother.
If Mayweather was there as a private entity or an individual on a vacation. Then there would be no hoopla or any sort of outcry. It would just be a celebrity visiting Zimbabwe and taking a few snap-shots in Harare. However, that wasn’t the bargain of this trip.
No Mayweather was flown in, paid and gotten vast amount of money to play the tunes of ZANU-PF. He did this as a business venture and to boost the ego of President Emmerson Mnangagwa. Just so he got the pictures and the crowds surging. Because, the ZANU-PF can’t really promise anything new or say they will deliver.
The 2nd Republic is more of the same old, but with the horrific oppression and use of the state machinery to silence dissidents. The ZANU-PF don’t care and they will use all means in the books to take out or ensure the demise of the ones who opposes it.
So, it is very telling that Mayweather got a script and had to the dance. He earned easy money and could easily take a flight back to United States of America without having to feel the real pressure or troubles of the Republic. He was there only to spice up things and give the impression of greatness in the eyes of ZANU-PF.
However, this isn’t a good look for Mayweather or ZANU-PF. They are both losers here. Because, ZANU-PF isn’t solving any of its problems. The state which is crippled, lacking of basics and not having any sort of remedy to make change. A military government which isn’t willing to budge or listen. Only decree and bamboozle the citizens. That’s what it does and this up coming election will only solidify this… Peace.

“I accept this investiture with humility and determination! I accept the challenge!
And I tell you I’m ready as ever!
We win ! For Gabon!
This victory we will get! We will get it because the Gabonese men and women want it!” – President Ali Bongo (10.07.2023).
I hate to say it and it isn’t breaking news, but Ali Bongo will never leave office. He will rule as the Head of State or the President, as long as his breathing. The Gabonese President has no intention to leave and it would be of biblical proportions if he left.
The son Ali only took over the reigns of his father in 2009. The father ruled the Republic since 1967 and he himself only left office because of death. Therefore, to think that Ali will leave in a different way than Omar. Are you kidding me?
We are in 2023 and this is his “third” term, but he will persist and prolong the agony. Don’t matter what sort of people the opposition has or how qualified they are. These will never “win” and never be announced winners. Not as long as the Bongo’s are in-charge and hold power.
Ali Bongo can have trouble walking, dancing or even think straight. Still, his henchmen and handlers will figure things out. President Bongo will be able to get treatment in Saudi Arabia or anywhere else for that matter. While his true opposition have to flee to exile or face legal jeopardy in the Republic. That’s how these rulers stay in office for so long…
Ali Bong will never leave. No, he will only stop ruling when his laying in a casket. Until then, we all just have to wait. There will be no soft landing or planned succession. No, that will happen in haste and without a forewarning. The state won’t have a planned successor or someone to takeover. No, that’s just someone in close association and with influence within the ranks of the President. Heck, even one of his kids like Noureddin Bongo Valentin or Bilal Bongo for that matter. One of these kids could be old enough and eligible to continue the “family enterprise” of running Gabon.
Ali followed Omar. Nourreddin following Ali. That’s how the saga goes… well, that will only be speculation from my part. However, no one should expect that Ali Bongo leaves in silence or with fanfare. No, this man will linger and stay until his last breath. There is no reason for him to stop and he is just doing what his father did. Two men who is just ruling with impunity until death. The same will be done by Ali.
Ali can have a stroke, be in doubt and be weakened, but he will never ever stop being President. No, he will just continue and later be a medical tourist abroad. That’s just what big-men like his does… because he knows he cannot get satisfactory services at home. Even if he has ruled for decades upon decades, and so did his father.
The ones that is writing and is shocked that Ali Bongo would run a new term… Well, that is nonsense. Everyone with two marbles could connect the dots and know that Bongo wouldn’t risk leaving office. No, he would fear the repercussions and possible retribution. That’s the reality here and he knows it too. His whole family rely on him and his office. If that disappears. He and his family has to flee and live in exile too. Just like the people who dared to challenge him. Peace.

“The nation is futher advised that in recognition of the roles played by Cde Robert .G. Mugabe and Dr Joshua M.N.Nkomo , who selflessly dedicated their lives for the Liberation of Zimbabwe, Cabinet approved the erection of statues in Harare. The statue of Cde R.G Mugabe will be erected at the Robert Gabriel Mugabe International Airport, while Dr.J.M.N. Nkomo statue will be erected at the trumpet Interchange at the intersection of Joshua Mqabuko Nyongolo Nkomo and Glenara Roads. In honor of the late nationalist and First black medical doctor and physician and first Vice President of the Zimbabwe African People’s Union (ZAPU), the late Dr. Tichafa Parirenyatwa, a statue will be erected at an appropriate entrance to the Parirenyatwa Group of Hospitals” (Ministry of Information, Publicity and Broadcasting Services, 11.07.2023).
You know a state by what its messages. We know that the President and his elites are steady eating. They are living lavish and large. These people have estates, farms and whatnot while others cannot afford transportation or the basics, as inflation and lack of currency bites. That’s just a mere fact, but it doesn’t stop there.
The Zimbabwe African National Union – Patriotic Front (ZANU-PF) is gearing up for elections. That is on the horizon and its important to look good ahead of it. Like in the past, the predecessor also made statutes and other public rallies surrounding some patriotic installation. Now in the 2nd republic things haven’t really changed.
Yes, Emmerson Mnangagwa wears a scarf and allows the flag to be everywhere. However, that’s the only reform he did and it shows. His promises ahead of previous elections is forgotten and the ZANU-PF party is busy re-issuing them. Hoping the villagers and everyone has forgotten them too.
That’s why they are now making statutes of the fallen comrades. Mugabe who went from a hero to a zero and Mnangagwa came back from exile to topple him. Alas, we are supposed to forget that part and call him a hero now. The goblin of ages is now praised by the crocodile. You cannot make this one up. The Lacoste is showing G-40 some love. All love aren’t lost, apparently…
We are just seeing how busy-bodies are kept pre-occupied these days. This is surely to make nice publicity and also “galvanize” the troops. Regardless, the ZANU-PF should look into the incapacitation of civil servants and other government workers. They find policies and measures that helps people in their daily lives. Instead they are doling away funds on pretentious nonsense, which isn’t helping anyone. Well, it will help the brother or sister who gets the government tenders to build or design these. Alas, those are a chosen few and not the plenty. The ZANU-PF should think of the plenty and not of the few. However, we know the priority… Peace.
