“In the 9th parliament, the Parliamentary Commission gave each legislature 103 million shillings to procure vehicles that meet their standards as members of Parliament . The story of the 10th parliament is different as the new legislators now want this fee almost doubled. They are now asking for 200 million shillings and if approved then the government will have to part with a total of 85.4 billion shillings for the vehicles alone. They argue that given the state of economy and the new taxes that were imposed on Vehicles, this increment is justified. The new legislators also demand for the reinstatement of the Constituency Development fund that were scrapped in the 9th Parliament. Before scrapping of the fund each legislator was being given 10 million shillings cash annually for the development of his constituency. The legislators also demand for an increment in their monthly emoluments from 26 to 50 million shillings. If Parliament is to pay 50 million shillings per legislator, the Parliamentary commission will then be mandated to spend 21.3 billion shillings on the emoluments of the 427 legislators per month. So before the new legislators can have even their first sitting, these are the demands and before we know it, they will definitely be more than this” (NBS TV Uganda, 2016)

There are rules and regulations as the 10th Parliament are starting the Forum for Democratic Change National Executive Committee had talks and a meeting where the FDC top management was certainly discussing its policies and who to challenge for the shadow government, as much as it is to become the Leader of the Opposition (LOP) in the Parliament.

But with the Intimidation, with the detainees, with the Police Force monitoring the Party and the members lingering in prisons and at police post, all the forged up charges against members and leader of party; while still the defiance campaign have been made illegal, but good news to hear that the Forum for Democratic Change Headquarters are not besieged and a crime scene anymore.

The FDC have to make smart and wise decisions, not the ones of Professor Baryamureeba who recently wanted the FDC to be loyal to the Parliament and change tune to make it possible for NRM and the regime to work without fuzz and create havoc. Well, the FDC should not follow men who are loyal to NRM and Museveni, as they are not supposed to follow that party-line as they have already standing legal issues and other aspects of being intimidated and harassing members, even torture of FDC leaders. That should worry the leadership and not silencing them, because that is all that the NRM Regime has right now.

FDC had the votes and the real crowds during the pre-election period and on Election Day for a change of guard and wishing to usher in Dr. Kizza Besigye. That was there, but the Electoral Commission and other forces have done whatever needed to rig and destroy proof of conspiracy of the electoral rigging and sham election. That even now after the EU and other Western Powers accepts, even if they know this.

That certain hardliners will claim that the ones in Parliament from the FDC that goes into the Shadow Government are traitors are understandable, even if they are not so, as in fact they are just doing a duty that are bound by the rules of Parliament. Still, they should have defied this and stay loyal to the President who are detained instead of thinking of their pockets and honors in the chambers; at the same time we cannot expect all lines of a party be such Nobel as the hardest wishes for change that are in the FDC. I am sure that certain parts of the ANC was not happy that after the releasing of Nelson Mandela from prison back in the day, that he went and still negotiated with the ruling regime and the last part of the minority rule in South Africa. I am certain that some of his close allies hated that he did so, but that mended the fences between the old and new, so South Africa had some sorts of softer landing after the election after years of struggle against the Apartheid regime.

Why I am saying this, is because the same will initially happen with certain members of FDC and certain opposition fractions, not talking about the UPC, most of them have already sold the party to National Resistance Movement, after the agreement between Hon. Akena and Museveni. That certain Democratic Party members are also in tail with the NRM are to be seen and should not flabbergast anybody, that independent candidates and MPs are naturally for MPs after this elections, as the independent are often NRM Primaries losers, who run again on their own ticket and was even facilitated by Museveni and the State House.

The FDC should be wise now and not self-destruct as the intimidation and the aggression have been so high. That certain member’s wants glory in parliament is to be understandable, as some wants to eat and are clinging on the Regime and the rules of Parliament instead of direct hardline loyalty!

There will be the ones who are more ideological for the struggle against the aggressor and the ones who eat of the state and take it for it is own gain, not-so-honorable Museveni and his elite. The Police Force are following the FDC and are looking for the men and woman they also can control, as the NRM wants to own the country and have everybody under line and the vision of Museveni. That is known, so if there moles and un-loyal people in the FDC, that should be expected. But we should not quickly drag the FDC who are fighting for the LOP or Shadow Cabinet position as they want to have a position in Parliament and have name in print. People are vain; politicians are even vainer and have more vanity as they want glory and capital.

The FDC should ask them what they want to be, as if they want to recognize the “Elected” Parliament and the “Elected” President. As the members and loyal supporters should ask if they want accept business as usual as they know with that, that the stakes of fortunes of crude oil and other resources will not benefit the Ugandan State, instead the Museveni Elite.

What would be interesting is how Dr. Kizza Besigye would take the persons and feel about the men and woman who accept a shadow government position since he is risking everything; while certain allies of him is in a way showing credibility like EU delegates after the walkout of the Swearing-In. The non-sense of attacking them directly and self-destruction is not advisory; it is more of the long-term process of knowing who is really wanting the democratic change and who wanted quickly to earn bucks on the Political Capital that a man of the stature of Besigye.

That is an important to ask, as the people who votes for a candidate and the ones that candidate endorse, together with the loyalty of party-line and the initially wish of actually making a difference. That is what the FDC have to ask as they, have been through wind and fire during the recent months and days. The Police Force and Army have attacked together with the Judiciary have used all methods to silence and all kind of types of aggression to bring the FDC to their knees. No questions as even FDC leaders been taken without warrants from their own homes into cars and driven from Kampala to Northern towns of Gulu/Lira and so on, in safe-houses to be tortured.

With that in mind, the FDC have to ask how much and who will stand by and be the ones that want to collaborate with the Regime that does that to fellow brothers and sisters. That the regime has uses tear-gas and guns against citizens, and the ones that arrest demonstrators instead of letting them demonstrate against the regime peacefully, something they should not be allowed to do. Therefore the questions are open and should be asked. What kind of party does FDC want to be? Certainly not sell their soul and party as Hon. Akena did during the Pre-Election Period. Since their “Presidential Candidate” and the ones Sworn-In before the Treason Charge is lingering now in Luzira, while the FDC NEC is playing shadows games that Museveni will enjoy.

The only one winning on the political inner-battle is not Besigye, is not the voters who voted for Besigye and the FDC. The ones that wins on internal battle of the Party is the NRM and their Museveni. Just as he did with UPC between Akena and Otunnu, as he has earned on the weakness of DP and their leaders endorsement of Mbabazi, Hon. Mao. There are too many Opposition parties and leaders who haven’t matched the Machiavellian and Orwellian leader of Museveni. Only one seems to have the stamina and diligence and that is Besigye. He is not totally perfect, he is human and has his weakness, still all his hardliner and ethical standpoints are there and components are there now and he seems to be the only one. As he have fought and fought ever since leaving the NRM.

Now is the time for FDC to decide on ONE primary question; either they are legitimizing the NRM and Museveni with his 10th Parliament with his selected candidates; if not doing so, they should defy the Parliament and the rules; show that they are really the ones who have the legitimacy of the people and does not need the stolen government funds that Museveni will spoil to the ones who are dancing to his tune. NEW YORK, United States of America, May 24, 2016 – The Secretary-General met yesterday with H.E. William Ruto, Deputy President of the Republic of Kenya. They exchanged views on the main peace, security and humanitarian challenges facing the region, including recent developments in Somalia, South Sudan and Burundi.  They also discussed the assistance of the United Nations to regional efforts aimed at addressing these challenges.

The Secretary-General expressed his concern about the intention of the Kenyan Government to end the hosting of refugees in Dadaab citing economic, security and environmental burdens. He recognized the extraordinary humanitarian role Kenya has played over the years as one of the world’s foremost refugee hosting countries, but pointed to the potentially devastating consequences of prematurely ending refugee hosting for hundreds of thousands of people.  The Secretary-General noted the upcoming visits of the Deputy-Secretary General and the High Commissioner for Refugees to Kenya which will provide another opportunity to further engage on this issue.

The Deputy President and the Secretary-General also exchanged views on current developments in Kenya including preparations for the 2017 elections.  The Secretary-General underscored the need for a peaceful election process with full respect for human rights.

Opinion: Before PM Cameron of the UK blames others on Corruption, maybe time to claim blame for the fueling money in UK based tax-havens like the BVI?

David Cameron, the United Kingdom Prime Minister said the one day that Nigeria and Afghanistan was fantastically corrupt. That might be true. But I will write today, because of the bliss arrogance of the United Kingdom, why trying to play the higher moral background and their own actions that opens up for these activities.

There is easy to shoot, what is worse is to actually kill, that is why we have legendary tales of knights killings dragons and taking control of them. So with that in mind; when I discuss the matter of Corruption, it is a dragon and it burns as these wealthy companies and world leaders have power to silence people who writes about it or sack the editors behind it.

So the United Kingdom, the British, the luxurious capital of London and Financial Centrum of the City of London is vital in their economy as the accepted rich and wealthy immigrants of oligarchs and daughters of despots are welcomed with open arms as the town and even football clubs like Chelsea Football Club is bought by one of them, Roman Ambramovich who bought Chelsea back in 2003 and after that have spoiled the club with Russian oil money. So the United Kingdom have complained when rich people use questionable funds in their territory, as it was not made by bad deals and trades in Swindon, but in middle of Siberia or anywhere else.

That is why I am bit late to plate, I know, but that PM Cameron, should watch his mouth more closely is that the Panama-papers shows that vast amount of money are going from all around the world to British Tax-Havens, that in the midst of that gives back shillings to his tax-coffers, small the contribution might be, it is still there instead of where the money was earned or moved from in a sophisticated layered Limited Liability Company (LLC) that are based in Nigeria, but have the Headquarters in British Virgin Island (BVI), still the owner is living in Lagos. So the money is funded through the BVI account and the profits ends in the hands of owner; instead of paying proper tax to the Federal Inland Revenue Service (FIRS)

Like even Zimbabwean Companies like Randa Two Limited and Randa Three Limited are registered in BVI, and that is a country with nonsense economy and where the central government controls it all, even with sky-high inflation and massive corrupt state official; still the BVI have no problem accepting their money.

You have even controversial businessman from Togo, Prasad Motaparti through the company Ballyward Limited who is registered in the BVI, where the money is sent from an address in Lome in Togo through this postbox into the account of the company in the BVI. So surely the money Mr. Motaparti has earned either in Mining or other in Togo is susceptible actions.

When PM Cameron of UK have a problem with the corrupt and embezzlement in Nigeria, as he claims, still his nation under the BVI still accepts for instance the Account under the Goldflow Group Limited with the Stakeholder Manjit Singh Lit. It was a working company from 2009-2011, but it shows the heritage of cash-flow to the BVI with links from Nigeria. One that is current and own partly by one of the greatest companies of Zenith Nominees Limited and Zenith Secretaries Limited that runs a company in the BVI named KENMEAD Investment Company. So these stakeholders hold money in BVI through the KENMEAD Investment Company, which is proof of the connection between UK and Nigerian money.

I could have gone on, I don’t have the tallies or numbers on the connection between the Companies sending money from businesses in countries that are corrupt and transferring them through procedural business-models that securing tax-evasion in the BVI. The BVI is a part of UK, which means under the jurisdiction of PM Cameron, who claims that other leaders are corrupt. That might be true, but he has tool in his pocket where these leaders can unleash their corrupted and embezzle state funds. Therefore that he crassly addresses other leaders, he should walk more careful when he is responsible for a Tax-haven. He has himself even been caught with having funds in company in a Tax-haven. So the “do what I say, not what I do” is an ordinary politician of our time.

So if PM Cameron is serious… and wants to combat corruption he should stop the ability to fund monies through the British Tax-Havens as the companies and rich leaders they use these to secure the money without nearly paying any tax, while securing less funds for the corrupt countries. These leaders have no moral high-ground only greed, so to stop the ability inside British territory would be a serious action as the BVI is used as tool by these rich embezzlement kings and queens, by the ones who are involved in countless graft and acting corrupt. The corruption is activities to secure tenders and mask money from the corporations and state funds. This is then transferred through sophisticated transferred made by Lawyers and into second and third companies who then fuel the money back to the stakeholder without the ordinary tax on the profits of the transactions. So the corrupt are using these shell companies in the BVI.

So as long as Prime Minister David Cameron is in charge he can decide and make the House and Parliament of United Kingdom to amendment of laws and determine to create other kind of practices than the ones that are happening now in BVI. As the BVI is like this:

The United Nations Committee on Decolonization includes the islands on the United Nations list of Non-Self-Governing Territories. The Constitution of the Islands was introduced in 1971 and amended in 1979, 1982, 1991, 1994, 2000 and 2007. Executive power is exercised by the government. Legislative power is vested in both the government and the House of Assembly. The Judiciary is independent of the executive and the legislature. Military defence is the responsibility of the United Kingdom” (BVI.org).

So even if it is self-governing territory, it is still under the United Kingdom; the legislature is the responsibility of the United Kingdom, that falls in the hands of PM Cameron and where he does his day job as elected official and as an Prime Minister, he is the ones together with the other elected representatives makes the laws that are the legislature in the BVI. So if David Cameron have heart and serious about cracking down on corruption then he should start to clean up his own shop. Start with BVI and then the other Tax-Havens! Peace.

Press Statement: Zuma Corruption Charges: NPA appeal a blatant delaying tactic to shield Zuma from his day in court (23.05.2016)

Today’s decision by the National Prosecuting Authority (NPA) to apply for leave to appeal the Zuma Corruption Case (aka Spy Tapes) to the Supreme Court of Appeal (SCA) is a blatant delaying tactic to shield Jacob Zuma from facing the 783 charges of corruption, fraud and racketeering levelled against him almost a decade ago.

The NPA waited until the 11th hour to announce its appeal – and in doing so effectively told the people of South Africa that more public money will fund the process to delay President Zuma from finally having his day in court.

The DA has long held that the decision taken by the then acting National Director of Public Prosecutions (NDPP), Mokotedi Mpshe, to discontinue the prosecution was irrational, unreasonable and made with an ulterior political motive.

This position was vindicated by the North Gauteng High Court’s full bench when it found that “the envisaged prosecution against Mr Zuma was not tainted by the allegations against Mr McCarthy. Mr Zuma should face the Charges as outlined in the indictment.

This matter presented the incumbent NDPP, Adv Shaun Abrahams, with an opportunity to show his independence and proceed with this prosecution as planned, and give Jacob Zuma a court date.

Sadly, this opportunity was missed.

The reasons advanced by Adv. Abrahams – that he was acting in the best interests of prosecutorial independence – is a farce. Abrahams is preoccupied with protecting President Zuma at all costs – no matter what the implications are for the Constitution, the taxpayer or due process. That Adv. Abrahams failed to consult Billy Downer is inexplicable considering Downer knows the case best and is inextricably linked to the matter.

The matter is simple: President Zuma will eventually have his day in court, and justice will prevail, no matter how many tricks and delaying tactics are used by the state. The DA will not let this matter rest. President Zuma will face justice.
