“The speaker Among and the members of the parliamentary commission reportedly resolved a salary hike by at least 30% effective the coming financial year of 2022-23. Among argues that the inflation levels are affecting the performance of the lawmakers” (Emmanuel Busingye – ‘Mixed reactions over Among proposal to hike MPs salary’ 02.06.2022, Ekyooto.co.uk).
What is really striking is that the Members of Parliament has issued a possible pay-rise of a total of 193 billion shillings shared among the 555 MPs. If those billions of shillings are shared equally between the MPs than each of them would get an additional 347 million shillings each. That is happening while the rising inflation and commodity prices are hard for people to handle.
The public are not getting any direct incentive or help with the basic commodity prices. The President has told people to eat cassava and live within their means. While the MPs are collecting more money and they have already huge wages. The MPs has free vehicles, salaries, paid per plenary session and whatnot. Therefore, they have already more than plenty and not lacking in anything.
While others has to contemplate to buy soaps, cooking oil or petrol. There are so many other things that is hit by inflation and rising prices, which affects the households. The livelihoods and salaries of the ordinary worker isn’t being stipulated. Neither is the state doing anything in concern to targeted taxes, levies or ensuring the population can afford it.
So, now that this is happening, the lawmakers and the ones who can help the population with it’s needs. Are more concerned about their added expenses, but they already earn millions of shillings and live large on the public expenditure. The public are not even getting cents on a dollar or any sort of push in the hardships they are facing.
The President told people to eat cassava and skip bread. That just shows what sort of mechanism and lack of concern that is on the top. The elite and the MPs are not feeling it or are unbothered. They don’t care if they are vouching for money and topping off more expenditure. The State House has already additional supplementary funds and now the same is scheduled for the MPs. They are all living outside their means and has vast pockets filled by the state coffers.
The public is really being played around with and only of value in a election. The rest of the time the state doesn’t pay them no mind. If civil servants or people paid by state coffers like health care workers strikes… the MPs and Ministers speaks of mass-firing and axe their jobs. That’s because the workers cannot even pay electrics or the pay to get to work with their salaries. While the same folks in chambers of power has no scruples giving millions of shilling in addition to their bountiful payments, which they will have for years. Therefore, the double standard and hypocrisy is out in the open.
The MPs are worried about the rising prices and lack of value for money. While the Ministries and MPs are not covering the health care workers, teachers or local government civil servants. No, they have to make it on the own. These have to live on measly salaries and hope to get by. Meanwhile convoys of big-men and MPs are driving in SUVs through town. They are acting as big-shots and of vast importance, but they are not doing anything substantial. Because, if they did anything that did matter. They would look after the poor, the starving and the ones who cannot afford a bar of soap. However, they are disinterested in doing that and would only give away a bar of soap if there is a by-election or something.
So, the MPs doesn’t care and clearly Besigye’s “Wake-Up Call” is needed. Because, the gentlemen and ladies of the Parliament won’t bat an eyelid. They don’t care and neither does the State House. That is the revolution that Museveni brought, which was “our time to eat”. Peace.

You know that coffee either taste good warm or as ice-coffee, not in the middle or lukewarm. Lukewarm coffee must be the work of the devil. Since it makes the coffee taste stale and bad. Instead of having the tones and a flavours of which the beverage is supposed to have.
Why do I say this?
Well, United States of America President Joe Biden is the epitome of lukewarm coffee. His neither hot or cold. His the boring in the middle and out-of-touch career politician. Biden has no spine or now will to achieve things. That’s why his achievements are so-and-so. What is striking is that he acts like he isn’t in office or doesn’t have executive power. Secondly, he cannot reign in on the Senate or get popular bills through either.
That’s why his Presidency is close to pointless. We know that the tiredness and the lies of Trump was catching up with. Also, the promise of ending the pandemic and getting a new normal was what Biden wanted to offer. However, he got nothing in the sense of care, concern or programs, which could be meaningful. Unless, it is to help corporate donors and being afraid of a new Republican takeover.
Biden is hopeless… that’s how his looking and Harris isn’t saving him either. The Biden Administration seems inept or not willing to face the realities. The inflation, the rising prices and a lack of regulations to bridge gap is obvious. The current government rather live on inflated numbers and calculations, than consider the real implications living pay-check to pay-check and not ensuring liveable wages. Only in the USA where a childbirth or a sickness can bankrupt a family in the lower middle-class. So, Biden isn’t helping, but instead saying tokenism to boost the ego of the donor-class and the upper echelons. Must surely be nice to smooch with the elite while toying around the working class.
Meanwhile Biden doesn’t understand what is going on. If not his not listening or disinterested. It is like it doesn’t face him or his allies. They pay them no mind and doesn’t understand what implications it has. When people are struggling and no one comes to save you. Your most likely looking elsewhere and even hoping the devil you don’t know will help you out. Even if they are most despicable and disingenuous people. Still, you rather vote for them, as they give at least the bare minimum and promises to fix things. While you in power and with the mandate in both houses of Congress should get legislation voted through. However, in June 2022 that’s too much to ask.
Biden is strangled by the demigod of Manchin and Sinema. He just can’t catch a break. His team cannot configure how to be professionals and play their cards. Instead the soft and meagre manoeuvres make him look like a man without power. Just like a flaccid and broken old man who is to tired to act or unbothered to actually do an honest living.
President Biden could have achieved things. That’s if he wanted too and wasn’t only talking tough to opposition. He should have reigned in his senators and done legislation that really mattered. Because, he has the House and could get things through the Senate with the VP vote like Trump did during this term. However, he has dismissed that and isn’t even trying.
Biden is lukewarm coffee and it tastes like it too. Distasteful chants should ring in Washington D.C. Peace.

We asked them to cut on high taxes and to turn down their appetite for expenditure, but nothing has been considered” (..) “Stop questioning why we have not joined. Don’t wait for Kyagulanyi to do anything, do it yourself. Kyagulanyi is a leader, equally, you’re a leader in your own capacity because you head a family that is constrained. We want to invite fellow citizens to be alive. It is a matter of time. If you want change tomorrow, you will have it tomorrow. I want to invite you to participate in every activity” – Leader of Opposition Mathias Mpuuga (01.06.2022).
We all change and we all are appearing different with times. Our stances are fluid and changes, as we see things differently. It is nothing different with a leader and a Member of Parliament. That the former resilient leader, Democratic Party MP and now National Unity Platform and Leader of Opposition Mathias Mpuuga has changed over the years makes sense.
Mpuuga is a man of fire and bravado. A man who has stood amid fire and seen the price of rebellion. That’s why he was part of A4C/4GC and also a part of the rise of the People Power Movement and the NUP now. So, it isn’t like he has gone carefully ahead and been consistent in letting bygones be bygones.
I’m just dropping a part of a text showing how he used to sound like when the commodity prices were rising in 2011. When he was an active coordinator in A4C, because as the LoP his not the same. Maybe his gotten comfortable and wants to shield himself with the Parliamentary role, which he himself said wasn’t sufficient in the rising inflation of 2011. It is really striking how things changes.
Just take a look:
“The Walk to Work campaign is still on every Monday and Thursday for Ugandans to express their dissatisfaction with conduct of affairs of the state by the regime in power, especially neglecting the welfare of the common man. Take for instance the escalating prices of petroleum products. Government’s instrasigence and refusal to reduce taxes on fuel is a major reason ordinary Ugandans sleep and live in the dark both in towns and the country side. And while crude oil prices have gone down on the world market, the government of Uganda has not reciprocated by compelling dealers to reduce pump prices” (…) “Activists 4 Change stands in solidarity with all Ugandans who are outraged by the news that Parliament seeks to increase their emoluments in the face of rising inflation. Reports in the mainstream media indicate that an unholy alliance between some opposition MPs and some ruling party MPs put forward these offending proposals after throwing the media out of Parliament, blacking out television coverage and suspending formal recording of proceedings in the Hansard” (…) “If these reports are accurate, then it appears that MPs have prioritized their personal concerns ahead of those of their constituents in a very selfish and greedy manner. All Ugandans are affected by inflation, high interest rates and taxes. We send leaders to Parliament to address concerns that affect us all and not to sit behind closed doors and improve their personal welfare through lavish spending of public funds at our cost. These reports have cast a dark shadow over the August House at a time when government has failed to offer meaningful solutions to address soaring fuel and food prices affecting constituents” (Activist for Change (A4C) – “The Walk to Parliament on Monday” 28.05.2011, Mathias Mpuuga).
I could have found several of other texts from the days of A4C showing how resilient and willing to budge he was. Where he was standing on the barricades and wanted to reform the government from the streets. Now, his speaking like the men he casqued and spoke ill of a decade ago. His just like the MPs and the Parliament, which he didn’t favour when he himself was a radical and a firebrand politician fighting for the people. Now, that train has left the station and he uses the protocols and the lack of care of the NRM.
Mpuuga is using the excuses of the men and woman he fought in the past. Instead of understanding that things haven’t evolved. Instead, things are more of the same and he has gotten into a position where has more influence. However, he don’t want to use it and the NUP should unite behind the campaign of Besigye. Because, that’s what a sensible person would do.
Nevertheless, maybe the Perks of the LoP and the Parliament is eating his soul. His afraid of losing the pocket and the fortunes of his office. That’s why his instead seeking other means now. Since, it seems to cost to much to be like he was back in the day. That’s how I view it.
Mpuuga of a decade ago would have been running wild and been out there. Now, his in office and wants other to fence for him. Maybe it’s tiredness, fatigue or maybe he isn’t even hungry. His content with life and other can take the mantle. That’s how it looks like to me. Now that the same issue of a decade ago is resurfacing and instead of following up where he left off in the A4C. He has turned into the people he spoke ill of then. Peace.

“Secondly, while I was away, I was informed that both social media and main stream media houses in the country were reporting that at a court proceeding in the United Kingdom, some senior officials in my Administration were named as accomplices in acts of corruption allegedly committed by a British citizen under investigation there. Tonight, I come to address you on these two developments” – President Lazarus Chakwera (31.05.2022).
It is truly a State Capture case by now. The connections and the allegations of Zuenth Sattar’s business practices within the Republic of Malawi. The businessman has connections and direct influence of the current government and the previous one too. Since, he can get away with it and not even being addressed. When everyone who has been following for a minute knows that his connected to it all.
President Chakwera by this National Address only furthers the proof of what Sattar has accomplished. Since, he has been able to directly partake and pay-off high-ranking officials. To such an extent. That they are afraid of naming him. They are all on his “pay-roll” and are “indebted” to him. That’s why the President cannot even say it, but only mention the ongoing corruption in the United Kingdom. Like it is a mysterious and unknown hoodlum who has tricked the republic. Because, the reverend is a man of words, been so for years and therefore, it is telling when he avoids a name. It’s like the preacher-man don’t want to speak of the devil. When the devil is in the details…
He continues:
“Admittedly, these are serious allegations, and I know you are anxious and filled with suspicion, and I understand the anguish and anger you all feel from hearing these allegations. I feel the same distress you do from hearing allegations of corruption in the highest offices in the land, and I am just as frustrated as you are to hear that the British suspect recently visited Malawi and none of the agencies actively investigating him here noticed, thus missing a golden opportunity to make progress on the matter” (Chakwera, 31.05.2022).
Chakwera implies that he was just a vagabond and a random person travelling to Malawi. Like he didn’t know or just implicated for some reason. That the public will take it for granted and not understand what has been going on. Sattar has been known and he has been able to have leverage over the state. In such a manner, that only the British or the UK Courts will take a hold of him. Because, Sattar knows that the scandal and the grand scale of this corruption is only showing what is happening behind closed doors. Something that the President doesn’t want exposed, as he was getting easy money and so was his associates in government.
Near the end:
“More broadly, today I am also announcing a new nationwide campaign for driving corruption out of Government agencies, which will be launched this July at a National Anti-Corruption Conference that I will host. A nationwide campaign against corruption is necessary because going by the recent findings that many of you feel that corruption is getting worse, our campaign to fight it also needs to be intensified” (Chakwera, 31.05.2022).
This here is a lot of hot-air. Empty promises and new campaign to end corruption. Instead of fighting it directly and target the ones within the administration who is implicated or participated in the bad behaviour. His instead making a conference and a campaign out of it. Just like it is easier to look at crops and visit district of the Republic, than to actually govern. Therefore, this is an escape route and a way of shielding it. Since it looks like he intends to do something, but most likely he hopes the scandal and the case dies out by that time.
He ends with:
“Going forward, my pledge to all of you is simple: no matter what challenges we face or what changes they demand, I will always act in your best interest as your servant and act in accordance with the law to the best of my ability, so help me God” (Chakwera, 31.05.2022).
The great pastor returns with his promise to the congregation. That he will not sin, disobey or be disobedient. However, no one in their right mind believes that now. He couldn’t even name the guy, the man, the myth and the legend. The man who has created the state capture and was able to run away with it. That’s why the case is overseas and not in Lilongwe or Blantyre. This is why the evidence and the courts of UK is dealing with it. Because, Malawian government and high-ranking officials would safeguard and shield the man that is feeding them. They are eating additional feasts because of his “generosity” which is on the back-end was giving him favourable terms to trade and operate in the Republic.
The scandal of Sattar only shows how deep this went. It is only showing what sort of leverage and at such a alarming rate he could get into the web of the state. That’s why the President fears his name and won’t even mention it. However, mentions the case in question, but not the man behind it all. Like it is a swear-word or a crime to even say it out loud. That is saying something.
Chakwera is afraid of mentioning Sattar. A Head of State is worried about speaking of and entertain the idea of the practices committed by one businessman. That says a lot about this case and how the preacher has failed to live up to his promises. Peace.

“Finance Minister Matia Kasaijja has admitted to irregularly paying out 10.6 billion shillings through a supplementary budget to six people as compensation for land that was taken over by the central government. However, the Minister told Members of Parliament that the then Lands Minister who is now the Inspector General of Government Beti Kamya did not have the powers to initiate the supplementary budget on behalf of the Uganda Land Commission” (NTV Uganda, 31.05.2022).
“Finance Minister Matia Kasaija has admitted that the UGX 10.5 billion that was released to compensate land claimants was done in error” (NBS Television, 31.05.2022).
This is how not to run a government and wasting public funds. The Ministry of Finance, Planning and Economic Development (MoFPED) are in-charge of the budgets and financing of the state. That’s why there should the grown-ups and technocrats who ensure the safety of every single transaction, also that the designation of votes on spending is correct and finally properly financed by domestic revenue. However, asking for that… is too much to ask.
This is not a direct error or a mistake, but a calculated risk to pay-off either someone or somebody. Because, nobody gets billions of shillings on their account by a mistake. Unless, the Minister and the MoFPED are so inept and so scrupulous that it has done this. Now his just claiming an error…
That is troublesome affair. Elsewhere, this would make an inquiry, committee report and the Minister would be suspended. Since he cannot function, act within protocols or the due diligence before processing the transactions in question. Because, there should be safety-nets, vouching for the payments or transactions before they are going out. So, that more than one person is checking if the accounts, the people receiving is correct and within the means of Ministry or Government institution in question. However, that is clearly too much to ask.
Minister Kasaija has failed in his duties, the same has the Permanent Secretaries and anyone allowing the transactions to go. The receivers are not at fault. That is the MoFPED and the ones who allowed it. There was people signing it up on it and allowing it. Therefore, the losses and the expenditure happened.
This is 10 billion shillings spent wrongly and dubious transactions, which should be a warning sign of how not to operate. However, this is just the ice-berg of what is happening. Since, if they can do this with 10 billion shillings and they are in-charge of trillions upon trillions of shillings. That’s why people should be worried what else is happening behind closed doors.
The Minister shouldn’t just call it an error, but it is a systemic default. It is a system and protocols which isn’t mattering at this point. If due diligence or procedures was followed. This shouldn’t have occurred in the first place. However, they didn’t care and could get away with it….
That’s why this is just a reflection of how the MoFPED and the NRM values money. There is no value of money, but only reckless spending without no thought about tomorrow. Peace.





“Vice President, Saulos Chilima, former ACB director, Reyneck Matemba, police IG George Kainja, lawyer, Mwambi Kaluba and government procurement chairperson, John Suzi Banda, have been named in court affidavits in the Zuneth Sattar case as suspected beneficiaries of fraud. The affidavit in a London court, is based on what it called evidence collected to demonstrate Sattar’s influence and corruption in Malawi. President Lazarus Chakwera is not named in the affidavits but his Chief of Staff, Prince Harvey Kapondamgaga. The affidavit also provides insight into alleged corruption behind three multi-billion contracts signed with the Malawi government under both the Peter Mutharika and Lazarus Chakwera administrations between 2019 and 2021. The man, the myth and the legend get revealed in court documents. At this point this shouldn’t shock people in Lilongwe or Blantyre. That the investor and businessman Zuneth Sattar have a web of deceit and of profit, which has been viable and possible, because of his connections over the years. That’s why his been untouchable and been able to gain such marketable and profitable enterprises in the Republic.
This is the superior grand corruption case, a state capture of which one man has influenced and enriched himself. While ensuring the greater patronage of the state has been served and gotten a piece of the pie. That’s why he hasn’t faced prosecution or legal problems in Malawi. Since, the high-ranking officials has been connected to him and earned their cut. This has not only happened in the Tonse Alliance, but also during the previous administration.
Here is on report from yesterday in connection too it:
“The Daily Times understands that Sattar approached the court to vary his bail conditions following his arrest on March 25 upon his return from Malawi. The sources told The Daily Times that lawyer from the National Crime Agency (NCA) Chris Convey told the court that Sattar had left the UK on March 11 and arrived in Malawi on March 15 where he is suspected to have contacted some of the government officials to destroy evidence and defeat the aims of justice. The source also said the lawyer further told the court that through recordings that the NCA has presented in court as part of the evidence, Sattar had interacted with at least nine government officials including one sitting Cabinet minister” (Rebecca Chimjeka – ‘Govt officials in Sattar case’ 26.05.2022, Times 360 Malawi).
We knew earlier in the year that he had suction and had vast influence since cases never gotten anywhere. The companies owned by Sattar was “untouchable” and he had powerful players within government to play along with. That is very obvious by the United Kingdom investigation and court trial. As the documents are showing how far his reach is and who he got on “speed-dial”. Just the mere reach and possibility of being in connection with such people. Shows what sort of power, greed and graft has on people.
Sattar is just showing why he never got touched in the first place. Because who would dare to double-cross a man who is in the pockets of the former President’s administration and who is in association with the Vice-President and inner circle of the current President. That’s why he had to be indicted and charged overseas. Since, they wouldn’t dare to do this in Lilongwe or in Blantyre.
No matter how you look at it. This is far from the look that President Chakwera wants or his VP Chilima. They are both connected with the case and implicated in the corruption that is investigated in the United Kingdom. That’s not what anyone wants on their name or reign.
Sattar seems to be the kingpin and the businessman who was able to run from the law in Malawi but isn’t able to do so in London. Peace
