The Paternalistic Tanzanian State wants to control all Content Online!

There are some leaders who has the need to control the media, to the levels of stupidity, some leaders cannot manage critics or even questions about their actions. That they continue to supress and silence the opposition. They get suspended the broadcasting licence, they get suspending from publishing their newspapers and even fellow politicians who comes with rhetorical questions can end behind bars. That is the truth of Tanzania under President Dr. John Pombe Magufuli.

He has now taken it further, he is now charging fees for people for signing up content online, if you’re a blogger, it will cost 930 United States dollars any given year to do it. They have to be registered and on file to be able to write online. That would have costed me and I have been doing this for years. Clearly, Magufuli doesn’t like free spirits, unless they are all praising his narrow mind.

If the blog even causes “annoyances”, meaning if it insults the presumed intelligence of Magufuli, then the blog page will be suspended and taken down. The blogger/writer will not allowed to be published. This is a way of the state to sanction and control all written word. Also all content online and seek the ones who can afford to think on their own!

That is high price for a service, that if you have the basic packages of blogs, it doesn’t cost, unless you are paying for address and other extra services on the blog itself. Therefore, this is to secure that the ones with lack of funds cannot write online. This is to know exactly who writes and operates within the state and make sure publishers follows government guidelines. Just like they forcefully does to other media.

The Tanzanian Government under Magufuli has been relentless and ruthless to the media. Therefore, this is just the next step; they have banned songs from famous pop-stars already. Therefore, this is just the next move, to alter the media and alter the freedom of oppression. Now, the state can also have oversight and total control of the blogs, just as if they do with radio, TV and Newspapers. This will likely make it harder for people to start writing and question the government. Since, it is a big hurdle to have 930 US Dollars to pay the government to do so.

The free mind, the thinking minds and the ones questioning authorities online, will now you have to be registered there and they have an oversight role over you. The state will decide and grant you the permission to blog, podcast, and whatnot online. The paternal state is there and they are not subtle about it.

If you would be wise, would be to use VPN and register in whatever republic, nation or dominion, where the state cannot control you, but then again. You have to remember to use that trick to not be caught with IP Address and whatnot. That is if you are a free thinker and defiant in the mode of an over-controlling state. Peace.

I don’t get it, maybe I am foolish, maybe I am a weird kind of brother. Maybe, I am someone who is stupid. Because this boggle my mind. How can an Airline who had 300 million USD in debt in August 2017. That is not a lie, that was reported. Therefore, when I ready that the Airline got two leased Boeing 777 from Malaysia today.

They are leased by a third party company called Zimbabwe Aviation Leasing Company (ZALC), what is weird with this company is that the offices are not found and the corporate filing isn’t showing direct ownership of the company, even if it owns Zimbabwe Airlines (BusinessDaily.co.zw – ‘Air Zimbabwe scandal deepens’ 29.03.2018). So it is weird that Air Zimbabwe, a government corporation cracks, but a new one rise from the ashes. What is weird is that the new planes are leased old planes, they are 12 years old and who knows how much it really cost.

Who foots the bill of Air Zimbabwe and to rebrand it Zimbabwe Airways? Why the need, does Harare need the steady business of flights to London and Beijing? Is that the need for the Republic? Who earns on the agreement and who is the people behind the deal?

There is many open questions, why revive a failed state corporation with 12 years old rebranded planes from Malaysia? They are registered in honour of former President Mugabe (Z-RGM) and the other registered Z-NBE.

The state has tried to say this is not directly government owned, but third parties bought and leased. However, who has this kind of money in Zimbabwe and who else has the capacity to bring planes to the Republic?

After the delivery of the planes today. There was revelation:

Speaking after the delivery of the first Zim Airways plane, Finance Min Chinamasa said: I’m here to categorically state that this plane is the property of the Republic of Zimbabwe and not the former First Family” Chinamasa also mentioned that three more planes are to be delivered, including an Embraer. He says the whole deal is worth $70m” (Zimbabwe Today, 11.04.2018).

We are seeing that the Finance Minister came with double messages today, clearly, the state knows that the usage of millions of dollars to the failing airline industry is a scandal. Since the former Airlines owned by the state went south. Now, they are trying to revive it, but why say it is property of the government, not Mugabe’s family. However, expressing in the statement the ownership of the lease going to ZALC. That is meaning that there is basic agreements between the operational company Zimbabwe Airlines and ZALC, that ZALC is leasing the planes, while they are operating for Zim Airways. That makes it possible to skim money between ZALC and the Airlines. The gist is there, since the state is show shallow with the transparency.

That the revival of something that was already dead, that had debt of 300 million US Dollars. Who wrote that off? Did the Chinese? Who paid the creditors of Air Zimbabwe? Someone had to cough up the money and pay them off. It doesn’t go from red to black without some sort of trick. Unless, you have a generous uncle who write-off the losses.

That Zimbabwe Airways is revived with 12 year old leased Boeing 777, which is a costly deal. Hard to believe it will be worth it. Unless, the Mnangagwa government knows something we don’t, and that he offered someone extra scarfs or something. Who knows?

But this seems like a scheme and the ones who could track the money, could find the sources, find the middle-men and the ones paying the Malaysian business-men. Somewhere there, the reality would be open and the ones earning profits on the leasing would be established. Because I have hard time to believe this is good business. Since the last Airlines wasn’t run well and neither will this one. Unless, again, Mnangagwa knows something I don’t.

Hope the cat will get out of the bag, the ones leasing, the ones operating and the ones earning on the operation. However, I don’t think the ZANU-PF wants that, neither want the whole deal in the open. Secondly, the Mnangagwa Presidency always want to be in contrast of Mugabe, but this looks more of the same. Just renting, instead of getting the first family to own the business directly. Peace.

Opinion: It is a rare day, catching the Ministry of Ethics and Integrity in an Open Lie!

We know by now, that former Reverent Simon Lokodo, the Minister for Ethics and Integrity is struggling and his whole ministry is flawed. The basic needs and the promises made are undercut, if not existing; why do I say that? Well, his Pornographic Machine to detect browsing and what else of that content has now been scrapped, that is promise that haven’t been kept. They cannot afford this sort of machine and therefore, has to figure out new ways to moral superior to the citizens.

Why where you lying in August 2016, promising this fancy machine would be delivered in September 2016? It has now gone 2 years and still nothing but empty promises. Not that I want the Republic to have that sort of equipment, because if people want to see porn. Let them see porn, it is their minds and their bodies that is enthused, not the whole public. It is not as if they are having public viewing like cinemas with it. Unless, the Ministry is fearing for that sort of activity.

In August 2017, the same Ministry said the Machine was coming soon, but it never did. That was year in and still nothing materialized, except for more lies from the Ministry of Ethics. Such a Noble place to be lying.

However, now in April 2018, the Ministry is saying it will buy software to monitor it instead, so the privacy breach is still important, but they lying itself isn’t? Double standard much, aye?

Therefore, it is bad to watch porn, but sanctioned by the state to lie. How convenient right? That the reverent is paid to lie and is doing it with a steady pace, surely he is running a marathon on this lie. Both in 2016 and 2017, as he was knocking down on the Porn Addicts. Instead of tackling the problem head-on, he has succumbed to narrowing in on software. The hardware has to wait, because of technical difficulties.

It is beautiful to have caught the magnificent gentleman and minister of Ethics in lying. Especially, when he has been so involved in catching other people and making a lesson out of people reactions. How he has attacked Stella Nyanzi for her demonstrations of oppressive behaviour. Therefore, it is about time someone says it.

Instead of backtracking, just say you lied and ask for forgiveness, I am sure there as some Catholics who can take you in for a while, so you can repent and ask for your sins to cease. The Confessions would uplift your soul and cleans your ways for the bad habit you clearly have.

It doesn’t matter at this point if the Uganda Communication Commission (UCC) or the National Information Technology Authority (NITA), haven’t helped procure the machine, the software update to block pages is benign from the actual promises made. Therefore, time to repent from the lying ways. You cannot have a man preaching how sinful other people are and he is caught in lying. That is just bad and gives a sour taste in your mouth, doesn’t it?

Rev. Lokodo, please confess, it would be healthy for us and for you. That you would humbly ask the public for forgiveness and confess your sins. I don’t even ask for cash, for side-tracks or reasoning, just that you tell the truth. You are the head of Ethics in the Republic, we should expect you could have your tongue in check, if anyone in the Republic should, it should be you! Peace.

Public Notice to those Considering Building, Managing, or Operating a Port in Djibouti of the Validity of the Concession Agreement for the Doraleh Container Terminal in Djibouti (09.04.2018)

On 22 February 2018, the Government of Djibouti unlawfully seized control of the Terminal, forced DP World employees to leave the country and purported to terminate the Concession Agreement.

DUBAI, United Arab Emirates, April 9, 2018 – DP World Ltd. (web.DPWorld.com) hereby gives notice that the Concession Agreement to operate the Doraleh Container Terminal in Djibouti, which was awarded by the Government of Djibouti to Doraleh Container Terminal S.A., or DCT, a joint venture controlled by DP World, remains in full force and effect.  That Agreement conferred on DCT the right to operate the port, which it designed and built, and in turn DP World was mandated to manage the port. The Agreement also gave DCT and DP World exclusive rights to build and operate any other container ports and free zones in Djibouti.

The Concession Agreement was recently upheld as a valid and binding contract under English law by a distinguished tribunal of arbitrators (one a former member of the United Kingdom Supreme Court, another a member of the English Court of Appeal, and the third a leading Queens Counsel and independent arbitrator) under the auspices of the London Court of International Arbitration or LCIA, which rejected the Government of Djibouti’s attempt to rescind the Concession Agreement based on false allegations of corruption.  In a related proceeding an English High Court Justice agreed that the Concession Agreement had been a great financial success for Djibouti.

Nevertheless, on 22 February 2018, the Government of Djibouti unlawfully seized control of the Terminal, forced DP World employees to leave the country and purported to terminate the Concession Agreement.  The claimed termination is invalid under English law, and thus the Agreement remains in full force and effect.

DP World and DCT have commenced a new LCIA arbitration against the Government of Djibouti due to this unlawful seizure and purported termination.

There have been reports that the Government of Djibouti is contracting with other companies to build and operate other port facilities in Djibouti in violation of DP World and DCT’s exclusivity rights.

TAKE NOTICE THAT DP World and DCT are the lawful holders of rights in respect of the ownership and operation of the container shipping terminal at Doraleh, Djibouti, and will pursue all available legal recourse, including claims for damages, against any other entities that tortiously interfere or otherwise violate their rights with respect to the Concession Agreement.

Mogadishu Stand-Off: Jawari resigned, but did PM Khaire win?

Today, seems like a small victory for Prime Minister Hassan Ali Khaire and the silent President Mohamed Abdullahi Mohamed Farmaajo. The Victory is that after weeks and nearly a month of political stand-off between the gentlemen, the Lower House Speaker Mohamed Sheikh Osman Jawari. What is suspicious, is that it is resolved after millions of dollars coming from a Private Plane from United Arab Emirates landed in Mogadishu yesterday. It seems so fitting, that the ones behind the most controversial army base in Somaliland, and also the DP Port in Berbera, Somaliland. Suddenly, comes like Santa Clause to Mogadishu.

24 hours later, a stand-off between two parties are settled, while “investigations” into the money transaction continues. I am not saying people are bought-off, but it is seemingly so. To the RFI English Radio, Minister for Constitutional Affairs Abdurahman Hosh Jibril has said after law, the new Speaker has to be elected within 15 days. This would a sign of change or more control by the President and Prime Minister. It has already been reported that Farmaajo had tried to get Jawari to resign.

The Prime Minister has on the other hand, ordered a full lock-down of Mogadishu, sent Danab Force to the Parliament and also used Bancroft Mercenaries there. Therefore, the ones in the Executive Branch and highest positions has used fear to install the ones they want to have. While we can question the money of UAE yesterday, the UAE themselves saying it was money for salaries of the Somali National Army. Also coming out, is that the Military Base in Puntland from the UAE will be used as a launching pad for military activity in Yemen. Clearly, the internal in-fighting, has external consequences.

This clear interfering in Somali national is clear and they are trying to pay it off and in this instance, it has worked. Since the Speaker Jawari had to resign after long days of stand-offs and misfires. We now know that the Executive Branch is trying to steer the whole Parliament. They not guiding, but trying to steer the wheels directly. This is the initial part of this activity, they don’t want someone whose thinking for themselves as Speaker. They want a loyal puppet for the PM and the President. Why else go this far to get rid of him?

The PM Kheire and President Farmaajo, wouldn’t have this much time and come with such retaliations against a man, if there wasn’t something in it for them. To think otherwise is a bit naive, you don’t send the Danab Force to the Parliament, because you love or care about Parliamentary Procedures. You do it to send a signal and show your power. You don’t use American Mercenaries on the streets around to show grace and mercy, but install even more fear. That is what the PM has done and to think otherwise, is still naive.

That there are more than what reflects in the water, that is clear. What we do know is that there are reasons for this. If it is Soma Oil and their dealings, if it is UAE and their dealings. If it is that the Speaker wouldn’t follow the directions of the PM. That might be true, but what this has shown is how weak the President is and how powerful the PM is. The PM is the power actor behind it all, he was the one who raised the stakes. Also, because the Speaker and his group of MPs put a “no confidence” on the PM as well. Certainly, that will not be tabled. Neither the motion on Jawari.

But, even as this is a small victory for Khaire and Farmaajo, it isn’t really winning anything. They have lost face, their transgression has been proved and their lack of process is proven. Their missions and their acts are now in the open. There aren’t enough American drones to get rid of enemies of the ones who wants power. That should the PM and President know, but seemingly, they don’t.

Jawari is now out, but the struggle for supremacy is far from over. The Lower House still needs someone to lead it and stand behind the protocol and rules of the Parliament. That cannot be swept under the rug, but the PM and President want their man there.

This is not a real victory, it is a loss and that is evident. What is next is inevitable, that someone who can follow orders from the PM and President will become the Speaker. But if that will make the situation better, I doubt it. It will just get more tense and more of the ones who was behind Jawari will feel disfranchised. Unless, the PM tried to buy them-off too. Time will tell. Peace.

EU stands ready to accelerate support to Zimbabwe during its transition process (09.04.2018)

The Uganda Budget Framework Paper FY2018/19 for Energy and Mineral Development is saying that the External Financing is the key for this Sector – Period!

The Budget Framework Paper for Financial Year of 2018/2019 for the Ministry of Energy and Mineral Development is really revealing how the financing of the sector is and how the state is involved with the manner. Also, how low-key the main factors are and lacking transparency is hitting the Energy Sector of Uganda. Not that is surprising, since the agreements, the licenses and the tenders are usually kept behind closed doors.

However, the main part of the Framework Paper is evident of the issues at hand:

The indicative budget ceilings for the Ministry of Energy and Mineral Development have been rationalised in line with the sector priorities and national priorities as communicated in the Budget Call Circular and in the Presidential Directives. The ceilings for Vote 017 for the FY 2018/19 are as follows: Wage Recurrent is UGX 4.23Bn; Non-Wage Recurrent is UGX 74,04Bn; GoU Development is UGX 307,84Bn and the Development Partner contribution is UGX 1,608.41Bn. Under Vote 123 ceiling is UGX 81.98Bn is for the GoU Domestic Development and UGX594.00Bn is from external financing” (Energy and Mineral Development, Budget Framework Paper FY 2018/19, 2018).

The building of vital infrastructure, the refinery, the pipelines and energy production facilities are all dependent on funding from abroad. If it is grants, loans or paid-in-full agreements done in secrecy. Because, there are more than the shadows of this budget framework paper. It is saying a lot and the votes for the future is showing the future too. That the Ugandan economy is prospering, as the budget are needing all funding from afar to be able to build needed infrastructure. Also, needs the grants for the Rural Electrification, the ones who the state has even borrowed to do.

Therefore, this Budget Framework Paper is showing the troubles ahead. This isn’t voting for better economy, know this is dependency and also proving how much the donors and partners are involved in making sure the economy gets addicted to it.

When it comes to the refinery, the details are clearly still in the wind: “The process of selecting of the Lead Investor is still progressing and the negotiations are ongoing between Government and the selected investor. The process is expected to be completed in FY 2017/2018. There after FEED and ESIA for refinery development will be undertaken with the Lead Investor on board” (Energy and Mineral Development, Budget Framework Paper FY 2018/19, 2018). So the selecting of it is not finalized, well, for some thought Russians had secured agreement and the reason for Museveni to visit Moscow. Clearly, that ship has sailed, we can wonder if Total or any other company would do this. As Total has the biggest chairs of licenses in the Lake Albertine Basin. Time will tell, but another proof of lack of transparency, when the Ministry has to write this.

Procurement Bottlenecks including lengthy bidding processes that require no-objections from the external financiers at each stage of execution. There is need for PPDA to revise guidelines for procurements relating to flagship projects. In addition, the following measures need to be considered: financing agreements are signed, project is almost ready to kick off. PPDA should reduce the administrative review timelines that sometimes stall progress” (Energy and Mineral Development, Budget Framework Paper FY 2018/19, 2018).

This here is initially following the guidelines of the First Amendment of the 1995 Constitution of 2017, the Land Amendment that the National Resistance Movement put forward before the Age Limit. That would fit the narrative of the Ministry and their wishes. It is like reading the same idea, to give more power to the state and able to land issues quickly.

What we can learn, also and which is important, these developments, these infrastructures projects couldn’t have been built if it wasn’t for external loans, externals grants or direct aid, if not on the license fees and the parts that is taxed. However, the grand amount and the majority of the projects needs the external funding.

This is not surprising, it is to be expected because Museveni doesn’t want to use his money. He want to spend other people’s money and also the money of the future. To benefit him today, that is why the deals are done in the secrecy…. We don’t know the reasons and the value of the licenses, the ones who is to build the refinery, even the grand agreement between the Corporations who will build the Pipeline. We know that certain companies has failed to build the dams and used bad material, but that is because of the Chinese Contractors has saved money, while being paid-in-full.

President Museveni blessed that deal and got scraps back. Time will tell, but this isn’t a good look. Not because I want it to be bad, but because the money says so. Peace.

Hon. Nankabirwa continues her cult-like praise of Museveni!

I would like to assure you that Museveni is here to stay. He has the power, the money and other resources that are necessary to push this country to greatness,” Nankabirwa said” (…) “Those who opposed the move to amend the presidential age limit are now living cowardly. They feel ashamed of the fact that their efforts proved them wrong at the end of the day. For us in NRM we proudly say that our stand was the best for Uganda,” she said” (Namanya, 2018).

Ruth Nankabirwa, the government chief whip continues her praise and being a loyal subject of the President. President Yoweri Kaguta Museveni must be giddy to have someone praising him in this manner. She is now a useful mouthpiece, she is praising him and heavier, than Beti Kamya, which in itself is special. In the championship of praising Museveni in the current day, Nankabirwa is in the pole position, even in front of Lewis Hamilton.

She is now praising him and allying herself with him, in a way, where her fate is bound by what happens with Museveni. There isn’t anything of policies or political belief. It is just bound by her alliance with Museveni.

This here is just an act to solidify her position and show that she is loyal to the President. That is why she is even proud of the abolishing the Age Limit in the Constitution. Just to give more time and ability for the President to continue to rule. When the NRM speaks for the best, it is the best for the President and then the Republic. Because the President always comes first. Last mentioned was Uganda. That is because, Uganda has been blessed with Museveni in their eyes. He can do nothing wrong and if he does it you too blame.

That is why the President is quick to blame his cronies and his own people, there is never his fault. But he expects that people like Nankabirwa praises him and gives him the fountain of honor. Not that a man of his stature do wrong or doesn’t listen to advice. Even fellow peers at the time of the makings of the Constitution, warned him about term limits. That he didn’t want to hear, but had to revise when he had spent that time in office and didn’t want leave. The same appeared again, as his age was closing in on him.

Now, the President needs his fellow MPs and Cronies to praise him, even if it is wrong. The people who was against abolishing the age limit isn’t cowards, but they have just seen the Republic and the Parliament, mostly sold to the President. They are not representatives anymore of the people, but of the President. There are few who are real and who try within the system to represent the people. However, there is very few and those who does, like even within the NRM would be fined and sanctioned by the Party. The NRM Rebel MPs was even talks of sanctioning them.

Nankabirwa, we know your loyal, but your words are still not true. Museveni isn’t a visionary anymore, and your just trying to catch your next paycheck. We understand, we do and we are not blind sheep following without thinking straight. It is hard to believe that Museveni will bring the republic to greatness now.

Museveni has had 32 years and there is still very little progress made and the achievements of the past is now getting tarnished with time. Also, the lack taxation, the added debt and the cronyism that is destroying the state. If that is greatness in Nankabirwa eyes, than I am sorry, but I beg to differ. It isn’t greatness, its self-inflicted destruction of the state in favor of one man and his cronies. That is not development, but using the state as a racket. It has been done now for over 30 years. However, that is just me. Peace.
