Opinion: Mismatch of reports concerning the Ethiopian Economy!

Even as the stark contrasting reports are appearing, the reality must hit the fan. You can’t have your cake and eat it too. For me its a hard time reading about the rising economy, when certain other familiar set-backs are reported. Its like you cannot have rainy-season and dry-season at the same time. You cannot have a giant harvest or a drought from the same land. That just doesn’t happen. If this was different republic’s, different nations and different rulers. Then it would be possible different results. But when were discussing the narrow place. It just doesn’t make sense.

First I will cover that good news, that got Ethiopia on CNN, than after that I will take a report coming from the local ESAT, Tesfanews & AfricaNews. These are striking differences to the narrative coming from CNN. Which doesn’t make sense to me.

CNN says:

Ethiopia’s economy is predicted to grow by 8.5% this year. The figures signal continued economic expansion following a long period of impressive growth. In the last decade, Ethiopia has averaged around 10% economic growth, according to the IMF” (Giles, 2018). This gives a favorable outlook with a fantastic economic growth. If that was true. Why does this other report says otherwise.

ESAT Says:

Dwindling imports of wheat has resulted in scarcity of bread in the capital Addis Ababa and the price of a loaf of the staple has doubled. Authorities say the crisis was a result of the foreign currency crunch facing the country. Long lines at bakeries in the capital is a regular scene and owners of the bakeries told local media that they only get half of the wheat flour in quotas. The bakeries say if the crisis continues, they would be forced to close business” (…) “Plans to import 200,000 metric tons of wheat this year have failed due to foreign currency shortages sparking the bread crisis” (De Birhaner, 2018)

TesfaNews says:

The situation has exasperated to the point where factories have been forced to operate under capacity, crucial medicines are disappearing from pharmacies and many goods are not found on shelves of supermarkets. The amount of international reserve has dwindled. It only covers 1.8 months of imports by the end of the last fiscal year” (…) “It is fact that Ethiopia’s economy is troubled by a shortage of foreign currency and it is in a position where it cannot be calmed down by the sudden release of dollars. The economy needs a workable solution. This requires looking into every line of the balance of payment account and coming up with strategies to improve them” (Abdulmena, 2018).

AfricaNews Says:

But those at the speech said Abiy did not outline plans to open up new sectors, a move which could also ease a shortage of foreign exchange. Instead, he said state spending on infrastructure, which has crowded out local companies, would continue. Abiy also told the business community that the foreign exchange shortage that has plagued the country will last for years and more cooperation with the private sector is essential to solve it” (AfricaNews, 2018).

Let’s be clear, this is my view of the situation. Because, the narrative of a rising economy, when fellow reports are that the are lines to bakeries for bread, lack of imports of medicine and factories. That cannot create a vast rise of economy as the IMF and CNN reported. That just don’t make sense. How can the economy grow, when public cannot spend their monies or get the needed imported food? That seems like a pointless.

That the lack of foreign exchange in the reserves, that hits the economy. Supermarkets loosing their goods, medicine from the shelves, bread out of bakeries, all of that should be of a failing economy. Not a rising tiger. The Ethiopian People’s Revolutionary Defence Force (EPRDF) and the Councils of Ministers has to rig the numbers to the international organizations. Because you cannot have lack of bread, medicine and goods, while also having a high-rising economy. If it was so, then depression of America in the 1920s was the grandest time of the Economy there. But that is just how I view things. Because I don’t have the numbers, but the reports doesn’t make sense.

Its hard to see… rising growth and prosperity, but if it was so, wouldn’t the people have more money to spend at the Supermarket. Not have less products to buy at the Supermarket. Wouldn’t there be more medicine and not less? Wouldn’t the bakeries have bread? Wouldn’t the state have the foreign exchange reserves to import the needed wheat? Then it would be believable. By all means, I want a prosperous Ethiopian Republic. However, the truth cannot be that now. Not during State of Emergency, not during the oppression of the Oromia and Amhara regions. Not during the oppressive behavior and silencing the people. The EPRDF and the TPLF are surely trying to ply the outside world. That is why the ESAT, TesfaNews and AfricaNews not hitting the stands. It is because your not listening to reality, but a narrative creating by the oppressive central government, that doesn’t listen, but only want people to obey. Peace.

Telecommunications, Mobile Money and Cooking-Oil is hit by new taxes in Uganda!

You know there fiscal problems within the Government of Uganda (GoU). The GoU is on the rocks, as they are establishing more loans, more interests to pay and has leveraged their forex exchange, when they are levying today’s amount of new taxes. This is coming as reports of lacking hiring for the Civil Service, The Ministry of Public Service has suspended hiring of new positions in the districts and at the government institutions. This is happening, as the amount of cronies around the President is growing. Therefore, the wastage of funds are in and around the President, who can pledge funds as he wishes and give Presidential Handshakes to whoever he likes or needs. Therefore, today is sad day for transparency, as the state is eating itself, but not taking care of the needed services.

We know the state is poor, when the lacking banking-service and with the need of Mobile Money and Airtime on the Cellphones are getting hit by a tax. This is not social media tax, but is that the subscriber and user of the services, will get a withholding tax of 10% on transactions on Mobile Money and Airtime. This means, every time a Ugandan or someone buys airtime, in the price they are paying an added 10 % on the total price of the usage of minutes of airtime or making the transaction of funds between two funds more costly. This is really hitting the breadwinners and the ones who are servicing mobile money from the towns to villages.

Just to prove to how much the added cost on the Mobile Money is wished, as the withholding tax, they are adding direct also the excise tax on this from 10% to 15%, that means the added is 5% more on each transaction. If that isn’t excessive, just think about the two other taxes as well. Therefore, the state has added three taxes on using the phones. The citizens will have to plan more transactions, as they are more costly and will be less transactions of the amount, since the tax will shave off the amount of shillings sent to the fellow they wanted to give needed money through these services.

They are adding even more on every telecommunication services, not just the hit of withholding tax on it, but they are even adding an excise duty on it as well, meaning there are two pieces of taxes put on the same services, but at different times. Making the expenses of using the cellphones, hitting the roof and the value of the airtime dwindles, as you are paying more tax on each minute use. This excise duty is put on the level of 12% as well. So, expect the prices on airtime to rocket, as this hit both the agents to pay more tax on each, and also the cost of actually calling too. This is funds that the Telecommunication Companies will get back from the consumer, meaning citizens will pay more being in touch.

As they continue to give price hikes on necessities, they are putting a levy of 200shs on each liter of cooking oil, this meanings the price for making rollex or banana-pancakes will go up. Since before you buy the eggs and the flour to make your dish. You will pay more for each bottle, while the state gets simple taxation on this single item. It might seems pointless, but all fried foods will be more costly to make and a Samosa will cost more to make, therefore, expect a price hike on the hawkers foods in any stage where you waiting.

These are just some of the measures done by the state, there are several more, but this is really hitting the average citizen usage of phones and also cooking. This are just two items on a long lists of new taxes put on the people. Clearly, the state see the need for spikes of prices, growing inflation and lack of monetary control to come, as the chickens come to roost and the costs of debt services is hitting the fan.

The ones that has to pay for that, isn’t the elite, but all of the citizens who spends time outside their homes and buys into services. Which, means all of them. Peace.

The Creations of districts: Shows growing expenditure, not only at Parliament, but also at local level!

Local governments are supposed to be financed with 30 per cent of the national budget but this has never been possible; sometimes it is as low as 15 per cent. This continues to stifle service delivery,” said Mr Cuthbert Felix Esoku, the Mbarara District chief administrative officer” (Mukombozi, Rajab – ‘Government lacks political will to improve district funding, say local leaders’ 09.11.2017, Daily Monitor).

Sometimes I wonder, if the government understand what it does, or if the sins of the 9th Parliament is hitting the 10th Parliament hard. Also, that the President is lax on caring, because he wants his cronies well off, just like former Prime Ministers and Vice-Presidents are getting 20 million Shillings Yearly as a Pensions, without the perks they are getting too. Therefore, the silence from them, as they are highly paid without doing anything for the NRM. Their ills and the growing Local Government is costing. Not only in Parliament, but in the districts itself. Today, the issues of Parliament is hurting, but none is addressing the local issues. Which is the reason for the lack of money and needed supplementary funds for the Members of Parliament (MP). Take a look!

Parliament is seeking Shs 3.3 billion for the emoluments of twelve more legislators starting July 1, 2018. According to the parliamentary service commission, the number of MPs will increase from 453 to 465 at the start of the of 2018/2019 financial year when new districts and municipalities come into effect” (URN – ‘ Parliament seeks Shs 3bn for 12 new legislators’ 22.04.2018, The Observer).

I am amazed about the amounts of districts and the rise of cost. This not only the share Members of Parliament, the lack of space for their seats and the possible rebuilding of the Chambers. Because the amounts of MPs wasn’t built for this amount of people at the same time. Therefore, the Parliament needs funds and budgets to fit. That says the foolishness of the new districts in that regard alone.

We know, by recent news that the state cannot afford to hire civil servants to Local Government that as is, and that is without the new enclaves or districts created by the state. That is not just the salary of the MPs whose recently elected, while the Electoral Commission are stretched in getting the by-elections and the MPs their seats. That is just beginning, as the growing debt and the interest are growing. While the Parliament is lacking space and the infrastructure and the local hires are not there.

That the state has under President Yoweri Kaguta Museveni gone from 33 districts in 1986 to about 136/7 after 1st July 2019. Which was ushered in July 2015, a year before the General Election 2016 and fitted the needs of the National Resistance Movement and keep up with pledges made by the President. So every single town is a District and none is inter-connected it seems. Every hill and top is Sub-County. Just the way NRM Regime like it.

In 2017, the Parliament gave a tender about 260 Billion Shillings to ROKO to build a 500 seat size of chambers there. So the payments and monies are there, when needed, as the state can configure and find money for this. But they are usually lacking funds for the civil servants and for the ones serving in public offices in low-level positions. Even not hiring the needed ones in the districts, schools and so on, as there are thousands of jobs that the Ministry of Public Service is not allowed to hire by direction of Keith Muhakanizi, the Secretary of Treasury said there was no funds for that.

But now, suddenly, just like there is funds to athletes, there are funds for new MPs. This is happening as the new possible Social Media tax and also the Tax on Mobile Money. So not like they don’t have projects to use it on. It is all of them districts that needs mansions for District Police Commanders and Residential District Commanders, who all need a palace to live in. Also the need for a local government building and facilities, they cannot run the district from a shack. If that means all citizens has to bleed, that is okay, they deserve this cronyism.

This is the pile of bills made by the amounts of districts, the running costs isn’t just the 3 billions supplementary for the MPs there, it is the new civil servants, buildings and develop these districts. Unless, they want to be ghosts on the paper like schools, teachers, students, refugees, roads and development projects in general.

So, if you don’t see the issues I see, then your either in on it or your just thinking. Its a lost cause, because the President is ushering it in and sanctioning it. This to feed off his cronies and making sure they get jobs locally. Instead of building good districts, he has just chopped them in two or made new ones. So the development and local changes can be made right before elections. That to secure his own candidates for the Parliament too. So for the President its a win-win.

Nevertheless, this has clearly stretched the budgets, the need for public officers and civil servants, as well as more appointed local leaderships. All of these needs salaries and pensions, which means the grows and becomes more expensive with the growth of expenses like these. This is happening at a rate and time, as the growing debt and interest rates are rising. Therefore, the negative affects of it all needs to be put in perspective. However, that is not interesting to the NRM as they cannot question their king, without insulting his intelligence or his will of staying there. That is shown too…

Well, this was a bleak and sad story, but needed this perspective, since the cost of 136/137 districts should be discussed, not only the cost of MPs and the cost of building a new chamber at the Parliament. Peace.

Mzee promises millions of shillings to athletes, but keep general upkeep? Nah, not important!

He then asked he president to stop funding wells and toilets and use the money to buy grain. (Because really, how can you use a toilet if you never eat?)” William Kamkwamba

Well, President Yoweri Kaguta Museveni has started to promise things again, like he does now and then. It is a habit, he has done this for over three decades, to keep up with all his pledges. We would need a wall in a library and dozens of reports to check if he kept his promises. Many would be lacking, but that is for another day. Today, he was celebrating after returning from London and the Commonwealth Head of Government Meeting (CHOGM). He has always liked to bask in glory on those occasions, because it is all talk and no need to play or pay. Now, he has returned and promised something again. Therefore, I wonder, how come the state has money to pay lavish salaries for athletes, but cannot hire needed civil servants?

Priorities, the state got none? Is that what Mr. President is saying? I understand he wants to celebrate, but has the ones in past gotten their perks? The Olympic winners of the past? Have they gotten their check and built their house, even finish building the stadiums in their names? After my calculations, there are many who is left behind. Just like so many other projects under Museveni. Because it is fun while cooking and eating. But very, very boring to clean up the mess and paying the farmer too.

First, the recent news of lack of funds:

The Ministry of Public Service had earlier directed all ministries, departments and agencies (MDAs) that filling of structures should be done in a phased manner subject to availability of funds. “I further emphasised in the Second Budget Call Circular (2nd BCC) dated February 15, 2018, that wage allocation for 2018/10 was only for staff in posts and no funds have been provided for recruitment,” Mr Muhakanizi states” (…) “Mr Muhakanizi’s order comes after Parliament’s Public Accounts (Local Government) Committee report on the 2015/2016 findings of the Auditor General pointed out that of the 77,713 posts that are established in the local governments, 23,093 are vacant, implying that nearly 30 per cent of the jobs are not filled” (Arinaitwe, 2018).

Second, the sudden announcement that there are funds available:

I made a promise that whoever wins a gold medal at an international or continental competition would get a monthly salary of Shs5 million, a silver Shs3 million and Shs1 million for bronze. The five medalists today will get onto the payroll. I have also been told of some arrears to other athletes, they will be cleared. Likewise, I will build a house for Cheptegei and Chesang who won gold medals, like I have done for previous gold medalists” (Yoweri Kaguta Museveni, 22.04.2018).

Maybe, I am stupid or maybe the system is foolish. Because how come there is no funds for paying the teachers, hiring principals and other needed civil servants in the government, but the Ministry of Sports and Education has capacity to dole out millions to several individuals. So the sudden victories are important, than the future generations own lessons in school. All Ugandans should get the memo. That the victories done on the Commonwealth Games are more vital to the Republic, than studying or even getting educated. If you want to secure a decent pay and salary in Uganda. You got to start running and the government will find you money.

However, if you need administrators, secretaries, teachers, principals or whatever else, there is lacking off in the districts, at schools and at hospitals. You can linger unemployed and even with the education to go into the field of expertise, the state cannot find funds for you. But if you had run on dilapidated stadiums and run around pot-holes, gotten a chance to be picked up by Uganda Athletics Federation. Than you have hope for a decent salary and a future. Unless, you get picked in NRM Primary and rig yourself into Parliament. For that matter, get a name grand enough to become a Regional District Commander (RDC), then you get a salary and also a house.

If you are just a commoner applying for job, it will not be easy, even if the government institutions hasn’t hired what they need and lack to fill the positions, because of lacking funds. Trust me, if you get into the field and get a medal. You will secure your future. That is the promise. But remember, Museveni, as always promise a lot, but don’t keep it. Just like he has done to previous winner and gold medalists.

So in reality don’t expect anything, you should be worried about those promises. When the President cannot even have the needed funds for needed civil servants within his own government. The signs of problems and lacking structure should be there. The gravitas of nonsense should strike you. But someone will buy into the soft-words, but others will be. I have a way out, but that is not certain.

The true value and who runs it is proven when the former head of the Commonwealth for decades has been Queen Elisabeth II, which of yesterday put the mantle of leadership to her son Prince Charles of Wales. The Statement from ‘ Commonwealth Heads of Government Meeting 2018 – Leaders’ Statement’ said: “We recognise the role of The Queen in championing the Commonwealth and its peoples. The next Head of the Commonwealth shall​ be His Royal Highness Prince Charles, The Prince of Wales” (Commonwealth, 20.04.2018).

We can also know the perspective the Great Britain has for the organization, as Boris Johnson wrote so clearly in March 2018: “The good news is that when we leave the EU, we will regain the power to sign free trade agreements with our Commonwealth friends, allowing the UK to make the most of thriving markets. Brexit will give us the ability to open a new era of friendship with countries across the world. A key theme of the London summit will be how to boost trade within the Commonwealth. We’ll also discuss how to improve security co-operation and take joint action to protect the world’s oceans, bearing in mind that the Commonwealth includes island states in the Pacific, the Indian Ocean and the Caribbean” (Boris Johnson – ‘Commonwealth has key role to play in the bright future for Britain: article by Boris Johnson’ 12.03.2018, Foreign & Commonwealth Office (FCO)).

It shows that the United Kingdom own problems and issues is key for the Summit. The others are more a circus that the old empire can play into it. That happen and the Commonwealth Declaration on the 20th April 2018 named ‘Declaration on the Commonwealth Connectivity Agenda for Trade and Investment’ part of it says: “We, the Heads of Government representing member countries of the Commonwealth and one third of the world’s population recognise international trade and investment

as an engine for generating inclusive and participative economic growth and a means to deliver the 2030 Agenda for Sustainable Development” (…) “In particular, we recognise the importance of the multilateral trading system in ensuring the integration of small, vulnerable and least developed countries and countries in sub-Saharan Africa, the Caribbean and the Pacific into the world economy, and welcome initiatives which will support greater and more effective participation of these countries in international trade” (…) “To promote the realisation of these goals, we hereby launch the Commonwealth Connectivity Agenda for Trade and Investment. This Agenda will be guided by the principles that: co-operation should be pragmatic and practical, leading to credible results; take into account regional integration initiatives; take into account the needs of small and vulnerable economies and least developed countries; avoid duplication with initiatives where other organisations are already working; add value in areas of engagement; and adopt a progressive approach towards a long term vision for closer trade and investment ties. It should also recognise the vital role of the private sector in delivering the 2030 Agenda and facilitating the promotion of the blue and green economy” (Commonwealth – ‘Declaration on the Commonwealth Connectivity Agenda for Trade and Investment’ 20.04.2018).

We can see that Boris Johnson’s goals for the Commonwealth Head of Government Meeting (CHOGM) appeared on the last day, yesterday, as this declaration is to anticipate the Commonwealth secretariat and the Foreign and Commonwealth Office (FCO) will work on this now. To make sure the former Colonies are more connected. Not only to themselves through trade, but also to the United Kingdom. This is to give the United Kingdom bigger trade and partners through the use of the former colonies. To look at it differently, is to be naive. The other agreements is to make the public perception positive, but this here was to grease the wheels of United Kingdom, who are soon losing the trade-agreements through the membership of European Union, because of their silly decision to leave the Union.

We can see that the Commonwealth all benefits the United Kingdom and the others just has a place multi-nationally to be represented, though a loose organization, that isn’t to formal. But is a place to make them look better and get exposure through the perspective of their former colonial master. That is why they still has the inter-connected ministry FCO. It is a reason why even Zimbabwean Non-Governmental Organization was petitions the Department for International Development (DFID), so the former colony could have funds to hold Presidential Candidate National Television Debate before the General Election later in the year.

Well, that was a sidetrack, but very fitting. Because, the Commonwealth, still seems like a UK based organization, where it is all because of the mercy of the UK. The Commonwealth communiques, declarations and the meetings is because of UK leaders. Not because of the Kenyan President wanted it or the Indian one wanted some. We know there are someone even questioning it, the Bangladesh PM has been stating this today:

LONDON, April 21, 2018 (BSS)- Seeking inclusion of representative from Asia in the High Level Group to review the Commonwealth Secretariat’s Governance, Prime Minister Sheikh Hasina yesterday suggested making the Group more representative with inclusion of member states of different regions. “We value the knowledge and expertise of the Secretariat for furthering work of the Commonwealth. However, we believe that views of the member states through appropriate representation, is equally important,” she said” (Bangladesh Sangbad Sangstha – ‘PM suggests making CW high-level group more representative’ 21.04.2018).

This is what I started it, and it is made like this because the Commonwealth are made for the needs of United Kingdom, then the second interests. That is why the head of the Commonwealth has to be the Royalty of the UK. Now it is the Prince of Wales, which was nudged in by the Queen. The same happen to Prince Harry, who was appointed by the Queen to become the Commonwealth Youth Ambassador. We can see that the Commonwealth is a UK enterprise. The view can be seen that way, the way the Royal family has key roles and that the FCO is involved. Therefore, the meetings and statements coming from Boris Johnson with everyone he could. Making photo-ups with anyone he could during the CHOGM.

We will clearly see the Commonwealth Secretariat work on the Declaration, especially now that the UK is gearing up for the Brexit and leaving the Union. They need new secure trading partners and what better, than using the informal body of Commonwealth to get trade with. That is what even Johnson has been writing and proves his ideas. That is why he has been so diplomatic and kind with words. Because some of the nations and state leaders he has meet these days, he has written in the past ill-words of their republics and their kind. Therefore, we know he has sudden swift change of interests. That interests being the benefit of London and not of the former colonies.

The Commonwealth seems more like a savior and needed trade-partners right now, because of the problems coming with the loss of the EU membership. FCO and Commonwealth member-states with this declaration are opening for negotiations. Something that Johnson has been hoping for all along. Since he wanted that and hoped that CHOGM would deliver. However, it did that in some respect with the Declaration.

Seemingly again the Commonwealth is made for the benefit of the UK and their needed gains. If it was otherwise, than the Bangladesh PM wouldn’t asked for what she did after the CHOGM. That proves the problems within the Commonwealth Secretariat and with the Declaration itself. Since in that one in question isn’t mentioned even directly in the declaration.

Hope I am wrong, but as long the British Royalty is running it and is the heads of it. Their interests will be in line of London, not being for all the members of the Commonwealth. To think otherwise to be naive. Peace.

Baryomunsi has lost the plot on NBS Frontline: Defending, the Presidential Donations in Rukungiri!

In the Republic of the Presidential Handshake, there been talk about the Presidential Donations in Rukungiri recently, where trucks, tractors, boda-boda’s and monies to SACCO’s are coming days ahead of a By-Election there. That President Yoweri Kaguta Museveni and his party National Resistance Movement (NRM) was giving funds directly to certain people in the district. That is why this became a topic on NBS Frontline.

I am glad I am not a NRM Apologist, because they have to defend murder, assassination of institutions and the well-established nepotism within this regime. Therefore, I am glad I wasn’t Chris Baryomunsi on the TV today. The Cabinet Member said this:

All the donations made can’t total to UGX5bn. It’s not correct to say the president was in Rukungiri to bribe voters. He has a passion to fight poverty. It was a genuine donation”Chris Baryomunsi on NBS Frontline (19.04.2018).

Because the NRM have no trouble with this and defending what he did, because of the coming election of a Woman MP for Rukungiri District. Like it is just happening days ahead of the By-Election, that the President can use from his coffers at the State House and dole out gifts. This is Ad-Hoc Cash from the giant box of Presidential Pledges, that he can give where ever he likes. Instead of actually building institution, more just patching up the hurt, instead of building something genuine.

The president is a very generous person and it’s not fair to say that the donation in Rukungiri was an unfair. He donates to all parts of the country. He has not broken any law by donating”Chris Baryomunsi on NBS Frontline (19.04.2018).

Well, it is still questionable, even the Parliamentary Elections Act 2001 states: “26. Use of Government resources:

(1) Except as authorised under this Act or otherwise authorised by law, no candidate shall use Government or public resources for the purpose of campaigning for election.

(2) Where a candidate is a Minister or holds any other political office, he or she shall, during the campaign period, restrict the use of the official facilities ordinarily attached to his or her office to the execution of his or her official duties” (Parliamentary Elections Act, 2001).

So if the WMP candidate for the NRM are getting credit and the use of the bribes, the Presidential Donations or Pledges, than the public resources has been used in campaigning for elections. That is questionable, even if it wasn’t the NRM Flagbearer for Rukungiri, but the WMP candidate would benefit for the kindness and use of public resources.

So Baryomunsi should question the Electoral Laws if Presidential Pledges, Presidential Donations or gifts are acceptable before the polls. That is what the Minister is saying and the apologist of the NRM is saying. That Museveni is getting of the hook, instead of being questioned. Even the not-so-new Chairman of the Electoral Commission Justice Simon Byabakama said it was an evil partner of the elections with bribes. It is proven again that the NRM is following their M.O.

If Byabakama really believed it destroyed the Democracy, he wouldn’t have accepted the pledges, the donations and the gifts from the President in the month before the election in Rukungiri. However, he did, not condemn or done anything. Because he knows he is a crony of the President, whose lucky to have a day-job.

Because 5 billion shillings as gifts and sudden donations from the President is questionable. To say something else, is to be blind. That is what the NRM wants people to be, because the President has no plans with it. Other than trying to bribe and give things. So the District will look favorable to him and that the people cannot vote for someone else, who gave vans, tractors, boda-boda’s and so on. Peace.

VP Gen. Chiwenga shown his face and his temper with the firing of the striking nurses!

General Constantino Chiwenga, the Vice-President of Zimbabwe has unleashed a monster. The monster is firing striking employees. Surely, he is used to getting his way and that the brigades in the army or at the barracks are galloping to his every single word. Because that is chain-command and he has been on the top a long while now. However, he has now officially shown that the Zanu-PF of the present day is a military dictatorship, when a general unhappy with civil service personnel and employees in general, directly fires them.

The VP could have thought for a moment, even looked into the Constitution of the Republic. Seen that its legal to hold strikes and be members of Unions. They are by law legal entities fighting for their salaries and the concern of their livelihood. They are not soldiers who follows the words and orders from this man. They are following protocol and procedure through the Ministry of Health and hired by the Health Service Board. Clearly, the grand old general currently forgets that. Therefore, in his powers, he sacked them and wants to appoint others in their stead. This is standoff because of his personal pride and not for the benefit of the citizens.

The last 48 hours has shown the ill-intent of the general, instead of working out. He gone straight to the battlefield and thrown the nurses out. Who by all means just did a strike for their salaries. Is the value of the Republic, that they cannot carry unionised workers and unionised health care professionals? If it is so, I wouldn’t wonder if there would be a brain-drain and fleeing even more to the diaspora with university degrees and professional educated people. Why do they want to work for a state, that fires you if you go on strike?

Has the Grand Old General thought of that? Has he configured in his mind the effect of his sackings? Does he think the nurses grows on trees and are ready educated from birth? Why didn’t the Health Service Board send notices of termination to the employees, as they are bound by law? Is the Grand Old General above the law?

There are many questions remaining, there are even those who wonders why both the Minister of Health, David Parirenyatwa haven’t acted and have let the VP go off the hook. Maybe, he is worried that the general would fire him too if he asked for favours. The President has been busy as a ceremonial king and haven’t cared at all. Therefore, the VP is free to do as he likes, even when counters common practice of termination and also the rule of law. Just like the army did when they toppled Mugabe. However, nobody was sorry about that, but again the General, shows force and no remorse.

That the striking Zimbabwe Nurses Association (ZNA) has been strong and resilient has been obvious to everyone, but the General has been all-in for the matter, without considering the implications. If not thinking, that he could get away with it anyway. Though now instead of looking like a breath of fresh air. The Zanu-PF regime, looks more of the same and the bright future becomes gloomy, when Generals are attacking own civil servants, instead of working with them. He went straight shooting and shot himself in the foot.

Therefore, he will not walk straight, he might act brazen and proud, but he should sulk, because he is only hurting himself and his government. With this sort of actions, the ones following knows now, how he operates and he is the kingpin behind the President. The President doesn’t question the VP, because the President is in debt to the VP. That is how it seems to naked eye, the victims now is the people and the nurses. The elite goes hunting for treatment abroad anyway. Peace.
