South Sudan: Machar’s War-Cry proves that the SPLM/A-IO making ready for a new Civil-War against SPLM/A or Kiir Government!

This is serious, this is sad and this is dangerous. The fleeing rebel have gone back to his safe haven in Khartoum where he we’re back-in-the-day when the SPLM/SPLA we’re fighting for liberation from the Khartoum government and free the South Sudan republic. So we’re full-circle with that.

Dr. Riek Machar just came back in late April 2016 and not before long. He wouldn’t return if he didn’t get his military arm into Juba. As much as the Peace Agreement we’re supposed to get the SPLA-IO into the SPLA or the ordinary army; there seemed to be no intention by either party to really make that happening. Just as the TGoNU government we’re fixed together with enough ministerial positions for both parties. So the parties we’re starting of the parliamentary actions. So that the government we’re not only supposed to follow Presidential Decree, but with parliamentary procedures as agreed upon in the Peace Agreement.

Dr. Riek Machar we’re fleeing after the Skirmishes in July where the returned fights between Gen. Salva Kiir’s bodyguards and the soldiers of Dr. Riek Machar.

This was mentioned of the skirmishes before Riek Machar fled the country:

“War started in South Sudan at 5:10pm and all Riek Machiar’s bodyguards killed.As we speak both Salva and Riek are held up at statehouse in Juba and general Paul Malong whos the chief of staff has deployed tanks surrounding statehouse and he’s believed that he’s the one that incited Salva’s bodyguards to kill all Riek’s bodyguards and even the mad Paul Malong ordered his soldiers to open fire at American CIA vehicle” (Taifa Takatifu-News, Opinon and Analysis, 08.07.2016).

After this one and the return of skirmishes in Juba, the battles continued in Wau in Western Bahr El Ghazal and the SPLA-IO closed the Kaya Road in Yei at the Morobo County. There we’re also battles between the armies in the Central Equatoria.

So when the battles between SPLM/A-IO and the SPLM/A continued the rebel leader Dr. Riek Machar fled the country. These happen while the battles happen in Juba and the rest of the county. So the place where he where fled we’re questioned.

Until MONUSCO spelt the beans:

On 17 August, at the request of the Government of the Democratic Republic of the Congo (DRC) and acting on humanitarian grounds, the UN Stabilization Mission in the DRC (MONUSCO) extracted the former Vice-President of South Sudan, Mr. Riek Machar, his wife and son along with 10 aides from a location inside the Garamba National Park, Haut Uélé province, in the north east of the DRC. Mr Machar had crossed into the DRC from South Sudan, accompanied by several hundred people, including armed elements and civilians” (…) “In total MONUSCO has handed over 117 individuals, including Riek Machar, his wife and son to the DRC authorities. Weapons have been removed from all those transported by MONUSCO” (MONUSCO, 2016).

Just as all this was happening the TGoNU under the leadership of President Salva Kiir went on and asked for Dr. Riek Machar to come back, but not for indefinite time. With that in mind the TGoNU appointed Gen. Taban Deng Gai to the First Vice-President and take the position of Machar. This has been over time established as the return of Machar we’re more unlikely. Even a battalion of 6000 soldiers deflected from SPLM/A-IO to the Juba Government. While the Maribor Garang de Maribor resigned from his ministerial post and turned back to Machar. There been deflection both ways and also different reasons for why people does so.

By late August the Khartoum government we’re saying they accepted the fleeing rebel into their capital as he was healing from wounds and we’re getting recuperating there in safety. Just in the same days the FVP Taban Deng Gai where in the Sudan Capital discussing the peace-agreement between the nations in bilateral talks while the South Sudanese Authorities we’re disappointed in the Sudanese for letting him stay there.

The new FVP Taban Deng said this in an interview 22. August in Khartoum:

Riek Machar did not comply with my advice when he arrived Juba. After he was sworn in, he chose to locate behind Jebel Kujur and continued the same practices that led to the outbreak of the last war in 2013. He is not aware of the things that might anger and please the president, which could influence the relationship between them. Choosing this isolated place after coming back sent the wrong message, suggesting that he was preparing a parallel army” (…) “We did not try to assassinate Riek. If I wanted to do so, I would have withdrawn his guards. He moved with a great force, which led to a clash between the parties. In my opinion, Riek planned to kill Salva Kiir because he moves with great guard force and Salva Kiir wanted to kill him. All his guards died and Salva Kiir assumed responsibility for returning Riek to his house and was concerned with this matter. He asked an officer named Marial to give him a ride to his house and told him literally, “I do not want Riek to be hurt” (…) “Angelina’s ambition to be the first lady led him to this situation. Machar has not looked back since 1991, when many people were killed. In 1997, he signed an agreement with al-Bashir and was not able to implement it, which led to splitting the Nuer into small groups fighting each other. There are problems with Machar’s behaviour – he did not learn a lesson from the previous events, especially with regard to Angelina’s ambition. I am sure the events of July 7 and 8, upon which Machar left Juba, were planned by Angelina who gives orders and says she is the defence minister” (Yam, 2016).

So when news broke about the recent outburst and plans of the SPLM/A-IO in Khartoum and the war-cry from Riek Machar, we all should know there are giant possibility of these men to fight each other with armies to secure supremacy instead of dialogue as the IGAD-Plus extraordinary meetings seems to be as fruitful to peace as the former Tanzanian President Benjamin Mpaka lead Inclusive Inter-Burundian effort. Nearly pointless as the Generals and their battalions are ready to fight over the spoils while the soils is not tilled and 1 million citizens has fled the scene and the United Nations forces are not capable to keep calm in the PoC camps. There are too many disastrous outcomes of the conflict and to many people hurt by it. This also leads to loss of food production and weaken efforts to build institutions and facilities to serve the public. Those who earn on this the suppliers of army equipment like the Canadian firm selling War Trucks to the SPLA and the others who serve it with loyalty and earning huge profits.

This is what Riek Machar was saying:

““wage a popular armed resistance against the authoritarian and racist regime of President Salva Kiir.” (News Wires, 2016).

If this wish get into the hands of the soldiers and they listen to Dr. Riek Machar than there are more bloodshed awaiting with the ones who just lost their lives recently. Not only with the current news of possible draught and loss of food production; has this resulted into hunger and civil war in republic? This has been a battle between the two leaders who wants to run the cash-strapped nation who has been blessed once in a while by the Troika, U.S., UK and Norway. FAO has told about possible hunger and less farming as the fleeing citizens and the ones inside camps instead of having their own farming. They fled because of army battles and insecurity. This reacts into the unstable yields and safety. That with the war-cry of yesterday doesn’t make the outcome of food security any better. With the amount of South Sudanese refugees in Ethiopia, Democratic Republic of Congo and Uganda; the Adjumani refugee camps has grown substantially over the recent months. This is happening while the international community is not pledging enough funds for the men and woman who has left everything behind because of the battle to run South Sudan continues.

The War-Cry yesterday is not bringing hope of dialogue as these men are continuing to show that it is easier to grab the AK-47 or order tanks than speaking of process and making institutions. The War-Cry of Dr. Riek Machar against President Salva Kiir shows the wish of power by the opposition and the extent he will go to take it. This is happening as the return are just briefly months since it happen and the Swearing into be a part of the TGoNU. So the time and work for the Peace Agreement must be seemed as a sham deal by either party. The works of the IGAD and Troika have been a dodged even before the ink got dry.

So now in September, not far away from April; we are returning to 2013 and new rounds of ammunition as the uncertainty of the battalions, armies and loyalties. The friction between who is SPLM/A together with who is SPLM/A-IO?

Together with the resurgence of the SPLM-N in Sudan in the Darfur conflict that lingers on without any kind of stop from rebels and government forces. The peace in the region is continuing to be a question of utopia and not a reality. The Generals cannot talk and apparently only shoot at each other.

This is not the end of battle between Kiir and Machar, they will not stop apparently to one flees or dies. They use force to silence each other. The dialogue and Peace Agreement are not worthy of the paper and time spent on making it. As the months from when it was conceived, to when it was started implemented and now to its end as the SPLM/A-IO is dismantling it with a cry of bush-war and calling counterparts a rogue regime. While the FVP Taban Deng Gai claims the wife of Machar is the one behind the recent skirmishes in Juba.

There the fickle situation turns bloody quickly already in 31st July I wrote “Worrying signs of a new Civil-War in South Sudan”. Now the words of wishing to create it come from Khartoum by Dr. Riek Machar. None of us should accept this as there are already to many people who has suffered in this power struggle. There are too many who has fled their homestead in fear of rebels and government soldiers taking advantage of the situation. The burning of homes, fields and killings of neighbors will continue with the war-cry of Machar. The ones who believes he wouldn’t act upon it, has not followed the man’s wish for power by any means. As much as Salva Kiir Mayardit has no plans to step down from the Presidency.

What we can now that the words and actions of July, the Ethiopians saying their borders are closing for Machar, that the little friends in diaspora is dwindling for SPLM/A-IO while the government of Kiir will have just defense war against Machar. While the U.S. might discuss a Arms Embargo, but to what effect it will have as long as Kiir has loyal support from President Yoweri Museveni in Uganda as long as he pays. Museveni has friends from Moscow to Washington if he needs arms equipment and training. Something Museveni has no problem to deliver as long as the payments are happening without the Parliament or the Central Government in Kampala really knows.

Machar doesn’t have that suction unless Omar Al-Bashir still wants to align himself with him as he let him be there to “heal”. What we can now that the peaceful nation building is getting further and further away as the heads are colliding in the bush and in words. We could hope for another outcome, but the Generals stay Generals and their knowledge of guns and ambush is greater than of process and procedure. That is the proof of the acts of these men and lost are the potential state-building of youngest nation in the world. Peace.

At UN debate, Kenyan Vice-President implores Security Council to take Somalia situation ‘seriously’ (21.09.2016)

21 September 2016 – Addressing the United Nations General Assembly, the Vice-President of Kenya today implored the UN Security Council to align the mandate of the African Union Mission in Somalia (AMISOM) to the threat levels in that neighbouring country, and to provide adequate, predictable funding and other support for the Mission.

“For the last two and half decades, the region has been seized with the situation in Somalia,” Vice-President William Ruto said. “Throughout this time, Kenya has stood with Somalia, provided a safe haven for refugees, joined peacekeeping missions, and invested resources in combating al-Shabaab and its affiliates.”

This solidarity has helped to substantially weaken the al-Shabaab militant group, liberated large swathes of land in Somalia and provided the space for its Government to begin the journey of rehabilitation and reconstruction, he explained.

On its part, Kenya has committed to $10 million in new funds to support the safe, dignified and orderly repatriation of the more than 400,000 Somali refugees in Kenya. “Sadly, the efforts of the region and Somalia’s neighbours have not been matched by the international community,” he stated.

Instead of supporting regional activities, the European Union this year cut support for AMISOM by 20 per cent. Despite repeated appeals, the UN Security Council has failed to provide adequate, predictable funding, as well as force multipliers for AMISOM.

“I once again implore members of the Security Council to take this matter seriously and align the mandate of AMISOM to the threat levels in Somalia on land, air and sea,” he said.

On South Sudan, Vice-President Ruto said that Kenya, as a guarantor of the 2005 comprehensive peace agreement and the 2015 Agreement on the Resolution of the Conflict, has been spearheading the search for sustainable peace, continues to invest significantly in efforts to build peace.

Echoing an earlier statement made by Ghana’s President, Mr. Ruto said that Africa accounted for only three per cent of global trade. Meanwhile, Africa’s population is set to surpass that of India and China combined by 2050. “Unless the trade imbalance is reversed as a matter of urgency, this will accentuate vulnerability, poverty, risk of insecurity and instability for both Africa and the rest of the world,” he said.

In the pursuit of sustainable solutions to global challenges, Kenya hosted the UN Environmental Assembly in May, the 14th session of the UN Conference on Trade and Development (UNCTAD) in July, and the Sixth Tokyo International Conference on African Development (TICAD VI) in August. Kenya will also host the second high-level meeting of the Global Partnership for Effective Development Cooperation in Nairobi later this year.

As the current chair of the UN Peacebuilding Commission, Kenya has been at the forefront of advocating for a new peacebuilding architecture for sustainable peace throughout the world, he said, drawing attention to a pledging conference Kenya will co-host later today to boost the Secretary-General’s Peacebuilding Fund.

“For us the message is clear: If we are ever to enjoy a peaceful world for all, we cannot invest any less in peacebuilding than we do in peacekeeping,” he said.

Burundi: EU renews sanctions until 31 October 2017 (20.09.2016)

These measures consist of a travel ban and asset freeze against four persons whose activities were deemed to be undermining democracy or obstructing the search for a political solution to the crisis in Burundi.

BRUSSELS, Belgium, September 20, 2016 – On 20 September 2016, the Council renewed the EU restrictive measures against Burundi until 31 October 2017. These measures consist of a travel ban and asset freeze against four persons whose activities were deemed to be undermining democracy or obstructing the search for a political solution to the crisis in Burundi. These activities include acts of violence, repression or incitement to violence, and acts which constitute serious human rights violations.

The EU has repeatedly and continuously called on all parties to refrain from, and to condemn, any acts of violence. This is essential if the conditions for progress in the search for a political solution to the crisis are to be put in place and maintained.

The Council considered that the absence of progress in the situation regarding the four persons under restrictive measures justified the prolongation of the sanctions.

The names of the persons concerned and the reasons for listing them are included in the annex to the decision of 1 October 2015 published in the Official Journal.

GENEVA, Switzerland, September 19, 2016 – The Secretary-General met with H.E. Mr. Jacob ZUMA, President of South Africa. The Secretary-General thanked South Africa for its many contributions to peace and security in Africa.

He urged South Africa to ratify the climate change agreement as soon as possible. He also drew attention to migration and refugee challenges and stressed the need for a truly global sharing of responsibilities.

The Secretary-General and the President discussed the importance of inclusive political dialogue in South Sudan, Burundi, and the Democratic Republic of Congo.

My letter to Jean-Claude Juncker on the proposed EU Army!

Dear Jean Claude Juncker, the President of European Union Commission and former Prime Minister Luxembourg; you had a moment of glory or you might thought so honourable Jean-Claude.

I am just a member of EFTA by default as a Norwegian citizens and since my country isn’t a Member State; I’m sure in your opinion my opinions doesn’t exists because the ones that matters are the citizens inside the Union. Still, I want to write to you as citizen of the world and worried about you Napoleon complex and hereditary idea of stronger federalism of Europe. This happens in the same week the underlings of you doesn’t’ want to be accountable in the European Parliament; this are the Member States who has Members of European Parliament (MEPs). So with this in mind are these the men and woman who should be responsible for deciding warfare in the name of the Europeans when we can’t know how much they spend on the taxpayer’s funds while representing their states in the Union?

Well, I know I am trading waters now and sound a bit strange, but the hesitation on the matter is the inaccurate faith you have in the EU and their institutions. The general European is not there with you as the disregard for the daily life of European feels estranged from the boulevards of Brussels where you are stationed unless you commute from Luxembourg. That is not for me to judge. What I will more judge is the idea of a European Army!

European Army is setting the precedence that the 28 Member State’s will comply and accept to donate and keep the strengthen defence and military upkeep through the Union. That is also to connect the defence budgets and the military equipment production stronger in the EU. That must be put into the calculation. Not only keep a solidified borders as the Commissioners fear the Islamic Terrorism and the refugee crisis to the levels that Europe needs a bigger and wider army. That is controlled by the unaccountable MEPs and EU Head of States, the Consilium that will order this giant army.

A unknown giant army that will base by the 28 member states and put a prerogative of the federal state controlled by Brussels, as they already have issued currency, bills and now a Army. So the missing piece for you is the army and king. Honourable Jean-Claude you are acting with spite and fear if you enforcing the idea of an European Union Army and Defence. That is not the sign of peace or collaboration Europe needs. Especially with the ways that Cyprus and Greece economy has been liberated and sold to foreign investors while the taxations are slimming even more with the policies from the Central Institutions of the EU.

With those acts of spite and diligent betrayal of common sense in the banking industry of Greece and Cyprus; not even saving but bailing out with the whole-sale of nations. That coming with effect of the Brexit recently, you want the unaccountable MEPs to run an Army from Brussels. Do you know how insulting that is the European people and citizens, Jean-Claude?

Can’t you just take control of the Eurovision Song Contest or something; make sure the trade-laws and negotiations between Member States are following the guidelines of the Brussels accords. The Union you currently abide to is a currency-union, free-movements of people and goods and ‘universal’ policies that they have to follow no matter which country you live in. In that sense an army is needed, but that gives powers to Union and something Europe not seen before.

We have had the NATO that many of the current members of Union are obliged to serve and follow the codes of the agreement. As much as the European States has co-operated in military unifications it’s been training and peace-operations that many of the Member States has participated in.

If you think it is healthy to have a giant army directed from Brussels than the powers of the Union is more giant multi-national state, federalism and centralized in Belgium than people might express wishes for. Europeans want their states to have power and keen that their representatives have power and accountability within their domain; if the Brussels thinks it is good idea to take the guns and ammunitions from Madrid, Prague, Vienna and Copenhagen. Than they will have to ask what their own armies are supposed to do? How are the pecking orders of the EU General and Danish General? Are the orders from Brussels trumping the ones of Stockholm?

An European Army is the answer to fatigue and gesture of complex gravitas as the European Member States deserves their sovereign and rights to defend themselves within the military alliances and military benefits the nations. If the EU thinks it is wise to counter this and control it centrally than they can initially take over all powers and make a EU Police. Then all of the law’s and orders will controlled by the Brussels under the new federal jurisdiction of EU Commission and the Consilium. That in the end will be voted over by the unaccountable MEPs in EU Parliament. So they can decide if the army need to invade or guard Gibraltar or Guernsey from the Pirate Bay.

Let’s be clear Jean-Claude Juncker, the one man in Europe with clearly a Napoleon complex! It’s time to whine down and take a beer. It is time to render the times of not-so much peace in Europe and wonder what the EU has lost. What powers the EU has taken in times of Peace and less hostility. What kind of powers the centralized Brussels decrees are burdening the towns and villages of Europe that you never will put your foot in Mr. Jean-Claude.

The Army you propose to counter foreign invaders is absurd and worrying. The EU Army will only be beneficiary for a un-elected aristocrats who will use it to silence criticism and the citizens who disobey the command of Brussels. It will not be a defence organization that can be sustainable to keep greater powers out. This army will only cause frictions and be a power that can be used in Neo-Colonial affairs for the former European Empires to control their former colonies. This will not be an army for peace; it will create more bloodshed in the names of spoiled rich EU observers and their elites. Is that what you want Jean-Claude?

Your EU Army will not be a tool for peace, but for rivers of blood, for loss of lives and loved ones. For the concern of foreign dignitaries and their allies; this create a hatched hiccup of world order and the destination unknown as the EU Parliament who will obey the command of their leaders will send their citizens to wars for resources at one point or another as recessions and market-crash’s happen once in-while. It is just a matter of time before a legit war intervention becomes an excuse to export needed minerals to Europe. That is what the Army will be for right, Jean-Claude?

You should first implement the Federalism fully before pledging the idea and dream of multi-national army those bounds of future conquests and current problems as they want to have fortified walls and gates of Europe. If the EU Commissioners start to think of the EU as Rome Empire than he has also lost the plot as the twist and turns of the vague Union; if he wants the weak Union to grow stronger there needs more trust between Berlin, Prague and other capitals nota army to silence the ones who disobey. Does he want to be emperor… new royal lord of Europe instead of a possible statesmen; the greed of a man who forgot the principals and dynamic of Europe as he sits in the bureaucracies of Brussels. Peace.

Opinion: Kadaga’s sudden anger towards the media; the Honourable has lost touch with Commoners and the Common Sense!

Parliamentary Speak Rebecca Kadaga in Parliament: “Let us sue these media houses, take them to court so they lose money”.

Well, honourable Rebecca Kadaga of the noble house of Uganda Parliamentary. There might be misquotes from the Media, even comments and stories that are wrong. But the credit for this is the ruin of the public display and also the tradition of the aghast-house.

If you wonder why the stories come it is because the Members of Parliament loves to be in the spotlight and tell their stories. The media continue to pound on the use of monies while the state borrows more monies and adds debt. This happens as the revenue is kept in the shadow and of the public.

Hon. Rebecca Kadaga said this also today: “I caution the press, the next time such reports are made, editors will be asked to apologize”.

And you shouldn’t wonder about our scepticism to your accountability and just behaviour as the MPs are following a long road of doling out when it is needed for the Executive. The Media will only say what the shadow looks like and not just get the media begging.

There isn’t weird that the media and opposition reacts to the funding of cars up-to 200m UGX and all the benefits of being in Parliament. Together with the weekly fees and other housing fees; also the one point of trying to avoid income-tax on their salaries like ordinary folks.

So the MPs greed will be discussed and with the knowledge of certain MPs todays show the disrespect of the National Resistance Movement MPs.

Hon. Julius Abua Acom said: “We should keep the money for burial a secret, UGX68 Million shouldn’t be in the public eye, for people will curse us”.

Minister Chris Baryomunsi said: “Media should respect Parliament in their reporting. Parliamentary commission needs to come up with guidelines”.

Hon. Jalia Lukumu N. Abwooli Bintu said: “Government needs to come out and give us UGx500 Million for a brand new cars, we dont need to shy away, it is our right”.

When you are having MPs who flaunt their wealth and want to use taxpayers monies like kids wants to eat candy then you know the system is rigged and maladministration. The Parliament cannot be healthy when Hon. Jalia Bintu of Masindi who has already asked in 2015 for the locals to consult with her; this happen in September 2015 when she needed the locals of Masindi’s goodwill. Now that she is back in the seat of Parliament she can eat the loads of monies instead of actually delivering services to the schools or roads. She got the guts of asking 500 millions shillings for 430 MPs in the 10th Parliament. That is not a small forfeit or bargain that is a substantial fee to the upkeep of the fellow parliamentarians. As much as the 200 Millions of shillings to the 430 MPs that is supposed to go there.

That other fellow MPs want to keep the upkeep and the expenses of the Parliament secret says more about the MP and his party than he likes to admit. But a man wouldn’t come with ideas of those means the Lira District and Okute County MP Acom has rigid ideas of accountability and who they represent in the Northern Uganda. As the man who represents the Okute County thinks the government shouldn’t tell how the Government spends their monies; which is insulting to the people who elected the Independent Candidate or accepted that he became their representative. He shows how disgraceful the men and woman can be in the Aghast-house.

So when you have ministers of this kind and by all means what is said in the house of Parliament will be let out the light. That light that shines on the papers and transcripts, the audio that leaks from the house and the ideas of the people running the house will either shade of glory, content and disarray. As the actions of the Parliament will set the precedence of how the nation can act and behave. How the systems will be built and by what sanctions that are to follow. The light will either be hopeful, graceful, merciful or disgusted.

That Rebecca Kadaga doesn’t understand the excessive actions of her Parliament doesn’t get praise or the glory she thinks it deserves. The Commoners are paying more tax and the donor’s aid is being used to secure helicopter and private planes to the President. The MPs want their share under the shade of the man with the hat. As they are gotten used to the men and woman who enter the halls are finally eating. Therefore they want to get there because that is biggest business-venture they can get into in the nation.

So with this in mind; if Hon. Kadaga really wanted the press and media-houses to write stories and articles about them and the kinds of men who haste inside the chambers for titles, deeds and revenues. That is why they desist from the duty and becomes their own men of fortune by squandering tax-money to themselves instead of development projects and salaries to fellow civil servants.

So please Hon. Kadaga get your ducks in the row. Get the common-sense if your sense is still common. Because you act like spoil brat who doesn’t like that the beans are spilled because of you wearing the most expensive jacket to class. Than the other classmates will discuss and feel out of bound; in the same way the ordinary Ugandan will feel about doling out expenses for cars, travels, medical trips to India and so on the bill of all the taxpayers.

Time to silence and bow your grace. Your sense is not common and the articles will pile up when you don’t respect the people and their toll of work for your own courtesy.
