SPLM/A-IO: “Continued Confinement of Dr. Riek Machar Teny-Dhurgon: A Dark Cloud over the HLRF/ARCSS – A plea from SPLA/M-(IO) Representatives to Troika Countries” (06.02.2018)

“Parliamentarians to be framed for planned arson attacks throughout [the capital] Malé”, says MP Mahloof
President Abdulla Yameen created a police state and a dictatorship, as he has interfered with the Supreme Court. Since he has not respected the Supreme Court that freed several of Opposition MPs and former President Mohamad Nasheed, who are in exile in Sri Lanka. Today Opposition MP Faris Maumoon was re-arrested again.
Other arrested was Chief Justice Abdulla Saeed. Supreme Court Judge Ali Hameed was hospitalized. Clearly the state doesn’t care about their own. They only serve the President. As the President Yameen ordered the State of Emergency on the 4th February 2018. Today it’s the 6th February 2018 and the President has no put the State of Emergency to the Parliament, which has been suspended. Therefore, another pile of proof that legality and rule of law doesn’t matter at this point. Maybe why the President is still arresting opposition and judges who has followed the Constitution. So we know that Attorney General Mohamed Anil are not following the law either.
There are reports of secret movements from allies of Yameen. Like in Male’s main port there are arrival of Chinese Arms to the government. While there is also insider reports of Pakistani Naval Vessel into Maldives sea. That is happening while former President Nasheed asked for military help to oust Yameen from India. Therefore, the international interference in the midst of the crackdown is appearing. That is happening as the government didn’t want any dialogue with European Union Envoys, neither wanted to go to India for dialogue. That is sign of where Yameen has gone for alliance in the troubling time. The Indian government has suspended Visas for Maldivian citizens and also arrival for hospital purposes. Therefore, government personnel are hit by this and has to go elsewhere for health care.
So after the Supreme Court was assaulted and the judges arrested. There was a revision of the previous order, as the Maldives Embassy in India proclaims on the 7th February:
“The Supreme Court today revised the ruling and nullified the points in the original ruling that;
1. Declared that the Judicial Service Commission had no mandate over the Supreme Court Justices, overriding Article 159 of the Constitution which empowers the Judicial Services Commission to appoint, investigate complaints against, and give recommendations for dismissal of judges;
and
2. Ordered the executive to release 9 individuals (some of them having had their cases finished by 3 tiers of court, some of them having their cases of appeal and trial, and some of them under investigation.)” (Embassy of the Republic of Maldives, India, 07.02.2018).
So the people who was freed has suddenly gotten their fortunes turned, but that was expected after the Military and Police has assaulted the Supreme Court and the Judiciary. So many has been arrested and hospitalized. That is showing that the 1st February 2018 ruling was a danger for Yameen. Since he couldn’t stomach being question by the Constitution or the Courts who was respecting the law. Now they are continuing the crack-down and taking all power in his own hands. The international interference in favor of Yameen is also a worry. Since that is strengthening him and his fate. That is sealing him and making sure he becomes more vital. Especially, since the India doesn’t need more conflicts with Pakistan or China. They are already on edges because of other spats and border disputes. Which, could be escalated because of alliances and justifications to interfere in Maldives.
However, I have already scrutinized the State of Emergency, as it again has broken with protocol, as the President first didn’t have any of the reasons behind it and has now not had the review of it at the Parliament or the Majlis. This is proof that Yameen has no intention of running after the law, but creating the law for himself. That is why he interfered in the Courts and revised the Ruling of 1st February, that put forward this new crisis. Because Yameen cannot manage or stomach either the No Confidence vote in Majlis or the freedom of his opposition. He is a weak leader with an army and powerful friends. But he doesn’t understand the Republic’s Constitution or the rights of the State.
You know that Fitch is showing where this State of Emergency is really hurting the Republic:
“The government’s fiscal position is also sensitive to tourism. More than one-third of government revenue comes directly from tourism and some of the revenue-generating initiatives that underpin the government’s fiscal consolidation strategy are also tied to the sector. The government has been attempting to bring down the budget deficit from -10.4% of GDP in 2016. Fitch assigned the Maldives a sovereign rating of ‘B+’ in May 2017. This was one notch below the score assigned by our sovereign rating model, reflecting low reserve coverage in combination with high dependence on one sector and an expected accumulation of external debt in the next few years from the execution of large infrastructure projects” (Fitch Ratings – ‘Fitch: Maldives Unrest May Test Economic Vulnerabilities’ (08.02.2018).
So the sensitivity is now hitting Maldives as the Chinese, Indian and United States has given stern travel warnings to their citizens. That must hit the tourism industry, as they need the foreign exchange and funds it brings.
This is happenings as the State of Emergency is used to obstruct party meetings of parties like MDP who had a meeting at the campaign center Haruge. While there is reported that former President Abdul Maumoon Gayoom been moved to the Maafushi prison.
You know how far the state has taken it today as this is reported to:
“Maldives security forces threaten to take action against any media that broadcasts content that might be considered a risk to national security. This announcement comes at a time where Raajje TV has asked for protection against threats to torch the station”.
With all this information. You can see that the information from Maldives is worrying, even if Yameen trying to make it look better. As he is sending envoys to Saudi Arabia, Pakistan and China. We can wonder what is his plans with this, as the Maldives had already said they wouldn’t send to India. But however, the Maldives are saying they are sending anyways. That seems like damage control.
We have clearly seen that the Constitution and Rule of Law doesn’t matte to PPM or the Yameen government. President Yameen has interfered with the Judiciary and with the Parliament, as well as the public. With assaulting the two important arms of the government to secure his own position and worry as the Supreme Court judges was arrested and judiciary employees. Also MPs and others has been taken. The President want all power and not being questioned. Therefore, he didn’t accept that Nasheed also was freed by the Court on 1st February 2018.
Yameen has within a week destroyed his legitimacy and his ambition. He has shown his dictatorial side, his totalitarian side and his oppressive rule. Rule of Law has diminishing as President Yameen has proven his true identity.
Legitimacy and rule of law is gone, because of one ruling that questioned the judgment of the President. Peace.

I wish I didn’t had to write this piece, because of the constant warfare and civil-war that lasted and lasted. That the Government of South Sudan, Sudanese People’s Liberation Army/Movement In-Government (SPLA/M-IG) with President Salva Kiir Mayardiit and his loyal people around him. There is also the main opposition from Dr. Riek Machar of the Sudanese People’s Liberation Movement – In Opposition (SPLM-IO) from there more and more people have deflected over the recent times. It is hard to keep count in all the rebellious groups. National Salvation Front (NAS) former SPLM-IO Lieutenant General Thomas Cirillo Swaka. As well as Dr. Lam Akol has founded National Democratic Movement (NDM). This is just the beginning and the list could go on. So the situation as the spark after peace agreement of 2015 is different. Because, there isn’t just two direct partners now. There is a bunch and one main government Transitional Government of National Unity (TGoNU), who kind of lost meaning when the shooting in Juba happen and Machar has fled.
Though now that suddenly after all this time, the Intergovernmental Authority on Development (IGAD) High Level Revitalization Forum (HLRF) and United Nation’s Mission in South Sudan (UNMISS) isn’t creating the levels of trust. This combined with the other monitoring missions like Joint Monitoring and Evaluation Committee (JMEC) is making the situation more fluid. While the politics are still controlled by tight little group around the President Kiir. The ones loyal to him get the perks and write his decree’s. Not like the started Parliament with the TGoNU of the peace-agreement has made any changes. Especially after First Vice-President Gen. Taban Deng Gai took the place in his part of SPLM-IO, therefore, it is two of those and you can wonder how real that organization under Deng Gai is. Since he has been controversial from the get-go.
With all this mine, with armed groups and state sanctioned violence not respecting agreements, are creating a continued insurgency and fleeing civilians. While all of this is destroying possible peace and institutions, as long as it is like this, it is the war-lords leading and not the ones building up state structures.
Therefore, that the European Union sanctions on three persons should be seen as good. These individuals are Gen Paul Malong, who has been thrown out of government and been under house arrest. He has his following, but also his enemies after how he did his affairs. Therefore, weird that they are sanctioning him when he is out of government and not when he was in it and using military force against the ones who stood in the way of Kiir. Then you have one in the government, Michael Makuei Leuth for his role in obstructing IGAD process and violations against human rights. Then the Inspector General of the Army Malek Reuben Riak, who is in-charge of buying weapons. Therefore, that sanction makes sense. But I’m puzzled by the time of sanctioning Malong. That should have been done in 2016 or early 2017. Not now in 2018, when his role is more meaningless, unless they are sanctioning him for his past.
The United States are doing this: “Specifically, the Department of State will amend the International Traffic in Arms Regulations to update the defense trade policy toward South Sudan by application of a policy of denial, with limited exceptions, on the export of defense articles and defense services to South Sudan, including all parties involved in the conflict” (Heather Nauert – ‘U.S. Arms Restrictions on South Sudan’ 02.02.2018).
So the United States are more reacting and promising more amending the previous Executive Order then of 2014. Since, the initial changes is not in the direct statement. We cannot know what sort of changes in the arms trade this will have. Especially since the United States are selling weapons to partner states in the East African Region. One of them is Uganda who has had reports of helping with exporting equipment and arms to South Sudan. So if the United States and European Union wants to be serious. Then, the countries with borders to South Sudan also need to be included.
This has not been shown, but that is also because bilateral security agreements and needs for others contributions on the continent. That is why the US hasn’t broken their peace and arms trade with either Kenya or Uganda. They are both involved in conflicts and parts of Blue Helmet operations in Somalia and Central African Republic. That is also a reason for the special arms trade. We can wonder if this will be persistence.
I doubt that the efforts and arms embargo, the sanctions of arms to South Sudan will have much effect. Since the armed groups will get through their channels and cross the borders into Democratic Republic of Congo, Ethiopia, Ugandan and even Kenya to get their supply. That means also if the Sudanese government in Khartoum still opportunity to create havoc, they can support as well. They are already hated in the West and has nothing to lose to trade to some of the newly created military outfits who fights to get rid of Kiir. This should not be shocking, it should be no news. Just like if the Uganda People’s Defense Force suddenly arrived back, even with no agreement with IGAD, UN or AU. Just showed up because Kiir called his friend in Entebbe. That would be plausible and possible, since both parties has done it before. The oil coins given by South Sudan has been positive to the coffers of Museveni. He wouldn’t mind some more. Even if his country is hosting over a million South Sudanese refugees by December 2017. Therefore, the stakes in Uganda is high and should worry that they have contributed not only with peaceful aspects, but also military. They have strengthen the arms and equipment of the SPLA, the government army in South Sudan.
With this knowledge, why are just the sanctions always falling directly on the inner-circle of government, when they are conspiring with neighbors who gladly supply them for a dime and cookie. We should also make sure they couldn’t use merchants of death, use Lord of War sorts of methods to supply the civil war in South Sudan. Even though we do and we just accept it. The EU, US and AU haven’t addressed the third country supply, an important aspect that needs to be scrutinized. Peace.

We know that the new World Health Organization Director Dr. Tedros Adhanom Ghebreyesus, who has already did some controversial assignments since become the Director there. Dr. Adhanom has a history as Ministry of Health in Ethiopia. You should think a man who represent his own nation and in cabinet cared about the Health Care there. However, he himself went for treatment abroad and billed the Ethiopian government for it.
Dr. Adhanom had an official meeting with officials from Singapore on the 9th September 2016. This was the story of the Ministry of Foreign Affairs on the 13th September 2016:
“Dr. Tedros Adhanom meets Dr Mohammed Maliki Bin Osman, Singapore’s Senior Deputy Minister of Foreign Affairs and Defense Minister at his offices today (Sept. 9, 2016). Discussions focused on strengthening bilateral ties between Ethiopia and Singapore, in areas including industrial parks development, tourism, education sector and inter-parliamentary diplomacy” (The Ministry of Foreign Affairs of Ethiopia, 13.09.2016).
Even if the Ministry of Foreign Affairs has deleted this on their web-page. Still, it is still online and can verify this. Therefore, that the billing of a hospital bill of Dr. Adhanom was billed with $986,50. It isn’t a big bill, but still instead of paying it himself. The Ethiopia-Beijing Embassy was asking the Consulate General of the Federal Democratic Republic of Ethiopia to cover this. This was asked for by the Embassy of Ethiopia-Beijing, who covers Singapore and dozens of other Asian nations. We can just imagine what else he has gotten covered during his stay in Singapore in 2016 as a dignitary. Since, this is the one document leaked. This document asking for a payment directly to an account at United Overseas Bank Limited, Singapore on the 6th September 2016. This is just days in advance of the meeting with Deputy Minister of Foreign Affairs Dr. Maliki Bin Osman.
So seemingly the Minister of Health of Ethiopia did a routinely check-up or something. Since the bill isn’t big. But its the principal of making a good health care system back home and secondly, also putting this on the taxes of your citizens. When your the Minister of Health. That he is representing the whole Health Care in his Nation, but he still uses the state reserves and bills it on the public.
Dr. Adhanom misused it and got the Embassy of Ethiopia-Beijing to refund his visit at a Health Care facility days before having a meeting with the Deputy Minister of Foreign Affairs. Seemingly, it could be a coincidence, but its a bit to good to be true. Though in the scheme of things, a grand of US Dollars are pocket change. However, it is the principal of good governance. If he has done with this small one, what has he done one the budget funding yearly as a minister from Addis Ababa. Would he care or is he careless, since he knows the state will takes his bills and he will eat?
We can just wonder if he has done similar stunt and misused bigger funds for personal profits, because this is just a proof of a minor incident. Where he used a 1000 USD for personal health. We don’t know what he has done with the budgeted funds for the Health Care Ministry, but if we cannot trust you in the minor things. How will you act when your supposed to control the bigger things?
Peace.
