
CEPO Statement: Kampala South Sudan Face-to-Face meeting (07.07.2018)









The Senate Select Committee on Intelligence (SSCI) have delivered a fresh Intelligence Community Assessment (ICA) on the Russian Interference in the United States Presidential Election of 2016. This is the 3rd July 2018, that this still has put in fine print, says more about the muddy American Politics and the compromised Capitol Hill. Since, if they really was afraid of the interference and the foreign actors intervening in the elections. They would have acted upon more quickly and swiftly. Not letting this taking so long time. The Investigation from Robert Mueller and the FBI is different, as that would be by law and by procedure, the SSCI should have been able to follow leads and make sure there are provisions for law-officers to guide their actions by. However, that hasn’t been the case.
The investigation from Mueller are continuing, but what is being said to today in the report is damning. The reality of the matter is what the Russians did and the meetings, the involvement and their direct influence to sway the elections in favor of Trump. Nothing else than that should be fact by this point.
The report itself states: “The Committee finds the difference in confidence levels between the NSA and the CIA and FBI on the assessment that “Putin and the Russian Government aspired to help President-elect Trump’s election chances” appropriately represents analytic differences and was reached in a professional and transparent manner” (…) “The Committee concurs with intelligence and open-source assessments that this influence campaign was approved by President Putin” (…) “The ICA relies on public Russian leadership commentary, Russian state media reports, public examples of where Russian interests would have aligned with candidates’ policy statements, and a body of intelligence reporting to support the assessment that Putin and the Russian Government developed a clear preference for Trump” (SSCI – ICA, 03.07.2018).
This is not really news anymore, this has been stated many times and in various reports. There been revelations after revelations, which has shown more and more people tied to Kremlin and Russia; Which have all happen to talk and have meetings with Trump Campaign staff and high-ranking officials. This is not happening on mere coincidence… that is happening deliberately.
That the SSCI is saying this now, is interesting timing, but still good. As the President is busy meeting the Russians and want to have secret meeting alone with Putin. If there ever was a Russian Manchurian candidate, that would be his wish. Just like when he had no press or other employees with him in the White House, talking to Russian Ambassador and Russian Foreign Minister. Because that is just weird and also suspect.
There are to many signs and to many meetings to not questioning it. Also, the act of hacking and steering the conversation in the media, which has been done by Russian use of Social Media. Clearly, Trump Campaign has gained a lot on that and the leaks of documents that was done on Clinton.
Therefore, this report is continuing the path of showing how damaged the American Democracy is, as the President is destroying it, piece by piece. As his own whims as in favor of Putin and not of the people.
This report is dropped as the meeting between Putin and Trump is happening. Where all stuff are showing such magnificent friendship, as the national security or the loyalty to own Republic doesn’t matter.

United Nations Secretary-General has welcomed an agreement signed on Wednesday by the President of South Sudan and his former Vice President.
GENEVA, Switzerland, June 28, 2018 – President Salva Kiir, and his rival and former deputy, Riek Machar, reached an agreement in the Sudanese capital Khartoum, which according to reports, includes a ceasefire between government and opposition forces that is due to begin within 72 hours.
Previous efforts to end fighting between the rival forces since 2013 around South Sudan have failed, leaving tens of thousands dead, and around four million either internally-displaced or forced to flee to neighbouring countries. The humanitarian crisis has left millions without enough to eat, and led to famine in parts of the country.
In a statement issued by his Spokesman, UN chief António Guterres said that Wednesday’s agreement had been signed “at a time when the security situation in parts of South Sudan continues to deteriorate, marked by violations of the Cessation of Hostilities Agreement of December 2017, with killings of civilians and other atrocities.”
“He therefore, welcomes the Parties renewed commitment to redouble their efforts in the interest of peace,” the statement continued.
Mr. Guterres also commended the continuing efforts of the so-called High Level Revitalization Forum which first met in December last year, under the auspices of the African regional development forum, known as IGAD. Together with the UN and the African Union, IGAD has been working for years to facilitate the peace process.
“Welcoming the intention of the parties to continue negotiations to finalize the IGAD bridging proposals”, the statement from UN Headquarters in New York said, “the Secretary-General urges all parties to demonstrate the political leadership required at this critical juncture of the peace process and engage to reach agreement on the outstanding issues of governance and security arrangements.”


Today, the release of the Points of Framework Agreement of 25th June 2018 was released. Key sentences from the agreement between Transitional Government of National Unity(TGoNU)/Sudan People’s Liberation Movement/Army(SPLM/A) of President Salva Kiir Mayardit and Sudan People’s Liberation Movement/Army – In Opposition (SPLM/A-IO) of Dr. Riek Machar with oversight of agreement of the Sudanese President Omar Al-Bashir. The sentence between these gentlemen that can be put in question is this:
“To delegate the government of Sudan to take the necessary steps towards securing oil fields in South Sudan in coordination with the Government of South Sudan, and to work on the rehabilitation of the oil fields with the view to restore previous levels of the oil production. In this context, the outstanding issues between the two sisterly countries of Sudan and South Sudan related to oil sector shall be resolved” (Points of Framework Agreement, 25.06.2018).
Did the Nasir rebellion against Dr. John Garang win did this week? Since the years has gone since Dr. Riek Machar rebelled against Garang with support of Khartoum. Now the Khartoum government clearly has one over the New Sudan and the vision of independent South Sudan. Especially if they are taking more control of the oil sector in both Republics. This is a solid victory for the Warlord of Khartoum. He has solidified his balance and his terms, without doing much of late. His partner and friend Machar has served him a victory. The Nasir Fraction has given way and made sure that support of SPLM/A-IO, the rebellion that started in Nasir in 28th August 1991. That means the battle and support of Al-Bashir was worth it for Machar.
That Kiir and SPLM/A should feel fooled, they should as they we’re battling for independence and control of the oil reserves, but if the agreement is ratified. Than the Khartoum still will have control and the issues of the past will resurface. This is like the past has hit Juba again. The New Sudan has been outsmarted and the plans of interference and using proxy militias has worked for Al-Bashir. The Kiir government are really tarnishing the ideas the of Dr. Garang if he follows these provisions and honors these words. Then the New Sudan is slowing dying, as they are still noble creatures being told what to earn and how much to get by the Khartoum regime.
That this wasn’t what South Sudan fought for, when they fought for secession from Khartoum. They didn’t sign agreements of separation to give securities and the valuable oil be controlled by Al-Bashir. He is getting his will and the Nasir Rebellion has succeeded today.
Especially if the partners are following this or even thinking of implementing this. Certainly, this is disrespectful to long battle for freedom from Khartoum. That the Warlords has possibly traded away the thing of the most value, the oil. The revenue will again be in control from afar.
This is a victory for Khartoum and a loss for Juba. Certainly looks like it to me. The South Sudanese might gotten a cease-fire, but with these provisions. It is surely costly and loss of independence after all. Peace.
