Press Statement: “Impeachment: MPs must put Constitution and South Africa First” (04.04.2016)

Following last week Thursday’s landmark Constitutional Court judgement, Members of Parliament (MPs) have an important opportunity to restore Parliament’s reputation and indeed that of South Africa’s democracy by voting in favour of the motion tomorrow to impeach President Jacob Zuma in terms of Section 89 of the Constitution.

This is the first time in our country’s democratic history that Parliament will vote on a Section 89 motion to remove the President. This is fundamentally different from a motion of no confidence, as it requires one or more of the following grounds to be established: 

“(a) a serious violation of the Constitution or the law;

(b) serious misconduct; or

(c) inability to perform the functions of office.”

This motion, if successful, will also mean that President Zuma will not be able to receive the benefits he would have usually received when he leaves office. It is therefore a sanction. This sanction is an important check and balance provided to our Parliament, as the representatives of the people, to stop brazen abuse of power by any President.

All our MPs, regardless of political affiliation, must take this option seriously. When President Zuma violated the Constitution he threatened the very fabric of our constitutional democracy. As the elected representatives of the people, we must stand together and send a message that this will not be tolerated.

To do this is not just a recommendation. It is a requirement of our Constitution. When we were elected to Parliament, we swore an oath to uphold and protect the Constitution. Tomorrow, we must remember that oath and that we serve the South African people, and the Constitution, not Jacob Zuma.

As the DA, we therefore call upon Members of Parliament, representatives of the people of South Africa, on either side of the House, as well as society as a whole, to mobilise to support this motion of impeachment to remove Jacob Zuma from the highest office in the Republic when this matter is before the House tomorrow afternoon.

It is now time to put South Africa and the Constitution first again. Anything less will be an insult to our Constitutional Democracy, which so many people fought and died for.

Besigye reacts to Police Withdrawal from His Home (Youtube-Clip)

Former FDC presidential candidate Dr. Kizza Besigye has reacted to Gen Kale Kayihura’s decision to remove the police from his home saying he is not excited at all with police decision. The FDC leader insists police was at his home illegally and that he finds no reason to celebrate their withdrawal. NBS Richard Olwenyi was with Kiiza Besigye at his Kasangati home at the time the police chief Kale Kaihura made the pronouncement. The news of his freedom reached him at around midday when he was meeting a delegation of interparty youth league who had paid him a visit to express their sympathy with the four times presidential candidate who has been under house arrest for 40 days. In the middle of the meeting, besigye’s cell phone rang, he picked and was informed about the directive to have him freed but he showed not excitement and instead quarreled. Many would think this was good news but the suggestion from his face, depicted he received news that spoiled his day. The continued detention of Besigye according to government was the fear the FDC leader was plotting to mobilize his supporters to engage in violent protest just after the just concluded elections to over throw the government of Yoweri Kaguta Museveni. Besigye wondered why the police chief Kaiyhura now says he has withdrawn forces from his residence yet he has been denying he was under house arrest” (NBS TV Uganda, 2016).

This can’t be justice! This is just wrong. At every action, it is usually a reaction; But going to the step of killing a demonstrator while you are a Police Officer; is using the state-violence and killings that are totally wrong as the civilian are not allowed to do violence. Violence is never the answer for creating a profonud peace between different groups in society; while the state have some rights in keeping the border and the country peaceful with the means of organized violence through ordinary police procedure and a national army .

Still, this killing proves how easy it is for the CNDD-FDD and President Nkurunziza to kill the opposition. So the men and woman who is not in favor of the Government of Burundi right now is in danger. Watching  clips like this shows the dangerous situation in Burundi. Also it gives way to understand why so many Burundians have fled to the countries around and their dire situation.

All this happens because ONE man don’t want to step down and give other people the possibility to be the Executive in Burundi, President Nkurunziza have the blood of the demonstrators on his hands and that can not be washed away. That is staines that are stuck between his fingers, even if he never have pulled a trigger after the Presidential Election in 2015. Peace.

Obusinga Bwa-Rwenzururu royal guard has been shot dead today near Sauriyako market in Kasese town and one arrested by Security operatives.

“Juma Miliki now behind bars is on police wanted list over a suspected gang that killed a policeman in Kidodo” Polly Namaye said.

About the Deceased:

“Police has said the deceased is called Yozefu Mugoye, a resident of Kihyo, Kitswamba sub-county and that he was shot when he was attempting to grab a gun from security operatives that were hunting for a one Juma Miliki who is suspected to be a member of a gang that killed a policeman in Kidodo recently. The deputy police spokesperson Polly Namaye told URN reporter that Juma Miliki is on a police wanted list who knows the whereabouts of the gun stolen from the Kidodo incident. Namaye added that the deceased was found with a package of black stones and small sticks tied on the legs suggesting defensive charms plus Obusinga Royal Guards identity cards. She added that the deceased died on his way to Kilembe hospital due to over bleeding. But in a press briefing this afternoon at Buhikira Royal Palace, Omusinga wondered how a royal guard who had just been sent to buy food in the market ended up being shot in unclear circumstance.  The King said that some recently sacked kingdom officials are conniving with yet-to-be identified groups of people to target and kill other kingdom workers. Mumbere mentioned Benon Mahighura, Sualit Kule, Yosufu Kiduha, Joshua Mwami and Noah Nzaghale with UPDF that was sacked lance corporal Edmon Baluku among those giving security officials what he termed wrong information. “Time is now to take care all Banya-Rwenzururu, because they want to kill us all, someone unarmed but you be killed” King said.

Chief Justice (CJ) Bart Katureebe: “1st respondent (Museveni) was validly elected. This petition is dismissed. We make no orders for costs”.

It is not that I wanted to say this, but I had as little faith in the Ugandan Supreme Court as much the two dancing dolphins cares about Shakespeare or as much Donald Trump cares about his own integrity. Not much.

On the 30th March there been rumors and speculated that the Supreme Court Justices happened to visit the Entebbe Statehouse, the day before the Final Grand Judgement of the First Election Petition and the only one on the matter. Seems strange right? The day before in the middle of the process that the Supreme Court Judges ferries to the Executive or the President Museveni’s State House, Who happens to be the respondent or Defendant for the Electoral Process, is shipping the men to his hollow chambers the day before. Surely not for cooling chat with his loyal men, but securing the Power of his ruling power.

The Court case is supposed to be dismissed on the grounds of not valid evidence of bribing, pre-ticketing the ballots, re-writing the Candidates DR Forms from the Polling Stations, the later arrival of Polling Material, Discontinued or even dismissal of large amount of voters in Wakiso or Kampala, none of these evidence are credible or just mere rumors; barely mere speculations that cannot be the narrative of an election said to be credible by the East African Community (EAC), Common Market for Eastern and Southern Africa (COMESA) and Intergovernmental Authority on Development (IGAD) who them all said they we’re “free and fair”; and since all of them came to that conclusion it has to be true!

As I have been listening to the Chief Justice Bart Katureebe, my thoughts of yesterday were actually true. They have only given in on some demands, but have no plans of annulment of the Presidential Elections, as the affidavits was usually not taken in and the statements of the incumbent was the ones that we’re valid. The blatant lies of the Public Officials not campaigning for the Executive, but on their own capacity seems to be another way of cleaning their hands instead of looking into it. For instance of Frank Tumbewaze was not the campaigning on his own accord, but to be there to spread the news of the NRM.

The whole Supreme Court had not seen evidence or reasons for the annulment of the Presidential Election and therefore handing the announcement of President Museveni his seventh term. I know it is officially his fifth, but that is another lie that the NRM-Regime. The Declaration of the Supreme Court dismissed the case. We can now the Electoral Commission has been validate and the justices have been served for the Executive, but not respecting the people and the actual votes.

I will discuss more when the Supreme Court Documents are actually leaked to the public and discuss the so called missing evidence and the reasons for the validating the elections. Proves that the visit at Entebbe State House have given way for the Court Justices or Judges to oversee the compliance of evidence.

Hon. Amama Mbabazi the Presidential Candidate have now gone through the same dismissial in the Supreme Court as Dr. Kizza Besigye twice had gotten dismissed. That the Chief Justice talks about Substantial or sufficient amounts of voters not respected their ballots.

So the NRM have maybe won through total intimidation and thieving the election as the Executive is making himself ready for the sworn-in-ceremony together with the loyal presidents from abroad. While the will only be hired crowds and guns on the street; not a legitimate celebration; as there hasn’t been any good public relation between the opposition and the continuation of the ruling-party.

The Executive proves he does not care about the integrity and honoring of the public will. As the Police have taken the opposition hostage and taken their votes away; now together with the Supreme Court ruling and dismissing of the elections. There been to many Electoral Frauds, the Supreme Court does not see merits, because their payed puppets of the ruling regime, and those who thought they would give a different verdict; have lived in an alternative world where the dancing dolphins rules the world. Something it is not.

There will be more to come… as I myself can read the documents and the affidavits, and the unproved allegations have been dismissed by the court; therefore the Court Ruling have dismissed the people and their will, the case for court as long as the NRM-Regime and their Electoral laws are there, they are mended and tailor-made for the Executive. I was, yesterday, released on police bond to report today.  This action by Mr Kale and his police emanates from the Friday radio one Spectrum programme.  There are largely three issues that have haunted their souls; My assertion that they extra judiciary executed civilians in Kasese,  The Judiciary is an appendage of the NRA occupation, That Mr Kigundu didn’t have his eye glasses on and read wrong results.  My argument remains that any armed forces that are not wicked cannot pride in killing civilians” (…) “Forces under civilised command would always do their best to protect civilians and where civilians have violated the law do all their best to bring the said civilians to face justice. Where the civilians are riotus you deploy the force with protection gear like helmets and stone shields” (…)“You can only deploy an armed force without protection gear against a riotus population if your intention is to gun down the said population.  That Mr Kale and the Minister of Internal affairs made judgement and condemned the executed civilians without an investigation and besides the subsequent statement of Mr Kale quoted by the media that they would gun down more civilians. …and that they indeed gunned down more civilians later further reinforces my belief that they have it as their policy to gun down civilians” (…) “Indeed the Secretary General of the NRA occupation Ms Lumumba disclosed it as their policy of gunning down riotus civil population.  I certainly oppose extra judicial executions.  I will continue to be the voice of those poor souls that were executed. .The known and the unknown and those of you who are yet to be extra judiciary executed.  Of course those who followed court proceedings know more than I do that Kigundu is yet to read the correct results.  This election was a farce. It was rigged. Period” (…) ”Who ever wants to hang for that belief and opinion kindly hurry.  I said and I still mantain my line that in the constituency Assembly where I was a member, we aspired for an Independent Judiciary. The NRA occupation won’t let this happen.  The NRA occupation has raided courts severally. The Court ordered Mr Elias Lukwago back to office and that was ignored. Since then they even have never cleaned Mr Lukwago’ s office.  I told the NRA occupation police force that I would repeat the same views on any other platforms because I believe I’m wholly right and the NRA occupation is wholly wrong.  It’s my natural right to resist evil and I won’t slacken even in the face of death.  Off to the NRA occupation police to preach the gospel of liberation from the NRA occupation.  God is Great” (Charles Rwomushana, 31.03.2016).

Another look into the #KaseseAttacks and the reasons for the violence in Bundibugyo and Kasese; as the Albertine and Rwenzori Sub-Region have had big loss of lives; while the Government Security Force have used different reasons for the Post-Election Violence; the IGP Kayihura have claimed: “Yira, Militias, Tribal clashes and Criminal activity for the same actions”; What is right Mr. Police Officer?

Museveni Bundibugyo 28.03.2016

’I have not come here because of politics but because of the people losing their lives and property. Whoever is responsible will suffer the consequences,’ President .Yoweri Kaguta Museveni during today’s visit in Bundibugyo” (NBS TV Uganda, 28.02.2016).

Yesterday President Museveni went around in Kasese District and Bundibugyo district where he was in army fatigue and speaking of the consequence of violence, as his militarized politics could lead into aggravated assaults and killings. The deaths that sparked right after elections and have made people flee their homes and land for IDP Camps. This here will show how the government through the security organizations, as the Police Force and the Army who has acted with violence and not with intelligence; as the rhetoric and information to the media does not add-up. Something I will take you through.

As the violence of Kasese and Bundibugyo district have fleered up and taken scores of lives. Both by Police and civilians; the Police and Army have targeted specific groups after a troublesome local councilor election in the area. Those have opened up wounds from 2014. The Region have been a place of violence, because of the security organs and the police force taking the handpicked individuals while civilians flee from Bundibugyo and living in IDP Camps instead of their homes. The Rwenzori Sub-Region have been put in flames since the election, and there been over a 120 people died during the last two months and many houses been burnt down to the ground. As the Police and Army have helped the men taking sides in the clashes instead of working to make it peaceful, therefore the killings that even was taped we’re directed at Omusinga bwa Rwenzuru’s security guards that even been delegated to him by the government. That is rare incidence and also showing at what level of violence the government forces goes and therefore the fear in the area. Take a look what the King said about the recent actions!

The Rwenzuru speaks out:

“Omusinga said, “Kayihura cannot rely on someone who hates the kingdom to investigate and address issues affecting the Rwenzori region” (…)“The problems of Rwenzori region have not been handled well and this explains why people are killing each other. A section of people who are against our cultural institution and those that failed to mobilize for the (ruling) party are taking malicious reports to government that we are fighting government. This is not true.” (…)“These were spreading malicious messages that the meeting I had with Dr. Kiiza Besigye contributed to their defeat and yet they failed to organize and talk to me during the recently concluded campaigns,” (Ainganyiza, 2016).

The King says it is not criminal or ethnical acts that has done the trick this time, but a reaction to the recent election and that there been no direct actions against the government; that is said to counter what IGP Kale Kayihura earlier said after being in Rwenzori Sub-Region and using the intelligence from the Police Force, while also not stating the direct killings that happen to the Rwenzururu Kingdom guards that was shot and killed early. While the President was speaking the people in the Bundibugyo area together with Minister Bataringaya were being BOOED by the public because they sees his actions as lazy, since they doesn’t see him doing anything to stop the violence. What a Government Official has said:

“Jolly Tibamanya, the Bundibugyo district chairperson, said that 31 people were killed during the clashes and 361 houses burnt. He requested the President to improve the presence of security personnel in the sub county. Tibamanya added that several residents have abandoned their gardens for fear of being attacked” (94.3 QFM Lira, 29.03.2016).

On 25th March the Rwenzori Police Spokesperson said this:

“The Rwenzori regional police spokesperson Lydia Tushabe has said that the police are now treating the attackers in the districts of Kasese and Bundibugyo as a militia group” (New Vision, 25.03.2016).

Something the Police left out to tell:

“On Thursday March 24, Bakonjo elders from the highlands of Bundibugyo District gathered to meet with Inspector General of Police Kale Kayihura, who has been camping in the Rwenzori sub-region over the recent weeks to tackle the violence that has so far claimed at least 32 lives in Kasese and Bundibugyo districts. After waiting for hours, the elders were informed that Gen Kayihura had flown away and that they would meet another day. Tempers flared, especially because many Bakonjo look at the police chief as a partisan player in the conflict that has pitied them against the Bamba – Babwisi, Basongora and other tribal sub-groups. Mr Christopher Kibanzanga, the MP-elect of Bughendera County in Bundibugyo, however, says his fellow Bakonjo should not worry anymore about Gen Kayihura’s perceived partisanship in the matter, which he says “has been handled”. Mr Kibazanga says Gen Kayihira’s intention was not to snub Bakonjo elders but had to leave Bundibugyo “immediately. “He gave me a call and explained” (Rwenzururu Times, 28.03.2016).

As the Police and Government continues to spread the information on the matter. “Kirumamutima” or Strong Hearted Youth Group was supposed to be behind the matter, and now even the Police Regional Spokesperson Lydia Tushabe claimed a militia, but did need say who. When Lydia says it is a Militia, than it’s either “Kirumamutima” or the Uganda Saving Force (USF), who was one of two groups claiming to be behind the shooting and stealing of guns at Kapchorwa. Still that does not sound like what’s the King or the Politicians in the area claim. The cross-claims and changing statements from the Police and Army does not look well together with the obvious malicious attack on the Kingdoms Security Guards that was even filmed and created an outrage that got even the IGP out of Kampala to search the area. The Police have stopped discussing the Yira Republic because the Public knows that is an excuse for the Security Force to get rid of the men who is not positive towards the ruling regime and the opposition; as the opposition is strong and didn’t want NRM men in councilor in the sub-counties and Rwenzori sub-region. And the Police did not say or want to say to the world that they are taking sides in a fragile situation; that is well-known since the clashes of 2014 is not far from the minds of the people and the Local Councilor III elections was just the last straw and the Police Force together with the army went all in, not with justice or rule of law, but brutally killing.

A Story on how 16 died in Bundibugyo:

“A woman with a baby strapped on her back is found harvesting cocoa (stealing) from plantation that doesn’t belong to her. In a typical mob justice fashion, she is beaten. But with the pang with which she was harvesting the cocoa, she fights back and delivers some cuts to some members of the mob. She is eventually overpowered. She and her child are dead. Her tribesmen come for the man whose cocoa was being nipped. The man (whose cocoa the dead woman was harvesting illegally) is killed by the alleged thief woman’s tribesmen. The thing spirals out of hand and degerates into a tribal clash. And the last time checking? 16 deaths” (Rwenzori Post, 25.03.2016).

Bundibugyo 29.03.2016 IDP Food

As the first sign of peaceful action from the Government:

“Government begins supplying food to the over 10,000 people displaced by tribal clashes in Bundibugyo” (NTV Uganda, 29.03.2016).

The Story is just a sorry reflection of the state of affairs and that the 16 people in the total of death, that died for very little and not even the ballot, but cocoa beans that was stolen. An innocent baby lost the life in those clashes. This proves there are certain animosity in the area and how quickly the melee and violence happens. That kind of actions are local clashes, not militia made, but mob mentality as the Police Force is not in real control of the local policing or violence. As the woman was stealing cocoa, but she deserved to be fined or repay the owner for the stolen cocoa, which would have been the ordinary treatment, not killing her and her baby, together with 14 more people! So it’s sad to know how the killings got out of hand and the clashes is just one out of many in the recent month. If the rest of the killings except for the ones directly going against the kings guards in the Rwenzori Sub-Region, and these killings was neither militia as the woman who stole cocoa was not USF or the so-called “Kirumamutima” so the Police intelligence cannot be that great. First it was tribal, than it was criminal, and not it is militia. So there is either a cover-up or the IGP Kayihura and the local Spokesperson is not speaking the whole truth. We might need a giant Parliament Report as the one that came after the 2014 clashes in the region. This time it fleered up straight after elections and announcement of local councilor in the area. That ended up in clashes and later got fueled into old grievances’ between the tribes in the area as a tool for the Police and Army to try to take more control of the Kasese and Bundibugyo district; as they are in the Rwenzori and Albertine region where also the oil-development is. So the way the NRM-Regime have treated the area and used Machiavellian tactics and now it has backfired.

The worst thing is that President Museveni came in with the tanks and  the Army; while just walking around like a royalty and not asking the locals, but telling people how to be. The Same did the Police Force has done and also not listened or confirmed either with the Rwenzururu King or the Elders of the area. To continue to add further insults to the injury and the killings of relatives. That are now being used for political gain and saying that certain militias or guerrillas are behind it. While the small reports on the ground shows other display or character of violence. Like the Government of Uganda tries to disorganize the Rwenzori sub-region; so they cannot gain anything out of the coming development projects or the planned operations that are in the area. As the Albertine-Region and Rwenzori Sub-Region will have lot to say when coming in the oil-projects, so it seem a little to startling that it happens there and not in other parts of the country. But hey, that is just me. Peace.

Mzee and his Militarized State; the Guns never left the Executive it seems!

“Soldiers feel that the Police are not serious with the criminal elements and that they are corrupt. The army had to come in and insist that criminals must be punished. It happens in all countries, there is a time when the army assumes the duty of internal security”. General Museveni (Daily Nation – Nairobi – January 26, 1987).

This is ironic that President Museveni said in 1987. We can see that times has changed or that his mind set to other perspective then directly from the bush. With the guerrilla warfare and the so-called liberation struggle, that has been discovered more and more about the tactics done to get power.

It is surely and clearly many ways President Museveni talked democratic values while it has been uncovered that he oppressed the media and opposition. It has done that since day one of the regime, just different how far and to what extent. It has always tried to look beautiful on the surface and smiles to the donors and Election Observers Missions while in the end, the institutions built around the Mzee. That the Electoral Reforms haven’t really been there for free and fair elections. When I went through the 1996 elections the stories are similar to today’s oppression of the opposition.

While opening up for free-market thinking has over time and letting the United Kingdom, Kenyan, South African, Indian and Libyan businessmen got easy trading ability in the country, while the exports and trade boards are gone, less of unions and other governmental structures. We can easily see that the government who came to power with the guns and ammunition, and still has MPs directly from the army is bound to have the militarized effect on the politics. As the Police are acting with direct force and not following always rule of law. While the government overflows with former colonels and generals becoming politicians instead of businessmen and civil servants as the President is a bush-man himself and been part of two insurgents to power. One in the end of 70s and one in the famous 1986, so the guns never left the power and stayed there; even the tale with the donor-funding of the army from abroad to fight dirty wars the U.S. don’t want to stick their finger in, as in Somalia and Central African Republic.

The Electoral Reforms as discussed briefly the NRM-Regime have stifled most of the time any kind of reform and ruling power therefore had to have two elections on referendum to release the Multi-Party Democracy and also been making the difference between using government funds and using the well-known factor of promises pledges from direct government subsidies to the big-men and chiefs, even Parejo’s and other SUV’s given to men to secure the votes and loyalty to the Mzee.

There been steady shifts in leaders underneath Mzee as he has taken down the men who has been built by his leadership, as he want the ones with his former MPs, VPs and PMs as they wanted to elevate themselves and leave him behind. As the founding father of NRM, nobody else should rule the party and have the Executive control. He took it with a gun and easily takes pictures with it to show where his strength is.

The government have used all kind of methods and tricks to gain riches to NRM elite and leave the certainty of other manufactures, industries and even achieve certain outcomes only for the closest allies of the NRM, even on Town Council levels where NRM members and NRM elders have closest call to get add-ons and secure funding for projects, while the opposition and other institutions have to get hands-out by international NGOs or Bilateral funds to get enough for what they need. The Resistance Councils and the now Local Councils are built for securing de-facto loyalty to the Executive and learn the strength of regime, not to be a democratic system.

The Police and Army is built around loyal men in the top and men the Executive can trust to follow his suit and have his family close connected, even with Gen. Salim Selah not in direct leadership position as he has been involved into too much thefts, thieving and other activities to clean the leadership to look decent for international community, even with Brig. Muhoozi Kainerugaba who is groomed and quickly up the ante with running the Special Forces Command. The ruthlessness of the army and Police never left, and the new laws in place have given lee-way to them to use it as free-for-all to shut down dissidents. While the leadership is steady shifting  and moving as they don’t want the DPC, RPC and Army commanders to be on short-leach and not be to homely where they work.

The continuation of post-election violence in Bundibugyo and Kasese, the way the army is deployed there days on days, shooting Rwenzururu Kingdoms security guards, while the treat of the ADF-NALU who is stations right over the border in the Democratic Republic of Congo, and as always the Police issues statements blaming other forces, even when video footage and other eye-witness counter their words and intelligence; in the end insulting the intelligence of the people.

The NRM-Regime and the words of their Executive is now totally different than what he was talking the first years of their reign. The Economy is dire, the donors are more futile and less interested in involving themselves in a militarized economy and where the NRM-Elite instead of the citizens and general population, the ones that get funding is direct funded projects as roads and buildings, but not economic prosperity as the inflations is high, the value of currency dwindles, the amount of monies to buy ordinary food-stuffs, the government have added higher loans to sufficiently take up the vacuum of the loss of donor-funds to the governmental budgets.

The whole picture is not as it should be after the ruling-party have run the country for 30 years, the picture should be a steady economy, a secure police-force respected and honor the citizens, an army working for securing the borders and doing international missions not for securing funding, but to generate peace. The country should have beneficiary institutions and taxations with representation, the ones that been done have not delivered, the steady progress has not been delivered, and when is when the media has blasted or BBC have got a whiff of it. As the NBS or NTV cannot whip the power to change, the same with the papers as they are mostly censored and controlled as the radio-stations have lost their transmitters, license and even their hosts been detained while being on air, the Daily Monitor ransacked for two days and the NTV banned from following the Presidential Campaign trail of the Executive.

There is an issue when the army is such a big part of nation, in the parliament, in the streets, in deployment and around all the time. The internal security is based on the army, not the police who is also militarized with sections of special units with military equipment for breaking down demonstrations and other gatherings of opposition, even independents who was former NRM have struggled with army and the Police Force. The whole picture is not of the state of business, the way of government that NRA and the NRM promised, it has overtaken the control of the institutions, but not given the accountability and transparency, not the economic landscape or investment climate that they have promised for so long, the basics are much of the same and the deals between the oil companies and drilling has been happening behind closed doors; like not open dealings and showing how the companies pay for their operations and how the government structures are as the oil-laws are not strict and not fully operative yet.

The internal security and the structures are not strong, when the army enters all kind of operations, as they even killed bed-bugs in neighborhoods of Kampala in mid-February as the KCCA didn’t have the manpower to reach the area, as the UPDF have been used in any kind of processes, even the training-center of the army Kyankwanzi the National Leadership Institute and military training camp; where the NRM MPs has had retreats before the new parliament like the 9th and 10th Parliament went there.

The Kyankwanzi resolutions or decrees as party MPs has set precedence for the coming term and the evolution of the ruling-party as the structure in the last go-around left many of the old-foes behind, and the former secretary-general and Prime Minister Amama Mbabazi behind. While this time the struggles with Justine Kasule-Lumumba, Jacob Oulanyah and Rebecca Kadaga might go through hardships in the coming 10th Parliament as the internal security means the security of the Executive and bring down the men and woman who has ambitions. That is why the Executive have centered the powers close to him. As even ambassador’s claims he is hard to read, the generals of UPDF fear him and just want to do his will, and the same with the police force who has a loyal Inspector General who follows every whiff from him. Even former Warlords and M23 are yearly on the payroll from the State House. As they are securing the security of the state and the government institution as civilian militia-men that does their army bidding; also does discreet business for the Executive as their role have never been told to the world. Therefore we can only be guessing at this point; though they are not cutting the grass at Entebbe or Nakasero!

The way the Army is embedded in the society and external politics, the guerrilla warfare brought the Executive first to a Ministerial Position before the General Election of 1980 and again at the takeover in 1986. He came with the gun and never left it, and never let it go, in all endeavors and structures the embedded army has followed, the loyal cadres and commando have continued, the re-payment of loyalty and offered protection have come in handy. The kickbacks and graft never left the offices, the building of the businesses have also centered the government officials, while the former government businesses has been sold for quick bucks or privatized.

The internal security can be questioned with the army running the streets in Kasese, Kapchorwa and Kampala as a steady force and looking like Marshall Law or state of emergency as the government shows the display of power, and the Police rides around in Personal Armored Carrier and have mortars as Journalist lose their cameras and the media get muffled with. The insecurity created and the ballots been stolen in broad daylight, the impunity of law of fellow citizens is not creating the peaceful atmosphere the Executive have promised and said he delivered, as the Kenyan funding of the campaign and Sudanese Army men proves the Executive went far to secure his stay in power, instead of trusting the ballots and votes, he trusted his instinct and went for the guns and ammunition that have given him the power before, as he had loyal well-paid puppets in the Electoral Commission and generals in the Campaign Team, together with losing NRM Primaries who was paid off; in his mind this should have gone in silence and gotten the credible result needed to be respected statesman abroad, instead the announcement and the cracks of the army and the social media showed the true colors and not the story given by the Executive or his party cadres, which shows the payments and party program is shell of keeping power by any means, instead of building fruitful societies and institutions for better tomorrow. The lies are not invisible anymore, the questions the actions and killings is not only in the hands of semi-army police force and the general populations knows it. As the mourning of the announcement and the weakness of the state comes forward; therefore army had to be deployed and the reshuffling of Police Commanders happening a month after Election Day.

You can lie once and fool the crowd, but lie twice and then the storm comes on the horizon. That is what is happening now and the Executive knows and knew before these elections that the people are tired of his lies and reprogrammed pledges. As the changes of society has only brought bottled water from mountains of the Rwenzori and cellphones, certainty at one point the Universal Primary Education and extended Local Councils that has benefited, but also after a while the schools started to disappear and become depleted. The more districts, sub-counties and counties have taken a toll on the economy. Also been set-up to secure more loyal cadres in Parliament and locally. Through the chain-of-command as the structure is militarized and set to fix the monies, the government institutions, government businesses, government organizations and the commission to be loyal to the Executive, even the churches and holy institutions, if possible they can have some dissidents and opposition; that is just enough for the country to have a rouse and jolly while eating the donor-funding and letting the people stay poor while the NRM-Elite stays powerful. Especially the NRM and the Executive does not care about the FDC and their claims to justice, as the justice is the basics, but for the NRM it is to keep Power and let their Executive stay continuously. And by the minute does not seem to want to leave the country in a state that he promised when he took power.

As his guns does not seem to be silenced, the level of fear, the way the PAV rides down the streets and highways, the way the roadblocks are put, the way the Police detain without charges and the way the government mend laws to fit the Executive, the way the banks are demonstrating their will of following him to earn monies, the way the businesses are centered around him and given favorable deals, the way the harassment of opposition and media, the way the army and police involve in politics and daily life, it does not seem as a democratic and just society. The detention of the ballots and preventative arrest of citizens are worrying, as much as the control and efficiency of it. The pride of the government and its institutions are weak when the KCCA need the Army to fight local problems, the Executive does not trust anything else and therefore the biggest smiles on the photos from him comes in army fatigue and guns as that is the place he feels the best, not in the office or at state meeting. If not it is on his farm relaxing while the monies are piling in without doing anything. Peace.
