South Africa: Letter of Hon. Gigaba – “Application for Early Naturalisation” to the Gupta Family (30.05.2015)

When your thinking that the President Jacob Zuma had enough excuses and had enough soliciting problems, there just keep coming. Because him and the ANC elite is clearly forgetting their purpose and their place. They are supposed to represent the people of South Africa, instead the Presidency and the African National Congress is more preoccupied with getting financial benefits from the Investors of the Oakbay Resources and Oakbay Investments. As they are splashing out with huge kickbacks to the President and his family, as the further leaks provides more eating of the Zuma clan. The Gupta owned companies has already hired family members of Zuma. Also, it has been provide evidence of state capture, where the monies of Gupta has made it possible to change Financial Ministers, because the Gupta’s wanted it to be so. Therefore, the newest leaks are just providing evidence of the loyalty between the Zuma and Gupta clan. As they are providing the President with a mansion in Dubai. So, the Nkandla affair and the fire-pool seems small, as the gifts and kickbacks with the state-contracts seems to benefit the South African President massively! Take a look!
Zuma’s Dubai Palace:
“Zuma’s home is Villa L35 on Lailak Street in Emirates Hills, billed as the “most expensive postal code” in a city so flashy that the police drive Bugattis. The palatial home comes complete with 10 bedrooms, 13 bathrooms, a double grand staircase, nine reception rooms and space for 11 cars. The top-of-the-range fittings feature an excess of marble, mosaic and gold” (…) “The purchase was made after Tony had made an appointment with Gregory Lewis from Knight Frank estate agency to view the place at 1pm on April 14 2015. Shortly after buying the villa, Tony’s elder brother, Atul, entered into an agreement with Yang Swiss Cleaning Services to clean the house for 8,320 dirham, about R30,000, a month, starting on December 20 2015” (…) “ome of the more established locals have a sardonic view of the constant stream of new arrivals. “You need $20-million to $30-million to buy a property here,” commented one resident sitting on a park bench feeding scraps to a swarm of cats. “Maybe you brought along some dirty money you want to wash?” (Wa Mzilikazi & Hofstatter, 2017).
As the allegation and covering-up comes to light, the President Zuma has to deny:
“The story in the Sunday Times newspaper today, 4 June 2017, that President Jacob Zuma owns a “palace” in Dubai is a fabrication. President Zuma does not own any property outside South Africa and has not requested anybody to buy property for him abroad. The President has also not received or seen the reported emails and has no knowledge of them” (The Presidency, 2017).
On the same day another news-outlet in South Africa comes with some damaging report that proves the state involvement and helping of enriching the Gupta clan. The benefactor of the President. Like the reasons for the flash houses and cars of the President. He wouldn’t get that if he didn’t do some services or clear the house so that the businesses could run rampant. Buy expensive coal from the Gupta over the margins and also higher price for the quality. That is because the state owned Eskom has a director that is loyal to Zuma and wants to make Zuma’s friendly associates happy. Therefore, buying bad coal for high price. Who could forget that transaction together with the Nkandla scandal! There to many evidence and stories of grand corruption during his tenure.
“Johannesburg – The beleaguered Gupta family received much-needed relief this week in the form of a R70 million value-added tax (VAT) refund payment that raised serious eyebrows and concern in the South African Revenue Service (SARS)” (…) “At this point Moyane allegedly intervened and secured the payment to the Guptas. According to sources the refund was made begrudgingly by SARS staff and left tax employees feeling despondent and angry. News24 and City Press was given a name of an unknown private company into which the VAT refund payment was finally made, but couldn’t confirm the veracity of the claim. The Gupta family and their businesses are handled by the VIP taxpayer unit within SARS. This unit is intended for politicians, political parties, past and former senior government officials and their families and certain top business people considered strategic” (Serrao, 2017).
So the Gupta family, the benefactors who has businesses who are getting favorable industry contracts and government tenders, are suddenly also getting a VAT tax-holiday the SARS director Tom Moyane has to sanction on the part of the state to the Gupta. It seems like a bad-dream, but not surprising in the state of capture. Where the Gupta are giving Zuma a few tokens of silver and he gives them back in ten-folds of the state reserves. That is how the relationship of the businessmen and Zuma are working and has worked. If not, the corrupt, grand corruption enterprise of Zuma administration wouldn’t run like it to.
The President Zuma’s Nkandla Village Project in Kwa-Zulu Natal state are now a cheap knock-off, even if the grand corrupt behavior of that one alone should have made the President fall. Instead, he is now on his second corrupt buy-out a big mansion. Not just a fire-pool, visiting-center and small hospital like the Nkandla. This time it’s talk about an expensive mansion in Dubai worth USD $30m and cost R30,000 South African Rands to wash the place a-week!
The President of South Africa is clearly not caring about the state he runs, as he busy looting and conniving the state for personal benefit. He is doing so that the Gupta and Oakbay Resources and Investment can enrich themselves.
The Republic of South Africa, the National Assembly, the National Treasury and the others has been taken without consideration of the citizens, because President Zuma could secure wealth with kickbacks and bribes from Gupta instead. That is what is revealed with every e-mail and leak. If you ever thought that President Zuma cared about the citizens, he doesn’t, he is more preoccupied getting money for services delivered to the Gupta. Peace.

As the Budget Framework paper for Financial Year 2017/2018 in Uganda, the Uganda National Roads Authority (UNRA) requested for the roads a total of Shs. 1,779bn and the required just to build the road in this budget year alone where 1,107bn. This was seen as a strategic area from the state, as the road is seen as one of them Oil Roads. Which, is one of the most important projects the government has, as the future profits of these are soon all used before the drilling starts. This with the giant projects and the misuse of funds. This is epitome with the Hoima-Butiaba-Wasenko road! Just take a look at the reports collected on the road. But the official paper of the budget said otherwise than the framework, who was just nonsense.
While the Budget report to the Parliament of May 2017 Vote 113 UNRA Hoima – Wanseko Oil Road Shs. 29.00bn. This funds will be available after reconciliation of numbers. While the Ministry of Finance, Planning and Economic Development (MoFPED) where planning proposed numbers for the Oil Roads and the Hoima – Wanseko road where the length of 83 kilometers, and the budget was 444bn. Which is a bit more than the vote! And doesn’t fit with the records even. The numbers are staggering and confusing. As to put it further every unit or kilometers are estimated to cost 5,35bn. So the cost of the oil-road just in this budget year is insane.
“Hon. Cecilia Ogwal expresses concern about the cost of the Hoima-Butiana-Wasenko oil road of shs53billion per kilometre” (Parliament, 31.05.2017). The Road that is under construction and is upgraded are 111 kilometers road. If the MP’s estimate is correct means the road cost shs. 5,883bn or Shs. 5.8 trillions. In the budget plenary session on the 31st May 2017 she was also very adamant that the roads who we’re budgeted without feasability studies should be cut and get other use of the funds. Still, that didn’t happen. One of these roads was the oil-road of Hoima-Butiaba-Wasenko. But with this years Budget report and actual feasibility study alone, proves the state will use 444bn on the road. As the other reports prove what they we’re planning to use. But this project started in 2015 and the reports of the misspending on it, seems so big as it gets. So the Road development and the Oil Road could be proof of another UNRA scandal. Take a look!
“The works on Hoima-Butiaba- Wanseko road are expected to start during the second half of 2015. This is subject to availability of funding for the project,” said Dan Alinange, the UNRA head of corporate communications” (Rwothungeyo, 2014).
Hoima-Butiaba-Wanseko cost Shs. 454bn:
“Works minister John Byabagambi and the new Uganda National Roads Authority (UNRA) executive director Allen Kagina have agreed to handpick a contractor for Hoima-Butiaba-Wasenko road despite an earlier petition on influence-peddling and fraud in the process. Mr Byabagambi has also changed from his earlier position where he opposed the move, when he was still a junior minister. A whistleblower had raised the red flag in a petition to Ms Kagina indicating that the project cost had been inflated by Shs66 billion ($20 million)” (…) “The 111km road stretches from Hoima to Butiaba on Lake Albert and one of the major corridors in the oil-rich Albertine Graben in south western Uganda. The project is expected to cost Shs454 billion” (Musisi, 2015).
UNRA on the Spot:
“The third road project, pointed out by the whistleblower is the 55km Hoima-Butiaba-Wanseko road. According to the dossier, bids for the road were opened on January 22, 2016 and the deal was awarded to China Communications Construction Company (CCCC) at Shs 398 billion. According to the whistleblower, this would translate into $2m per kilometre, which is exorbitant. The whistleblower notes that this is way above construction estimates posted on the Unra website, which are at $960,000 per kilometre. Later, after an outcry from some bidders, Unra cancelled the deal, the whistleblower says. “The IGG should investigate the people who crafted this ignominious evaluation and bring them to book. They should even be interdicted as investigations continue,” notes the dossier. The whistleblower claims that roads in the oil sub-region of Bunyoro have been restricted to only Chinese firms because of the funding from Exim bank. Local and other foreign firms, the dossier noted, were left out” (Kiggundu, 2017).
So the prices of the budget framework and the budget report of 2017/2018, as the whistleblower of early May 2017 are clearly saying that the $2m per kilometers on the Hoima-Butiaba-Wanseko. If the US Dollars are Currency converted into Uganda Shillings which means the price per kilometers are Shs. 7,187bn, that means the price calculated by the budget and the MoFPED are Shs. 5,35bn. That means that are a difference in the price per kilometers which is Shs. 1.837bn. If the budget would be correct than the total price for the 83 kilometers, would e 596bn. I also find it strange that the UNRA budget and length on the FY 2017/2018 is 83 kilometers, as the initial length was 111 kilometers. That is also a length of roads that suddenly couldn’t disappear.
This road is surely more expensive than the government wants it to be, or certainly some lost public funds. Not shocking in the nation run by National Resistance Movement. The total tally of the cost will be revealed, but is not yet. Peace

UNHCR has separately launched an independent management review which has made a number of recommendations to accompany the disciplinary actions being taken against those found to have committed malfeasance.
GENEVA, Switzerland, May 31, 2017 – UNHCR, the UN Refugee Agency, is implementing a number of measures to strengthen management and oversight of its Kakuma operation in Kenya in light of an internal investigation that found fraud and other serious misconduct.
UNHCR’s investigation was prompted after allegations were received of fraud, corruption, threats and intimidation at the camp.
The investigation confirmed the involvement of five staff, against whom a range of actions have now been taken. These include, in three cases, referral by the UN’s Office of Legal Affairs to the Kenyan police for criminal prosecution – so far resulting in one arrest. Two of the five have resigned, and disciplinary processes are under way against the remaining three.
UNHCR has separately launched an independent management review which has made a number of recommendations to accompany the disciplinary actions being taken against those found to have committed malfeasance.
As further measures to address the situation, and in parallel with the investigation, we immediately suspended normal resettlement submissions from Kakuma and reviewed processes, although no further irregularities have been found. An information campaign is under way, and we are pursuing matters with our partners, including working with them to carry out their own investigations and to deepen anti-fraud awareness and prevention measures.
“Protecting lives is at the core of UNHCR’s work, which makes the betrayal of trust we have seen in this case so galling,” said UNHCR Assistant High Commissioner for Refugees George Okoth-Obbo. “The management review has provided us an understanding of what happened and allows us now to enhance a number of preventive, assurance, response and corrective measures in management, oversight and operational delivery.”

Today, the African National Congress (ANC) National Executive Committee (NEC) or the ANC NEC, as the ‘No Confidence’ Motion tabled to question the rule of President Jacob Zuma. Again, the ‘No Confidence’ vote against him failed. This was expected, since it hasn’t been able to pass in the National Assembly twice. Why should it be possible to do it in-house?
President Zuma is reported to get the total of 18 ANC leaders voting for demise of the Executive. But that wasn’t enough. It was so not enough, as the ANC NEC has enough of loyal cronies who needs Zuma. Therefore, 54 other ANC leaders voted against the Motion. Meaning that the possible stepping down isn’t happening now, as the Party themselves and the key leadership are still supporting President Zuma. Today is the day when the ANC party itself didn’t see what they have become.
The ANC of today isn’t the party who liberated the people and promised development for all South Africans. Now it is the party who are working together with corporate corrupt elite and the growing cronyism around the President. They are not developing the townships, neither creating the industrial and economic development that the Republic deserves.
The President even became like this when the Motion was in discussion:
“I have been quiet because I don’t want to harm the ANC, so continue attacking me in the media and you will see,” News24 reports the president as saying” (…) “News24 reports a source at the NEC saying that this was the angriest they had ever seen the president. The source further said that the president used his closing comments to issue his warning to leaders to stop criticising him in public. Zuma is also reported to have told the meeting that he did not understand the calls for him to step down, as he was not standing for re-election at the party’s December elective conference” (SA Breaking News, 2017).
So that the President is blind or ignorant isn’t easy to see. As he doesn’t want to listen, because he believes that he deserves to rule, even as he has enough counts of corruptions and the State of Capture report. Clearly he must know that current state of Gupta relationship and the Companies they own in cahoots with him is giving economical benefit to both. This is tiring the looting of state reserves for the Zupta. That cannot continue. The ANC is now in a state where they are accepting the looting and the maladministration. This with favors towards the ANC cronies. Therefore the reputation of South Africa is also falling. The one in-charge of that is President Zuma!
Zuma and his administration, which is parts of the ANC NEC who voted for him and letting him. He is man who want it like this and earns his fortune on it. The same is done by his cronies, that is why they don’t wont to let him go. They have all forgotten the charters and the pledges of the past. They are all eating and not caring for the ones who they represent, the workers, the unemployed and the youth. The ANC have forgotten the people and who they represent, they are now only making sure they eat. Peace.

If you we’re ever skeptical of the relationship between the Gupta Families and Companies in South Africa, and the family of President Jacob Zuma. Than the recent revelations hasn’t shocked you. It is the new normal, as the Zuma Administration doesn’t care or has no scruples when coming to looting from the State Reserves. If it is selling bad coal expensively from a Oakbay Resources Company to the State Company Eskom. Similar agreements and giving contracts connected with Gupta owned businesses are showing disregard for governance and more of supplying funds to friendly investors who also hires Zuma’s own kin.
President Zuma is loyal to the Family of Gupta, his cronies works close with these, the State of Capture report told so and showed it by the messages and phone-call logs. This is now an older report. So the release of leaked #GuptaEmails isn’t controversial, but more of the same. The South African Government and African National Congress (ANC) are now again under fire for their connection with Gupta. It has been so for years now.
That President Zuma hasn’t cleared his name, but stalled cases, while the charges and the corruption cases has been deflected at a rate that is insane. While he has been able to get loyal men and woman in charge of important parts of government. The government has made sure the Gupta and Zuma has been defended. The National Assembly has been a saving grace as the ANC have run trust in the representation down to the ground. Therefore, that the vote of no confidence has been overturned twice.
Just like the time of Thuli Madonsela’s report was mulled and silenced, which haven’t had the willing effect. The only worthy of her report is that she has opened the doors with her investigation into the Gupta infested government. Now there isn’t happening anything since Zuma got the friendly adv. Busisiwe Mkhwebane who will not do anything to rock the boat. Secondly, she wants to have peace and just made sure there isn’t further investigations into Zuma administration. This can be seen as the silence and also that the Public Protector has no interest in looking into breaches of governance by the current government.
It is damning like the reports was around the first time Finance Minister Nene Nhlanhla was fired in 2015, than a few days with David Van Rooyen and therefore the return of Pravin Gordhan. He was now the minister until March 2017. Than, a new fellow crony who was loyal to Gupta got this important ministry. Therefore, both Nhlanhla and Gordhan was fired, because they we’re both skeptical about certain agreements between the government and the Gupta companies, it was like the South African Airlines (SAA) and other ones. Parts of the sacking of Nhlanhla was because of ExecuJet Aviation, are now in the spotlight because of #GuptaEmails.
With this in mind, the stories are getting more connected, if it is IcelandSave or a private jet company. Just like the Oakbay Investment portfolio company Sahara Computers that made reservation for Matshela Koko is the step-daughter of Eskom director who bagged R1bn during 2016, in 2016 Sahara Computers fixed reservations for a hotel stay in the Oberoi Hotel, also chauffeur to drive her to the place. Therefore, you know that the government and Gupta family are working together.
Even if these emails are fake, the State of Capture and the other suspect agreements between Oakbay Investment and Oakbay Resources are questionable enough. President Zuma are clearly working hard together with the Gupta Brotherhood. Zuma has used the tools of government to earn cash for his family and the foreign investors, instead of working for the South Africans. Certainly, these stories has to end. The Fire-pools and the extensions of Nkandla in general. As the ANC NEC and the ANC Party has forgotten their mission. To care about good governance has gone into the ghost of Christmas past. The ANC under President Zuma has totally changed, but its been a slow march to the total takeover and control. Even as some individuals see themselves as the next in line. They are certainly not secure to overcome Zuma, as he did wise in the way he got rid of Mbeki. The way he got support of Malema and the Unions to take control. Now someone needs to do something similar, as the party as it is now heading in oblivion under Zuma. The trust and the relationship with the public is dying. The disgusting parts of the economic incentives between foreign investors and the President. That is back-channels for his changes of cabinet and also secret dossiers. This is all reasons that the South African people needs someone who will not use the State Reserves for his own gain, but for developing the Republic. Peace.

“BREAKING: In a reply to my Parliamentary question, Minister of Public Works Nathi ‘firepool’ Nhleko, has said that there are no upgrades planned for Zuma’s Nkandla residence. Meanwhile, The chief director of Public Works, Barnie Ntlou told the Sunday Times that work will go ahead at the Presidents residence. Who’s fooling who?” (Mmusi Maimane, 22.05.2017).

It is just one of these days when the President Yoweri Kaguta Museveni reveals that he wasn’t in favor of the Multi-Party Democracy, even if he claims to be elected and have credible elections abroad. It is always his vision and his perspective that matters, the others should just follow and listen to the high and mighty Musveni. No-one else has a vision like him and his party, which bow their knees, gets Presidential Handshakes and also kisses ring when they have too. That is something the Opposition MP’s doesn’t do, except for the “Good DPs” and the level-headed UPC MP’s. Still, he has something obvious to say today!
President Museveni addressing Bulago Primary School in Buyengo Sub-County in Jinja District:
“I am tired of wars. I want you to vote for pro-NRM members of parliament like our party flag-bearer, Mr Moses Walyomu.” (…) “I don’t want to go back to the bush to fight again. Don’t send me people who will disagree with me in parliament. I fought in 1986 and I am tired.” (…) “He said people who are not of his party fear to discuss with him matters that are pertinent to the development of the country. And for that to be avoided, he will need Members of Parliament who share his ideals and vision for the country” (…) “He threatened that should Kagoma voters vote for an opposition candidate, their wish for good roads and other crucial utilities such as power will be no more”(Kirunda, Nakato & Katabulawo, 2017)
He is clear, if you disagree, that means war, not negotiations or discussions to find a level middle-ground. Since it is only one-man with a vision in Uganda, and that is the President. The Wonderful Dictator who is on his 7th Term, not 5th, even if he is rigged in 5 times in row. There was still a decade that gets shaved off in the calculation. I will write that until my ending. Since he deserves to count all years from 1986 and not only from 1995. While we are on that. Under President Museveni, there wasn’t always Multi-Party Democracy.
Three years after the Coup d’etat:
“As already noted, the 1989 elections were held under strict anti-party rules since the NRM government had suspended all political party activities. Indeed, the Resistance Councils and Committees Elections Regulations, 1989, forbade all use of party symbols, sectarian appeals, and threats of force, the offer of food or drinks and the display of candidates’ posters. The absence of open campaigning made it impossible to discuss policies” (Bwana, 2009).
So as President Museveni forbade other parties and their political parties after taking power. He created together with the NRM/A a Movement System to control the local party politics and have structures that he could have oversight of from the State House. This was not a Multi-Party System. A special system that are now overturned into the Local Government system, still it is inherited by the RC system, that the party unleashed in the end of 1980s and tried for a long while. Explained by this Scottish student in 1993!
Importance of Movement System:
“Two statutes, the Resistance Councils and Committees Statutes 9 (1987) and the Resistance Committees’ Judicial Power Statute 1 (1988), codified and expanded the system of local Resistance Committees that had sustained the NRA in its war against the second Obote regime. The genesis of the Resistance Committee system can be traced to the Mayumba Kumi (or ‘Ten Houses’) experiment of the UNLF in the early 1980s, which in turn was linked with the Tanzanian Ujamaa philosophy (Oloka-Onyango, 1989; Baringo, n.d.).” (…) “The RC statutes divided each of Uganda’s 34 (now 38) districts into 5 administrative zones; village (or ward in towns and cities), parish, sub-county, county and districts” (…) “The extent to which the RC system offers the levels of popular participation claimed by the NRM/A also requires consideration. The RC Electoral system operated in 1987, 1989 and 1992 of direct elections only at RC1 level means that the population is excluded at every stage from choosing candidates for higher office. This limitation on direct popular participation in the RC system recurs at a higher level where the links between RC4/RC5 and the NRC and government ministries become rather uncertain. By 1992, there existed no power of recall for members of the NRC beyond elections day itself” (Smith, 1993).
With all this in mind, the tiredness of having opposition. It seems that the President is ready to control the Parliament, the Local Government and have only local cadres that are his. The ones that he knows he can bribe and have under his structure. That means he wants to back to late 1980s and early 1990s when the Movement System and Resistance Councils were the thing. Where the Ministry of Local Government could fire a Resistance Councilor or others, if they didn’t follow the direct orders of the President and his State House. This seems real now.
This seems like the thing, as he wants to take away development and public service if they doesn’t follow his orders in the By-Election in the Jinja District. That proves the lack of democratic values and wish to honor the ballot. But hey, he has for 30 years rigged himself in and made sure his cadres has gotten positions, why else would Gen. Kahinda Otafiire still be a Minister? Not because of his brilliant intellect, but for his loyal assets and following orders of the President.
That President Museveni wants to have men and woman who listens to him and doesn’t challenge him. Therefore, he is telling in Jinja District, that he didn’t go to war in 1986 to have people questioning his rule. His legacy now will not be that he re-released the Multi-Party System, neither that he Constitution delivered a fresh start, as his lingering time in power. Proves that he has gone backwards and become alike the men he overthrew. There isn’t anything different between Dr. Milton Obote distrust in Institutions and Political Affiliations, the only difference is the names and the times. The misuse of army and police to harass the opposition is not different either. The use of government resource in elections are also facilitated for the Movement to counter the opposition. Therefore, the wonderful dictator is alike predecessors, only difference is his ability to overstay!
President Museveni is tired, because he cannot understand that people still question him. That people still doesn’t believe in his vision. That is because he forgot to deliver, he didn’t care to deliver and wanted all along to control it all from the Okello House. There wasn’t with prompt and glory that the Multi-Party Democracy became law, it was two elections and amendment of the constitution that the President didn’t want to deliver. President Museveni wanted it all inside the Movement and the Resistance Councils, which he could assess and control. So now he had to allow other people create their own parties, where they have their own guidelines and programs, not his! They doesn’t have his vision. That is so tiring for him. Therefore, he now want to return back in time, to the Movement System and the Resistance Councils.
He wants total control and he says it, because he is tired of men and woman who doesn’t accept his vision. The vision of looting, dismantling and disorienting the citizens for the wealth of the Museveni family. The rest is history, as the value of currency, the added state debt, the lacking of transparency and patronage is extensive. Therefore, he doesn’t want it question of his state and his system. It is all what he created and made over the decades as the supreme executive. Certainly, the glory days and the days of hope is gone. Just like the days stalwart Besigye would help the old-man creating the Resistance Councils as well. Peace.
