Resident District Commanders Re-Shuffle: A list of Honourable Mentions! (October Edition)

Again, there is shuffles within the Residential District Commanders, which not to long ago, he bitched about their uselessness, however, with that in mind. He still uses them and has them in his upkeep of his growing state apparatus, which he controls with an iron fist. Today, the list of the shuffles was released to the public. This changes was sanctioned by Bosco on the 30th September 2018, but is public now on the 3rd October 2018.

Former Tororo RDC Martin Oroch is moved from there to Budaka district, he is famous for saying this in July 2016: “He stressed that some of the students are in advanced stages of HIV/Aids so parents should not “waste their resources” on them. “I have heard about situations where parents have wasted resources to raise tuition and before completing university education, they [students] die. The former deputy RDC of Kasese Aminadabu Muhindo has been reassigned to Kiruhura district. This man is famous and infamous for working directly for the NRM Program, to an extent where he has warned radio presenters, parents to keep their properly for schools and engaging the army for the Kasese attacks on the Rwenzururu Kingdom. Therefore, this man will do whatever it takes to please the government. He is also a director and a board member for the Kilembe Investments Limited (K.I.L).

The former RDC of Kasese Maj. James Mwesigye have also gotten reassigned to Mbarara district. So the ones overseeing the Kasese skirmishes and clashes have been moved without any injury.

This are just a few on the massive list, but how easy it was to find weird and special events concerning this promoted individuals or re-assigned, is if the crimes or questionable behaviour would have demoted someone had been natural. Not be re-assigned to another district. Peace.

Nkurunziza’s Regime suspends CSOs/NGOs, while promoting tolerance at UNGA!

the spirit of tolerance, honesty and openness of the political space is growing stronger in Burundi” – Foreign Minister Ezekiel Nibigira at UNGA on the 28th September 2018

It is hard to take the words of Foreign Minister Nibirgira from the Republic of Burundi. As the regime under Pierre Nkurunziza are more and more hostile to the Civil Society Organizations and Non-Governmental Organizations in the Republic, as they have sanctioned all the suspended activity for three months for over a 100 organizations, plus seizing their accounts and challenging them to a meeting on the 1st October 2018. This is all being done, while the United Nations General Assembly is happening and the state wants to be taken of the UN Security Council program.

Well, when you are challenging the CSOs and NGOs, which brings in the foreign currency and also development projects, that the state doesn’t touch. At the same time, these acts as buffers and questions the regime. They report and monitor their operations in the climate that Nkurunziza and his party provides. By all means, these reports and their memo’s well be released abroad. That is something the Burundian government cannot control, just as they are putting in new laws, saying what ethnic group they can hire and what sort of activity they can do. This isn’t an open or transparent society, when the state are telling who can be hired and who cannot. That is a simple fact. When the ethnic backdrop of any sort of hire, you know that the state are going into a dangerous territory. That is a place where the football playing and so-called born-again dictator has gone too.

So, when the Foreign Minister is claiming this, that there is growing space, it is really shrinking. As the state is going into other alleys to control it. Making sure the society are following the guidelines of the President and his party CNDD-FDD. Therefore, the Burundian government if they would make the world believe in a growing tolerance. They shouldn’t order how the CSOs and NGOs are operating and hiring. Unless, they want to cease all their operations.

There have already been suspension of operation from organizations like Catholic Relief Services (CRS), Médecins Sans Frontières (MSF), CARE and about another 100 CSOs/NGOs. Clearly, the government is not that open and want to cease control of all parts of the Republic. Not leaving anything to circumstance, as the new law was effective from the 1st January 2018.

That is why the Foreign Minister and the Nkurunziza administration knows what they are doing. Therefore, the speech at UNGA doesn’t overshadow the facts. That the window of free spaces are just closing in, at any way possible. There is no signs of anything else, as the laws and the actions of the government are really showing scaring activity. Where the suspension of the CSOs/NGOs is just another act of oppression from the President and his party. Peace.

Makati RTC Branch 148 Court Ordering a Ex-parte Omnibus Motion for his HDO and Alias Warrent of Arrest against Antonio Trillanes (28.09.2018)

Duterte’s Revenge: The Court Order says the lack of documentation concerning the amnesty is the reason for arresting Trillanes!

Judge Elmo Alameda ordered that Senator Antonio Trillanes IV didn’t have enough documentation and proof concerning his amnesty order of 7th September 2011. Where the judge has stated accused Trillanes haven’t a copy of the application of his guilt of the crimes committed for the amnesty and that he only relied on the certificate of the amnesty and his clearance of service from the AFP on the 28th August 2007.

When concerning Trillanes, the President has his executive rights to revoke any amnesty, but this court order from Alameda doesn’t focus on that, but the lack of guilt by the Senator. Which seems strange, as this has been a public case and the filings should be in some of the government institutions. Unless, they are suddenly hiding it or disappear.

Can we expect the same sort of treatment for the rest of the ones part of the rebellion of the 2003 Oakwood Mutiny or the Peninsula Manila Hotel Siege, which are registered at the same time? Or are they saved because they haven’t stirred the powerful President?

Because, it seems weird, that the admission of guilt, the application for amnesty, which the previous President accepted and ordered, which was certified suddenly is gone missing. Should everyone that was granted amnesty by Presidential Proclamation Nr. 75 dated 24 november 2010, as they were granted amnesty by January 5, 2011 by President Aquino. Who gave this order for a total of 19 Officers and 13 enlisted personnel. Trillanes was one of them and now in legal jeopardy, because of the President order and now Court Order of 25th September 2018.

To top this off, as they make his amnesty order of 2011, null and void because of “lack of documentation”. They are keeping him on bail and also ‘Hold Departure Order’, which doesn’t allow him to leave the Republic of exile. As he has the means to be a flight risk. This isn’t new, especially if someone is under fire like Trillanes.

However, this all is a mess and mess created by the President. Maybe to prove a point and show his capabilities as the President. Which he also did with De Lima. As his biggest critics are ending behind bars, as the administration are finding ways to arrest them and putting them there. Even if the President has the powers to revoke the amnesty, what happens to the rest who also was also granted amnesty? Will they loose it too?

This case will be prolonged as the finalization of it will continue. The Courts and the Orders will come, as well as the Department of Justice, which has also possibly release a motion on the resolution. Since Trillanes get nothing easy and only the hard way.

Trillanes shouldn’t give up, as the documentation should be revealed and show his application. The courts knows this and this document, as the certification and the authorities should know where they keep it. Therefore, the idea and the argument of non-existing documentation for the amnesty is a wasted one. As it should be there and the admission of guilt in the application should be there as well.

Therefore, if the President and the authorities has other reasons for revoking it, they should say it, as this is not a legit sense and only political warfare. With revenging the former army commander Trillanes. As they want the officer to be silenced and stop his campaigns against Duterte. That is how it looks like from the outside. Peace.

Museveni: He inherited the Republic in 1986, but in 2018, its his Civil Service!

President Yoweri Kaguta Museveni must have misspoke or said something that wasn’t particularly true on Friday 14th September 2018, when he was donating funds at NAADS in Kawempe, Kampala. I will show why I am claiming he is lying, because the Civil Service of 2018 is all his. This isn’t what he got from Milton Obote or Idi Amin Dada. True, some parts of the institutions and the protocols that is not revised is still there, but the people are there are most likely another generation, than when he came to power. In a country where the 48% of the public is between 0-14 years old, also 28% is between 25-65 years old. Lastly, only 2%, which is over 65 years old. That means, the ones that he inherited is in the range of the 2 % and most of them isn’t working anymore. As life expectency in the Republic is about 58 years old. When you been ruling for 32 years it is only the young part of the brigade that is still working and it should be very few that is inherited.

Claims he inherited Civil Service:

““I inherited thugs. These are your children that you put in the civil service and I found them there,”Museveni said in Kawempe on Friday afternoon. “Don’t blame me for corrupt civil servants. I inherited them from past governments. That is why I have hard time believing he inherited the Civil Service as it is, because most of them has only served his government and under his reign. As most of the citizens are born while he ruled. Therefore, the will be minority of civil servants that also served under Obote or Yusuf Lule. That is just a mere reality, that the President knows, but he has to blame the dead to give himself life. Just like a Dracula.

By statistics alone between 2012 and 2016, the whole civil service employed from 281,000 to 308,000, this is stats from the UBOS 2017 report ‘ STATISTICAL ABSTRACT’. In all margins of error, I doubt all advance aged people are working as civil servants, especially when only 60,000 of 2016 was working in Local Government for instance. That, is why I have hard time believing his Civil Service is inherited at this point. If we’re talking mid-1990s or 1980s. He could have gotten away with it, but this time.

All the Commissions, all the Ministries and all the created districts are all his creations, combined with the Universal Primary Education and all the other government organizations created since the inception of his rule. That is why President Museveni is lying, not only by the default of the age of the workforce in the civil service, but also in the state creation of organizations since 1986. If he uses history against the public. I will use basic math and common sense against him.

He didn’t inherit the civil service as it is in 2018. That is the civil service that is following his guidelines and his rules, they are enacted because of him and his legislation. This is all resembling the system and government he has promoted for three decades. The ones that was there in 1986 are most likely drinking waragin in a village somewhere, if not already dwelling in a grave. Therefore, it is sinister to say he inherited thugs in the civil service. When most of them is gone and the ones there is his grand-kids and the post-1986 generation. Peace.
