What if the Public Order Management Act (POMA) was aimed at the National Resistance Movement?

I wonder, this is an experiment, what if the Public Order Management Act was measured in way, where it didn’t hurt the opposition or any dissidents of the government, the President and the National Resistance Movement, but instead went directly and worked against them. I know, its impossible at this point of time, but that is why this an example. An example that has been running in my mind all day.

Let’s say President Yoweri Kaguta Museveni was stopping in a roundabout in the middle of Kampala or even at Owino Market without any prior notification to the authorities. Where he would cease the ordinary life and people would congregate around his Toyato Land Cruiser, but also around the convoy of Special Force Command (SFC) and so-on. Still, because he didn’t apply to be there and hold this meeting.

The authorities would than be sanctioned to send the Police Force, the Residential District Commander together with the Regional Police Commander and the Kampala Metropolitan Police had to intervene. They could even send the Flying Squad there to stop the crowds to gather around the President. Arrest the “ring-leaders”, the people who he was planning to meet. Seal of the venues and tear-gas the crowds. Even put the President in the back of the black-van and drive him back to Okello House. Where he would be in House-Arrest until he followed the Police Order and didn’t incite violence. As he did on that day without notification to have a meeting with random people on the streets of Kampala.

In the same fashion as the National Resistance Movement was planning to hold a Conference and Leadership Training at Kyankwanzi. The Party would have to inform about the planned scheduled program, about the media meetings and the addresses, where the press is supposed to participate at the venue. Where the Police Force would swiftly deny entry because they don’t have manpower to keep the NRM safe or the public. As the NRM would still go ahead on their own property, the Police Force would have to seal of the venue, arrest Secretary General Justine Kasule Lumumba, Prime Minister Ruhakana Rugunda and Dr. Tanga Odoi. As they are parts of this, others that might be picked for rowdy behaviour and inciting violence would be Frank Tumbewaze, Ofwono Opondo, Kahinda Otafiire and Maj. Gen. Matayo Kyaligonza. All of them would be behind bars, awaiting trials for unknown alleged circumstances and the state awaiting to produce the evidence of it.

As those circumstances and contexts seems fine and dandy. There are others, that would seem fitting too. Since the NRM likes to ferry crowds in and around election times. Let say the NRM went around with their gadgets, their little soaps, foods and thousand shillings notes to the villages,as the NRM Village Projects always appear on the Campaign Trail of the Party.

As your playing that in your mind, as the NRM are travelling in the deep villages of Moroto or Adjumani. As the NRM Buses are ferrying crowds to the venues of the nearby stadiums. Where the President, his musicians and the SFC is in and about. The Police Force are coming with their mambas, arresting the coordinators of the Campaign. The driver of the President is taken to unknown location. His Land Cruiser is towed while he is still in it. The shocked NRM Party are following and trying to block the Police from doing this. While Secretary General Lumumba is trying to alarm the press. The NBS and NTV journalists following the Campaign Convoy is arrested and heading by another police van to Arua. The President is landing at the Moroto Magistrate Court, where his charged quickly before his airlifted to Luzira Maximum Security Prison. While the rest of the Campaign Team is either trying to get detained activists out of prison in Moroto Military Prison or awaiting trial themselves. Since, they have all broken the peace and public order by ferrying the crowds to the venue. A venue they hadn’t the clearance of the Police or the Police didn’t care about the notification and stopped it anyhow.

This was just three random scenarios. Very real scenarios, which the Opposition meets every day and all the time. Especially, when trying to gather or do political work. They cannot manage to do it, without the police intervening or being in the way of their work. The Opposition, if they try, they end up house-arrested, detained or charged with a crime. Even if the only thing they tried to do, was to actually do party work.

So, when the likes of Frank Tumwebaze saying the Police have made the Opposition heroes. Well, the Police have made them felons and outlaws, by just doing their duty and to be the checks and balances in the system. In a system that monitor, control and charge them, any time they can. This is the system that is built around the Public Order Management Act, as the Opposition has to beg to gather and do political work. Which is not a given, because the Police can use any reason or any excuse not too. That is just the way it is, but the NRM can do whatever, since the President and NRM has the Police and the Army. That is why the President can make a meeting without any form of notification and doesn’t need to follow the POMA. Even if he should, because he shouldn’t be above the law, but actually abide to it. Like everyone else. Peace.

Opinion: PM Abiy over-ambitious One-Party Suggestion!

In Addis Ababa, there must be several of the loyalist in and around Prime Minister Ahmed Ali Abiy has come out with statement and wish for all parties of the Coalition of Ethiopian People’s Revolutionary Defence Force(EPRDF), which is a political coalition made out of Tigray People’s Liberation Front (TPLF), Oromo Democratic Party (ODP), Amhara Democratic Party (ADP) and the Southern Ethiopian People’s Democratic Movement (SEPDM). All of these are working together, even if the Woyane or the TPLF have had the upper-hand in the coalition. This is well-known and with the OPD at the helm. That has still not stopped.

This is why, the current stalemate and the issues within the Federal Democratic Republic becomes more dire. As the political achievements are put into questions, as the Prime Minister knows how to say the right things, but doesn’t act upon it. What is striking and worrying is the internal battles between the ethnic groups in Ogaden, Oromia, Amhara and so on. That these persists and the state isn’t issuing statements of security or even securing the citizens, whose ending up in cross-fire. Therefore, the ambition of the PM should be to regain peace and prosperity and not just become an initial one-party state.

This seems to be his main goal, to take away the hassle of multi-party coalition in favour of one party rule. As it has seemed like, but he is taking away that to ensure, that he doesn’t have to comply to other forces within the coalition, as they would be directly one organization instead. It is smart, but certainly, the ones finding themselves as minorities will feel squeezed in this.

TPLF Statement:

In its statement, TPLF in no uncertain terms believes, 1) the coming national election must be held as planned, 2) the planned transformation of EPRDF in to a single party is unattainable and makes no sense now when the main four EPRDF members are not seeing eye to eye on many issues, 3) the country is at risk of disintegrating, better late than never to go back to the tested EPRDF way of governing, 4)TPLF is saddened to know the Ethiopia that used to be peacemaker in many other countries is today begging for helping hand to restore its own peace., 5) TPLF is bemused to hear the government is thinking to invite outsiders to keep peace in the country. 6) TPLF call on all peace loving people to join its forthcoming effort to restore law and order and democratic governance in the country!” (TPLF, 12.04.2019)

EPRDF Council Meeting:

Addis Ababa, April 12, 2019 (FBC) –The Council of the Ethiopian People’s Revolutionary Democratic Front (EPRDF) will hold its regular session as of next Monday. According to a statement issued by the Council, the meeting is to discuss current national agendas and evaluate organizational performances of the Front over the past months.” (Fana BC – ’EPRDF Council To Meet Next Monday’ (12.04.2019).

We can even see the power-block, the ruling elite and the greatest obstacle to a one-party movement, instead of coalition is the TPLF. The ones who is known to control and also manipulate it to their advantage. That is why this is a rare moment of history. Where a reforming Prime Minister, someone who tries to make a difference. Failing at it, but still trying within the parameter of his power. As he is one of them and knows the system.

What is striking in the game of trying to forge a one-party political movement. Even as the EPRDF have allowed the Oromo Liberation Front and other former illegal opposition movements to partly operate. They are still not viable in the political spectrum. So, before the next election to make the Coalition into ONE-PARTY, would in some spheres ensure a one-party state. As the others cannot compete or have the ability to be seen. Since, they are minor players and the ERPDF have the whole state machinery behind them.

That is why I am shocked that the TPLF doesn’t want to do this. It would be a WIN-WIN, though the TPLF emblem and superiority would be a fraction of the party and not an separate controlling entity. That is maybe their fear of becoming second fiddle and losing their codes of conduct. Therefore, they cannot muster support for a One-Party vision.

This is good for Ethiopia to have more parties, more people possible representing them. That should not be on ethnic lines, because that is just stirring pot of trouble. A kettle already boiling and internal conflicts spiralling out of control. That is why the Republic is faced with a million internally displaced people. This should be a warning to the authorities, that their policies and their vision is distorted, as so many people are struggling to live in their homes and in their homestead.

Surely, the TPLF and the Woyane want all control. That is not new, the ODP trying to get more balance of power, as well as possibly the others in the coalition. However, this might just be another play for the facade, just to look like the coalition is moving somewhere. As the EPRDF have been more cautious about peace missions in the region, than securing the internal conflicts. This should be the priority. To ensure the villages, the homes and the lives of citizens who are endangered and with security organizations not shielding their homes and lives. However, that is second fiddle in the battle of power in Addis, which is apparently, more important than changing the lives of ordinary citizens. Peace.

Opinion: Sorry, but not sorry for the resignation of DHS Secretary Kristjen Nielsen!

That Department for Homeland Security Secretary Kristjen Nielsen has now resigning and still it isn’t good news. It is just someone who has offered her greed for being in power, by defending someone indefensible. That is who she is and how she will be remembered.

This former DHS Secretary will be remembered for the way the she handled the Zero Tolerance Policy. The way she has defended the policy of separating children from the parents on the border. The way the state has built camps for kids and let them even lose their lives there. If not traumatise the kids and even cage them in. Depending on which private firm the state had given contracts to do this for ICE and the DHS.

Therefore, I am not felling sorry for Nielsen. She has written herself into the Zero Tolerance Policy History and will be remembered for the two years of tears, pain and sorrow, she has helped push on innocent people crossing the border. Which shouldn’t be done in this and treating the people like they are illegal. There are procedures and laws to enforce this, there always has been for sovereign republic.

However, making them criminal by passing over the border is totally outlandish. Instead of ensuring they are following the codes and the justice for everyone. Not everyone passing over the border would have the right or opportunity to get visa to stay. Nevertheless, the state shouldn’t act upon them this way. It is injustice to the innocent children and tormenting the parents for trying to find a better life or even trying to live the “American Dream”.

Like D’Angelo Gore reported in June 2018: “DHS told us the “zero-tolerance” policy went into effect on May 5, and between May 5 and June 9, there had been 2,342 children separated from their parents. Contrary to what Nielsen claimed, other administration officials have acknowledged a change in policy to serve as a deterrent to illegal immigration” (Gore – ‘Nielsen’s Rhetoric on Family Separations’ 20.06.2018, FactCheck.Org).

The Texas Observer reported this also in June 2018: “In a letter sent last week, 19 special agents in charge at ICE’s Homeland Security Investigations unit said that ICE’s controversial detention and deportation policies have made it hard for them to conduct investigations into threats to national security, organized crime, narcotics smuggling and human trafficking. “HSI’s investigations have been perceived as targeting undocumented aliens, instead of the transnational criminal organizations that facilitate cross border crimes impacting our communities and national security,” the special agents in charge wrote in the previously unreported letter. They also wrote that “the perception of HSI’s investigative independence is unnecessarily impacted by the political nature” of ICE’s immigration enforcement. “Many jurisdictions continue to refuse to work with HSI because of a perceived linkage to the politics of civil immigration.”” (Jason Bunch – ‘ICE Criminal Investigators Ask to Be Distanced from Detentions, Deportations in Letter to Kirstjen Nielsen’ 27.06.2018, Texas Observer).

We can see what her work did. She tried to defend and even downplay the narrative, as the innocent civilian migration, the asylum seekers was taken into custody and the kids separated by the authorities. This even made it worse for the same authorities to investigate or follow the illegal crime of drugs. Which has been part of the issue, this Trump Administration has used as a pawn in the Zero Tolerance Policy. Even making it worse to investigate that, because of the horrific tactic of separating families on the border.

She is despicable, she is part of the paradigm that brought the “Shameful Era” back in the United States. Together with Stephen Miller, Sebastian Gorka, Stephen Bannon, Jeff Sessions and the list goes on.

Now, she will not be the DHS Secretary anymore, however, she will always be remembered for caging in kids. For saying to the world that no kids died in the detention camps, when it did. She defended the evil of men. Kristjen stood by this and worked hard to downplay the results of the acts of the Zero Tolerance Policy on the Southern Border.

We can clearly see and remember what she did. Her legacy is sealed by her actions. The words done in defending something no-one should defend. Nielsen has done this to herself. The acts and words are defining her time in Office.

I don’t feel sorry for her, she made the cake and has to eat it. The ones defending her doesn’t care about violations against humanity. They don’t care about the innocent who was violated and taken into custody, because of her enforcement of the Zero Tolerance Policy. That is what will stain her name and her memory. Peace.
