Opinion: The EACOP is no bargain

This week there been new talks of the East African Crude Oil Pipe Line (EACOP). That comes after the European Union Parliament came with a Motion, which reflect dire concerns about it. The EACOP pipeline will go from the Lake Albert Basin down to Port of Tanga in Tanzania. It is a joint venture deal, but the one who has the most leverage is the French Company Total. While EACOP itself is a United Kingdom based corporation.

The others with smaller stakes are the Uganda National Oil Corporation (UNOC) and the Tanzania Petroleum Development Corporation (TPDC). Not to forget the even smaller ownership of the China National Offshore Oil Corporation. So, it is not like the EACOP or the drilling of petroleum is done by solely Ugandan ownership either. Not like Tanzania has a huge stake in it either.

Yes, CNOOC and Total will pay taxes and transport fees of sorts, which is normal for a pipeline to the respective nations. However, they are still able and licenced to drill or exploit the oil fields in the Lake Albert Basin. They are doing that and then later transporting the petroleum from Bunyoro to the coast of Tanzania, which is a long pipeline over vast different environments, which could cause harm or endanger it even. That’s only one thing in this enterprise.

The drilling and exploitation of the petroleum in Lake Albert basin and parts of it is done in Murchison Falls National Park. Meaning the ones with the licence to drill will do so in areas, which has already been facilitated to reserve the nature and the habitats of the species living there. In beautiful surroundings and unique as well. Therefore, the whole petroleum industry could cast a spell on the area as a whole. Especially, if there was something going wrong or an “accident” would occur, which could cause massive damage to the areas.

The EU Parliament Motion has been called “colonial” and “Supremacist” also said to block industrial development in East Africa. They are calling it undermining and saying the Europeans should mine their own business. Which is very ironic, when Total, the French company is the main investor and company involved. The lions share of it run by Total and not by anyone else. Before that UK businesses Tullow and Heritage had vast control of the licences to drill in Lake Albert Basin. So, it’s very weird to call one thing “colonial” and yet allowing the same “colonial” enterprises to run business there.

The Ugandans speaking ill of it. Should first ask for Good Governance and proper due diligence over the projects. The development done and the deals should be looked into. Because, little to none is public. Only the diplomatic papers and some shareholding or ownership details are known. The licencing deals for drilling is “secret” and the transactional parts of also under wraps. The same with registration and practically ownership of the UNOC and TPDC. They are not entities who is very open or transparent about.

That’s why when the minority isn’t transparent, and the Total company isn’t either. The grand public cannot know what is at stake. Who is getting a cut and who is really earning on it. Not like the monies or the credible profits cannot be siphoned. It is not like it is in the domain of the public or it has a knowledge about that.

That’s the making of the President and his Office. They have kept it all hidden for a reason. It is his business and not the citizens one. It is his “oil” and he can do what he likes. He don’t like nosy people and don’t want to be bothered with real questions. That’s why its been kept secret… and it’s deliberately so. Peace.

Opinion: The Truss cabinet is filled with the ERG

The European Research Group (ERG) is a group within the Parliamentary Conservative Party that provides research and co-ordinates activity – such as public letters on Brexit and informal organisation – for eurosceptic Conservative MPs. Mark Francois took over as chair in February 2020. Previous chairs include Jacob Rees-Mogg, Steve Baker and Suella Braverman” (UkandEU.ac.uk – ‘What is the European Research Group (ERG)?’, 21.09.2022).

The ERG who was vital part of the hard-Brexit and the ones pushing for a hardline Brexit in consideration to the Brexit. Now has a vital voice in the cabinet of Liz Truss. She has already appointed three former ERG Chairman, which happens to be Suella Braverman, Jacob Rees-Mogg and Chris Heaton-Harris. Truss has also appointed members of ERG like James Cleverly, Therese Coffey, Brandon Lewis, Kit Malthouse and Penny Mordaunt.

One of them is the Secretary of State to Northern Ireland, Chris Heaton-Harris. He will have a say and possible continue the defeating arch of revising the Northern Ireland Protocol. Truss is putting a lot of power into the ERG. If you thought this was bad. It is becoming more worse than this…

The other one is Jacod Rees-Mogg has become the Secretary for State for Business, Energy and Industrial Strategy. After seeing the display and contempt of everything this man have done over the years. Rees-Mogg is surely lucky to be entitled to have yet another ministerial post.

The third is Penny Mordaunt been appointed to the Lord President of the Council and the Leader of the Commons. She will surely have leverage and have power. Not like the Chief whip, but it’s saying something when an ERG get this position too.

The fourth is Brandon Lewis who was appointed to the Lord Chancellor and Secretary of State for Justice. That’s a powerful office and he could certainly sway legislation here. This is most certainly a win for the ERG.

The fifth appointment is Suella Braverman who is appointed to the Secretary of State of the Home Department. This will have a lot of say in regard to migration, refugees and the border control. She will take off where Priti Patel left off. In the mirror of ERG. We know it won’t be anything better.

The sixth appointment is James Cleverly will be the Secretary of State for Foreign, Commonwealth and Development Affairs. We are seeing the ERG is getting vital positions and this is another one.

The ERG has the Home Affairs, Foreign Affairs and Northern Ireland. That is ensuring their will in this Cabinet. Truss has secured and given lots of power to the ERG. In such a manner, that the way legislation and policies will be written. Will be in the hardline and anti-Europe spirit.

This is without looking at all the other re-appointments and other well-known figures, which has circulated over the years the Tories has been in power. That was to be expected, plus a few not accepting a new office. Since they will not serve under others than Boris Johnson. Because, Boris is the epitome of leadership…

Well, Truss are now proving that she will not fight for remain or return to membership in the European Union. That is very obvious with the appointments sine last night. Her cabinet is a bastion of ERG.

So, expect the Eurosceptics to have a huge say and will ensure their ideals will reign supreme. Not that’s it shocking, but it’s certainly saying a lot by doing this. We will know if she appoints more. However, when there is already so many of them as a part of the cabinet. We can just know what sort of days that is ahead. There will be continued red-herrings and further bureaucracy, which will harm industry, movement and whatever, which was some of the benefits of being part of the European Common Market or Shengen. Zimbabwe: Mnangagwa has a reputation and the ZPR cannot absolve that…

A strange statement from Zimbabwean police has sparked debate. The police are claiming there are unnamed criminals who are riding on President Mnangagwa’s name to commit fraud and theft. But the time has come for Mnangagwa to explain why he is surrounded by dubious characters. The President’s association with questionable elements must be interrogated in the national interest. It has become not only a risk to national security but tarnishes the country’s image. It also sends a message that crime pays and that proximity to power brings instant riches. From alleged gold smugglers to suspects accused of looting Cottco, there is a common thread: proximity to Zim 1. Not to mention Draxgate and Command Agriculture. It is scandalous that Mnangagwa is seen gladly receiving “donations” at State House from these shady characters” (The News Hawks, 05.09.2022).

It is really unique that the Zimbabwe Republic Police (ZRP) came out with the Statement on the 3rd September titled: “Criminal Acts by Suspects Abusing the Name of His Excellency, President E.D. Mnangagwa and the First Family”. That is what is discussed and rightfully so…

The Second Republic and the New Dispensation have most certainly never been delivered. The whole term of Mnangagwa hasn’t produced anything substantial or worthwhile. The ZANU-PF government has continued their inner-circle corruption, mismanagement and in the open cronyism. The President is in the centre of it and his regime is involved in questionable schemes. That is well known and no one should be shocked by it.

It is a reason why there is no trust from the government to the people. Everyone knows the regime does this and it’s been done for years. Mnangagwa hasn’t started anything new, but just making new ways of the inner-circle to eat. If it is arranging deals which serves his cronies and not the people. Like the collecting trash deal in Harare recently. That is a heist… but that’s how the ZANU-PF operates and it’s well established.

The ZRP can act like we are fools and we are oblivious to the facts. Mnangagwa and his inner-circle is filled with dubious cronies, which are entitled to their money-making-schemes. It isn’t like their wealth comes out of nowhere. That is financed and fixed by the state and they are all accepting it. A smooth operation and kickbacks, which are a crippling effect on the economy. That’s just happens to be one of the reasons why there is a lack of trust and having rising inflations as well.

That’s why the statement from the law enforcement is futile. They think it’s wise and sounds smart. There might be people tricking and scheming without the knowledge of the Office of the President. However, who would spot a difference? It isn’t like the President or his men is pure or have a clean slate. They already have a bad rep and people are playing along with it.

The ZRP cannot absolve him or make Mnangagwa look innocent. Yes, this is a way of publicity and possibly look into people who has fallen out of favours. However, the President and the ZANU-PF can act like it’s all nonsense… but we know what is going on. It is a reason why the ZANU-PF elite is enriching themselves in office and they are living larger than business-men. Therefore, the President knows this too and the ZRP is just being playful here really.

It is really hard to believe and as I earlier said… it is hard to see a difference between possible scammers or the insider-trading/grand corruption scandals involving the President and his men. Peace.

A Parliament Report states the government wasn’t prepared to launch the PDM

The now released March 2022 Parliamentary Report: “REPORT OF THE COMMITTEE ON PUBLIC SERVICE AND LOCAL GOVERNMENT ON THE STATUS OF THE IMPLEMENTATION Of THE PARISH DEVELOPMENT MODEL IN THE FY 2021/22” is stating a lot of facts, which is damning to the 1 Trillion Shilling Budget Post this Financial Year 2022/23. As the launch and the start of the Parish Development Model (PDM) is lacking basic government structures and even policies. This means the state is risking the whole 1 trillion shillings on a hope and a prayer. That’s the gist of it and it’s tragic.

The warnings has been there on the horizon. It isn’t like people haven’t seen it coming. This follows a long list of poverty eradication programs, which are mentioned in this report. While the state or government has never changed their approach. They have just re-invented the same of micro-finance scheme and rebranded it since the early inception of the National Resistance Movement (NRM).

That’s why it’s tragic that they have spent fortunes since the 1990s and still haven’t cracked the code. Certainly, the administration of it has been lacking, secondly the lack of policies and oversight. In addition, the NRM haven’t gotten proper results either. So, this report just shows where the failure is this time and the NRM launched a program and scheme without the proper due diligence. They haven’t even taken care of the basics and spending like a drunk sailor on this. This will end up on hookers and booze in the next safe-haven for the veteran seaman. Therefore, this will not end well…

Here is quotes from the Report:

Currently, there is no clear policy that sets the overall tone of the implementation of the PDM. Some of the closest policy frameworks on which the PDM is premised include; the Constitution of the Republic of Uganda (1995 as amended) under article 176, 2b, d and e) and the Local Government Act Section 95, 96 and 97. Unfortunately, these are not sufficient in setting the basis for developing the guidelines, development of a clear and realistic implementation roadmap for the PDM. The Decentralization policies presented by the Minister do not regulate certain pillars like financial inclusion, infrastructure and mindset change under the model. The Committee further observed that a clear policy framework for PDM will provide a vision, goals and principles to guide actions and implementation. The policy framework would clearly spell out the roles and responsibilities of each and every MDA, The governing framework on PDM, the oversight function, monitoring and evaluation and many others. Without the policy it will be very challenging to address some issues that may impede the PDM implementation and could lead to duplication of funding and services and further disoriented the public perceptions of the PDM” (Report, P: 9-10, 2022).

The Committee observed that, though there were previous government interventions to improve citizens’ socio economic conditions, the issues of building the entrepreneurial capacity of the population adequately has been locking. This is been identified as one of the reasons for the poor performance of some of the previous interventions. The committee further observed that many enterprises identified by some of the beneficiaries under the previous interventions were not within their knowledge and ability, leading to poor performance and in most cases collapsing of the enterprises. This is one of the causes of poor recovery of previous funds” (Report, P: 15, 2022).

Since 1987, Government hos implemented various interventions to reduce poverty in Uganda. These include; the rural farmer’s scheme (1987), Entandikwa scheme (1996), the Poverty Eradication Action Plan (PEAP) (1990), Kulembeka (To tap) (2001), Prosperity for All programme (Bonna Bagagawale) 2007, Operation Wealth Creation (201l), Emyooga 2020, Youth Livelihood Programme and Uganda Women Entrepreneurship Programme. The Committee observed that those interventions have not positively impacted on the long term poverty situation in the rural and urban communities. Poverty levels continue to be high at 39% despite the interventions. There is a need to appreciate the fact that poverty eradications a responsibility of the poor themselves and government programmes only supplement their cause” (Report, P: 17, 2022).

These quotes from the Parliamentary Report of March 2022 states certainties that can be detrimental for the whole scheme and the PDM itself. The NRM should know better and be professionals, but instead they have just started a fresh without the tools, which is needed. That is what the Report says and it’s damning.

The NRM and the Government of Uganda should have more structure before spending like crazy. However, here it is clear that the various parts of the PDM wasn’t prepared. Neither the main ethos, policies or the procedures wasn’t prepared. The state only had prepared budget-posts and planned spending. However, they haven’t built the structures or the mechanisms to make it work. That’s really foolish, but on code or modus operandi for the NRM.

So if this falls or fails miserably… well… everyone could see it coming. There was no reason for it to work. The only reason why it could work is the people it is actually reaching and making a difference. However, that’s just a fools luck and not based on prior work before the launch. It is like a brother going to bar and gets lucky. Not because he knew a lady was ready there or his charm would be enough. He just went anyway and got lucky. There was nothing saying he would get lucky, but he did… because he was at the right place and at the right time. That’s what the NRM is trying to do here and they are throwing one trillion shillings at it. Peace.

Opinion: Honourable Minister Kasaija is just proving that the PDM wasn’t prepared for launch…

As suspected before the launch of the Parish Development Model (PDM). The state didn’t do their due diligence or the framework to prepared for the launch of it. This is just a continuation of half-assing it and hoping it works. Because, the National Resistance Movement (NRM) is known for micro-finance schemes and done so since the 1990s without any real progress or luck for that matter.

The PDM is just the newest creation or scheme in a long of line of them. They are coming and becomes known entities around elections or campaigns for General Elections. After that the real trouble begins and the realities of the mismanagement, nepotism and hackwork is evident. Which is very clear by the Minister of Finance, Planning and Economic Development (MoFPED) Matia Kasaija display in his statement about the current affairs surrounding the PDM.

There is no proof or evidence, which shows me this will be successful. The PDM was bound to fail, but he just spells it out. The lack of organization, planning and practical operation of the scheme is just staggering. This seems like a waste of a trillion shillings and is bound to be “heist”. It will not become beneficial or create any noteworthy development. No, this is made for a ghosts and lucky beneficiaries locally. That’s really it…

Just read these statements… it’s depressing… to say the least.

My Ministry therefore urges all Local Government Accounting Officers to fast-track the prior activities necessary to ready the PDM SACCOs for disbursement specifically: – to complete data collection on all households; and finalize the establishment of PDM SACCOs in all the Parishes under their respective areas of jurisdiction” (…) “Rt. Hon. Speaker and. Hon. Members, n July 2022, my Ministry requested the Local Government Accounting Officers to work with Operation Wealth Creation to validate the PDM SACCOs formed and verify the membership in the PDM Enterprise Groups and SACCOS, prior to the disbursement of funds” (Matia Kasaija, 23.08.2022).

Rt. Hon. Speaker and Hon. Members, for effective management of PRF funds by PDM SACCOs and learning from past experiences, the target beneficiaries should not access the disbursed PRF funds before they are prepared. Initial access to funds shal1 be preceded by training and preparation of PDM Enterprise Groups and PDM SACCOs on Governance, Loan Management, Records Keeping, Good Agricultural and Agribusiness Practices. Furthermore, the Parish Development

Management Information System (PDMIS) has been designed with the capability to track daily transactions in the PDM SACCOs” (Matia Kasaija, 23.08.2022).

Here after all this time. The PDM was launched in February this year. We are now half year later and the organization in the districts or parishes are far from ready. While the budget and revolving fund has cash-flow. The MoFPED is prepared financially, but the structures are non-existing, if ever ready it seems.

The PDM SACCOs needs to be in a designated gazetted parish. They need to have an account at a supervised financial institution. The PDM SACCO needs to be registered and be certified as well. The PDM SACCOs has to sign the agreement with the RPF agreement with the CAO or Town Clerk. The Local Government Accounting Officer has to submit a form to confirm that the PDM SACCO is under guidance of pillar three or financial inclusion. The last part of the PDM SACCO has to verified by the CAO/Town Clerk, supported by the Operation Wealth Creation and proven by data in the Parish Development Management Information System (PDMIS).

Yes, there are sort of system, but they are very hectic. The PDM SACCOs who are new creations in the over 10,000 parishes in the Republic. They have to go out there and get registered. These has to comply with all the various entities, both locally and financial instruments (account in a bank etc). While they are awaiting the disbursement of funds and get operational. That’s really hectic.

The PDM SACCOs has to be able to get a hold of the CAO/Town Clerk and get the paperwork done. To even be eligible. This is creating a huge secretariat and a registration process, which will take time. Both in the banks and in the local government. Local government that is understaffed and has enough work on their plates as is.

I cannot see this going well. It was very interesting revelation that this has to go through the Operation Wealth Creation (OWC), which has already been a failure and haven’t lived up to the hype. Wondering if they will create another hurdle passing by Emyooga later on too. Because, this is a hectic mess and the state wasn’t prepared. Neither can the villages or the local government be. Since, this will cause a lot headache and needs of papers to even get started.

That’s before the Value for Money Reports or even consideration of if it is even worth it or has any sort of justification to be disbursed as it is. Since, this seems like scheme, which is bound to fail. Today statement isn’t inspiring or showing any hope of otherwise either. This is maybe to be “big” to fail, but I have a feeling… this will end in tears. Peace.

Opinion: Museveni’s address unravels his inaction

During Amin’s time, this small economy of producing raw materials collapsed. When we came, its only coffee and tobacco that were surviving. We came in to transform the economy from dependency to self-sufficiency” – President Museveni (05.08.2022).

The sheer amount of speeches addresses made by President Yoweri Tibuhurwa Kaguta Museveni is fatiguing. That the old man can speak for hours on end and time-travels as he does it. It seems like one of the few past times he actually appreciate and is maybe the reason why he does it. Because, he doesn’t say much new or compelling for that matter.

The President is just showing that he haven’t built a robust economy. His Excellency haven’t opened up for an industrial revolution. Neither is the Republic ready to go electric. The houses aren’t able to be electrified on a massive scale. So, why should the public go for electric cars, boda-boda’s and whatnot? When there is blackouts, loadshedding and lack of electricity up-country. The Republic aren’t prepared or have the tools to make it sufficient yet. Secondly, who can afford the electric cars and be able to charge them in-and-around Kampala for matter? A very few and they better be have an expensive insurance to make sure they get home. If their “luck” strikes with low battery and a serious blackout.

The same President that speaks of suddenly care for the Railways. A depilated and forgotten industry. A sort of tale not doing anything since the colonialist built it. The shoddy networks and lack of investment in it for years. Makes it less viable for transport of goods and not even an option for commute for people. That’s why the sudden care and will to speak of it seems like an ancient idea coming back to life. However, there aren’t much in the budgets or funding to make an attempt of reviving it.

Some people think politics is just talking and going to weddings and funerals. From the beginning, NRM told you that politics is a matter of life and death. If you handle politics badly, you will end up with bad results” (Museveni, 05.08.2022).

Mzee is really going in circles because he knows by the grapevine that the public are struggling with the inflation. However, his government will not do any or show any concerns about it. The taxes and the rising prices just has to be sustained. That’s why his talking yet again of not eating bread, adding additional rice and saying there are other solutions like cassava. This President don’t intend to do anything. While lecturing people on not buying second hand clothes. When there isn’t an industry of producing clothes that is there to begin with. Those sorts of stories just shows what sort of mess the President is at.

A President that has had over 36 years in office. Seemingly unaware or unbothered with the plights, pains and suffering of the people. That’s because his so shielded from the life of the citizens. This is why his returning on the screens and on the radio. Like an emperor who just have to order people around and give directives on the spot. Certain minister will now scramble and the PR team will now make the best of it. Kiira Motors will be stressed and so will other entities as well. Because, now they are supposed to be on the levels of Ford or Skoda for that matter.

If the old man thinks these sorts of addresses helps him. Well, I hate to say it, but it doesn’t at this point. It only shows how his regime, his legacy and all his work is tarnished. He don’t have the tools to transform or equip the nation to change to electric. Neither has there been policies, investments or at a scale to make it possible. That’s because the army has been the priority and the life-line of his reign. If the army had been the standard of good living and a prosperous nation, than Uganda would be utopia by now. However, that’s not how people live or people earns a living. He might not get that. Because, his addicted to power and only breathes by recognition.

The President in the likes of yesterdays address only undermines himself. Because, the talk of change from petrol to electric. Isn’t done swiftly and neither is there infrastructure to make it happen. That takes time, money and will, which never been there. This is why we know the petrol cars will run supreme and for ages to come. Since this man and his party cannot afford to do otherwise. This party cannot even stop the usage of kavera or polythene bags in the markets. Even if they have abolished and “stopped” the practice several of times.

So, it would be better for Museveni to hang up the mic and be mute for moment. Until, he and his cronies can actually achieve something. This is all posturing and big-talk, “hot-air” and wasted energy. Museveni could have used these hours to grazed his cows instead. That would have at least done the cows a service.

This speech was a waste of time… and we know the drill. His soon returning for yet another edition. Peace.

Opinion: 4 MPs issues a Motion to praise the SONA 2022 to get some recognition…

When it comes to the recent high commodity prices, caused, initially, by the re-launch of the world economy after the two years of lockdown and, additionally, by the war in Ukraine, our decision, after careful analysis, is to avoid the traps of tax cuts and subsidies” – President Yoweri Tibuhurwa Kaguta Museveni (07.06.2022).

It is really a spectacle when 4 Members of Parliament uses time and energy to make a motion to praise the President for a speech he held on the 7th June 2022. The 4 MPs saw it fit and usage of their valuable time to speak of the glory of His Excellency. They are having a ceremonial act and showering the old man with the hat with positive vibes.

It is really amazing that Kugonza MP, Bukenya Iga MP, Kayaga Netalisire MP and Okot MP who are all in on it. These 4 MPs have used their time in office to file a motion of praise and appreciation of the State of the Nation Address of 2022. That’s what they are using their time on.

This is clearly done so the President and the State House notice their existence. They wants to score-some brownie-points and get goodwill from the old man. The MPs wants to shed a positive light and show loyalty. They are using their time to give credit to inaction and lack of concern to the rising prices, the inflation and the lack of government help in the middle of crisis. That’s what the MPs are doing and it should be called out.

Going solar:

Once the solar powered irrigation pumps are on the market, the Government will buy them for some of the co-operatives or farming villages, where one pump can be shared by a number of small farmers” (Museveni, 07.06.2022).

The MPs wants to envision the empty pledges which is so common placed in any speech from the President. The MPs must look forward to get “solar powered irrigation pumps” because I think that’s a mirage. The President promise a huge leap when he in the last period or last term was proud of bottle-Irrigation as a way of solving irrigation cheaply. This is just following the pledges of the President during the lockdowns, which was Village-TVs and Village Radios… that no one ever saw. Therefore, people should expect the same of the “solar powered irrigation pumps” as with other pledges, which shows this will never happen under his reign. It is to costly, a big burden and it will not be sustainable…

They are directly acknowledging a speech with this sentiment:

Another danger to our rapid social-economic transformation is the corruption of political actors and Public servants who do not only steal government money, thereby denying the population the services that money would have provided, but they also parasite on our business people. Business people and investors, do not feel beholden to these parasites. Expose both their requests for bribes and their schemes for frustrating those that do not pay bribes. Action will be taken for the benefit of the business atmosphere in the country” (Museveni, 07.06.2022).

It is really vivid when someone calls people insects and parasites. This is a posture and tough talk, as his government is known for being corrupt and accepting graft. The same government that promoted and was proud of the “Presidential Handshake”. That way civil servants got kickbacks for photo-copying papers in a court trial winning the state money. The same President and Government calls the corrupt parasites. This doesn’t add up and still the MPs wants to sing psalms in the Plenary Sessions for greatness of the State of Nation Address of 2022. That sounds stupid, right?

So, I don’t get what the MPs are seeing in this speech. Unless, they are only doing this to give empty sloganeering and show their loyalty to him. That’s the true legacy of doing this sort of motion. Just to signal the State House and the Office of the Presidency. We can just expect a small acknowledgment from His Excellency.
