Delayed salary for the civil service in Uganda, again!

The other day we had the issues of ‘ghosts’, but this is the civil servants. Finance Minister Maria Kiwanuka is having a dry spell.  The ones who suffer right are the teachers, police officers and health workers who haven’t gotten their salary in a long time (NTV Uganda Footage).

“The decentralisation of the payment system did not alter the mandate of the ministry of Public Service. It is required to submit the final payroll by the 23 [of every month]. The deadline has not been adhered to for various reasons,”Ms Kiwanuka said (Arinaitwe, 2014). Still though even if you had some malfunctions or distractions on the way, still shouldn’t the April pay and other ones disappear into thin air? Not that I am warmongering or a wokoloso, naye I have to ask, how is it possible yet again.  At that time the treasury secretary Keith Muhakanizi threaten to hang people over ghosts (Minbane, 2014). So shouldn’t he have a chat with Ms Kiwanuka yesterday?

Even in 2013 in June there was a similar incidence in with the civil service.  They have not been paid for two weeks out in June and also no pay of salary in May.  At that time it was a public service spokesman Jonas Tumwine:  “ …. has been caused by the ongoing cleanup of the payroll” (Kakaire, 2013).

I could have told stories backing down in to the abyss of history, but that wouldn’t matter or make any difference today. Just as the outcome of late pay to the civil servants makes them weak and also the institutions of the government. This must be a wish of the government and the president of Yoweri Museveni and his NRM. So what is next in this tale?

That formed Uganda at Lancaster)

Dear Sir/Madam!

Olukiiko Lwa Bazzukulu Ba Buganda International is Buganda Kingdom’s worldwide grassroots organization. We are writing in great distress over the signs of the times that proclaim a regime change around the corner. This in Uganda is always a violent process with many lives lost and properties destroyed. Even though this usually happens mostly in Buganda, severe atrocities have been committed in other regions too. For this reason, we are calling to all of you, individually and collectively, to join us in working towards a change management strategy. To start with, we have to go back and look at Uganda’s past and present and decide on the most logical and effective course of action.

In the year 1962, groups of people from the Kingdoms of Buganda, Ankole, Toro and Bunyoro, the Territory of Busoga, Districts of Acholi, Lango, Teso, Bukedi, Bugisu, Kigezi, Karamoja, West Nile, Sebei and Madi went to Lancaster in the United Kingdom to take part in a conference for the formation of the country Uganda. These were the original 15, designated as kingdom, territory, etc., according to their preferences. They represented every individual man and woman from their respective areas. Coerced as the Union was, choosing it over conflicts with our conquerors burdened us with a responsibility towards its member groups. Nevertheless, many who occupied the leadership positions ever since chose to become colonial agents. They did not hesitate to speak and act in ways detrimental to some groups. Their subservient mentality drove them to conduct an aggressive brainwashing program on their people, pushing them to commit crimes with far-reaching consequences. The people’s fault was failure to search for the truth, in some instances ignoring it even when obvious, thus condoning injustice and refusing to think their own thoughts. This is a problem, which we must solve in order to reverse this trend of total destruction threatening us all.

The colonialists and their agents had a plan, to assimilate the different peoples into a common culture at breakneck speed. The intent of this was the extinction of any remnant of indigenous characteristics that would inspire rebellion against the British Empire, over the long term. They called this, breaking eggs to make an omelette. The trouble was that each agent in charge wanted the final product to be a hybrid of his own and the English cultures. The other groups resisted. Buganda being at the center of all this, did so relentlessly. The differences persisted, albeit wrapped in hypocrisy. What would have been natural borderlines in a true and voluntary multicultural union ended up being splits in a dysfunctional unit. Through these cracks, enemies from within and without would take hold and pull to complete the damage. Today, it is a common secret that people feel loyalty only to their Kingdoms, Territory and Districts. At times like this, each of them sits in council discussing their group struggle. They scheme to fight, conquer and oppress others to secure for themselves the lion’s share of what Uganda has to offer, though some just struggle for their survival in the only way that appears possible. However, the past has taught quite a few sharp lessons to those who unreservedly thought and acted as Ugandans. The betrayals, arrogance, lies, theft, insults and gruesome crimes have been a tough drill to forget. As a result, this time around, hoodwinking the public is extremely difficult. Moreover, without trust the prospects of working together look dim. Anyone feigning ignorance of this is either self-seeking or incompetent. Meanwhile we hang between the devil and the deep blue sea.

Here in Buganda, children are murdered in sacrificial rituals, people of all sexes and ages are raped in broad daylight, bludgeoned with iron rods, burnt with acid, whole families butchered and many innocent people locked up in prisons, while frequent poisonings threaten to undo our social fibre. All this has made ours a fertile ground for diseases. There is land grabbing, disinterment of our dead, burning of schools and work places, destruction of shrines, desecration of our norms and traditions, as well as violation of the ecosystem and distortion of our history. Public funds are stolen, health and education are in the gutter, properties robbed, people displaced and our ancestral land auctioned off to foreigners. All these together qualify as high-key systematic genocide of the Baganda. Uganda is on a free-fall descent down into the pit. It is indisputable now that only the truth shall set us free.

All over the world, the Baganda are demonstrating a great will to come to terms with our past and present, as well as take responsibility of our future through brainstorming. We have put together the ideas we have gathered from these meetings, to help boost individual and group endeavours in finding lasting solutions to our common Ugandan problems. From these we have chosen ten redemption points attached to this letter. It has been said that wars begin in the mind, and that is where they must end first. It is imperative that we understand the impossibility of building order on disorder. Uganda was built on a bad foundation for all the wrong reasons. Nevertheless, we are all leaders at different level of society. Fullfilling this responsibility should be high on our list of priorities. We need to start thinking and working seriously about saving lives above everything else. For the lives we save might be our own or those of our loved ones.

Long road of “ghost’s” in Uganda

It’s been a long road with ghosts in Uganda. This isn’t really news other than the smear fact of Keith Muhakanizi’s hanging those who civil servants whose been using the system for gaining extra cash instead of paying them. Sure didn’t get the memo of ghost medicine saga of 2008 or all the fun accident of government monies happily ending in MPs or Ministers pockets.

Keith Muhakanizi the newest secretary of treasury. Who is working to eliminated “ghosts”. The plan is to get all the civil servants to write their signature on the work hours. Still that effort isn’t paying off!  Keith is saying “if you have ghosts on your payroll: I’ll hang you!” he continues: “I didn’t realize that it was enough ghosts hanging over because central government system over time, nobody would take accountability!” Then Keith showed the world the crazy eyes of leadership (Check the footage of NTV Uganda).

If the reforms will make it as the news reporters say: the four months will be a year. So that the signature scheme to sufficiently stop the “ghost” practice. Chimpreports recently also tells the story of the Ministry of Education is going after “old ghost money” that FUFA is expecting 10% of each sponsorship that the clubs in the Ugandan Super League (USL).

In December 2013 in all year of Shs 70 billion went to ghost prisoners. The incidence of 396 out of 769 names can’t be validated or sound real (Monitor.co.ug).

So that the Keith Muhakanizi has a lot to do, especially since there has happen a lot since August 2013. Therefore his report and works has to anticipate more loads of work and maybe some new reports to make a difference. That’s why as secretary of treasury he got a few papers and “ghosts” to hang! Keith Murray released the LP called ‘Rap-Murr-Phobia’ on Koch Records in the year of 2007. The album was produced by the famous Eric Sermon. I really enjoyed the classical sound of this track. The thing is that this is sounds like a tune in mid 90s hip hop and I love it. Enjoy it!

Money and Madness!

In a day where we saw the monster of money winning its second title at Ethiad Stadium. It’s more stories of money and power brewing in the world. We have Dr. Dre and Jimmy Lovine’s company of Beat Elecontrics apparently sold to Apple Inc for a blistering 3,2 billion dollars and making the mighty doctor the first Hip Hop billionaire! Somewhere is Jay Z and Diddy (Puff Daddy aka P.Diddy aka Sean Combs) crying or wondering why they didn’t start selling lavish headphones.

I could have discussed the matters of Fiancial Fair Play of UEFA and their so called fine on Manchester City. In that same matter I could been discussing the issues of Sepp Blatter asking or nodding his head towards the headboard and complying for a new term as leader of the governing football establishment FIFA. No, I am not talking about either. The fall of United and Moyes ousting is not worth mention, though the proposed new signings and use of money will make the Glazers a bit unhappy in New York. At the same time not discussing the power of Roman in Chelsea where Diego Costa supposed to be at next season.

No I will talk about something which isn’t about money madness of the Premier League or Champions League, even if one of that competitions is over, the other one has yet a final to be held the 24th of May at Lisbon. But, still I can tell that is not where my mind is. Not even the flabbergasting last night show called Eurovision. Where the Hungary should have won since that was the best song in my opinion… However, the theme of the song wasn’t really Eurovision like, which was more the San Marino, UK or Swedes. Secondly after reading both national and international press – seems like the Poles and their breast got votes from drunk European men on the continent. Even though the national Eurovision councils and voting agents gave points to the half-man half-woman, That made the half and half a winner, though the rise of the phoenix (by some reports in the international press: the penis) would get the nod of and actually win in the shin ding in Copenhagen. Russia and Ukraine showed their true hearts to each other, then the usual 8, 10 or 12 points to each other.

It’s here the money and madness will be discussed. Referendum votes in the regions of Luhansk and Donetsk regions happen today, and those who voted, is reported to vote for separation from Kiev and the Ukraine state. Something that isn’t surprising for anybody. Vladimir Putin has just recently been in the new region of Crimea. Which for a few months ago was a piece of the federation of Ukraine and had a military and navy base rented to Russia so they had a well, and Ice free navy base, because the ones on the Kola Peninsula isn’t open for a few months of the year. So they need that to have a secure one all year around. Putin just secured the needed base and now own the area. No matter what Europe does or thinks. It’s doesn’t hit him, because well, the sanctions they have showed to the Russian leaders is scrap metal and dozen loads of waste of time and orders.

When Europe is still in the verge of economic recovery and need the big spenders of oligarch money. London and the City would be hurting like a baby who lost their lollipop and then the baby would cry. The Russian gas and money is so needed. Like Manchester City would be lost in the wildness without the Dubai Oil money.

The way it looks like for me. EU and USA is having their hands tied. They have the powers in their hands, but their washing their hands and at the same time trying to make their hands dirty. That is wretched tale that the beard of the recent winner of Eurovision wouldn’t even cut off.

We are here in situation where Russia and Putin has the upper hand and is carving up new territory for the federation. In Ukraine is there it has been mighty and important battles for Russia. It’s a saying: When Kiev sneezes Moscow get a cough. So after the fall of Yanukovych the friend and former president of Ukraine who himself ran to Putin’s Russia. It’s the actions of the former government and the fall of the weak institutions of Ukraine that is unleashing the opportunities of the separatist in Luhansk and Donetsk. These elections are not legally correct after the 92 constitution of Ukraine. So even if the turnout is massive and by expected reports are all for the mighty mother Russia. My bad it’s for independence from the Nazis of Kiev and the democratic European loving rebels of Ukraine. Which is the bad seed if you listening to the rhetoric of the Russian media and master Putin.

We all know there are other actors and other carrots at stake. The dancing Slavic poles from yesterday even know that. Ukraine and the main in the hamster-wheel know that. The interim government in Kiev knows that Moscow knows this. Even if them all is saying something else. And nobody is telling anybody what the else is. We all know that this is for the long term and securing ruling and master of their own backyard. Putin is having the upper hand. Ukraine has the weak but halting support from the rest of the world. Sadly like Goodluck Johnatan has from the rest of the world in finding the 200 missing schoolgirls who is nowhere to be found so USA and UK are sending hostage specialist to help the Nigerians and their effort to find them. Also the rumors of sending them over to the border to Cameroon and sell them. Sounds just like what a group of men who bombs public areas all over Nigeria could do.

The same helplessness must the interim government of Ukraine feel. They haven’t a single shot to go with full force against Russia. It will be run so hard over that the roadrunner would smack their ass before the first bullet gets to say “hello”.

While Putin and Russia can play cool and see the pawns move. Piece by piece getting all bicycles and town of certain parts of Ukraine, if not the whole thing – why not? He has already had one slice, why not the whole pizza and that to go? Please!

So what is next? The money and the madness is already action. The kings has set up shop and playing their pawns. The next move will be interesting but if he is not swallowing the areas of Luhansk and Donetsk. They can either become annexed like Crimea or they will have the stories of the Abkazia(Georgia), Transnistrina(Moldavia) and the Nagoro-Karabhk(Azerbaijan) republics.

What do you think, will the EU and USA really react like grown men or crybabies to the actions of Russia? Will Russia take more territories in their backyard, since they haven’t really paid much for Crimea? What is the next move from either party now that Manchester City, the Poles have washed cloths on stage and Putin has taken a ride in the new Russian territory? Will Obama have another fascinating anecdote in a speech about the rich Russian culture or will he send a transformers -car to Moscow?

Pepsi Challenge of 2014 in Norway: How to be Insulting to its own product but also its competitors!

The Pepsico Company has a new campaign that insults its own normal Pepsi and also ordinary Coca-Cola. The issue is that the Pepsi Challenge of 2014 is that it’s saying that it has more taste then the ones with sugar. Then it’s saying that Pepsi MAX has more flavor then Pepsi and also Coca-Cola which is the main idea for the campaign.

It is true that the sale of Pepsi MAX in Norway is the biggest seller of sodas in recent years. It’s about 30% of the market share alone. So not like the competitors in sales really has a shot on the Norwegian market. The Coca Cola has a big share as well, but the numbers aren’t as big as the Pepsi. Coca Cola had the giant campaign about a year ago on “share a coke with…” somebody. It was a gimmick which was a passing flue that was to play on sharing the coke on social media.

The difference between that and the one now from Pepsi is that they are claiming a lot, that their product is superior and also better than their original Pepsi because their Pepsi MAX is supposed to have more flavor then all sugar based Cola’s. That means that Pepsi, Coke, First Price Cola, RC Cola etc. The supposed taste of sweat drink would not be as good as MAX. Something that is insulting to the competitors, but also its main product Pepsi Cola.

Last time Pepsi did this Coke made the ‘New Coke’ which was a disaster. People wanted the traditional one and therefore it today says ‘Classic’ on the label to ensure the consumer that you is drinking the old sugar based soda that always.

That was in 80s and times have changed. The Coke Company has different diet based cokes on the market. Even ones that have left the market as well like TAB Extra. Today Coke has Light version and also Zero. Which they both market to different crowds: the Light to the woman and Zero for the men. Therefore this challenge of 2014 is supposed to both handle this and the ‘classic’ coke.

If they will earn anything on it, I am sure they will. Even if they somehow already ‘own’ the market for sodas here in Norway, if they have the same campaign other places I am not sure. But here it’s all over the place in the capitol and I am sure in all urban areas. The same way kiosk-chain 7eleven proclaimed for a year ago the taste test of their coffee and if it didn’t taste better than other places you could get your money back or something. Sure somebody bought into that. If people buy that Pepsi MAX has more flavors then the sugar-based ones, I doubt it! We all should know that it’s about preferences and not the actual taste. Because even the cult like fan-base of Dr. Pepper will say that the other sodas just taste bitter sugar-water compared to their favorite soda.

So please stop with nonsense. We’re not buying it! If I was a five year old naïve country boy again instead of a grown ass man, I might get caught in the gimmick, but I am too old and seen enough to know by now what it means. The answer is then, what do you think about it? Or am I walking alone, YNWA right? YOLO, Peace.

Easter Message from FUF Member, General David Sejusa

Fellow Countrymen and Countrywomen,

As we celebrate this year’s Easter, our hearts and prayers go to all those people who have lost their loved ones, those who languish in jails and safe houses of the dictator, and all the suffering masses in our country.

Our gratitude and admiration go out for all those who have paid the ultimate price for freedom. These religious festivities, for whatever religious belief they may belong, always bring into focus the family values and need for protection of family and family life.

It is during these seasons that families who have lost dear ones come face to face, over and over again with such gripping losses of their dear ones – when they stare at empty spaces in their family living rooms, bedrooms and eating rooms, etc.

Our hearts go out to them. And just like happened with Christ, whose death and resurrection the Christians the world over celebrate, there is hope and promise for those who struggle.

This is little piece will be about the irony of how we spend our money. It will also address how the ten African countries spend their money.

Number 1: Eritrea

Isaias Afewerki the Eritrean president, who has run the country since 1993.That after being the boss of the independence against Ethiopia. So that he is paranoid of the big brother in Addis Adeba isn’t surprising at all, especially since there is still border conflicts between them. Also Afeweki isn’t famous for neither democratic rulings nor elections so a dictator or totalitarian leadership style sure need some more then meagerly coins to suppress its citizens.

Number 2: Burundi

Pierre Nkurunziza the Burundian president has been in charge since 2005. He is of for his third term and not careering about limits to the stay power. So I am sure that he needs some forces to keep his company to continue to be commander and chief. In 2010 most parties boycotted the elections which gave Nkurunziza a second term. Also, Pierre is famously having a regime that is interrogating, harassing and tales about ghosting journalist. That Human Rights Watch has addressed with a lot of instances. They have parts of the army in Somalia as AMISOM; the forces of Nkurunziza aren’t just to tangle his own citizens. Some do other stuff also it seems.

Number 3: Mauritania  

Mohamed Ould Abdel Aziz the Mauritanian president who has been that since 2009. After the election the man hasn’t been the most popular president. The unemployed youth isn’t supporting him anymore. I am sure it’s helps to become the Chairman of AU in 2014. The most embarrassing moment in his own career was while in France in 2012: That he was shot in the stomach and had to go to the hospital in Paris. Mauritania has had issues with the military groups that comes from Northern Mail, so that has to one of many reasons why the country is using such much resources on the army!

Number 4: Madagascar

Hery Rajaonarimampianina 25. January of 2014 he became the president of this island republic. He took over after the famous DJ Andry Rajoelina who took over in the coup of 2009. So that the army has monies to spend to keep things in order is understandable. The army has proven to be a bit unstable, especially in 2012 when there was a mutiny at an army-base outside of the airport in the capitol of Antananarivo. That is when the army used it force and shut the mutiny down. Also the same year the military forces used aggressive means to shut down teacher strikes in 2012. So what is up next for them in Madagascar and Mr Rajaonarimampianina doing with it…? Time will tell.

Number 5: Morocco

Abdelilah Benkirane was appointed by the Moroccan King in 29. November 2011. Morocco has reasons to be armed up – first is the control over Western Sahara and the citizens there who is struggling for their independence. Secondly is the armed race between Morocco and Algeria. Morocco has been a part of the peace mission in Kosovo until 2014. Where the forces will do missions now is something I don’t know.

Number 6: Algeria

Abdelaziz Bouteflika has ruled the country since 27. April 1999. In 2011 the country was finally out of state of emergency. Even though the country has after the Arabian Spring seen more outside guerrillas whom is connected to Al-Qaeda. The oil rich country has been in armed race with Morocco for a while even had some shooting on the border crossings with the neighbor. The other uses for the army have also taken 40 missiles near the border to Libya. So the use is there, also to keep control over the citizens like all strong forced governments.

Number 7: Guinea-Bissau

Manuel Serifo Nhamadjo has acted as president since 11. May of 2012. The president who has had a tough stay in charge that being said: the month long treatment in Germany in 2013. The incidents of the military chief of staff General Jose Americo Babu Na Tchucu arrested in USA for drugs. That other military learders is being accused of trafficking drugs as well. So the army isn’t just shooting, they are travelling with powder. Usually the troops has been used for coup d’etat at many times like in 1980s, 1998,1999, 2003, 2005(2 coups), 2009, 2010 and yet again in 2011 and 2012. The Government and army is tangled together. Time will tell before the next coup d’etat is happening!

Number 8: Sudan

Omar Al-Bashir the man who took charge of the big country through a coup d’etat in 1989. He has been elected 3 times after that, I am sure they been rigged and secured to get more than 51 % of the vote to secure him the seat. The civil war between the North and South lasted for 19 years from 1983 – 2005. That led to the South becoming a independence state out of the government of Khartoum. The Bashir government has supported the LRA against the Ugandan government because President Museveni supported the rebellion army of SPLA who fought for sovereign South-Sudan. The Janjaweed has also made issues in Darfur and made it a bigger crisis. The last one is in the border regions towards South Sudan. Because hey, Al-Bashir misses all that oil money, secondly if he can establish anarchy in the regions, he can regain control! That is what he wishes and he is using all of the military power that he has and wants to.

Number 9: Zimbabwe

President Robert Mugabe has been in charge since 1987. He was the shiny light of independence struggle from British colonial powers and making Rhodesia to what is todays Zimbabwe. He used the forces to initially get Zapu and PF into Zanu-PF. This is where Mugabe has made the country his. He runs it and controls it. Ever since that he had used the force to keep his power in a way of rigging elections and destroying the powers of those who oppose him. The army was also used for a time during the wars in the 90s in the Democratic Republic of Congo on the support of the deceased Laurent Kabila. So it’s no surprise that the army is on a certain level to both control his citizens and also do business where ever that makes money for the chief!

Number 10: Namibia

Hifikepunye Pohamba has been the ruler of the country since 21. March 2005. He has claimed that the civil servants have issues with the government projects therefore he surely needs an army to shut that down. During the great struggles Nambian forces have had bases in Angola. That was while they were shooting at the UNITAS to get rebel forces done and out of Angola. The Namibian army was also involved in the diamond trade of war in Democratic Republic of Congo so they sure has had the need for a great army. So they have had their uses outside the borders and sure the government of Namibia is happy for that. The army chiefs of Namibia have promised to use their forces to help Zimbabwe to fight of imperialist – that is in 2014. So they sure need a big sized army.

As we see they are using the armies and monies being used. Sure it’s all necessary! Peace.
