Kenya: Police Reforms Working Group – Kenya (PRWG-K) – Immediate Release of #OccupyParliament Protestors and Condemnation of Police Brutality (18.06.2024)

“On Eritrea, we have evaluated our relationship on our last review. Our evaluation stated that Esayas’ group is involved in Ethiopia and is working to weaken the TPLF and Tigray. We have also evaluated Abiy and Esayas have formed a political and military front to destroy us. They are working on the principle that the survival of one depends on the survival of the other. They are trying to do different kinds of subversive work, military cooperation, intelligence network, security agents and assassination network. Even though they did not succeed, they have been trying their best. As long as Isayas exists and is capable, he will work to destroy the TPLF. So Isayas is still the clear and the main enemy of the present” (TPLF Secretariar P: 10, Oct. 2020).
On the 10th October 2020 before the Tigray war which started on the 3rd November 2020. The TPLF Secretariat had written an extensive report called: “The Special Phase of the Struggle and the Continuation of our Defense – Strategies, Tactics and Directions (Volume – two)” which is a FARA Document and distributed through Mercury Public Affairs LLC and was put on file at the Department of State in the United States of America (USA). That tells the assessments of the TPLF was designated to the US Department of State ahead of conflict.
The report itself was made public in 2021, but I first saw it today. After reading it, I found these texts very interesting and telling. They are telling how Mekelle saw things ahead and we know the Tripartite Alliance was preparing for the war. The mechanical divisions was moved in the border regions of Amhara and there was ENDF soldiers deployed into Eritrea to invade the region from several fronts. Therefore, the TPLF secretariat knew and we are seeing it by the language in this assessment report too.
Just read this!
“The enemy by being suspicious of its commitment to do what it is ordered to do, is trying to replace the old defense force, especially the force that is situated in Tigray (Northern Command), with a new one. At the national level, a large number of new forces have been introduced to train to change the existing power. It is also strengthening the Republican forces it has already begun organizing. The paramilitary forces in Oromia are also being armed and strengthened in all its forms. They are also doing similar work in Amhara. Isaias’s force was also brought into the country. The support that is being provided through training, intelligence, and manpower increases the enemy’s potential. From this, the enemy has not yet been weakened by military support. This is where it relies. Of course, the change in other areas is also determined by this military wing. If the balance of power needs to be changed, then disruptions in the political, economic and diplomatic processes need to have the same effect on the military. So it requires a lot of important work in this regard. Our priority should be the defense force and the use of all sorts of alternatives to prevent it from continuing to be a tool of the enemy” (P: 14-15, 2020).
“We are at chokeholds with enemies who have set out to destroy us, to eliminate us as a people in such a way that we will never recover unless we defend the people of Tigray against this eminent danger” (…) “The war will come in different shapes and conditions; therefore, we will defend against the enemy in any shape or form. There cannot be a comprehensive solution for the multi-dimensional falling out with the enemy. Hence, we need to enhance the ability [of the people of Tigray] to survive the trials that will come with war and they have to be prepared to defend with candles and lanterns if electricity is cut” (P: 35, 2020).
“The war we are facing now has many features and forms. The war has intensified since the beginning of the conflict. War of attrition through soft instruments is making military invasion inevitable in all its forms. There are many things that can be done to end a military war. We have a war that involves military action. Basically, we have a mission to defend against this war actively and effectively. However, not all journeys lead to this. In the name of defending the enemy until he gathers his strength and comes to destroy us, we must not create an opportunity for us to perish or to weaken. The mission is not limited to deterrence; but one which will see the demise of the enemy” (P: 48, 2020).
This assessment report which some wants to use as a sign of the TPLF planning and scheming ahead. It shows that they could see what the Tripartite Alliance planned to do. The mention of the Northern Command shows that and we are seeing the want of a “new force” there. Therefore, things were in coming and the truth eventually comes out.
This report shows the plans of the Republican Guards, the mention of special training in Amhara, which was for “Fano” who participated in the war on the Tigray region. The ones that doesn’t see the implications and how things aligned. The assessment report just shows what is now known and what the Tripartite Alliance doesn’t want the people to know. Because this just shows how it was prepared and done as an effort to destroy the TPLF and the Tigray region. That was a coordinated effort and proven during the war.
The ones saying the Woyane was lying here and was insincere, that’s because the ones who wanted the war doesn’t wants the truth out. We know the Prosperity Party and PIA wanted to end the TPLF. They wanted the TPLF to be defunct and a dying horse during the war. We saw the government statements and how they portrayed the Tigray region during the conflict. Therefore, the ones forgetting that. See why the TPLF Secretariat only saw times ahead and tried to warn the international community, which didn’t listen about their concerns ahead of the November 2020 invasion. Peace.

“Many Fano groups are fighting against the government. Each group operates independently” (…) “We are in discussions to form unity. Once this process is complete, we may reach a decision to negotiate with the government” – Eskinder Nega in his BBC Amharic interview (14.06.2024)
That Fano or the Amhara Popular Front (APF) lack of a joint command is haunting it’s leadership and organized effort to undermine the Federal Government. When there is different leadership with ideology and vastly methods of warfare. That will be a benefit to the Ethiopian National Defence Force (ENDF) and the Prosperity Party, which Fano fights.
Fano under Eskinder Nega has one idea and the Fano under Zemene Kassie has another one. These two should be connected and be in-sync. Especially, if their cause is to stop Abiy’s reign and defeat the government forces. The insurgency and militia needs to organized and fight in coordination. Just so it doesn’t work one way in one part of Amhara region and in the other parts it works totally different. Therefore, they are marginalize themselves and weakening their cause.
Nega and Kassie should get around a table and discuss the matter. That’s for the betterment of themselves. Fano needs unity, if they believe in their cause. As well as beating the former ally and federal government, which it fought together with in the conflict in Tigray region.
That’s what is natural here, as they saw how the Tigray Defence Force (TDF) was fought and made into a negotiation table, which ended up in the Cessation of Hostilities Agreement in Pretoria, South Africa.
If Fano isn’t afraid of that happening with them. They should look at how the ENDF was able to silence Tigray and stop them from advancing. That’s why Fano should look into itself and find unity and fast. If not… the ENDF and the Federal Government will find its’ weakness, use technological advanced weapons its by from its allies to combat the insurgency. Therefore, Fano has to worried about drones and other weaponry that ENDF has. Which the Fano won’t get or be able to import.
We can wonder if Nega and Kassie are in it for themselves, instead of the cause itself. They are in it for a cheap popularity and political mileage. Fano needs unity if it was to ever be able to compete and be able to continue the fighting. That’s if Fano won’t to follow in the foot-steps of Oromo Liberation Front/Army (WBO). OLF/OLA has been able with steady leadership and ideas to work for its cause in Oromia region. Fano needs the same to able to relevant and be choice in Amhara region.
That there is open disagreement between Nega and Kassie is fine, but they need to show face and be in harmony so they have a broader space to combat the ENDF.
We can wonder if FANO will ever be a force or a militia that just fragments the ideals of Amhara further. The warfare and internal conflict will only hurt the region more. Amhara region is now hurting and in pain by their own, and also by the Federal forces attacking it. Therefore, to get peace there is a need for talks and diplomacy. Which are lacking and reasonably so…
When the “local” or regional forces of Fano isn’t unified and working independently… Nega and Kassie needs to talk. They need a sit-down and figure out where to go from here. Especially, if they believe in the cause and what they are fighting for. If not… it seems insincere and for leverage on their own behalf. Peace.

There is reports of lacking of fuel at fuel stations in the Republic. The ones that has are selective in who gets to use the pumps and people are paying a heavy price for transport. The inflation of prices and lack of steady fuel is creating huge costs on the commuters and the ones who has to travel to work.
There are a saying of “dry stations” and stoppage of driving schools. As people cannot travel or buy fuel. The Ministry of Energy and Mines said that they are assessing the situation and are concerned about it. As they working hard to make fuel available and sufficient qualities. However, that is yet to be seen.
So, the passengers and the ones who needs transport are in dire need. It is a distress and it hurts everyone. The economy is becoming stagnate and people are losing valuable time, as they cannot get back-and-forth. People who needs transports to schools, work and whatnot are lost in a tidal-wave.
The CNDD-FDD have failed here. They are misusing their office and not doing their diligence. This could have been foreseen and there should have been a back-up plan. If the state lacks foreign currency or such. They should have ensured the importers and the ones who needs it have it. As this is vital for the Republic itself.
You know its bad when the workers are walking from home and long distances. As if there isn’t anyone who can give them a lift or they can take to get in time. This is hurting the economy and stifling any sort of progress.
The government and state must be broke. It must be bankrupt and lack funds. This isn’t a sign of strength or sustainability. No, this is a sign of weakness and lack of preparation. The regime is coming with all sort of excuses.
It is either lack of foreign currency, international sanctions or even connected to the ones that wants to sell Burundi fuel. This is three different excuses from various parts of the government. Just showing no accountability or transparency on the matter. Moving the goal-post and hoping someone believes them. As if, they couldn’t have resolved it or even find measures to ensure safe imports. The state should have mechanisms, government entities and whatnot to cover this. However, they rather misuse office and rampantly live lavish on the public coffers. That’s why we are here and people are queueing to get fuel at the petrol-station.
Just to put things into context, the 4 seaters taxis are now filled 10 people at the time. Because of scarcity and the costs. They are even nicknamed “VIPs” because of the costs of taking them. That is saying something about the trouble and lack of fuel.
This should send alarm bells in the State House. Gitega and the leaders of Bujumbura should react and fast. It is the sort of thing that brews discontent and revolutions, as people cannot afford daily life and loses all hope. That’s what the CNDD-FDD is serving the public and arrogantly think they can get away with.
The Presidency and the CNDD-FDD needs to do something. They got too. Every day with this is only causing more pain and distress. It will only give more fire to the fury and the lid on the pressure-cooker could brew over. The ones who thought the demonstrations of 2015 was bad. It could be more dire and more heavy this time around. People are hungry and they want to eat. Peace.

“His PAs and bloggers want to tell me what to do. I cannot allow people who hang around him to think they’re my boss. This group criticized me during the pre-election debate, saying I didn’t know English or how to dress. The criticism was so intense that the president called me because he was concerned. I assured him he made the right decision. Nobody suffered more than me while I stood with the president” – Deputy President Rigathi Gachagua (15.06.2024)
What goes around, comes back around. The tides are turning and the wheelbarrows aren’t sufficient. Neither is the stories of supporting and helping the hustlers. The time of friendly fire and tussle within the ranks are beginning to happen.
There is possible cracks in the Kenya Kwanza Government. If not… everything aren’t all shiny around President William Ruto. We know Ruto is busy attending ceremonies, conferences and whatnot abroad. His barely at home and only for the festivities. He isn’t seeing things day-to-day and only getting the cliff-notes. That’s why others are carrying the weight and doing the heavy lifting.
That’s maybe Riggy G who has to cover and takeover power when Ruto is on international and bilateral meetings overseas. Today is the first time other Cabinet Secretaries are speaking of impeaching the DP. The first time another CS calls him a toad.
That happens because of the speeches and the uttering of the DP. He spoke his peace and what he deemed fit. It might not be all in good faith, but he has himself been mocked and ridiculed. So, who can blame him for retaliating back?
Riggy G is the second in command and the next in succession. That’s why Ruto picked him. He maybe thought he would get a mull and silent partner in Gachagua. As Gachagua isn’t as savvy or seasoned politician as Ruto himself. However, as many might say… underestimated and he might sway more than people imagine.
The ones saying he should step down or be more silent. Well, he is a man of higher rank and has the second office of the Republic. The one who knows how lonely and how you can be outsmarted in this office is Ruto. The current President knows the price of loyalty and what it costs to be a poster boy for the government, but with no real power. That’s how he became and was a reason for his change of play in the second term of the Kenyatta/Jubilee government. Therefore, he should make sure Riggy G stays behind the line and is his guy.
We know that Ruto started early to campaign and build his UDA within the Jubilee. That was shown and it was evident ahead of the elections. The DP did this to ensure longevity and become the Head of State himself. Now he hasn’t an official rogue partner, but a man who is tired of being mocked and sidelined. That is something Ruto has to act upon and do the right thing.
Riggy G has the right to speak out about the nonsense. He has the right to call out rank and get people to address him properly. They shouldn’t be there to undermine him. People speak of unity and that his salty. Well, if people where looking down and disrespecting you all the time. You would boil over to in anger. Therefore, the DP is right doing this.
Now it is the vagabond’s turn to act and make a few calls himself. Unless, he wants issues within his camp and get a more hectic return from where-ever his residing at the moment. Peace.

“Busiki County MP Hon. Paul Akamba, one of the MPs who was remanded over allegations of budget corruption is seized and thrown into a waiting vehicle. Akamba was apprehended while exiting court after his bail application” (NTV Uganda, 14.06.2024).
“UPDATE: The Anti-Corruption Court has denied bail to Hon. Cissy Namujju and Yusuf Mutembuli and remanded them till 17th June when they will return. Hon. Paul Akamba has however been granted a UGX 13 million cash and UGX 100 million non-cash bail. The three legislators are battling alleged corruption-related cases” (NBS Television, 14.06.2024).
“Police motorcade whisks away the three legislators from Kira Police Divisional Headquarters in Wakiso District. Mr Yusuf Mutembuli of Bunyole East, Paul Akamba of Busiiki county and Lwengo District Woman MP Cissy Namujju were first quizzed at CID Headquarters yesterday before being taken to Kira Police Divisional Headquarters where they spent a night” (Daily Monitor, 11.06.2024).
In the recent days and this week, the name of Paul Akamba MP has gotten more well known. I cannot remember his actions in a Plenary Session or even in a Committee in Parliament. In the 11th Parliament, the Busiki County MP has been rather silent or without a purpose. He hasn’t created a profile or been vocal MP.
Nevertheless, his apparently a part of racket within the Ministry of Finance. As he has solicited funds and misused his office to get bigger personal gains. He is one out of three MPs who has been arrested and made a case of. They are the current “fall-guys” and “scapegoats” of the Republic.
We have seen these sorts of drills before, as the State and the Authorities goes after some “high-ranking officials” but never the true kingpin. Take out some smaller down the food-chain, but never the ones who has real power or substantial to the ruler. No, only the ones who are minor league players and never the ones playing in the Premier League.
That’s where Paul Akamba MP is and where he has resided for now. At this very moment and day. He got a taste of a “black mamba” or a “drone”. The plain clothed law enforcement or security agents, which just picks a person up and detains them without warrants or any knowledge of their whereabouts. Akamba MP got picked up like a chicken thief or a NUP activist.
This is the impunity and the lack of concern for rule of law. The MP could have been acting in disregard of the law and acted with intent to solicit ill gotten gains. That might be true, but that has to be proven that he was part of racket within the government. To arrest someone of doing and building a case against them is the job of the authorities. However, the manner of which he was arrested or kidnapped was wrong after receiving bail.
He was maybe the only one out of three MPs who got bail. That bail should have been honoured. As of being under bail. The man wouldn’t be free, but be stipulated to follow court orders and attend when the Courts says so. Therefore, what happened outside the court isn’t right. He shouldn’t been taken away this way. No one should be and it’s totally unacceptable.
This is acting with viciousness and vindictiveness. The MP deserves better and no one should get this treatment. The MP should answer for his sins in court and have a proper trial. The state should have evidence, proof and witnesses proving the racket. So, that the ones implicated can be charged, sentenced and then serve time. However, here they are jumping the gun and treating him as a criminal. As if his guilty and doesn’t’ deserve to be out on bail.
That’s wrong. We all know this is wrong and shows the problems of the law enforcement in the Republic. Shows how things are done and it shouldn’t be this way. Akamba MP should have to go through this and neither his family either. They are now getting treated as sub-human and not valued as a citizen. Just as another common crook and villain who deserves to be hidden away from society. That’s being done long before any sentencing or verdict was made. It is outrageous, but sadly a common sight in the Republic. Peace.
