

RDC: Mouvement du 23 Mars (M23) – Communique Officiel (25.03.2022)





“Today, at Kololo Ceremonial Grounds, I attended the special sitting of parliament to elect the Speaker and Deputy Speaker. I congratulate the NRM and the ally groups. I also congratulate the other group. Thank you for sitting and behaving properly. To those who have won (my own NRM candidates), I urge you not to go around celebrating, we are mourning and actually, this election should not have happened but the law required so. It is madness to have this election when Oulanyah is not buried, people can think we are witches. Now to the Honourable Members of Parliament, whether you are in the Opposition, NRM or in the Army, in order for us to succeed as a country, you must work for the people. You all know how we can get our people out of poverty but you keep meandering in other things” (Museveni, 25.03.2022).
The Parliament has become the National Resistance Council by definition. They are the House and the Parliament in name, but in action… it is just a big council of National Resistance Movement Members of Parliament (MP). These are following the guidance of the party and the will of His Excellency. Therefore, the only thing they will do is to follow his orders and decrees.
Because, we know the Office of the President or the National Resistance Army/Movement High Command writes their decree or order. The decree or orders is later designated to the National Resistance Movement – Central Executive Committee (NRM CEC), which is the first place to sanitize it and make it legit. After that, it’s implemented in the NRM Caucus before it is taken to the Parliament. So, all the steps and the journey of a decisions is all handled and controlled. There is no free will or direction where the NRM MPs can go without a direction and everyone knows it.
The NRM MPs are in majority and what they decide will happen. The President has ensured this with election rigging, gerrymandering and all the tricks of the book to secure total control. He does it with the use of the authorities, blocking parties from operating and all the other means of which has made it impossible for the opposition to gain any sort of power. That is why his ending up with the final say.
It is his system by making it out to be a multi-party system. However, it isn’t far from the no-party system. As the other parties only have minor votes and part of the Parliament. They are participating in the name, but got no say and their motions is easily dismissed. Their candidacies and opportunities is close to none.
When the President has decided, gotten acknowledged in the NRM CEC and later directed the NRM Caucus. The plenary session can happen in the August House and his “Council” will vote in his favour and after his bidding. The ones who rebels or acts out of line will be addressed. They will be questioned and possible get into trouble. These are the NRM Rebels, which tends to be manhandled and losing their perks. This is what he does… because nobody should question the only man with a vision.
We knew the results when the NRM CEC wrote their position earlier in the week. We knew that the NRM would just follow where the President pointed and nothing else would happen. It was written and executed according to plan.
The NRM High Command has it all in order and everyone else just obeys. There is no chance. Nothing is missed and the journey of the votes is only formalities. This is how things are and not expect MPs or dissidents inside to be left of the hook. They will be taken care of and they will regret it. Peace.

Three people on the convoy were killed, and one person was wounded.
JUBA, South Sudan, March 25, 2022 – The Humanitarian Coordinator in South Sudan, Ms. Sara Beysolow Nyanti and the Humanitarian Coordinator ad interim (a.i.), Mr. Arafat Jamal condemn the targeted attack on a convoy carrying humanitarian commodities. They call on the perpetrators to respect international law and humanitarian staff and assets, and demand that authorities make every effort to protect communities, humanitarian personnel and assets across the country.
On 24 March 2022, a convoy of commercial trucks carrying vital life-saving food commodities from the United Nations World Food Programme (WFP) was attacked between Gadiang and Yuai in Jonglei state. Three people on the convoy were killed, and one person was wounded.
“This attack is completely unacceptable. This is not the first of these incidents in this area. Criminals who choose to use violence to serve themselves ensure vulnerable people suffer more. If humanitarians and humanitarian assets are not protected, humanitarian assistance to that area will have to stop,” said Ms Nyanti.
On behalf of the humanitarian community, Mr Jamal extended his sincerest condolences to the family and loved ones of the colleagues who were killed and injured. “I have unfailing admiration for everyone who helps and supports people in need. It is devastating to realize that people undertaking vital work can be executed so heartlessly. The crime is compounded when these attacks go unpunished. These killers must not be allowed to roam free. I call on the Government to immediately implement its commitments to ensure civilians, including humanitarians, are safe,” said Mr. Jamal.
South Sudan continues to be one of the most dangerous places for aid workers, with 319 violent incidents reported in 2021 targeting humanitarian personnel and assets, including 5 aid workers killed. This is the fourth such incident targeting humanitarian commodities since 19 December 2021 in Jongeli. Attacks of this nature disrupt humanitarian operations and affect the delivery of humanitarian assistance to the most vulnerable people. The humanitarian community estimates that there are 1.7 million people in Jonglei in need.
Ms Nyanti is currently visiting donor capitals to raise the profile of the needs of people in South Sudan and advocating for support. “When humanitarian assistance is attacked, it is the people in need who suffer. Indeed, such incidents discourage those donor countries who would otherwise invest in South Sudan,” she lamented.




“I want to warn people who use the death of someone to do cheap politics. I have heard some people saying Oulanyah was killed. We’re coming for you. The police will come for you to help them because you seem to know what we don’t know. We cannot go on with this indiscipline. Oulanyah died in a reputable hospital. For somebody who is educated to claim. You must come to police and explain. We cannot continue with this indiscipline. I had somebody saying there is a camera. Where is the camera you are talking about? Which camera were they talking about? If you are talking about that vehicle, it is not a camera. It is for our security here” – President Yoweri Kaguta Museveni (25.03.2022).
That the President is coming with a warning on the day the late Speaker Jacob Oulanyah is substituted with the former Deputy Speaker. Just show that his mind never rests and he always has to retaliate. There is never peace and never a moment of acting humble.
His coming with warnings and telling that the authorities will investigate the ones who is questioning the death of Oulanyah. It is not like National Resistance Movement (NRM) and the NRM used death as a means to their end. The NRM was forged in death and murder… the killing fields and the bush-war. That was cheap politics, which the NRA even used tricks to wear to UNLA fatigue and killed villagers to blame them for massacres. This was in the 1980s and how he rose to prominence and never looked back.
The President should consider his words. As he is the one that warns of destroying, rhetoric of demeaning opponents and saying his army will destroy anyone. When he does that on the regular. Why wouldn’t people question a sudden death like this? Just like they have questioned other deaths and sudden fatalities of high ranking officials over the years!
The NRM and the authorities haven’t really the trust or the ability of transparency, which would make the public believe in the messages of the state. However, the known secrecy and devious ways, always make people speculate and wonder what went down. And it doesn’t help in this regard, that there was a probe into poisoning of Oulanyah during 2021. We where supposed to forget these headlines in The Observer?
His Excellency should consider how his state failed Oulanyah and all the citizens. When the high ranking officials has to go abroad to get treatment. That shows the Ministry of Health and the Hospitals isn’t up too it. This is why they have to get treatment and medical care elsewhere. The Government of Uganda should consider this and that’s why people are speaking out about his travels to Seattle. However, the President seems to be delusional about this.
It isn’t cheap politics…. It is the sort of politics and questioning that actually helped himself at one point. Just like his speaking ill of coup d’etat these days. The same manner of which he took power in 1986. So, consistency is apparently too much too ask… Peace.




“Today they are trying to cancel an entire thousand-year-old country, our people. I’m talking about the progressive discrimination of everything connected with Russia … about this trend that is unfolding in a number of Western states and with the full connivance and sometimes encouragement of the ruling elites. The notorious culture of cancellation has turned in the abolition of culture” – President Vladimir Putin (25.03.2022).
As a warlord and a tyrant, Russian President Putin should be more consistent. When he ordered the war on Ukraine he was quick and brief to say that Ukrainian nation had no history or nationhood. Which is so not true, as the Ukrainian nation is an ancient one and is older than the Russian one. The USSR didn’t’ create Ukraine like Putin claimed, but he dismissed their hundreds of years of history.
So, hearing that the he speaks of the value of Russian culture and the “cancelling” of it in the West. Is just showing how he thinks Russian is imperial and is the centre of gravity. That is not shocking or surprising. Europeans know the Russian literature and cultural pieces has had impact. The stories, the books and whatnot is a part of our shared history.
That some theatres are cancelling certain plays, shows and dances is only coming as an reaction to the illegal invasion of Ukraine. It is the cultural elite, the owners of the cultural institutions and such announcing their distress and sympathy with Kyiv. Instead of doing and showing Russian cultural on their stages.
“Many people know, they saw how a street artist recently painted on the house a portrait of the Russian writer Fyodor Mikhailovich Dostoevsky, now accused and accused in the West. This gives hope that through the mutual sympathy of people, through a culture that connects and unites, the truth will make its way” (Putin, 25.03.2022).
Yes, certain festivals and other festivities this year has cancelled or ceased the Russian films and other art to be a part of it. That’s because the sentiments of non-support and boycott in direction to the war and invasion of Ukraine. It comes as the cultural organization make separate decisions on their own.
We know the Russian media and High Ranking Official are claiming it’s all Russphobia at the moment. However, like any action has a chain-reaction. People decide their own and take a distance from things they deem as wrong. The things associating with that tends to be deemed unfit and that’s why lot of things is happening.
Putin should look into his own statement about the culture and history of Ukraine. Because, he dismissed it and proves that he only see Moscow, but don’t see Kyiv. That’s why hearing this now after a war lasting a month. Is very distasteful.
Yes, at the very moment things are cancelled, but the classics and the literature, which is part of European history will return. When the war is over and the peace has been created. Certain things will return and be visible again. Right now it is just reminding people of the war and the aggressor. That’s why people are stopping and not supporting Russian arts or culture. Because, they want to boycott and show sympathy with Ukraine.
We know that Putin has no sympathy or cares that no mind. He believes in Russian supremacy and that’s why he cannot phantom the boycotts. However, if he had long term plans or thoughts. He would know that these things will return eventually when the pains and suffering of war is over. Peace.

This is really repetitive and not going anywhere. As yesterday’s late release of the Federal Democratic Republic of Ethiopia release of the “Humanitarian Truce” without seemingly have had any dialogue or contact with the stakeholders. This is making agreements and a truce without talking to the parties involved. Only having the state working on it’s own without recognizing the other party.
We know the bureaucracy of the FDRE has made it impossible together with allies on the border regions of Tigray. These has blocked, looted and ensured that no humanitarian aid has entered. If not just drops of the vast sea of needs, which is part of the war that Tripartite Alliance has prolonged against the Tigray.
For me this is reminding the time that FDRE said they announced a ceasefire in late July 2021 after continues war since November 2020. The regional government of Tigray asked for similar in the December 2021, but then the FDRE and it’s allies wouldn’t comply to it. Now in the end of March 2022 they are announcing a Humanitarian Truce. Which haven’t been made or with direct talks between Mekelle and Addis Ababa.
Prosperity Party have not reached out to the parties in Tigray Region, Amhara Region or in Afar Region for that matter. They have only decided to do this… because there is a law and possible sanctions on the horizon from the United States. The FDRE is trying to manufacture or ensure positive publicity.
While the state haven’t opened up the utilities like water, electricity or phone-lines. Neither is any of the other bureaucratic hurdles been opened up. Unless, they have suddenly ceased their mission of oversight and needed to sign of humanitarian convoys. Which has been an issue through the whole war.
On schedule the African Union statement said this: “The Chairperson of the African Union Commission, His Excellency, Moussa Faki Mahamat welcomes the Declaration of an indefinite Humanitarian Truce by the Government of the Federal Democratic Republic of Ethiopia in an effort to expedite the provision of much needed humanitarian aid to people in need in the Tigray region. The Chairperson further welcomes the announcement by the Regional Government of Tigray committing to observe the said humanitarian truce, and also welcomes its declaration of an immediate cessation of hostilities” (AU, 25.03.2022).
I am pretty sure something similar was written last year. The Tigray Regional Government had some stipulations, which time will tell if the FDRE will comply. Since they have worked with a mission of annihilation and total destruction of that region. That seems to be the goal of the “Operation Law Enforcement” and the “Survival Campaign”. However, they might say otherwise, but both statements and visions of high ranking official has said similar things.
That’s why the FDRE has to do more than statements and actually talk with the stakeholders. Which is something that will humiliate and also show grace. As that is the only way out… but we have seen how the Dialogue have been done and that isn’t promising. It is only a ploy and a nice title like the Ministry of Peace, which has only been used to boost the war-effort. Therefore, the FDRE and their ministries has a job to do. The stakeholders has to be connected and build trust.
If not… this truce is as worthless as the ceasefire of last year. Which was only made to re-group and try with new offensives against the Tigray. Peace.
