A brief look into Maj. Gen. Abel Kandiho

I don’t think the US can risk engaging us in an offensive. The most they can do is just to impose sanctions and that is all” Maj. Gen. Abel Kandiho (Emmanuel Busingye – ‘CMI boss Kandiho brags about detaining US citizen’ 02.05.2021, Ekyooto.co.uk).

The Chief Commander of Chieftain of Military Intelligence (CMI) Abel Kandiho is now under fire, as his one man who is sanctioned by the United States Treasury. Maj. Gen. Kandiho was appointed to this position on January 2017. He has been ruthless as the leader of CMI and been unforgiving to anyone in his path.

Kandiho have followed orders, kidnapped and arrested people without any hesitation. While taking in Rwandese refugees and others too. He has even bragged about detaining a U.S. citizen during this calendar year. That’s the sort of fella he is.

As a leader of CMI his said to be uneducated and haven’t even finished P-7. The CMI is known for kidnappings, arrests, torture and murder of Ugandan citizens as well. The CMI isn’t a friendly security organization or a fair enterprise.

We also know that Kandiho have coordinated and worked with the RNC in Rwanda. He has supported and aided the guerrilla outfit, which works to overthrow the leadership of Kigali. The CMI have also supporter FDLR during his tenure. So, this man has no issues supporting militias and rebels who intends to overthrow a foreign power. That is all done on behalf of the State House and their intended missions.

Lt Isaac Rutagatina Sankara have written this about him: “Our P.7 graduate can’t even measure up to any responsibility. This has been clearly manifested in his methods of work and management style, that’s why he has even shied away from facing any committee in Parliament because he can’t even understand budgets and policies and this is an area where CMI should be having a big impact. On May 25th 2011 when US president Barrack Obama gave a keynote address to both houses of British Parliament gathered at Westminster Hall in his opening remarks he said that and I quote “Am told the last three speakers have been the Pope, Her Majesty the Queen and Nelson Mandela which is either a very bar or the beginning of the joke” Your Excellency the appointment of Maj. General Kandiho as the chief of military intelligence was a big blander and one of the biggest jokes in the intelligence circles” (Lt. Isaac Tutagatina Sankara – ‘#CMI_Files: The appointment of Maj Gen Abel Kandiho as the Chief of CMI and the implications of the appointment on both regional and nationa#cmi_files’ 19.09.2020, CMIFILES.Wordpress.com).

While on the other hand, there been reports, which was never verified that Rwandan government after the appointed of Kandiho as the CMI chief. They intended to send commandos to Kampala and assassinate him. He has worked in the early 2000s in Kigali, but he wasn’t a favoured character and maybe he earned his resentment for the Rwandese, because of his time there. However, that is mere speculations.

There also unverified information that the Maj. Gen. have been imprisoned twice. Some calling him a uneducated crook and a henchmen, who worked for gangsters in Kampala and pimps who sold prostitutes. However, that cannot be verified either. Nevertheless, if even a little of this is true. Than it says a lot about his character and how unfit he is for office. Neither educated and a thug who is just a brute without any concern for anyone else. Who just follows orders and directs his merciless attacks on civilians and dissidents of the state.

““According to analysts, this is another reason Rwandans are never tried in court. The charges against them will be bogus, and there will be no evidence to charge them in court. They will just torture them in CMI dungeons. Rwamucyo and Rutayisire would be transferred to CMI headquarters after some weeks in Mbarara, and by then the accusation had changed from “involvement in a robbery plot” to “illegal possession of weapons”. The same happened to Moses Ishimwe Rutare, a Rwandan businessman in Kampala who in December 2018 happened to step out of a church service to answer his phone. Unknowingly, he ambled next to the residence of Abel Kandiho where CMI men asked him to show his identity. When it was discovered he was a Rwandan they whisked him off to their torture chambers in Mbuya, accusing him of “espionage”” (Grace Kamugisha – ‘The strange case of arrests of ADEPR members in Uganda ‘ 05.08.2019, The New Times Rwanda).

In 2020, the Gahigi Safari wrote this story: “The movie was set in motion after Nyamwasa (who was scared that Rutabana was about to challenge him for RNC leadership) told his friend Kandiho in CMI to abduct Rutabana the next time he came to Uganda. Kandiho did. “Kandiho and Nyamwasa thought it would be just very easy to ‘disappear’ Rutabana – the way they normally kill people and no one asks,” a knowledgeable source said. “But with Rutabana they have run into a big problem. The wife and relatives have not stopped asking. The Western embassies (Rutabana has French nationality and Belgian residence), have not stopped asking. An American organisation has been investigating, and has released a damning report on both CMI and RNC’s Nyamwasa!”  So now, CMI is deploying their tools of misinformation, to try to fool people. It will not work!” (Gahigi Safari – ‘Seruga lies. Kandiho, Nyamwasa better produce Rutabana’ 04.07.2020).

So, it is easy to find stories and tales of grievances against Maj. Gen. Kandiho. It is too easy actually and proves the reasons for the sanctions against him. I am sure there plenty of stories, which I could gloss over in a hot minute.

Just as this is just two court case shows the pattern of the CMI:

1st: The grounds of this application are well laid out in the affidavit of Kenneth Munungu an Advocate but briefly they are that the applicant was arrested from Kampala in the morning on the 8th September, 2019 by plain clothed men who identified themselves as security operatives from CMI and ISO. Upon arrest, the applicant was taken to Mbuya Chieftaincy of Military Intelligent (CMI) headquarters and then transferred to the Internal Security Organization and back to CMI and thereafter his whereabouts became unknown. The applicant’s family members wrote letters to the French Embassy and to the Ministry of foreign Affairs in Uganda on the 28th October 2019, but to no avail. The applicant has spent 5 months in illegal detention, which unconscionably exceeds the constitutional limit of 48 hours and contravenes Article 23(4) of the Constitution of the Republic of Uganda. The applicant has not been tried in any court of law and that it is in the interest of justice and fairness that the applicant be unconditionally released from detention since the government has failed to charge him before the courts of law” (Rutabana v Director General, Chieftaincy of Military Intelligence & 5 Ors (Miscellaneous Cause 18 of 2020) [2020] UGHCCD 132 (05 March 2020), 05.03.2020).

2nd: “That on September 15 2018, the Applicant was arrested from his work place by intelligence officers (CMI) and detained at a safe house in Mbuya for more than a month, where he was kept and denied access to his family. That he was later informed that he would only be released once they got the information which they wanted from him. Instead the applicant was produced before Nakawa Chief Magistrates Court where he was charged with the offences of belonging to a terrorist organization c/s 11 (1) (a) and 11 (3) of the Anti-Terrorism Act, 2002; and Aiding and abetting or financing or harbouring acts of terrorism c/s 8 of the Anti-Terrorism Act 2002. That he was committed for trial on the 31st May 2019. That the Applicant has patiently waited for the trial of his case to start since then in vain, and owing to the busy schedule of the court, he is not certain when his trial will commence. That all the offences charged against the applicant are bailable by this honorable court. That the applicant is presumed innocent until proved guilty and his continued detention is a violation of the same right. That the applicant has a fixed place of abode within the jurisdiction of this honorable court and shall not abscond when granted bail” (Ahamad Ssebuwufu v Uganda (HCT-OO-ICD-CM 21 of 2019) [2020] UGHICD 1 (08 January 2020); 08.01.2020).

So, the CMI Chief doesn’t have a clean record, but a big one. If the CMI had the systemic reports of all the hidden reports about the arrests, kidnappings and how they detain people. Alas, also how the torture and killing of civilians as well. This would show what sort of horrific character the CMI chief is. His record will be bloodstained for life. He does this as a service to the Republic and the ones who has given his this career.

Maj. Gen. Kahindo follows orders and command. He is vicious and bloodthirsty. We will know more about him with time. This is just what I could access today. However, there should be reports written about his mischief. The U.S. sanctions on him only proves what he has done and what his willing to do. Peace.

Sudan: Sudanese Congress Party – A statement about the victorious December 6 million marches (06.12.2021)

Our victorious rebel people;

The hordes of revolutionaries and free revolutionaries rose today in the capital and the provinces, and the roaring processions overflowed on the millions of December 6, opening of the activities of the peaceful mass resistance to the coup in the month of the launch of the glorious revolution, it tightened its peaceful siege of the brutal coup and confirmed its complete loss of legitimacy. And revealed the failure of their desperate attempts to create a political or popular incubator to hide their bad act.

Our teacher people;

We in the Sudanese Congress Party salute the struggles and sacrifices of our proud people, and we support the honorable revolutionaries and revolutionaries in the forces of the living revolution in its various professional and partisan organizations and resistance committees.

We also condemn the systematic violence of the brutal coup forces against the peaceful processions, which led to the fall of a number of casualties and the arrest of dozens of honorable people, as well as the deployment of armed gangs and the orchestration of the burning of the Al-Safi police station in a new miserable attempt to stigmatize the movement as neutral from peacefulness.

And justifying the repression and violence of the hijacked state machine in favor of the coup authority, as they are open criminal tricks practiced by all dictatorial regimes to oppose their opponents, have not and will not deceive public opinion, especially with the rise of collective awareness and careful monitoring of all the course of the peaceful resistance movement.

We affirm that perseverance in the act of resisting the coup and escalating the mass movement and diversifying its means is our way to achieve the goals of the glorious revolution and the establishment of pure civil authority, and that we will make every effort to strengthen the unity of the forces of the revolution and continue the march steadily until victory is complete, the coup is dying and its vital signs are fading day after day, in return for more igniting the flame of the revolution, and the power of our people who are commanding and overpowering.

Long live our people free and victorious

Opinion: Lt. Gen. Muhoozi Kainerubaga states what we all foresaw [in concern to Operation Shujaa]

We shall not leave Congo until we have swept them down. They invited us by the mockery attacks, we are here. They will know what we are capable of” – Lt. Gen. Muhoozi Kainerubaga

The first son and the third ranking army commander of land forces in the Uganda People’s Defence Force (UPDF) Lt. Gen. Muhoozi Kainerubaga states what we could foresee. The Ugandan army is aiming to stay within the Democratic Republic of Congo (DRC). Which we could easily assess and by how it acts.

Everyone with a marble working could see this coming. We know that Lt. Gen. Muhoozi would boost his ego and his pride. That is what he does… he has no issues with violating other territories, but no one is supposed to violate his. There isn’t much or none oversight over the “Operation Shujaa”. The Parliament have been left in the dark and only gotten what has been told in the press. Therefore, the UPDF is ordered on it’s own and not deployed by law.

Lt. Gen. just proves what analysts have predicated. This mission which started on the 30th November 2021 and it will be a long one. They will not leave quickly and they will find ways to stay there. The Allied Democratic Forces (ADF) is a fitting target and they are behind the bombs in Kampala earlier this year. Therefore, the UPDF can say this is self-defence at this point.

Though, they are there on the mercy of FARDC and the DRC government. Lt. Gen. Muhoozi Kainerubaga doesn’t decide this, as his tehre on the merits and acceptance of the government of Kinshasa. This decision isn’t made in Entebbe or in Kampala. Nevertheless, he will boost his ego and sound braggadocios.

The agreement between the DRC and Uganda haven’t been leaked. Neither the stipulations or the articles of which keeps them there for now. Since, these hasn’t been released and doesn’t count on the Ministers or the ones in power to release it either. They rather keep the agreement close to their chest. As the joint operation with FARDC-UPDF continues.

Yes, the terrorists and guerrillas should be hunted for the safety of all civilians. That is without a doubt, but the merits of it and the proposed agreement for it. Should be released to the general public. So, that the UPDF can be deployed on the wordings according to law and not to whatever mood a Lt. Gen has or his father for that matter. Because, that isn’t how you hold the integrity of the territory of the Republic. When people can start to question the reasons and the real incentive for the mission or operation itself.

Lt. Gen. Muhoozi can stay in Beni and the Kivu provinces as long as he wants too, but he has no rights to overstay his welcome anywhere. Except for the places his appointed to by blood and not by his work-ethic. Peace.

Opinion: Your master will not pay you for your sacrifices… [the story of Sam Omala]

A picture from a time when Besigye was house-arrested in 2015

I was a real fighter, but they did not remember any of my efforts. I used to work, but the credit would always go to my bosses. I slept at Besigye’s gate for seven days during ‘Walk to Work’ protests but none of that was remembered” – Retired Assistant Commissioner of Police Sam Omala (Jonah Kirabo – ‘SAM OMALA: We saved this government but it has not appreciated us’ 06.12.2021, Nile Post).

The former Assistant Commissioner of Police Sam Omala forgets a vital part. It is tragic to say it, but it is still true. That he was just a cog in the machinery and someone who could be easily transferred or be replaced. There was nothing significant or special about him. He was just another pawn or a soldier, which could be exchanged with someone else. That is what the regime has done and his sacrifices haven’t born him any fruits.

No fruits for his labour or his work. Not like his boss IGP Kale Kayihura has gotten a splendid life after his career. Yes, he gotten off the hook and been able to live well. He got soldiers and people around him to defend his life. However, anyone else is easily disposable. Unless, they were part of the tribe or the NRA founding fathers, which can get plum-job to this day, because they are still breathing.

Omala has forgotten his place and role. He played his part and served what the President ordered. He did what the President and the NRM wanted him to do. They wanted him to stand in the rain or in the sun to suffer. That’s what he did and he served as the officer he was. Just following the chain-in-command and doing his duty.

No other police officer or soldier will get accolades, unless they would suddenly sniff out Kony in Central African Republic or be able to kill the clone of Idi Amin in 2021. However, neither will happen and nobody will get the praises from His Excellency. His the only man with a vision and nobody matters, unless, they are serving his interests.

Omala was useful, but he got old and wasn’t energetic to sleep in a chamber of government. This former officer doesn’t have the character or cruel mind to politicking his way into prominence. That’s why his getting nothing. He did his thing for the system and regime, but the same machine doesn’t care about the nuts or bolts within it. The mechanic only starts to bitch or repair when these parts doesn’t work.

The Uganda Police Force would have quickly either transferred him to an boring outpost in Acholi or be galvanized on the Mount Elgon. Instead, the man became an Assistant Commissioner and had some sort of title to make him matter. However, there will come other like him and they will not be cared about it.

If he slept for 7 days there… good for him. However, there been other officers who spent days and weeks on the gates outside of Besigye’s house. Surely, the guys who stood in the weather and pissing on the road-side feels like they matter too. In 2016, the opposition politician had a wrecking record of house arrest from the polls and it continued after he came back from Luzira and Moroto prisons. Therefore, Omala isn’t that special and could be changed for some other useful officer to serve injustice to the citizens in the service of the H.E and the Fountain of Honour.

Omala needs to chill. His neither a NRA hero or part of the inner-circles of the NRM. His not that special… that might hurt his pride. So, a family member should give him a cookie and a soda. Peace.

Sudan: Sudan Professionals Association – Procession Statement December 6, 2021 (06.12.2021)

The masses of our great people and their revolutionary forces went out in millions of processions today, December 6, 2021, in the national capital and various cities and villages of Sudan, and confirmed that the revolutionary attendance book on the third anniversary of the glorious December will be more radiant, bright and determined.

The people’s revolution continues until the uprooting of the putschists and their corrupt regime from the roots, and the establishment of the full transitional civil national authority according to a new revolutionary legitimacy is an uncompromising goal, and the construction of a Sudan of freedom, peace and justice is an imposition that cannot be undone.

The paid forces and militias affiliated with the Military Council coalition attacked the peaceful revolutionaries in a number of cities, and used excessive force and tear gas, and they still practice harassment and arbitrary arrests in the streets of the steadfast city of Bahri, and they pursue the peaceful revolutionaries who are returning to Omdurman.

It is another crime that is added to the record of shame and disgrace for the criminal putschists, and irrefutable evidence of the barbarity of their authority and their hostility to the people’s revolution and its goals in civil and democratic transformation.

The revolutionary forces will continue their daily work in diversifying the tools of peaceful resistance, millions processions will continue throughout the month of December until the defeat of the putschists and their fair trials for the crimes and massacres they committed against our patient people, and until the establishment of the authority of the revolution and the people stemming from the revolutionary forces and believing in radical change and its goals.

Pastor “Mama” Janet Returns: A lecture in school opening… and God’s healing…

Can you believe it is another brand new week? In Runyankole, we have a proverb that says, “Obushesha nibwira bwinganisa omwana na nyina” which when translated simply means, “The process of morning that turns to night makes a child grow to be like the mother.” (Janet Museveni – ‘School Preparation’ 06.12.2021).

After two years lost and no schools, as the schools continues a prolonged lockdown, which never cease to end. The Minister for Education and First Lady Janet Museveni …. drops another lecture and her pastoral needs to enlighten the world. The application as an evangelist or a becoming a pastor should be invoked. This is just a continuation of her sermons and it’s fitting in a church-setting and not in a ministerial post. However, we know “deity” and husband will not allow that…

When you understand that there’s absolutely nothing that happens in your life that God is ignorant about, then it makes you realize just how great God or His will is in your lives, generally speaking. That makes you understand that if you care only to do what God wants you to do with your life, it is necessary to pray continually to get His guidance. That is the purpose of prayer” (Janet Museveni – ‘School Preparation’ 06.12.2021).

This is supposed to be reassuring and it is… that someone above is having oversight and control over everything. However, it is a weakness, when someone in power and having a powerful office asks people just to pray. As the Minister and First Lady have access to everything and can with decrees ensure people get more help. It is ignorant of her to just ask people to pray. Her husband and the government can support and act upon the needs of people. If people are in trouble then her government should show-up and help. Not just be ignorant and let them plea for their suffering to the lord, which what she does here…

Is it possible that there are things you can only learn at home which you couldn’t learn while at school, things that He probably wanted you to explore while at home? Could families have failed to make time for other family members because everybody is too busy outside the home? And when the nations had these lockdowns, people had no option but to be at home, eat as one, talk to one another, and generally be together – what families were supposed to be and do in the first place!” (Janet Museveni – ‘School Preparation’ 06.12.2021).

Here she’s defending the prolonged lockdowns, because it has some beneficial meeting-points for families, as the family members are not able to be busy outside of the family. This is true, but it can also pressure the families and with the problems it has served as well. The government didn’t help the families and their dire needs. The ones living day-by-day only got small pieces of bread and not enough to sustain itself. So, trust me the times was hard and the times together wasn’t paradise. Like the Minister make things believe here. The lockdowns wasn’t suddenly abundantly time to spend with family boardgames and chatter, no it was a time of survival and ensure food on the table the next day. So, I don’t know what sort of image or lost chapter she is reading from, unless she only gets the memo’s from the rich elites, which is never close to reality of the common man anyway.

However, in Uganda, we have learned how many families don’t want to have their children at home, especially the girls. When they were forced to have them at home instead of at school, many gave their daughters away in marriage; others were defiled by relatives at home (some by their own fathers). So the school closures have brought out community weaknesses that we didn’t know

before, and we need to pray for clear solutions for those wounds that many families are now living with. That is why we will start a campaign that we hope will provide some answers and guidance for many of these girls in our society that are hurting. With God’s help, perhaps their wounds will find some healing” (Janet Museveni – ‘School Preparation’ 06.12.2021).

We knew about these ills, but the state would barely touch it. Now, they speaks of campaigns against it. However, the state who targets the NGOs and CSOs who helps these communities have been targeted. The state talks big game, but it all have to be solved by a campaign. Yes, these practices are bad and wrong. Some of these have been galvanized and become more rampant possibly in the lockdowns. However, the state could put into regulations and enforcement against people who does this.

The child who gets married or raped should get help. This injustice should get answered and the state has failed them, if they don’t do anything about it. God can help with the mental and be a shelter for the soul. However, the state should answer with proper laws, regulations and enforcement to avoid these things to happen. The state needs to take precautions and safeguards, which it haven’t when it let these things happen. Yes, some can never be stopped, because the people will initially do this. Nevertheless, that is why the state has various of agencies, ministries and law enforcement to stop these from happening. They have educated and enlighten the general public about these ills. Also, what sort of suffering that comes out of it.

God can help with some healing, but that’s not the answer here. The state can deliver much more and help the victims of these crimes. Also go after the ones who committed these crimes to the children. That’s what the state needs to do and this show how hopeless Janet is.

Enough of this nonsense and this lacklustre Minister, who is out of her league and needs some guiding in her role as a government official. Peace.
