TRANSITIONAL SECURITY ARRANGEMENTS REMAIN STALLED, FRUSTRATIONS GROWING
The delayed implementation of Transitional Security Arrangements, including the unification of forces and their redeployment, has contributed to growing frustrations amongst the people of South Sudan.
Speaking during its 20thmonthly meeting held in Juba yesterday, Reconstituted Joint Monitoring and Evaluation Commission (RJMEC) Interim Chairperson Maj. Gen. Charles Tai Gituai said:
“We are now past the mid-way mark of the timeline of the Transitional Period. The Parties are far behind schedule in implementation of key tasks. As we close the year 2021, therefore, we need clarity from the Revitalised Government of National Unity (RTGoNU) on its plan for the implementation of the outstanding tasks in the coming 14 months.”
“It is now over two months since the Presidency directed the deployment of three assessment teams to training centers in preparation for the graduation of Phase 1 of the NUF (Necessary Unified Force). It is disheartening to see that this directive of the Presidency has not been carried out,” he added.
In his address, Maj. Gen. Gituai further expressed concerns that defections of senior military officials mainly from the SPLA-IO (Sudan People’s Liberation Movement-in-Opposition) to the SSPDF (South Sudan Peoples Defence Forces), “erode trust amongst the two parties and public confidence in the peace process.”
Regarding the living conditions of cantonmentsites and training centers, Maj. Gen. Gituai said the situation is “dire and that the occupants continue to abandon the sites in search of food and other essentials for survival.”
“The situation has undermined the morale of security forces cantoned or in training and risks eroding their trust in the political leadership of the country,” he said.
“I would like to remind us that this is the last meeting before we break for Christmas and the New Year. I hope that we will return with concrete plans and renewed vigour and determination to bring durable peace, stability and prosperity to the people and country of South Sudan,” he concluded.

This here statement from His Excellency and the Fountain of Honour at the official launch of the National Lifestyle Audit Campaign on the Anti-Corruption Day. I wish it was made up, but it shows his intention and what he wants out of it. It is clearly a hallow mission and a launch. When the guy ordering and directing everyone around, says this to general public.
Yes, everyone with a working mind knows there is a need for funds and investment to start a business. It costs to trade before selling. Both in inventory, furbishing a location, taxes and registration to various government entities. As well, as the basic needs of salaries and other components to make the business legit. However, the President is setting a bad precedence here. He is initially saying that they are lucky having corrupt thieves to invest in building businesses….
“It is a curse to get wealth through corruption. I don’t want to give examples. God is up there watching. I can tell you he doesn’t bless people who do evil. Even the people who took slaves got problems” (Museveni, 09.11.2021).
What is funny about this… he gave an example with the 5 Star Hotel. I am sure there are several of companies built with these sorts of funds in the Republic. The President and his cronies knows this and they don’t want the IGG to look into them. I wouldn’t be shocked, if the President have directed the IGG or Auditor General to look away from certain people. Because, the State House wouldn’t accept the closest associates or family members touched by this. The President will for certain not accept all investigations or audit. That will hurt the patronage and his whole regime. Therefore, his worried that some of the big-men might be implicated or having corporations touched by it. That is just inevitable.
“You are fighting for money because I have generated money for you. The NRM has generated money for you. The UPDF has created peace. That is why you have the money to steal. There is no reason we should not do things correctly. The economy would grow faster” (Museveni, 09.12.2021).
This here is really typical. The President cannot come out without the army or the guns. The ammunition and the arms are the saving grace. It shows the lack of progress and status of governing. When you have to cling on the guns and the army to be the salvation from desperation. The UPDF shouldn’t be the safeguard of the economy, but keep the Republic’s territorial integrity. This is the misuse of it and how he operates the army to fix everything in the state. We know the UPDF is participating in the economy and using it as a means to his end. Plus, the directing of decrees from the State House also is compelling in this disregard.
When the President can utter words like this. It isn’t promising for the IGG. Nevertheless, we shouldn’t expect much either. The men who was done this grand corruption before has gotten of the hook, while the small-fish has been fried in public. That’s what we have seen. The big-men with connections gets away from the law, but the civil servant thieving a coin gets years to shave behind bars.
Nobody should be above the law and everyone should be equal before it, but expecting that in the Republic in 2021. Is asking a bit but too much sadly. Peace.




The past days and weeks have witnessed violence, killing and massive violations against defenseless civilians in separate areas of West Darfur and Kordofan, resulting in dozens of martyrs and large numbers of wounded, a number of villages and houses were burned and many properties were seized, to expand the waves of displacement from these areas, and these painful violations are still continuing until the time of writing this statement.
We in the Sudanese Congress Party have mercy on the souls of the martyrs, and we send sincere prayers to the wounded for recovery. We hold the coup authority fully responsible for these crimes and abuses, and we call on it to stop the bleeding of the pure Sudanese blood immediately, and we see that they are crimes that require rapid intervention to aid the wounded and aid the displaced, and then conduct the necessary investigations from the local, regional and international judicial authorities.
We also call on all parties to the conflict to calm down and exercise restraint, as these events reflect the consequences of the preoccupation of the People’s Armed Forces with politics instead of focusing on their professional duties, which led to a low level of security in all parts of the country.
These painful events confirm the necessity of enforcing the security arrangements in accordance with the Juba Peace Agreement, as they remained trapped in the words stipulated in the agreement without a real executive will, which increases the cost of damage to the real stakeholders.
Which is increasing day by day under the rule of the coup d’état, which must be overthrown by raising the pace and diversifying the peaceful mass action of resistance and the establishment of a civil authority that works to achieve peace on the land and preserve the blood of the Sudanese men and women.
