Burundi: OLUCOME – Instruire les services concernes a mettre en application la declaration politique de lutte contre la corruption (10.06.2021)

“You and I are the past c’est la vie, much respect girl
But now you’re my ex-girl and I’m out with the next girl” (Gang Starr – ‘The Ex to the Next Girl’ from Daily Operation LP, 1992)
Owek. Joyce Ssebugwawo took the ministerial office and the Forum for Democratic Change has now expelled her. That is bitter battle and a loss for the FDC. They have lost a founding member of the party, a former Buganda Kingdom Minister and an ex-Mayor of Rubaga division of Kampala. Until now, she’s been a trusted party member and been the Deputy Party President. Therefore, she has been important for the opposition.
That’s why it was shocking that she would accept the appointment of State Minister for ICT and National Guidance. That is the propaganda arm of the state. The one ministry, which has the mandate over the UCC, GCIC and Uganda Media Centre. All of them are all part of her new office.
It is really strange, but it’s been disclosed that Dr. Ruhakana Rugunda have had meetings with Owek. Joyce. If that has happened, it would all make sense. That he has discussed and maybe proposed a preposition she couldn’t refuse. Because, the ability to get a office and become a minister would be a dream. Especially, when she lost the race for Mayor in Rubaga Division and had nothing except for the ones in the party offices at Najjakumbi.
She has now later said as a result of taking the Ministerial Office. Joyce had to relinquish her position as Deputy President and ceases to be a member of the FDC. This says a lot and also shows what the politician is willing to do for a high ranking office.
Owek. Joyce have been willing to give up her whole career and the hardships of building up a party. That she has left behind the ones who gave her a role and made it possible to be respected there. She just dropped that and didn’t look back.
The FDC has already lost members to this before. There been deflections and people ceasing their membership for a role elsewhere. The party is allowing that in their constitution. Still, the strength and the loyalty to party is dwindling. The FDC has already lost plenty to the Alliance of National Transformation (ANT). Other has created their own ways like Beti Kamya and Beatrice Anywar. They are now also gone yellow from blue. Just like Owek. Joyce is doing too.
It seems like Museveni is able to offer them a safe-haven and fill their pockets. That’s why the previous ones left everything behind as well. Kamya even dropped her own party to become a yellow. Now, Owek. Joyce does it too.
Owek. Joyce knows the FDC. She has been building it and seen how things are going. Museveni must be grinning. His getting a big-shot and a trusted leader from the opposition. He just offered a minor ministerial post and she lost her credibility there.
That is really heartbreaking. This must shatter some souls in the FDC. To see a person who stood on the barricades and been so involved. Take the fist envelope she is offered. Owek. Joyce have accepted to become a sell-out and lose her standing. That comes with the title and the new pay-grade.
She might want to think otherwise, but she has sold her soul. Instead of continuing and finding new ways of being credible opposition. Owek. Joyce prefers the easy way out and wants to pampered after all the years of hardship. That is how it seems.
I don’t want to blame her. It is a cost and struggle to be in a direct opposition of a tyrant and a dictator. However, going into bed with him and betraying your spouse says a lot. She was in a long-term relationship. A sort of marriage, but she’s now divorcing and getting a new hubby. The one hubby she said she was never interested in and was the opposite of what attracted her. Still, she has now left the old love behind for the new flame.
I understand if that hurts some and feel torn about her decision. However, don’t expect a beautiful love-child and a fascinating romance. What you should expect is someone who will work tirelessly to prove herself for her new lover. While sometimes throwing stings at her ex. That is to come. Especially, when the leaders of FDC will speak their minds about the ruling regime. Peace.

“The retirement benefits of a Vice President include;
– A monthly pension equivalent to 60% of the VP’s gross salary
– A house purchase fund equivalent to 15,000 currency points (UGX 300 million)
– Two government paid security guards
– An allowance equivalent to 35 currency points (UGX 700,000) for their utilities (electricity, telephone, water)
– A chauffeur-driven car for town running with one county home trip once a month
– Medical care for the retired VP and his or her immediate family.
– Secretary (senior personal secretary)
– Two domestic staff.
– An allowance of 500 currency points (UGX 10million) for furniture.
– Further allowance of 250 currency points (UGX 5 million) to replace old furniture every 5 years” (NTV Uganda, 11.06.2021).
There been a long time a running joke that the Vice-President of Uganda is useless. Clearly it is a enriching enterprise and you can live lavish after the end of your term. It is a profitable job and appointment you could dream of.
Because, the years as the Deputy is clearly a nice pay-off. A safe investment and you can live with massive perks afterwards. You are maybe the butt of the joke for while. Being useless and the master of ceremonies.
However, after all of that. You get a good salary, a house, security and living the life of a VIP. The former VP can still live like his a high ranking official. He even get domestic staff to prepare his speeches and statements. They got to order his Chicken-Inn and fix his supper on time.
Former Vice-President Edward Ssekandi can live like a king or a high ranking official without any title. Just because he used to be the VP. He is getting all of this as a thank-you for having no initial ambition to takeover from Museveni. That’s why his getting these grand retirement plan.
If people only knew before. There would be more people signing up to this gig. There would be more candidates in the General Elections seeking to become this. They would have a chill job. Showing up to greet the President and attend burials as the state representative. That is such a great way of earning fortunes and getting secured for life.
Ex-VP Ssekandi will enjoy these perks for life. Just the other VP’s in the past. He will get this and get a retirement that really is hard to match. It seems like he can live like VIP and Special Envoy even when his not working for the state anymore.
There should be direct elections for this position and not be appointed by the President. The public deserve to pick the candidate directly themselves like they does elsewhere. If not have joint tickets in the General Elections. As the people deserves to know who they are giving this wealth too. They deserve this and that would have been sincere.
It is really rich of a Republic who is broke and borrowing funds to cover its expenses are doing this to its previous High Ranking Officials like the Ex-VP. The MPs and others are also getting a nice send-off as well. These folks have secured the bag and there is no doubt in that. They have voted and secured nice deals for themselves. That is a reality. Not only the VP, but other Honourables like the ex-VP. Peace.

In Burkina Faso, President Roch Marc Christian Kaboré on the 2nd June 2021 there was created a Special Forces (Forces spéciales (FS)). Their employment is directly under Kaboré control. They are supposed to support “strategic objectives” but their mission is classified.
This is a way to have a specialized trained unit that the President can order directly. Initially having a operational Presidential Guards or militia to do the favours or fulfil the possibly needs of the President.
It is not new for a President to have Special Forces. Kaboré isn’t inventing the wheel or anything. His just following a trend and has a “private” army at their disposal. With this sort of move the President has something very useful and powerful with just a snap of the fingers.
Especially, considering their missions are classified. That means only the President and a few anointed individuals can know what it is doing and for what reasons. There will not any accountability or transparency in their supposed efforts.
Kaboré now has his own guns… he has an small unit of undisclosed size or possibilities. As it is just created and there wasn’t a measure of how big or what sort of structure it will have. We don’t know how many who will be deployed or be part of the Special Forces. But no matter what… it is still a classified unit run by the President.
That says a lot and gives him vast power. Where he has trained soldiers and possibly special trained soldiers, which can do harm and also do the bidding of the President. That wouldn’t be shocking and this can be used when in need.
People should be worried about this. Not only that its a Special Force, but that its mission is classified. This gives the President all the freedoms of the world and no accountability for the acts it does.
Kaboré what’s your game and why is their missions hidden? Peace.
