Due to the confusion created by a particular splinter group, organized and financed by external body, from the Oromo Liberation Front (OLF), our organization was required by National Election Board of Ethiopia (NEBE) to conduct an extraordinary General Assembly meeting to clear this confusion, particularly in the leadership. The National Election Board of Ethiopia (NEBE) has also supported the intention of OLF to call a general assembly to resolve the confusion around the OLF leadership before the forthcoming National election. To this end, OLF Preparatory Committee priorly elected by Central Committee, and since then started working toward its implementation according to our constitution and internal procedures of conducting a General Assembly. NEBE is informed by formal letter of this committee to this effect. In the meantime, the committee has continued closely working and making appropriate communication. For instance, we have been formally updating NEBE with our progress and milestones of organizing the Assembly. At the same time, OLF has been appealing to the NEBE to facilitate the Assembly by, for example, opening our headquarter office in Finfinnee, which was closed forcefully by Addis Ababa police force. Even, OLF has written an official letter on 25/02/2021 to the NEBE demanding to facilitate the opening of our headquarters and create a conducive environment for the Assembly to be held.
As can be recalled that on 01/08/2020 the Addis Ababa police commission forcefully closed our headquarters without due court process. Since this day, our headquarter was under the Addis Ababa police commission’s surveillance who oversees all the activities that take place in the office and around the compound. However, according to the information we are receiving, an illegal conference is currently taking place in the office by a splinter group with heavy government police presence. Based on the information we had, on 12/03/2021 OLF has written an official letter to the Addis Ababa police commission to stop this illegal meeting before it is being held, and failing this, the police commission would bear the responsibilities they took when they evacuated us.
We believe that this conference currently running in our headquarter is entirely illegal and should not be allowed to a splinter group. Also, this is a lack of accountability to the body that knowingly concedes this unlawful conference. The splinter group has no legal ground or constitutional mandate to undertake this General Assembly, which also violates the organization’s constitution and internal procedures and the NEBE registration rules of A6112/2019. It is important here to note that the Addis Ababa police commission has no legal mandate to allow this splinter group to carry out a conference in our office without the chairman of the organization’s knowledge and endorsement, particularly after forcefully vacating us, the OLF leadership, including the chairman, staff, and members since August 01, 2020.
Therefore, the OLF would like to inform the Oromo people, the Ethiopian peoples, and the international community that illegal, unfair, and political sabotage is taking place against OLF and push out the country into more chaos. The whole responsibility lies on the government and its institutions on the impact of this illegal act.
We would also like to demand independence and impartiality of key institutions again in the country, including the NEBE, the judiciary, and the government’s law enforcement branch, particularly the Addis Ababa Police Commission to correct this gross mistake.
We thank our members and supporters for their vigilance and total boycott from this bogus meeting and call for continued perseverance to protect their organization.

The Uganda National Airlines Company Limited (Ltd.) was registered in March 2019, but incorporated on the 30th January 2018. That was done with shares both in the Ministry of Works and Transport (MoWT) and Ministry of Finance and Planning & Economic Development (MoFPED). That happened after scrutiny of it was all operating and who was really owning the company.
With that in mind, the statements or quotes from the Auditor General Reports of February 2021 isn’t helping the company either.
As it states this:
“Whereas Government had invested a total of UGX 934,840,887,000 and reflected it as an investment in the Treasury records at Ministry of Finance, only an amount of UGX200,000,000 was shown as Share Capital in the company statements, the rest of the amount was shown as Share Application Funds. The processes for recognition of the Government investment in the company have not been undertaken to enable appropriate treatment and reporting in the company’s books of account” (Office of the Auditor General, February 2021).
This here proves the problematic aspect of ownership and hows it still not operative. The Company is still not addressing the “owners” and what sort of role the government have in it. Still, the government is providing funds for it and investing in it. But… we cannot know who is owning it and what percentages the state has. That is obnoxious… and outrageous at this point.
It doesn’t help that this is the current results of the company:
“The company was unable to realize its planned revenue, yet the expenditure on operations was way above projected costs. The company only realized US$ 9,985,495 (10.8%) of the project revenue of US$92,863,811. On the other hand, the company incurred expenses that were beyond the planned costs and its actual revenue. For example; the company spent US$29,220,933 on direct costs, US$3,606,965 on indirect costs. As a consequence, the company incurred a net loss of US$27,477,513 in the year” (Office of the Auditor General, February 2021).
The company projections was clearly out of whack, but it also came in a year of the pandemic. So, the help of tourist and tourism to gain passengers went in the wind. However, the company is a pit-fall of money loss and wastage of public funds. They have spent money they don’t have and earned mediocre or nearly nothing while having huge bills. That is not a good way of running business.
It is also striking about who will pick up the bill and who will write-down the losses of this company. As the government involvement and unsure owner structure should make people question whose role is it to pay for the costs, which the company have created last year.
The Auditor General quotes isn’t strengthening the company nor its projections. Only that its a money pit and someone has to cover it. It has a higher burn-rate of cash than what it earns. That is a company running towards bankruptcy. One way or another. The government can save it again. It can save it another time too. However, how much value does it add and what services is the public gaining from such a company?
That is for someone else to answer, but there is no proof of now. That the state or the Republic needs this. It is a vanity project and flying high without money for gas (jet-fuel). Peace.

President Yoweri Kaguta Museveni’s Military Advisor Lt Gen Proscovia Nalweyiso is quoted by the state friendly internet outlet Chimreports.com. where she have said this:
“I don’t think when security personnel is arresting a person they first ask them which party they belong to. We have to get rid of the criminal whether or not there is an election” – Lt Gen Proscovia Nalweyiso
Lt. Gen. Nalweyiso also said that they would carry on with the arrests. This is meaning the state has no plans of stopping the “drones” or “Panda Gari’s” of our time. The National Resistance Movement (NRM) and all its security agencies will continue to persist. Especially, when people like she says it so vividly in the government friendly press.
She is a known power-broker in the State House and a trusted aide of the President. Therefore, her words matters. Lt. Gen. Nalweyiso is also the highest ranking official in the Uganda People’s Defence Force (UPDF).
So, when the Lt. Gen. Nalweyiso is supporting and standing behind the ideal of keeping people incommunicado, kidnapped, abducted, tortured and extra judicial-killed. Then you know they will continue to do this. As she knows the hallow halls of power and is a trusted person of the “high above”.
This is the message the State House wants out and also intimidate the public further. The State has decided that these people are “criminals” even without trials, charges or even sentencing. That is alarming, but its fitting the narrative of the President. Which the other day called them “treasonous” and called their acts “treachery”.
Her message today fits that one. As we are supposed to accept the state is arresting opposition members, activists, candidates and leaders an-mass. That is okay, because the state deems these civilians as “criminal” even without any proof or evidence of their supposed criminal activity.
Usually a criminal would be arrested on “criminal intent” or actually have acted criminally. That means a person would have acted upon a criminal conspiracy or done the deed, which is breaching the laws and could be charged for doing so. That would depend on what law the person broke and what sort of charge the person get before getting sentenced and possibly serving time. This should be common knowledge and also a safeguard to not arrest citizens on the whim, but actually with evidence of their crimes or criminal intent. However, in the regard to “drones” and “Panda Gari’s” …. that is all thrown out the window.
The state can deliberately … arrest and do “unlawful” activities without any proof or evidence. They are just organizing these illicit activities to undermine the opposition. The state is not doing this too its own or affiliates with the NRM. No, they are currently tarting the National Unity Platform (NUP) and also the Forum for Democratic Change (FDC). This is happening so rampant and people is later deposed off and dropped randomly dead as well. Therefore, life is very cheap in the republic and you doesn’t have any value to them, if you are associated with the opposition. That is proven now by definition of how they are addressing the misuse of law enforcement to detain people in ungazetted “safe-houses” across the Republic.
Lt. Gen. Nalweyiso is defending this and says it will continue. They will violate the rights of the citizens and their liberty. They are not allowed to assemble, to associate or even acknowledge open support of someone who isn’t Museveni. Because, if you do that, the state is allowed to arrest you without any sort of legitimate way or due process. There is no “equal before law” as anyone they take in or abduct is “criminal” and “treasonous”. They are deserving this and the state just acted accordingly. Which is insane but the sad truth here. In the February 2021 Office of the Auditor General Report it states a very simple fact. The state has created more local government entities than it can manage to pay for. They have in this instance created to many Town Councils and therefore, they cannot afford to operate them. It is a total of 356 Town Councils, which they cannot afford to pay for.
The Auditor General Report says this:
“Government has over the last years created a Local Governments particularly Town Councils which should be financially independent from the Districts from which they were created in line with Section 79 of the Local Governments Act. Records reviewed indicated that Government had created a total of 584 town councils by June 2019/2020 out of which only 228 have been approved by MoFPED for direct access of resources from the national budget. As explained last year, it requires on average UGX.1.8bn to run a Town Council. This implies that the balance of 356 town councils would require approximately UGX.640.8bn for both development and operational costs. Failure to fund Town Councils significantly affects the ability of these Town Councils to Operate and deliver services. It appears that Government is increasingly finding challenges to provide the required funding for the newly created Town Councils” (Office of Auditor General (OAG) Report – February 2021).
It is telling that there is existing 584 Town Councils in the Republic, but there is lacking funds for 356 Town Councils, which is about 60% of all of them. That says how mismanaged the Local Government organization is. They are just creating more constituencies for the elections, but not thinking of how to cover the costs of actually having them. That is why this is so prevalent.
This little passage of the OAG is only about Town Councils, but is a part of a bigger problem of the gerrymandering. Where the state is creating local government bodies without any considerations of the costs. This is why 60% of them lacks funding and cannot afford to be operational. This says it all.
This is how the National Resistance Movement (NRM) is “securing your future” or delivering “steady progress”. Peace.
