BENI, Democratic Republic of Congo, March 11, 2020 – The observation period of the last people to have come in contact with an Ebola patient in the Democratic Republic of Congo ended today, another significant step in the efforts to end the outbreak. The 21-day follow-up for the 46 contacts elapsed at midnight. The majority of the contacts were monitored in the homes in the north-eastern Beni town. They had all been in contact with the last Ebola patient to test negative for the virus on 2 March, and who has since been discharged from a treatment centre. Eleven of her family members had chosen to stay at a voluntary isolation site run by the World Health Organization and the DRC Ministry of Health until the end of the incubation period. They all returned home together.During celebrations to mark their release from the isolation site, the mayor of Beni, Jean-Edmond Bwanakawa Nyonyi, reminded people to stay vigilant until the end of the outbreak was declared by the Ministry of Health. Although no new cases have been reported, Ebola response operations remain in full force. Critical ongoing activities include validating alerts, testing suspected cases and confirming the cause of death of people who pass away in communities.
In the week ending on 8 March, 4 039 of the 4 138 Ebola alerts received were investigated. Among the investigated alerts, 342 were validated as suspected cases requiring testing and medical care. In the same week, more than 366 000 travellers were screened. The Ebola response teams remain in place to quickly respond to any flare-up which may occur. Given the long duration and the magnitude of the Ebola outbreak in North Kivu, South Kivu and Ituri provinces, there is a risk of re-emergence of the virus in the lead up to the declaration of the end of the outbreak, and for several months following that declaration.
Even with robust surveillance systems, transmission of Ebola virus outside of groups under surveillance can never be definitively excluded. Ebola virus may persist in the body fluids of some survivors of the disease for long. The virus may persist in used injectable equipment (infected needles, syringes or vials) for several weeks. Ebola exists in an animal reservoir in the Ebola-affected region of the DRC, and there is always a risk of a new spillover.
It is the role of the DRC Ministry of Health to make the official declaration of the end of the epidemic. The World Health Organization has provided technical guidance suggesting that, if no other cases are confirmed, the current Ebola outbreak should be declared over after two 21-day incubation periods have passed, starting from the day the last Ebola patient tests negative for the second time and is released from treatment.


There are one of those days, when you let your anger strike you too hard and you write something in an infuriating state. Where you mind boggles the facts and deeper understanding of the things. What the Ugandan blogger based in Canada did was very easy microwaving the message without considering the implications of it. Like, the Opposition should react, instead she said it shouldn’t campaign or shouldn’t even try create change. If she got her will, the demolition of opposition would be fixed. Mzee, Bosco or Mr. Sunday would be very happy, because people listened to Nangalama. They put down their swords and became silent like graves.

“Ugandans should be demanding from their opposition leaders why their kids are being killed. Opposition leaders should not be taking the killings as political capital. They should suspend all their rallies, consultations and kwekalakasa to demand justice for the dead and imprisoned. You surely do not think we have opposition in Uganda. All of this happens because People Power Movement (PPM) are seeing their activists killed and associates being murdered. She is initially stating that Robert Kyagulanyi aka Bobi Wine is wrong and doing it badly.
As she started her piece like this: “Bobi Wine should sack his media team and hire a professional. Capitalizing on the death of two young people is not my cup of tea. Those two kids are in the same age group as my kids so I fly to Toronto, Canada to capitalize on deaths!! With a poster like this. Who is gonna raise their kids? The opposition needs to learn from Gen. Mugisha Muntu” (Martha Leah Nangalama – ‘People Power Movement Should Not Use Death for Cheap Political Capital’ 29.02.2020).
It is like this have never been done before, all political movements has had their martyrs, especially the ones who fought against a junta or a miltiary dictatorship. Because, the junta will use their force, because they have no other methods of control of dissidents. That is why the opposition is so split and attacked by the authorities. All means are used against them, even killing by trying to stop the opposition from gathering or even assemble in public. This is something Nangalama knows, but doesn’t care to dig into. Maybe, that isn’t important to her?
She just want friend sheep like Mugisha Muntu, whose loved by the NRM and whose so pragmatic, that he cannot even pass a street without asking authorization by the local RDC. That is how it seems. This from the lady from ‘Peril of Africa’, the lady who always goes hard. However, here she went a bit left. Especially, if she yearns for change or more of the same?
It is like she wrote in rage, I understand and we both agree. That no one should die because of politics. Each life taken is one to much. However, the brutal reality is that the army, all security agencies and so-on use all means to shut-down the opposition. They know everything, because the opposition needs to notify and spell out their activity to the authorities. Therefore, they got no way to hide or escape the armed forces, either if they like it or not.
In that reality. She wants a compromised leader, a leader who doesn’t dare the authorities nor the structure itself. A man whose not honest in his approach to his start-up party Alliance of National Transformation (ANT). She accepts this, because, she wants that easy-picking approach. Not even use the ills against you. However, Muntu like anyone else uses burials and funerals as rally grounds for political messages, but that is cool right?
I understand her frustration, as the dead is named and put on like martyrs. No one wants to have that. No movement wants that, but when your fighting the powers to be with all their forces. They use all means to stay in power. They are not redeeming or a forgiving organization. No, they come with bullets, tear-gas and prison. This she knows, but wants them to silent and not speak up about it.
Only lay-down and die. Not speak out, not address it or continue. She wants suspensions and not civil disobedience. If you think that works, then you will give life to the Movement for a few more decades and a Muhoozi Presidency when Yoweri “calls it a day”. Because, why fight them or undress them at all?
When you want men like Muntu? Why even use time to blog or speak of the ills of society? Only when it doesn’t cost? Should the opposition suspend it all and really die? In your eyes, they are dead anyway?
I am sure Kizza Besigye and POA will disagree with that. The same will Bobi Wine, who you disagree with. There are opposition, but nearly impossible to do party work or assemble. If they do so, there is costs, there is pain and suffering. Unless, people stand up against that. The cycle of violence, arrests and misuse of power will continue. However, the stance in her piece. Isn’t creating anything positive. It is neither showing any will of stopping of it, but instead giving ways to the authorities who is sanctions this actions towards the youths who dies for their political affiliation.
Even if I believe it comes from a true place, that Nangalama means well. It doesn’t serve anyone. Except for the ANT and Muntu. Who easily speaks with everyone, but is of no concern to the State House. That is why his out there. However, the ones who is a of a concern and who creates fire is dismissed and said to lay their tools down.
How will that generate change? It will not, especially, if the ones whose new and who has the youth behind them. Suddenly, supposed to suspend their actions and be silent. Not even try to be relevant. That is reality of what she wrote. Because, of the deaths and the usage in public. The PPM and Bobi Wine should lay their tools down and not do anything.
With that sort of thinking, Bobi Wine is never winning. It is just the matter of which ways he looses. He looses if he acts and looses if he stands down. He cannot even participate without someone saying his actions are wrong.
Wonder if Nangalama thought of that? I didn’t think so. Peace.

The Office for the Coordination of Humanitarian Affairs (OCHA) held an Oral briefing by the Commission of Inquiry on Burundi, at 43rd Human Rights Council session on the 9th March 2020 ahead of elections later this year in Burundi. What was said there is interesting and the international community should look into this. As the monitoring of the situation on the grounds are hard, as the authorities and government of Burundi has blocked it.
This is clearly 8 risk factors ahead of the elections. This can be as bloody and a big off a crisis like around 2015. As the state is in a worse situation, than at the last go-around. The state is more violent and brutal. Because it has gotten away with it and can continue with the evil spiral against enemies without any fear of repercussions or even sanctions. They are just left alone and can clean their own slate.
The risk factors ahead is on political, economic and security instability (1),
climate of impunity for serious human rights violations (2 & 3),
existence of intentions and motives to resort to violence (4),
capacity of diverse actors to resort to violence (5),
lack of solid representative and national civil society (6),
enabling circumstances and a conducive environment to violence and human rights violations (7) and existing triggering factors for violence (8).
All of those points are here explained by the oral briefing, which is stating the reality on the ground. It is bleak and not rosy. This here is not grounds for a free and fair election, but for a bloody enterprise keeping CNDD-FDD at power, at any cost and with all willpower existing.

“The second and third risk factors related to the widespread climate of impunity for serious human rights violations, recent and old, and to the weakness of State structures able to prevent or halt potential violations remain relevant. Given that the related indicators have more of a structural dimension, there has not been any significant evolution during the last months. “Concerning risk factor n°5, the capacity of diverse actors to resort to violence and to carry out violations, the recent security incidents are all reminiscent of the existence of different armed groups and their capacity to intervene on Burundian territory. ” (OHCA – ‘Oral briefing by the Commission of Inquiry on Burundi, at 43rd Human Rights Council session’ 09.03.2020).
“The lack of motivating factors such as a solid, organised and representative national civil society; and free, diversified and independent national media (risk factor n°6), has seen an increase. “With regards to risk factor 8, i.e. the existence of triggering factors such as the holding of elections, we note the ongoing preparation of different ballots between May and August 2020, and some aspects of the electoral process have already prompted some questions and concerns” (OHCA – ‘Oral briefing by the Commission of Inquiry on Burundi, at 43rd Human Rights Council session’ 09.03.2020).
That is enough for now. The 8 risk factors are active and the worrying signs are all there. Let see, if there will be any outrage or if people let it slide. Since, this is the wrong zip-code to worry about. The enemies of the state can just die and be violently taken away. This is what the authorities and continue to do. Elections tend to amplify it too.
We can rest assured that election violence occure, it is sponsored by the state and to significantly impress their master. That is what they do, what we cannot know is to what extent and how many victims that will be counted. Every single life touched by this is one to much. However, don’t expect an outcry or such. Only bitter silence, as several more lives get taken away on the mantle of reigning supreme. Peace.





If you think it could get darker and more grim under President John Pombe Magufuli and his Chama Cha Mapundzi (CCM). Well, today is dawn, the sun has stopped shining. This is ahead of elections and CHADEMA 9 is sentenced in Dar Es Salaam. Expect more Opposition leaders to be detained. For holding rallies in their constituencies.
Today, CHADEMA National Chairman Freeman Mbowe together with Halima Mdee are both sentenced together with 7 others. Mbowe was guilty in 12 out 13 charges against him. The MPs holding their meetings or rallies was not seen as valid. They had permits, but they moved, therefore, seen as unlawful assembly and civil disobedience. Meaning they are guilty too. This is a clear message from the judge and the authorities.
Earlier in the day, the people who tried to stand around and demonstrate for CHADEMA and the accused was all picked up on pickups and arrested on the spot. The Anti-Riot Police was outside securing the premises. Several of citizens was picked up and arrested by this measure. As plenty of people wanted to gather and follow the judgment in Court today.
This means today, the CHADEMA 9 is ready for conviction and serve time as political prisoners. The leaders of opposition, arrested and detained by the authorities. In measures beyond the greatness of the United Republic and its history.
The CCM is now shambolic in its affairs, as they are targeting every single opposition party and leaders with criminal cases and sentencing them. We can clearly see, there is no bound and the laws are made to criminalize the opposition. As we are never seeing the same efforts being done to the CCM’s own.
Today is a grim day. CHADEMA was targeted and now lost several high ranking leaders. God knows for how long, but this case is significant because of the stature of Freeman and Halima. Tanzania isn’t free, only CCM is free. Peace.
