Opinion: Rukutana MP as an Minister is another scandal in the making…

Mwesigwa Rukutana, the Rushenyi County MP since 2001, who now has gone from being the Deputy Attorney General to be appointed yesterday as the Minister of State for Labour, Employment and Industrial Relations. His been within the upper-echelon since the 1980s, as he was a Minister of Lands between 1986-88. Therefore, his a man whose served in various position during the era of National Resistance Movement (NRM). So, that his returning from the Office of the Attorney General isn’t shocking.

Rukutana was implicated in the CHOGM Money Scandal, Land Commission Scandal, Commissioning the “Presidential Handshake Report”, Green-lightening the “Coffee-Scandal” of Salim Selah and so-on.

Rukutana is one of the most corrupt gentlemen in the Cabinet now. He would be close to Amama Mbabazi of historically corrupt gentlemen. Surely, Jim Muhwezi, Sam Kuteesa and Salim Selah would be part of the top 10. But, Mwesigwa Rukutuna would join them. His now in-charge of labour and surely will find some ways to find kick-backs to pocket. If he doesn’t he isn’t real to himself nor his mission in life, which is to eat.

Now, even just months ago since he was kicked of a land probe after “misconduct”. And you know something is up with the guy too, when he advices the state not to Audit the Uganda Telecommunication Company (UTL).

Therefore, his something else, his an corrupt soul, who know has more power. Since, his gone from being the Deputy Attorney General to become a minister again. Surely, there will land scandals in the foreseeing future. As his been entangled in plenty and there are more to come.

We would be shocked if he wasn’t rocked by more scandals in the future, especially now that he hold yet another office in the Republic. Peace.

Nantaba MP terrible year: What about Robert?

Aidah Nantaba MP was sacked as State Minister for ICT on 14th December 2019. She was appointed first on the 6th June 2016. The Kayunga Woman MP, she’s been an MP since 2011 and was involved in bribing and scamming herself into a second term in 2015. Therefore, even with her close association with the State House. She has ruffled some feathers of late and was now dropped by the President.

During 2019 things has started to unravel for her. She’s faked an assassination plot, which the Attorney General and the Director of Public Prosecution have already dropped. Still, the actions made by her and her security guards will be remembered, as the citizen Robert Ssebulime was killed on the streets on Kampala on the 24th March 2019.

That fatal march day has haunted her, even as the Public Prosecution or the Authorities has dropped the case in September 2019. Still, that doesn’t mean the case is solved or the remaining criminal affair is gone away. It is just that for now, the state hasn’t acted upon it or haven’t investigated it, because of her association with the State House.

However, her star is dimming, the MP is still a representative in the 10th Parliament, but she’s not a State Minister. Neither does she has the trust of the President. That’s why she’s dropped, after the crying out against the mafia wanting her dead. While there was only a citizen loosing his life, because he crossed the path of the MP.

That Robert haven’t been answered for, that the MP faked an assassination story and gotten away with it. Is one of the worst stories of 2019. Since, the MP knows this and she has to live with this. Even if she’s never has to answer for the bullets nor the acts made by her guards. Aidah should know that his blood will always stain her.

Not the talk on TV about a deep state Mafia. Not the talk of fear and lack of trust. That will not be remembered in the same regard as the killings of innocent civilian on the 24th March 2019. Yet another fatality of the high ranking officials, that will never get an answer too. There are plenty more Robert’s, but they are not directly connected with Aidah. Still, they shall not be forgotten either. They all deserve justice, no matter what.

That Aidah Nantaba, the MP was axed from Cabinet now is bittersweet, it should have been the moment she lied and faked an assassination plot. The moment she continued the negative spiral and tried to make Robert into a villain, when her guards was the ones firing arms. Still, to this day the reality remain unresolved and no one has answered for his death.

That’s why I don’t feel sorry that she’s dropped and gone. However, with the knowledge that she was shady in 2015 to get through Primaries. Nantaba would do the same in 2020, as she is ready for a third term as an MP. She knows that her crimes isn’t touched, as she’s still apart of government and has machine behind her. Even as has been dropped for now.

Not like that has stopped anyone before, she’s dropped now, but might get an appointment in 2021. Don’t be shocked. This is just a hope that people forget Robert, before hiring this “Young Turk” again. Peace.

The New Age-Limit Cabinet

If you thought the loyalty to President Yoweri Kaguta Museveni wouldn’t pay-off, you would be naive at this point. Yesterdays reshuffle of the Cabinet is all about loyalty to him and his causes. It isn’t about the betterment of the Republic, neither having people capable of greatness. These ones whose been appointed and whose gotten a new role in the over-bloated cabinet is all there because of their role in the abolishment of the Age Limit in the year of 2017. The ones who fought, put forward and whipped the National Resistance Movement (NRM) behind the banner of the President.

There where all vital for the MPs to vote for the bill on the 20th December 2017 and that shall not forgotten by the President. That is why these are the ones of the Age Limit Cabinet, the ones whose supported and joined the Self-Styled President for Life and it’s paying off. Even if it possibly only for two years as 2021 looms.

Here is the “honourable” list of MPs whose now apart of Cabinet!

Raphael Magyezi, Igara West MP, appointed as the Minister for Local Government. The man who issued the “Private Bill”, the Age Limit in 2017 and has suffered the consequences of doing so. Now, his finally promoted by the President and offered a cabinet role for doing the dirty work of the President.

Jackson Kafuuzi, the MP for Kyaka South in Kyegewa district is appointed the Deputy Attorney General and the minister for water and the environment. At one point in 2017, the MP was called on radio the “wife of Magyezi”, which is an insult and remark made to him, because his support of the abolishment of the age limit. However, the same MP has shown his loyalty with how he disregard everything about Gen. David Sejusa or Tinye aka Tinyefuza. So, today he was awarded for his loyalty.

Judith Nabakooba, the Woman MP for Mityana District. She’s been appointed as the Minister for ICT. The former Police Force spokesperson, who became an MP in 2016 and since then shown loyalty. She voted for the Age Limit.

Denis Obua Hamson, the MP for Ajuri County. appointed the Minister for Sports. Who was a part of the Legal Committe who approved the Age Limit.

Peter Ogwang, Usuk MP appointed as State Minister for ICT, another big supporter for the Age Limit.

Robinah Nabbanja, Kakumiro district Woman MP. She was appointed the State Minister for General Health. She was also very proud of “whipping 291 MPs” for the Age Limit. She has also skipped all the rules committee meetings as an MP.

There where the MPs who was picked. Magyezi MP will be synonymous with the Age Limit bill. It was his private bill and he will forever be the one who put fresh air into a prolonged presidency of Museveni. The other ones has played their parts, both in Committees, in public and stood behind the bill in various of ways. That is why they were hand-picked now and gotten appointed. Since, the President want to show them appreciation and give back for giving him two more terms.

That is the reality of it all. That he will have the ability to rule to 2031. Because, the new clause of two terms. Means, the President can initially reign through the 2021-26 and 2026-2031. That is if they are sincere and using the law. Even if the President has already has had 6 official terms and 8 unofficially already. Therefore, the ones who gave him way for more. Did it only for personal gains and not for the betterment of the Republic.

That’s why the appointments yesterday are pay-offs for standing behind the banner, spreading the word of the President and showing him loyalty. They were all there for the sole-candidate and that’s why they gotten a bigger role in government. Now they have to prove their worth on a grander scale. Peace.

Opinion: Chief Ndiweni removal is out of Smith’s Playbook

Chief Ndiweni or Felix Nhanhla Ndiweni of Umguza district in Matabeleland North Province has been arrested this year, he has been bullied by the state and now in the final straw. That his been deposed or removed by the Ministry of Local Government and Public Works. That’s all because of his recent actions. The irony is that the state is now doing the same as the ones they was liberated from.

They are already known for the same tactics of oppression, arbitrary arrest, abductions and whatnot of court orders from the Rotten Row. Therefore, the acts of this week to depose Chief Ndiweni is just similar to the acts of Ian Smith, as he deposed the ones who stood against him. Now President Emmerson Mnangagwa and his cronies copies Ian Smith.

As they are initially following the same program as Smith:

Incidentally, the chiefs and headmen are government employees, paid regular salaries, and therefore, expected to carry out government policy no matter how much they may happen to disagree with it. Not surprisingly, they have found very little to disagree with the government on. Chief Tangwena, who has been feuding with the government recently over tribal land which the government had declared European land,is probably an exception” (Vincent Khapoya – ‘African Political Actors in post-U.D.I. Rhodesia: Resistance or Accomodation’, Ufahamu: A Journal of African Studies, 4(2), 1973).

So, the Zimbabwe African National Union – Patriotic Front (ZANU-PF) has the same expectations as the Rhodesian Front (RF). They are acting alike with the suppression and deposing of chief Ndiweni. They deposed Tangwena in 1969 and now the same happens 40 years later.

This was even said about this back-then by Dr. Elisha Chambadzwa Mutesa, who was on charged by the state for saying this in a speech on the 1st November 1969: “There is in this district (Makoni), a king, that is King Makoni, and I guess, for his own reasons, he has accepted the name, Chief, which is inferior to that of King or Mambo Makoni. It’s not enough –listen to me –it’ s not enough to be called, King, unless you can rule your domain. It’ s not enough to be called King when you have to solicit from an outsider who gives you twenty pieces of silver per month. And then with these twenty pieces of silver you sell your own people. Some time ago, we had Rekayi Tangwena, Mambo Tangwena (a former ruler, deposed by the Smith regime). There is a man who was made ruler by the African themselves. He had no ring around his neck or marriage with Smith. (Applause)” (Washington Notes on Africa – Volume. 11, Number 2 – ‘Cabral in Washington’).

So, now that ZANU-PF have followed the same paradigm. Removing or deposing on Chief because he spoke out against them. Since he defended the rights of citizens and therefore gotten into trouble. Both legal and personal, the state are taking away his salary, his car and regalia. While they are anticipating to put someone else in as a chief. Whoever that might be, will be in the shadow of Felix. Since his the man and the Chief of Ndiweni.

Seemingly, the state are now taking notes from Ian Smith. Who would know that they would repeat the sins of old like this. From the ones they liberate themselves from, they are copying the tactics of them. As they showing the oppressive behaviour, similar impunity and lack of respect for freedom, liberty and free speech.

The Chief is allowed to speak, but supposed to promote government protocol. The Chief isn’t supposed to oppose the President nor his leadership, even if the hospitals are collapsing or possible famine. Still, the Chief is supposed to praise ED and his policies, even when it destroys the state, a little by little.

The acts of deposing Chief Ndiweni is just a brutal and cruel act, to take away someone’s official title and office, because he dares to speak up against you. That is just like the Smith government of the past. Yet another proof, that the liberators becomes just oppressors they overthrew. Congratulations, and kudos. You are copying the ones whose ills shouldn’t be copied. Peace.

Uganda-Rwanda Tensions XIX: The 2nd Ad-Hoc Meeting – A double whammy!

Today, was the rescheduled 2nd Ad-Hoc Meeting, which was supposed to happen in October, but since then been postponed. This has all happen since the Luanda Memorandum of Understanding was signed on the 21st August 2019 and the first meeting was in the middle September in Kigali. Today, it was in Uganda, as the parties met together with the other stakeholders too.

Well, the parties couldn’t resolve anything. They couldn’t even drop a joint communique from the 2nd Ad-Hoc Meeting. The MoU isn’t a legally binding document, neither was the first joint communique from September. However, the breakdown today is surely not the signs in the stars that the public needs.

The Rwandan and Ugandan parties are not able to settle grievances, they are not able to negotiate or even talk. Not even for the PR perspective. They were together and had the opportunity to settle things, instead they are back-stepping and mudding the waters more.

The various dignitaries today cannot proud of their work, neither for themselves or for the East African Community in general. This is putting a hold on a needed relations, as they are neighbours and will be connected whether they like it or not. If it is the ego of the head of states. If it is the grudges from the past.

This is not only a border dispute, the way both republic’s a treating their citizens. It is also about the possible shadow-war done in the Democratic Republic of Congo. The spoils of militias inside there, which the parties doesn’t want to put on the table. Neither also take responsibility for. Because, that means knowingly taking responsibility for in the insecurity, they both are promising to help, all of the time.

These two parties needs to settle it and the citizens are paying the price, the traders and border regions are hurt by this. The Uganda-Rwanda tensions needs to be resolved, as there been a long stalemate and need to figure the next few steps. The stakeholders needs to put forward steps and timelines. If not this will drag-on into 2021 or even escalate further by possible violence at a border point. Which has already occurred, but if it happens again. It might be more than just letters of warning between the parties. But actual further actions made, which none of us wants to see. Peace.

Opinion: The Constitutional Court Judgement towards Besigye was just weird…

Whatever the Constitutional Court, the National Resistance Movement (NRM) and whoever who supporters the powers to be right now. They should be baffled and boggled by the rare Supreme Court order delivered or served on the 12 December 2019. Not that I think anyone of us, would ever reconsider or think that the Constitutional Court would vote in favour or find grounds to do so. That would be naïve with the knowledge of how the system works.

However, the Constitutional Court has made a fool out of themselves. They have made a judgement that shows the blatant disregard for rule of law and of justice. Without even trying. Claiming what it does, without dropping any hint of subtle reasoning for why the petitioner has done what he has done.

What is even more funny about this judgement is how it stipulates certain factors for why Dr. Kizza Besigye did have his own illegitimate government. Without any consideration into the election itself and the evidence of rigging there. Which should in concern to anyone being legitimate, should be easy to answer and prove in the first place. However, that was deemed unnecessary or not fit. That is why this judgement is purely stipulating the narrative that the regime needs.

They not even looking into or caring about the violations of assembly, freedom or liberty of the citizens, who choose to act in civil disobedience, as they are just following the codes and using one tiny fragment of the laws, which fits the state itself. So, that they can violate and arrest, detain and use preventative arrests, without any concerns for the likes of Besigye. That is what this judgement says.

Continuing on the fantastic argument of Besigye being in contempt with the Court(s), as he claims that the government is illegitimate and the ones appointed by it is so too. Well, that argument in itself makes sense, but then again his running against the machine. A machine working to work for the President. Therefore, his battle against this had to be a lost one, because it is not as if they will claim to be ill advised and be out of place.

Then, as they continue, the says he can seek other courts or his own court even. Just like that will make sense. Telling someone to go nowhere, because his case is futile. I am sure that Besigye knew the results before he petitioned the Courts, he knew he would loose, but being bullied and told to fish elsewhere. Is beneath the Constitutional Court and the statutes that it adhere too.

So, if the ones praising this judgement think they are wise. Pardon me, but your not. Even if Besigye would be totally wrong, his point still remains and this one is only an deflection from the higher courts. That the system is rigged and no one else can win. He cannot even get relief or get any sort of function that gives him way. Especially, since the acts against him was deemed unconstitutional, still they wouldn’t salvage or give him anything. That shows that they are just giving the results the regime needs and nothing else.

The Constitutional Court takes the public and the Constitution for fools. That is why they are calling the 2011 and 2016 elections for legitimate. That is why they are upholding the current state of affairs, without even question it. Because, that means they would go against Museveni and they cannot do that.

The funny ending of the judgement too, the same rights enjoyed by the ruling party, should be enjoyed by the minority opinions must be allowed? Why is that not happening? Why every time the opposition does something, does the law-enforcement come to block it?

Well, enough foolish things in a day. Kizza Besigye proved his point, even by losing. Because, this judgement is both judicial and political voodoo of the first class. Peace.
