

EFF is not moved by SANEF and its double standard on so-called Investigative Journalists (14.09.2019)





Let me be short on the former Inspector General of Police Edward Kale Kayihura. His done enough of illicit business, oppressive behaviour and acts as an henchman or a Capo for the Don or the President to ever be vindicated. His statement today was against the United States for sanctioning him yesterday.
He literally told them: “Go Hang”. Than a whole another nonsense, which is not worthy to repeat. Unless, your National Resistance Movement (NRM) friendly media. Because, this is one of the previous loyal subjects, who followed orders from above and had a listening ear to the needs of the Head of State. So, its not like the man is innocent.
Kale can think it was bloody brilliant to answer and give a retort. That he should have gotten special treatment and been exonerated. However, all his actions over the years speaks for itself. If they ever get properly investigated or get looked into. Surely, he would answer with time and with sentences. Because, Kale has made plenty people suffer, more people hurt and taken away innocent people’s lives to serve his master. Therefore, all the sanctions are justified.
His rant is just an smear campaign back. Just like all his endless statements over the years of justification of arbitrary arrests, illegal detentions, abductions and injustice done to civilians under the banner of policing. Surely, if you have followed the man a little minute. You have seen this. That why it’s no sense to drop it here. As a token of his marvellous enterprise as the IGP.
IGP Kale Kayihura is right to seek judgement, but that doesn’t mean his actions as an IGP was justified. He wants to be vindicated and have a clean slate, but kinda hard to get that with all the dirt on your fingers. Those stains doesn’t easily get washed off. Peace.

Well, the Tories with their mismanaged priorities and in-fighting, which have let the world see three Prime Ministers in a very short time. Is now seeing a half-baked approach to leaving the European Union on the 31st October 2019. As if Boris Johnson cares about governing, he only cares about holding power. Even if it means that he makes London from a Metropolis, into a provincial town of Europe. Because, it will be a sovereign provincial town when this is done.
The partly released Operation Yellowhammer is showing how big of a blow it will be to the United Kingdom. This will effect the trading, the banks, the industry and all parts of life after they are leaving the Union. All sort of movement will be slowed and all sort of cross-border trade will suffer. Still, the Prime Minister and his Tories says it will be splendid.
Will it really be?
Losing trade agreements with the all the EU partners, loose out the internal trade without tariffs to the EU26. Surely, that will be the golden ages for London. As businesses has already moved to Dublin, Amsterdam and elsewhere to save the business transactions and their securities within the Union. Something the Tories will not say, but is a fact, that cannot be dismissed. The amounts of jobs, work and funds poured out of City of London with a snap of an eye. Because, they didn’t want to risk being a “Third County”, WTO standard company operating to the rest of the EU.
Surely, it must be nice to know that previous companies, previous partners and investors are looking elsewhere. As they are seeing Dublin more fit for operational needs than London. That must be gift that keeps giving. Must make the Brexit Party proud and the Right-Wing Tories feels like proud-cock.
The Irish has the advantage, even though they will be hurt by this, they have powerful friends in Brussels. Who will fight their cause and for their needs. They will get leverage and packages to patch the hurt. While, the British and London will have to find new pockets of money or slash funds from out of nowhere. Since, the state is losing, the tax-base shrinking and popularity of Downing Street Number 10 is at an all time low.
It doesn’t matter right now, if the Tories and DUP think they are bloody brilliant, if they think they can hoodwink the Irish and EU. Because, they see it through. The timeline is dark, but the possibility of winning is not an option. The Good Friday Agreement, if it matters to London, means they have to do something. But don’t anticipate that, the EU will honour that with a temporary backstop to help out Dublin and Ulsters Belfast. However, London is more into unicorns and elves than trying to find a solution. They are campaigning across the kingdom, instead of configure out the final details before they are leaving. The laziest approach any government can do. Maybe, that is why Dublin is becoming more important and London is not.
Dublin actually acts sincere, acts with a heart and actually with a concern. They are not just internally squabbling and hoodwinking the public. No, they have actions, budgeted funds for the hard times ahead and has helpful backers from Brussels. The UK has sort of deals on the line with New Zealand and United States in the waiting. But nothing that can be able to salvage the losses of membership with the free-trading community of the EU.
The Tories will not say that, while Dublin has the gold. London is losing and it does so on its own. It doesn’t need help from anyone. The UK manage this all by themselves. It is their magic trick, go from being someone to be no-one. The UK went for fools gold and thought they bought the price. They didn’t and it is worthless. Its just like they don’t know it yet. The Zimbabwe African National Union – Patriotic Front (ZANU-PF) are really trying to forge the narrative and the story on their monetary policy. As the Reserve Bank of Zimbabwe (RBZ) and their Governor dropped the Policy, while the nation is busy finding out when to mourn its previous President Mugabe.
In the midst of this, the RBZ could have been upfront and shown the reality, but instead it coming up with some steps and half-baked solutions, which will not generate trust for the financial institution nor the economy itself. As it soon releasing a new national currency on the back of the RTGS Dollar and Bond-Notes. We are the half-way to hell or heaven, but surely most likely on a ride of hyper-inflation and the state doesn’t want say so.
“Notwithstanding these measures, annual inflation escalated from about 5.39 percent in September 2018 to 175.5 percent in June 2019, mainly reflecting the exchange rate price indexation in an environment of high premiums in the parallel market” (…) “The country is moving towards bringing inflation under control and lowering it over time after the initial burst of high inflation that followed from the liberalisation of the exchange rate” (Reserve Bank of Zimbabwe – ‘2019 MID TERM MONETARY POLICY STATEMENT’ 13.09.2019).
Trading Economics reports: “Consumer Price Index Cpi in Zimbabwe increased to 208.90 Index Points in July from 172.60 Index Points in June of 2019.”
In counter to the RBZ, the forecast is: “Consumer Price Index Cpi in Zimbabwe is expected to be 208.33 Index Points by the end of this quarter, according to Trading Economics global macro models and analysts expectations. Looking forward, we estimate Consumer Price Index Cpi in Zimbabwe to stand at 319.31 in 12 months time. In the long-term, the Zimbabwe Consumer Price Index Cpi is projected to trend around 322.34 Index Points in 2020, according to our econometric models”.
Comesa reported: “Zimbabwe recorded the highest year on year inflation rate of (+ 257.2 %)” (COMESA – ‘HCPI – COMESA Monthly News Release I s s u e N o . 96 J u l y 2 0 1 9).
With these statements alone, shows that the economy isn’t stabilizing, neither is it becoming better. The Forecasts are tragic, the rising inflation is spiralling out of control again. Like it has done in 2008. It is a decade later and the RBZ and Ministry of Finance haven’t learned. The Zanu-PF and its handlers things they can play this one out. But the inflation rising is at hyper-inflation levels.
That the RBZ didn’t want to address the vast difference between inflation rate in September 2018 to what is happening in July 2019. And the RBZ only shown the levels of June, but not July, which is a very weird. As the all numbers should be there. Since the 208% July numbers shows, that the RBZ and Ministry of Finance isn’t stabilizing it, as it went up from 172% in June. The forecast, which is speculated, as it has models on the possible outcome. Zimbabwe might end up with up to 319% in 12 months time. This means by July 2020 the hyper-inflation is persistent and continuing to worsening the situation.
The RBZ should be truthful about it. However, it seems to spread another message. Which seems like they don’t care about the reality or denying it to save face. Peace.


Well, it is about that time, the actions made by the United States Department of State and loyal minion of Trump, Michael Pompeo is supposed to send a message, but does it? Nah. Not so much, since his target is who he is and seemingly a fitted one. It isn’t like the former Inspector General of Police Edward Kale Kayihura of the Uganda Police Force was working in a vacuum.
Before, I tell short stories about Kayihura and his inter-connections, just look at the orders from the US:
U.S. Department of State statement: “The Department is publicly designating Kale Kayihura, the former Inspector General of the Uganda Police Force and its commanding officer from 2005-2018, under Section 7031(c) of the FY 2019 Department of State, Foreign Operations, and Related Programs Appropriations Act, due to his involvement in gross violations of human rights. Specifically, the Department has credible information that Kayihura was involved in torture and/or cruel, inhuman, or degrading treatment or punishment, through command responsibility of the Flying Squad, a specialized unit of the Uganda Police Force that reported directly to Kayihura” (…) “These actions against Kale Kayihura underscore our concern with human rights violations and abuses in Uganda, as well as our support for accountability for those who engage in such violations and abuses. We call on the Ugandan government to respect human rights and fundamental freedoms, including the freedoms of expression and peaceful assembly” (Michael Pompeo – ‘Public Designation, Due to Gross Violations of Human Rights, of Kale Kayihura of Uganda’ 13..09.2019).
IGP Kale Kayihura is not a man’s record I will defend. We all who has followed politics in the Republic a hot minute. Knows what he did and have done. No denying fact how he controlled, patrolled and enforced a brutal regime upon the public. How the opposition suffered, tear-gassed, arbitrary arrests and rampant injustice from this man.
There is no opposition, no activists or anyone connected with that, whose haven’t seen the forces or the oppressive behaviour of the Police Force and its connected groups snatching people’s freedom, liberty and justice. In the snap of an finger, he could arrest, detain and await proper procedure, as he could use preventative arrests, public order management act and every other tool in the penal code. To strike at civilians and do the bidding of the head of state.
It is not like IGP Kayihura as an island. Not like his was alone on the corrupt bids. Not like he didn’t house arrests Besigye without orders. Not like he tried to sway elections, tried to rig polls and do what needed to be done. Without the mercy and the steady support of the State House. That is to naive and think he was Don. No, he was a Capo or a Caporegime. He was one in-charge of made-men in the National Resistance Movement (NRM). That is why the President let him handle stuff, because of the levels of trust.
In 2015 report:
“Kale Kayihura was responsible for jointly forwarding the information gathered using FinFisher under the Fungua Macho operation to President Museveni. A former military assistant of Museveni during the ‘Bush War’, Kayihura is widely seen as unfailingly loyal to his boss. Kayihura gained notoriety during the 2011 presidential election and the Walk to Work protests because of his brutality in crushing the protest movement. Kayihura presides over the Joint Intelligence Committee. The JIC assembles the ISO, ESO, CMI and Police. Kayihura is heavily involved in defence procurement, and has been implicated in corruption scandals. He reportedly failed to account for UGX 15 billion (US$ 4 million) while commander of the Special Revenue Protection Services between 2001 and 2006” (Privacy International Report – ‘For God and For My President: State Surveillance in Uganda P: 28, 2015)
In 2016: “Mr Museveni said: “People are attacking Kale (Kayihura), Kale has done a good job; he stopped fujo; because people wanted to bring fujo to disrupt business. If you have fujo, you will not have wealth.” (Leilah Nalubega – ‘Kayihura has done a good job, says Museveni’ 23.08.2016, Daily Monitor).
In 2017: “President Yoweri Museveni has hailed the Inspector General of Government Gen. Kale Kayihura for being a true cadre of the ruling National Resistance movement party. Presiding over the thanksgiving ceremony of the Police chief in Kisoro, the president described gen. Kayihura as a hard working officer who has sacrificed to protect its citizens” (NBS Television, 16.10.2017).
So, its not like the former IGP worked alone. He worked in tandem with the high above, the almighty and on the blessing of him. Still, its only him whose sanctioned and it is peculiar that its happening now a year after the sacking. Since, it didn’t happen while his in office and actually has the power to create the hurt. But after being released and a civilian, his sanctioned by the US Administration. If the US really cared, they should have acted when they gathered the intelligence, because Uganda is a military partner and an ally in East Africa. Therefore, it is weird that it happens now.
That its a symbolic act, as Kayihura will not care about this. It is not like the US is freezing his accounts or even trying to arrest him for human rights violations in office. They are banning him from entering the United States. Not like his going to vacate for Florida or California anytime soon.
I have never seen anything good in the acts of Kayihura, who was a political pawn, a man of scruples and who had trouble putting other peoples in harms way to show loyalty to his boss. That is why his a former Capo or Caporegime. Who went from being someone who enforced his groups on accord with the Don. Now, his not useful, that is why the US can also sanction him this late.
So in my view, the US went for the Capo, but forgot the Don. Peace.

I have no grudges or anything personal against retired General Mugisha Muntu, the former Party President of Forum for Democratic Change (FDC), which now is both apart of Democratic Party Block and its Special Purpose Vehicle (SPV) and has members in his leaders in the People Power Movement (PPM). Clearly his ways are spiralling for relevance into the upcoming General Elections in 2021.
Alas, there is the case, his not only playing two horses, with his pragmatic ways, while his always trying to shine with his words. Which he at some point does, but I find it bit dishonest. Knowing how the Alliance of National Transformation exists. ANT didn’t become a thing, because the Nation asked for it. ANT didn’t become a thing, because there was a need or an uprising like Action 4 Change (A4C) or anything.
No, it happened because the General lost to Patrick Amuriat Oboi and since then held consultation with the FDC and externally. Withheld and postpones the operative dates and rescheduled the start of party. The New Formation turned ANT.
I wish I didn’t feel this way, I know its politics. But when this man speaks of “country before self” and such. Plus speak of opportunity to serve, why couldn’t he serve on the sidelines of the FDC? What was the need, if he believed in change to be the king on top? Wasn’t it possible if he humiliated himself and swallowed his pride.
Instead, he jumped ship and creates his own, by also putting the stakes in every other avenue possible. Which seems to be finessing the whole situation. To find the bargain and get the best out of the DP Block and PPM. By any means, consolidate his position and strategically find relevance as new alternative.
In addition, speaking with the tongue of a poet, like a magician, as he has done so many times before. Muntu knows this and therefore his quotes are golden. They can demystify a person. However, his actions are speaking loud too. Since, his insincerity about serving, as long as his the top coordinator, the man in charge and head. Than its fine, but don’t ask him to play second fiddle. That is not acceptable.
Muntu doesn’t accept to be second place, even if it means country before self, or serving the country. He will only serve if he gets the first place. Not a narrow second. That is why he should trade waters more carefully. He might thinks his outsmarting people by his pragmatic ways. But his falling short on his service, on his record and on his own astute beliefs. Because if he really believed it. He wouldn’t have created ANT, but worked for it inside his old party.
Alas, he didn’t because he doesn’t want to serve, he wants to number one. Peace.

(September 12, 2019, JUBA, South Sudan) The Intergovernmental Authority on Development (IGAD) is pleased with the positive progress in the implementation of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan.
The face – to – face meeting between H.E President Salva Kiir Mayardit and the First Vice President-Designate, H.E Dr. Riek Machar Teny that resulted in a way forward on pending Security Arrangements issues, is a significant step in the right direction.
“The remaining critical tasks of the agreement can only be completed with unity and compromise. The mood in Juba is very encouraging. It is feasible to form a unity government in November 2019,” said Ambassador Ismail Wais, the Special Envoy of IGAD for South Sudan.
“We call on the non-signatory groups to come in from the cold and join the nation-building and solutions,” Ambassador Wais added.
IGAD reiterates its commitment and support of the Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS).
We call on the International Community and the friends of South Sudan to support the positive momentum and expedite their support for the completion of the remaining critical tasks.
IGAD commends President Salva Kiir Mayardit for his leadership to broker a peace deal between the rebels and the government in the Republic of Sudan. It is clear demonstration of the potential role South Sudan can play in the security of the region.
