What is Nabilah Naggayi Sempala problem: Everyone lies, but who is telling the truth then?

The Forum for Democratic Change Woman MP for Kampala Nabilah Naggayi Sempala has spoken out about the state of affairs in general politics. Especially after the FDC Reshuffle within the 10th Parliament, where most of the loyalists to previous Party President Gen. Mugisha Muntu have been outcast and other people have been assigned roles within the shadow government. However, this has not gone without questions or even discussions. As the decisions to do so, has been done by the FDC Party President Patrick Oboi Amuriat. Which is a total normal procedure and has been done by the FDC for ages now. Therefore, the silent force and not so viable MP, Nabilah shows up to scene.

She is not the cleanest MP within the FDC, even during campaigns before the General Election in 2016. She campaigned both with Amama Mbabazi and Kizza Besigye. Seemingly, whenever the big-man was in town, she had to have support of both. Which is in itself weird and also disloyal. No-one should forget that. Maybe, that is why she is concerned about the state of affairs.

The current state of our nation political health is majorly caused by the willingness of most people to listen to lies especially those who are passionate about party politics and will be quick to rationalize or diminish the seriousness of lies told by a member of the political party they support, but will be merciless toward any member of the opposing political party caught telling a lie of any kind. I strongly believe that all of the problems facing Uganda can be traced to people’s collective choice to embrace Lies. But even though they will claim not to like lying, they continue to tolerate the people and institutions that do the lying so long as none of the specific lies they tell happens to greatly disadvantage or displease them personally; But in the confines of their homes and amongst close friends or family; they embarrassingly admit that the Leader of FDC has lied on several occasions or that President Museveni has not been exactly truthful to Ugandans! Over to you, Ugandans! When will “LYING” be faced and confronted straight in the FACE? Whatever is eating up FDC is the same eating up NRM! Dishonesty!” (Nabilah Naggayi Sempala, 10.08.2018).

If there is someone who is electioneering or trying to finesse herself in Uganda. Nabilah is one of them. Especially if there is coins or loyalty points to get out of it. This is happening now, she is trying to forge a better pattern and make herself viable. Not that she had done that when it came to Age Limit or possible Land Amendments. You wouldn’t hear her speak or utter a word, but when its mere political splits or political infighting. She shows up like hunger strikes. Nabilah have to get that bread and this is how she gets her butter.

Nabila N. Sempala has done this and will continue to pursuit this way. Because her messaging is lack-luster and needs a political sponsor to get pass anything. Her character is coning and will look for someone to carry her. That she blames both FDC and Museveni of lying is to cover all bases. Both her FDC base, but also show wits. What falls flat, is the lack of implying, who is lying and what lie?

Is it that the FDC are trying to forge fresh MPs within the Parliament and foster their talents? Is that the FDC branch of Muntu is being faced out? The NRM lies constantly, that is their bread and butter, the one you are also trying to score point on. What is drive there? Museveni lies all the time and false promises is his livelihood. So what is your point there?

Nabilah is electioneering and trying to finesse herself again. Nsereko bangs for bucks, Nabilah gives loyalty for bucks. Let see where the buck stops for her, maybe she will change party to before next election. She was part of Mbabazi before going back to Besigye in 2015. Let see if she pulls of the same sort of stunt in 2020 before the 2021. Peace.

Not a shocker: Sudan’s Omar Al-Bashir plans to stay in power, indefinably!

Not be shocked, the guy who has ruled Sudan since 30th June 1989, the man who now has been in power in total of 10,634 days or 29 years, 1 month and 12 days to exact. That is the amount of time that Omar Al-Bashir have been in power in Sudan. This is because of his use of power, petroleum money and use of force. He has used ethnic battles and also tried to destroy groups in Darfur, the Blue Nile, South Kordofan and also in South Sudan. He has seen people die and used soldiers against his own people. The steady warfare is the reason for the internally displaced people in South Sudan and in Sudan, even refugees in Chad and in other nations as a result. There isn’t without reasons that the International Criminal Court (ICC) has a warrant for him, but the dictator-club of African Union are usually letting that one slide. Not following the Rome Statute, that is why he is not fearing criss-crossing the continent to visit fellow weapons-brothers.

I will first show the newest fresh release, that the guy taking power with a coup in 1989. That his “party” has renewed and allowed to him continue to rule. Secondly, a small extract from the article describing the coup, before showing his charge. As you can get a feeling of who this President is, and this isn’t all the horror stories from Dafur or South Sudan.

New terms for Al-Bashir:

Khartoum, Aug. 10 (SUNA) – The National Shura Council of the National Congress Thursday evening approved amendments in its basic statute and amended article (36) of those who assume organizational tasks. According to this amendment, the National Shura Council has approved Field Marshal Omer Hassan Ahmed Al-Bashir as its candidate for the position of the President of the Republic in the elections of the year 2020 and directed the concerned organs to adopt the required procedure for implementing this decision” (Sudan News Agency – ‘ National Congress Approves Omer Al-Bashir as its Candidate for 2020’ Elections’, 10.08.2018).

Al-Bashirs’ coup of 1989:

The leader of the coup, a little-known officer identified as Brig. Omar Hassam Ahmed al-Bashir, announced on the official Omdurman radio that a new Revolutionary Council would rule the Sudan, Africa’s largest country and one of its poorest. He did not say anything about restoring civilian rule. In February a group of army officers presented Prime Minister Mahdi with an ultimatum demanding that he either find a political settlement to the civil war or give the military the means to seek a battlefield victory. At that time, Mr. Mahdi agreed to widen his Government and hold peace talks with the southern rebels. Brigadier Bashir did not say today whether the peace initiative would continue” (…) “Brigadier Bashir said he would become head of state, Prime Minister, Defense Minister and Commander in Chief of the armed forces. He announced the suspension of the Constitution, the dissolution of Parliament and the imposition of emergency rule. ICC Summary charge:

.Upon investigation of crimes allegedly committed in the territory of Darfur, Sudan, on or after 1 July 2002, the Office of the Prosecutor (hereafter the “Prosecution” or the “Office”) has concluded that there are reasonable grounds to believe that Omar Hassan Ahmad AL BASHIR (hereafter referred to as “AL BASHIR”) bears criminal responsibility under the Rome Statute for the crime of genocide under Art. 6(a); killing members of the Fur, Masalit and Zaghawa ethnic groups; (b) causing serious bodily or mental harm to members of those groups; and (c) deliberately inflicting on those groups conditions of life calculated to bring about their physical destruction in part; for crimes against humanity under Art. 7(1) of the Rome Statute committing as part of a widespread and systematic attack directed against the civilian population of Darfur with knowledge of the attack, the acts of (a) murder; (b) extermination; (d) forcible transfer of the population; (f) torture and (g) rapes, and for war crimes under Art. 8 (2)(e)(i) of the Statute, for intentionally directing attacks against the civilian population as such, and (v) pillaging a town or place” (ICC – ‘SITUATION IN DARFUR, THE SUDAN’ 14.07.2008, link: https://www.icc-cpi.int/CourtRecords/CR2008_03987.PDF).

Because of the military coup d’etat in 1989 and is still in power, I doubt he would ever leave his reign. The party had to make amends and accept to change the constitution. Since everyone knows that the Omar Al-Bashir is going nowhere. He is staying and secure his position, a position he has consolidated and secured. The use of army and intimidation, as well as petrodollars has secured this pattern. The violence to control provinces and also show force. Because no one are supposed to question him or even challenge his rule. That is why newspapers, media-houses and journalists can get into trouble. Protest turns violent as the state security organizations brutally shuts them down, even when the state is putting higher prices on petrol and bread. That is just the way Sudan is ruled, especially under Al-Bashir.

He has no trouble forging militias to kill dissenters in Dafur, South Kordofan or in South Sudan. He has supported a Nasir rebellion in South Sudan, and surely made the crisis within Darfur much worse. This is deliberate acts to control by havoc, which he has gained support and massive strength by killing civilians. There isn’t without any reason, why the ICC has put charges on him and wants him on trial for the crimes against humanity.

What was news this week, that some even called breaking news, wasn’t really that. This is a man that used the guns to get power, continues to use the gun to stay in power and have no intent of giving way to others. If they are in his way, he will blast their heads off. Peace.

Museveni, you cannot order God around!

I don’t fear God’s calling and even if he wants to call me, I have no problem but I want him(God) to do it an organised manner” Yoweri Kaguta Museveni (10.08.2018).

The Almighty will not follow your command, I know on planet earth and in the East African sphere, you have gotten your way or bribed your way. You have used all methods to get people to follow you, if they haven’t you have finished them and sent them into eternity. However, if you want God to show mercy, maybe, just maybe repent from your ways Mr. President.

Because someone who speaks so favorable about the Christian faith as you, Mr. President. Your acts are sinister and devious. You cannot deny that yourself, as the enemies of your vision are usually ending up in trouble, while you have prospered. You have vast wealth, but your country is poor. That is your making, not the people, instead of serving them, you have served yourself.

What sort of leader is that? Your are not selfless and open, you bring the guns and ammunition, you bring the tear-gas and the forged charges against the men and woman standing your way. You send the army to topple other leaders, to secure benefits and resources from the neighboring countries.

With all the men and woman whose lost their lives because of your petty politics. You should fear God. You should wonder if he would show remorse or if you will be in damnation. I do not know how that will be for you, Mr. President, but surely you should respect him a bit more. Because of the havoc and pain you have put other through.

Gods ways are mysterious, while your are an open hazardous bazaar. That is why you should repent and act a bit more sincere, because we know who you are and your ways. They are written and the pains in Uganda, Democratic Republic of Congo, Rwanda and South Sudan. To name a few, also now with mercenaries in Equatorial Guinea and the lives taken in the power-game in Somalia. We know who you are and what you do.

You should really look into yourself and be aware of the consequences. Not because of me, but because of the almighty God, the Divine, the creator of Earth and everlasting, the ones who breath life into all of us and decides our fate. You should be a bit more concerned. We all will answer to him for our deeds and you know perfectly well what you have done.

He knows and he will take care of it, in due time. But not expect it to be your way. You have already razed enough havoc. You should not expect him to clock you in when you feel like it. Peace.

Arua By-Election: Couldn’t the Opposition muster someone better than Wadri?

Well, it will be a race between the National Resistance Movement (NRM) Nusura Tiperu candidate and independent candidate Kasiano Wadri. This is the Arua Municipality By-Election that will happen on the 15th August, as the contested seat of late Hon. Ibrahim Abiriga is for the taking.

This means that the Forum for Democratic Change (FDC) own person will step aside, this is the upcoming Bruce Musema. The vital change happens after Justice Forum, Democratic Party and Bobi Wine agreed upon this. The FDC have clearly folded after what happen in Bugiri Municipality, as former Party President Gen. Mugisha Muntu have already started to campaign from Wadri. There are clearly tensions in the air and the obvious outcome. Muntu clearly favored someone outside his previous party, than throwing his weight in favor of Musema. That is really showing lack of loyalty, btu that is to be expected these days. Abed Bwanika was also apart of the people who went in support of Wadri, as well as Norbert Mao, therefore, the DP is heavily invested in the candidate. As they need the result to prove their worth.

Nusura Tiperu is running a campaign of continuing the “Late Abiriga’s Agenda”, however if that will stick or be the reason for her victory, who knows, as the Electoral Commission, the Police Force and the NRM are usually busy rigging elections in their favor. Even as the Joint Opposition Candidate Wadri, will still battle hard, as he is not as viable as Musema might have been. This can really be shooting itself in the foot, as Tiperu might look much smarter, than Wadri ever will be.

Because if Wadri didn’t have the Democratic Party, Bobi Wine and Bwanika behind him. Would he even mattered in concern with Musema? That is the question we can now put. This questions are viable and it is just days ahead of the polls. That is not a sign of strength, but of weakness.

Tiperu couldn’t have gotten a better bargain, as she has to rally against weak Joint Candidate, instead of several Opposition Flag-Bearers. If the Opposition would have been smart, they had put Musema forward as it would have a younger and viable candidate, not an older character like Wadri. Tiperu doesn’t even need lots of big-men around her to win this. She has an advantage and she didn’t do crap about it. This is the own making of the opposition itself.

If your making a joint candidate, you put the best one you have, not the second best or the lucky loser, but you put up someone that you can actually believe in. That is not Wadri. Wadri is not believable, that Bwanika and Bobi Wine, even Muntu is up to something. That is clear, but the vindication of their political bargain, might be a cold cup of tea and not a drink you enjoy.

Wadri is the former Terego County MP, who lost in 2016, therefore, he is already and not a strong one. They are moving him to another district, but his person is still the same. He has already lost one to the NRM. What stops him from that happening again, the mystical powers of Bobi Wine?

We have to see, but Wadri shouldn’t be the one, in this one Musema should have, but maybe after the Bugiri Municipality, the FDC are throwing their weight behind as they were under-fire to field their own. But this time, it would have made sense, because will someone who lost to NRM. He has already had 4 terms in Parliament. There should be someone without entitlement to run.

However, that is what Arua is getting from the opposition. They are fielding a failed, career politician whose time is up. If he bounces back its because of mercy, not because of his swagger. Peace.

Ebola Vaccination Begins in North Kivu (10.08.2018)

Work has begun to prepare ring vaccination in the Mangina health area, 30km from the town of Beni.

BRAZZAVILLE, Congo (Republic of the), August 10, 2018 –  The Ministry of Public Health of the Democratic Republic of the Congo today announced the launch of Ebola vaccinations for high risk populations in North Kivu province.

The vaccinations have begun just one week after the announcement of a second outbreak of Ebola this year in the country. A total of 44 cases have been reported so far, of which 17 have been confirmed.

Work has begun to prepare ring vaccination in the Mangina health area, 30km from the town of Beni.

The provincial health minister and the provincial coordinator of the Expanded Programme on Immunization were the first to be vaccinated. They were followed by first line health workers from the Mangina health centre, who had been in contact with people who were confirmed cases of Ebola.

“Vaccines are an important tool in the fight against Ebola. This is why it has been a priority to move them rapidly into place to begin protecting our health workers and the affected population,” said Dr Oly Ilunga, Minister of Health of the Democratic Republic of the Congo.

A total of 3,220 doses of the rVSV-ZEBOV Ebola vaccine are currently available in the country, while supplementary doses have been requested. While the vaccine goes through the licensing process, an agreement between Gavi, the Vaccine Alliance and Merck, the developer of the vaccine, ensures that additional investigational doses of the vaccine are available.

“The Democratic Republic of the Congo has once again demonstrated strong leadership in its early response to this outbreak,” said Dr Tedros Adhanom Ghebreyesus, Director-General of the World Health Organization (WHO). “Ebola is aggressive. We must respond more aggressively. Beginning the vaccination so quickly is a key early step.”

WHO has provided logistical support for the establishment of the cold chain and sent supplies needed for the vaccinations, in addition to supporting the negotiation of protocols with the manufacturer and national authorities, and supporting the deployment of vaccination experts from Guinea to work alongside national staff, who began the vaccination.

“We are proud of the regional solidarity demonstrated by the vaccination efforts, and confident that the strong capacity of the African region will once again be demonstrated during the response to this outbreak,” said Dr Matshidiso Moeti, WHO Regional Director for Africa.

Zimbabwe: Mnangagwa’s footsie with the West lost as Trump renewed the sanctions!

Ever since the military coup in November 2017, the Zimbabwe African National Union – Patriotic Front (ZANU-PF) have tried to look cute and act differently than under Mugabe. However, there only been minor changes and very little substance. This has been even more proof after the polls, as the violence, killings and the direct oppression of Movement for Democratic Change – Alliance has appeared. That President Emmerson Mnangagwa wanted a favorable return in the good graces of West is natural, as he graced Economic Convention in Switzerland and so-on.

He has clearly failed as on the 8th August: “On Wednesday, August 8, 2018, the President signed into law: S. 2779, the “Zimbabwe Democracy and Economic Recovery Amendment Act of 2018,” which amends the Zimbabwe Democracy and Economic Recovery Act of 2001” (White House, 09.08.2018). Clearly, the Zimbabwean authorities and ruling party thought they could stop this, make sure the Republic was open for business. Now, the economic sanctions will continue, as the trial period and the tests have malfunctioned.

The ZANU-PF couldn’t really change and Mnangagwa shows the world why he was the underling of Mugabe. He was the one coordinating and ensuring that the state, took care of dissidents and opposition. Silenced them and surely made sure they wouldn’t become a hassle. Now, the same figure is in the hands of the army and Vice-President Constantino Chiwenga. The army will clearly secure the power, as they are the benefactor of the coup in November 2017. They are now silently securing themselves and using power to intimidate people.

What is in the newly enacted law is saying: “C) Consistent with Zimbabwe’s 2013 Constitution, the Defence Forces of Zimbabwe— (i) are neither permitted to actively participate in campaigning for any candidate nor to intimidate voters; (ii) are required to verifiably and credibly uphold their constitutionally-mandated duty to respect the fundamental rights and freedoms of all persons and to be nonpartisan in character; and (iii) are not permitted to print, transfer, or control ballots or transmit the results of elections” (S. 2779 – “Zimbabwe Democracy and Economic Recovery Amendment Act of 2018”, 25.07.2018).

The army is clearly to partisan and involved directly in the government alone, to the ZANU-PF to be able to stop the sanctions in the previous bill. That now is amended. Really shows the intent of the United States, to tell them to not use the military politically and therefore continuing to sanction them.

As well as this part of the law too: “(2) The Government of Zimbabwe takes concrete, tangible steps towards— (A) good governance, including respect for the opposition, rule of law, and human rights;” (S. 2779 – “Zimbabwe Democracy and Economic Recovery Amendment Act of 2018”, 25.07.2018). The ZANU-PF is not respecting for the opposition, rule of law and neither Human Rights.

That is why this law was justified and also the lack of movement by Mnangagwa and his comrades. The ZANU PF had interests in doing so, they do not want to loose grip. Mnangagwa wants power and needs it, the same for the ZDF and the ones who gave him the job. They are continuing the Operation Restore Legacy, but without the crowds and marches. They are now doing it with intimidation. Proving more of the same.

If Mnangagwa thought his footsie for a few months would change this and stop the sanctions. Now, the US Government has shown consistency in this matter. If the Zimbabwe want changes of policy and a bilateral agreement with them. They need to see steps in good governance and actual progress, not just print a few PR Campaigns and walking around in scarfs.

The population of Zimbabwe deserves better than this junta administration. They deserves someone who honor and actually delivers needed services. Now, it is just a government there to eat and intimidate. They are not victors, but another hostile takeover to reign. Just as they have done since 1980. Peace.

A Rebuttal to Friedman: There is no “lid on Africa” also addressing his misconception on Migration!

The Cambridge Dictionary defines “taking the lid off” as: “to cause something bad that was previously kept secret to be known by the public” (Cambridge Dictionary, Cambridge University Press). A writer like Thomas L. Friedman in the New York times should know this perfectly well, as he used this term in his column ‘ Opinion Can I Ruin Your Dinner Party?’ published on the 7th August 2018. This is the reason for why I writing this. Because of two paragraphs that needs to be addressed, I will first let his words speak, before showing what the EU says about the matter. As a European, the American writer doesn’t make sense.

The key part was:

Toppling Qaddafi without building a new order may go down as the single dumbest action the NATO alliance ever took. It took the lid off Africa, leading to some 600,000 asylum seekers and illegal migrants flocking to Italy’s shores in recent years, with 300,000 staying there and the rest filtering into other E.U. countries. This has created wrangles within the bloc over who should absorb how many migrants and has spawned nationalist-populist backlashes in almost every E.U. country” (Thomas L. Friedman – ‘Opinion Can I Ruin Your Dinner Party?’ 07.08.2018 link: https://www.nytimes.com/2018/08/07/opinion/can-i-ruin-your-dinner-party.html).

I don’t know in which world Friedman is residing, but the words of the EU, Zelesa and MPC are clearly not opening any jars of uncertainty. Yes, there been a growing amount of illegal and non-asylum seekers through the United Nations or Bilateral Organizations, which they have come from War-Zones as in the past. As the EU Member States takes their quota of refugees and asylum-seekers as a global task of helping people in need, as that cannot happen where they are or they are living in temporary shelters awaiting hopefully a helpful nation to become their guardian. However, no else is saying it is NATO fault or even the fall Qaddafi, which is the reason for crossing across the Mediterranean sea. There is more porous borders as well as the conflict in the Sahel Region that has continued. These are all reasons for the transport of refugees from the rest of the Sub-Saharan Africa. However, there was never a lid to be taken of the continent.

The EU Science Hub states:

Between 2008 and 2016, the total annual number of African migrants remained stable. However, legal immigration was declining in this period, while the number of irregular arrivals and asylum claims of Africans increased. Irregular arrivals of Africans via the Mediterranean started to decline again in 2017.In Europe, the majority of African immigrants come from North Africa, with most people making the move to reunite with family members already settled in a European country” (EU Science Hub – ‘New perspectives on African migration’ 01.07.2018 link: https://ec.europa.eu/jrc/en/news/new-perspectives-african-migration).

EU Project opened more nations for Immigration:

Clearly, African immigration to Europe was marked by increasing diversification both in the number of countries sending and receiving the immigrants. Particularly remarkable was the emergence of the southern European countries, principally Italy, Portugal, and Spain, themselves longstanding emigration countries, as immigration countries. This was as much a product of the improving economic fortunes in these countries and their integration into the prosperity and political sphere of Western Europe as it was of mounting immigration pressures on their borders to the east and the south. Enclosed in a new European transnational space, new identities of ethnicity and citizenship began to emerge that entailed creating both symbolic and material borders to keep away or distinguish the immigrants. The Europeanization of these countries and the rebordering of the Mediterranean that it implied required the separation and stigmatization ofimmigrants from the global South (Suarez-Navaz, 1997; Royo, 2005)” (Paul Tiyambe Zeleza – ‘Africa ‘s Contemporary Global Migrations: Patterns, Perils, and Possibilities’ P: 39, June 2010).

Migration Profile – Libya:

Despite Libya being, first and foremost, a country of immigration, the deterioration of immigrants’ conditions in the country has also made it an important country for transit migration and particularly for the many migrants trying to reach Malta and the Italian Isle of Lampedusa As to emigration patterns, Libya has never recorded significant outward migration flows. However, during the 2011 unrest, there was an upsurge of Libyan nationals fleeing the country. According, though, to the authorities in neighbouring countries, the great majority are believed to already have returned to Libya” (…) “To conclude, two considerations can be made about the impact of the Libyan crisis on international migration movements. On the one hand, Sub Saharan nationals were without any doubt the people most at risk, both in Libya and at the borders (where repatriation activities led to an impasse). On the other hand, the capacity of neighbouring African countries to manage the crisis in terms of the reception of migrants was remarkable. (IOM, 2012)” (Migration Policy Center – ‘MPC – MIGRATION PROFILE Libya, June 2013).

As we can really see, is that what Friedman is saying is wrong. The African Migration to Europe has lasted long. That is not new and has usually followed to the previous Colonizers of the ones migrating. However, with the change of he European Union, has changed that pattern, but not opened up something. The Libyan Crisis and fall of Qaddafi have had is effect. However, the results by the EU and the IOM are stating not as bad as previously stated. Also that the “illegal” are rising, but less of the direct asylum-seekers, meaning their means and ways has changed, but the end-game are more of the same. They are still fleeing from crisis and wars in Sub-Saharan Africa, but they doing so by the shores of Northern Africa crossing into EU Countries.

So, the taking the lid off by invading and deposing Qaddafi seems like far-fetched. That is a lie, also a relic of the past, as Friedman sounds like they opened a box with a box-opener. This was simply done with getting rid of one dictator. He seems like that is the reason for the whole transit in Libya, not the whole conflict within the continent and neither the true nature of it all. As people are doing whatever they can to get shelter and hope for the future, because the International Community isn’t reacting or caring about the oppression in their nations. They are forgotten and know they will not get help, as the Western Powers are boasting these leaders who oppress and then people want to flee from these shores.

No lid was taken, it was never a lid there to begin with? Are there a lid that was opened so that United States could have space for all the slaves in the past? Or is there a lid taken of the brain of Trump? We all, the rest of the world really want to know.

Museveni talks peace in South Sudan, but trains snipers for them simultaneously!

We know with time that President Yoweri Kaguta Museveni has invested his army and sent battalions to help out the Sudan People’s Liberation Army (SPLA) of South Sudan Defence Force (SSDF). This has been done in the past and also close to present day. This is a longstanding friendship between President Salva Kiir Mayardit, who has used the help from Uganda, when in need. Museveni have helped the South Sudanese rebels all the way back to Dr. John Garang, therefore, his involvement in the conflict there is ancient.

So, yesterdays leak of more involvement as the ceasefire and peace agreement made last week. There is also indication of specialized training of soldiers. They are training a thousand in Warrap state, also training snipers in Buliisa. This is happening as the peace agreement is signed. Not a sign of peace, but using the cease-fire as a tactical instrument, just as Museveni warned, but he accept that his weapon-brother Kiir does that.

Uganda’s former intelligence operative, James Moises, known for exposing some Uganda’s secret dealings in South Sudan’s conflict says his country is now deeply involved in a covert sniper training project in South Sudan and Uganda, claiming the project is designed to withstand any future military confrontation with rebel forces in Juba. “There is peace being conducted in Sudan while Uganda is training at least 1300 SPLA snipers to wage a war when Riek Machar return to Juba,” James explains. “Museveni sent his military men to Warrap State. They are now training 1000 snipers there,” he asserted. The former Ugandan spy further claims that more than 300 South Sudan’s government soldiers are also being trained as snipers in Western Uganda district of Buliisa. “There are at least 300 South Sudanese soldiers being trained as snipers here in Uganda. I was skeptical of the agreement and the lasting effect, as these people are war-lords, rebels and people who runs to their guns. They don’t really negotiate or even try to forge relationship. There been positive signs, but this sorts of reports.

On May 28th 2017 I wrote this and I stand by it:

With the knowledge of the connection between Ugandan Army and the SPLA, Museveni is more important to keep Kiir as an ally, than generate a real peace. The National Dialogue is flawed and it doesn’t help that you have a partial motivated leader like Museveni helping out. It is not to give the mediation any credibility. Since the weapon-brother and the ammunition supplier of the SPLA would not be sincere in wishing peace. Therefore, what I wrote back then, is as right today. President Museveni is not only supplying possibly weapons to the SPLA/SSDF, but also delivering training for snipers. This shows how partial he is.

If someone is Kiir’s weapons brother, than Museveni is the first in-line. He continues to speak of peace, but waging war in private. Peace.
